POLICE DEPARTMENT

Community Outreach

Command Staff, CSO’s, Animal Control, Detectives and several officers participated in this years’ National Night Out Event. We had great community involvement this year with over 35 communities getting involved and hosting block parties. In addition, this year we also had participation from the Fire Department, City Council members and Code Enforcement.

CSO’s, Animal Control, and Patrol Officers visited with Camp Khaos throughout the

month. This year the police department partnered with the Parks Department and hosted a Jr. Police Academy where kids learned various aspects of law enforcement and met some of the officers.

CSO Seaberry finished up organizing Huntington Parks Neighborhood Watch. Their

community is now set-up into individual block watch groups that are organized and reporting crime throughout the park.

CSO Batterman is continuing to work with residents in the 23800 block of 20th to reduce

speeders through the neighborhood. Currently the residents are using a reader board and radar gun to alert drivers of their speed when traveling through the neighborhood.

CSO Seaberry met with the new principal at Des Moines Elementary School to discuss

past issues and brainstorm future Police Department and Des Moines Elementary partnerships. She also made contact with North Hill Elementary and Midway Elementary Schools.

Patrol and Animal Control have continued their weekly visits to the Des Moines Farmers

Market.

Night shift patrol teams have started foot patrol in the Pacific Ridge area to increase visibility and discourage the noise and illegal activity that is hard to spot riding in a vehicle.

Patrol teams have also continued with nightly bar checks and daily business checks. In

addition, the department has implemented online shoplifting reports. This allows businesses to quickly go online and file reports. Sgt. Graddon spent this month making sure each store was aware and trained on how to use the system.

Des Moines Patrol officers participated in a 3 week distracted driving emphasis funded

through the Washington State Traffic Safety Commission. We issued 60 infractions for driving while on a cell phone and/or texting while driving.

Command Staff participated and provided guidance at Highline Community College

active shooter tabletop exercise.

PLANNING, BUILDING & PUBLIC WORKS

CAPITAL & FACILITY PROJECTS

Following is a summary of activity in support of this year’s facilities and CIP projects in Transportation, Surface Water Management and Municipal Capital Improvements: Transportation CIP

Transportation Gateway Project: o S 216th St Segment 2 (18th Ave S to 24th Ave S) – Traffic operations including

pedestrian access has been shifted to the north side of the street. The curbs have been set on the south side in preparation for paving. The drainage retention pond has been formed and top soil placed for plantings. Rough roadway conditions and traffic disruptions are to be expected through the month of September. All construction is being closely coordinated with adjoining properties.

o 24th Ave S (S 216th St to S 208th St) – The City Council awarded DPK, Inc the construction contract for the project and approved a supplemental agreement for KPG, the City’s consulting engineer to provide construction engineering services. The project includes widening of the roadway and installation of a new water main for Highline Water District. KPG was given notice to proceed, effective August 8. The contractor will present a construction schedule along with other contract requirements. Notice to proceed is expected to follow, including public notification of planned construction activity.

o S 216th St. Segment 1A (24th Ave S to 28th Ave S) – Work to advance Right-of-

Way acquisition continues.

Citywide Arterial Safety Improvements: The City has been awarded $250,000 from WSDOT through Highways and Local Programs for arterial safety enhancements such as updated crosswalk markings, stop bars and arrows, along with new street name signs for the arterials within Des Moines. Staff completed the design in April and submitted a request to WSDOT for authorization of construction funds. Staff began construction in mid-July starting with stop bars and continued with crosswalks and arrows in August.

Marine View Drive Crosswalk Improvements: As part of the mid-term crosswalk

improvements, staff completed the design and sought quotes for adding Rectangular Rapid Flashing Beacons to the intersections of 219th, 220th, and 226th along MVD. Council approved the construction contract on July 25th. Construction should be completed by the end September.

North Hill/Aviation School Zone Flashers: Staff was notified in June that a grant request for $15,000 to install 4 solar school zone flashing beacons for 8th Avenue South and South 200th Street was successful. Staff brought an official grant acceptance motion to the Council on August 8th that was approved. Construction is planned for October.

South 224th Street Sidewalk Improvements: Staff submitted a grant request for $270,000 to

CDBG of King County to help towards funding a sidewalk project from essentially Pacific Highway S to 30th Avenue S on both sides of S 224th Street in the Pacific Ridge area. Staff made a presentation to the selection board in early August and notification of the grant is expected in November.

Surface Water Management CIP S 216th St Pipe Project (14th Ave S – 18th Ave S): Bids for the project are being solicited and

project award is scheduled for September 26 with construction starting soon thereafter. Detention Pond Safety Improvements: Staff is preparing plans for adding vinyl coated

fencing to several ponds. Once plans are ready, quotes will be obtained from fencing contractors. Work is expected to be complete by the end of the summer.

Lower Massey Creek Channel Modification Project: a consultant is designing the project. Construction is scheduled for 2014 depending on obtaining the necessary permits.

Municipal Capital Improvements SR 509 Right-of-Way (ROW)/Barnes Creek Trail: A letter was sent to WSDOT requesting

reconsideration of their determination on the property. WSDOT has responded and staff is in the process of getting a meeting set up to continue discussions. Once an agreement on fair market value for the property is reached, staff can finalize the acquisition process. Design of the trail improvements is scheduled for 2013. Several meetings with WSDOT are scheduled in August to discuss the project.

BUILDING DIVISION

The building division issued 187 permits, 84 Building permits & 103 electrical,

mechanical and plumbing permits, in August 2013.

Online Permitting continues to gain momentum. The online program began April 1, 2013. Since then, 19% of all permits issued have used the online PermitTrax system. This option offers a streamlined approach to permit issuance for both applicants and staff.

Some building project highlights include:

Artemis Hotel: This seven story hotel, located at 22406 Pacific Highway, was issued “Phase I” of the Building Permit on July 29th. Phase I of project includes the land, clearing and grading permit and the shoring and water retention facilities. Absher Construction is the contractor of record. Contractor plans to complete Phase I by mid to late October.

SeaMar Medical Office Building (MOB) & Family Housing Project, 24215 Pacific Highway S: This large-scale multi-building project was submitted for plan review in January 2013. The Medical Office Building will be a 16,340 square foot steel and concrete building. The Family Housing building will be a 43,064 square foot wood framed structure. The plans and permit are complete and have been picked up by the owners. The construction contract for both buildings has been awarded to CE&C Contractors. This contracting group serves Western Washington and performed a lot of work at Highline College over the years. The contractor was given notice to proceed on Monday, September 16th.

SeaMac Expansion Project, 25619 Pacific Highway S: The Mack Truck Service Center is expanding. The permit for the 9,700 square foot building expansion was issued on July 1. The Mack Truck Service Center’s business has taken off with the new ownership group and the additional square footage is in great demand.

King County Housing Authority Rehabilitation Projects: King County Housing Authority has begun construction on a substantial rehabilitation project in two locations in Des Moines. Located at 24510 26th Place South, the two buildings called Campus Court apartments are undergoing an entire exterior envelope upgrade along with some drainage improvements. Located at 22815 30th Avenue South, the two buildings called the Shoreham Apartments are undergoing an entire exterior envelope upgrade along with some roof revisions for ventilation improvements.

Highline College, Building 4: This $3.2 million project on the Performing Arts Center began the first week in January. This substantial remodel includes renovations of spaces and interior partitions, a new roofing system, exterior windows and doors, a new entrance canopy, and upgrades to the HVAC, plumbing, electrical, and telecom systems. Veterans NW Construction is the contractor and the project is substantially complete awaiting a few commissioning reports.

CODE ENFORCEMENT DIVISION

Code Enforcement had 38 new cases opened and 56 cases closed during August. Thus far in 2013, 352 cases have been opened, 318 closed, and 140 are currently open. There were 0.5 volunteer administrative hours for Code Enforcement in August.

There are 140 Code Enforcement Cases currently open.

Code Enforcement cases often involve multiple violations. Of the 140 open cases, staff is tracking 192 specific violations. Following is a general breakdown of the violations by topic:

Code enforcement is continuing proactive enforcement with Sgt Harris regarding abandoned homes/properties in Des Moines. This enforcement has slowed down as Sgt Harris is now on night shift for three months. Code enforcement continues working with the property owners or banks to remove debris, board up and/or secure and maintain the landscaping or demolish these structures.

Code enforcement has teamed up with staff, working on a proactive enforcement of commercial business licenses. Compliance letters continue to be issued and code enforcement is hand delivering or contacting a few delinquent commercial business licenses a week. For the month of August, staff brought 2 commercial, 3 multi-unit rental, 1 adult family home, and 11 single-family rental businesses into compliance, totaling $1,410.00, with a four-month total of $8,760.00 in added revenue.

DEVELOPMENT SERVICES AND PLANNING DIVISION

Short Subdivisions Pending Review/Approval Atkinson 2 Lot Short Plat, 8XX S 280th Street, 1/17/06: Preliminary approval with

conditions was granted 10/4/10. Applicant submitted for civil plan review on 7/20/11. Review comments sent to applicant 8/9/11, 10/4/12 & 4/26/13. Property has been sold to a new owner and staff has met with and continues to meet with new owner to discuss subdivision process.

Axcent Servicing 9 Lot Short Plat, 1615 S 260th Street, 11/20/07: Preliminary plat approval was issued 4/21/10. Grading permit, ROW permit, and civil plans issued 5/7/13. Site grading and construction of the stormwater vault are complete and contractor is continuing with work on sidewalk and subdivision roadway and lighting improvements.

Land Division Requests with Approvals, Pending Construction Landmarque 67 Lot Plat, 262xx Pacific Highway S 4/03/06: Plat improvements are 90%

complete and permit approvals for new home construction is at 27 units. There are three items that staff is tracking for full plat completion: final lift of asphalt, new wetland monitoring, and installation of improvements for the public park. Installation of the park improvements and associated landscaping has been completed. Annual wetland monitoring is expected to be completed in September.

Pacific Heights PUD, 77 lot PUD, 15xx S 279th Place, 6/1/11: on 1/07/13 City staff conditionally approved civil plans. Grading and ROW permit issuance are pending Army Corps of Engineer approval to fill certain wetland areas. Staff met with applicants on 5/17/13 to discuss status of wetland reviews.

Commercial Scale Projects Pending Review/Approval JC Marble, 25447 Pacific Highway: This project involves construction of a 9,940 square

foot warehouse building addition to an existing retail space. Initial submittal attempts were unsuccessful due to deficiencies in plans and application materials. On 3/29/2013 and 8/14/13, staff met with a contractor who will be taking over the permitting and construction. The contractor is in the process of obtaining designs and revisions to the building from the architect that will then be submitted to the city.

SeaMar Mixed Use Development, 24215 Pacific Highway: This proposed 12,000 medical office building and separate 43-unit apartment structure has completed Design Review. Initial building permit submitted on 1/11/13. Amended the Development Agreement between the City and Sea Mar to change the start date of construction that was necessitated by the rebidding of the project. Building and Grading permits were issued on 6/11/13. A pre-construction meeting for the demolition of the existing building was held on 6/26/13. Revisions for lot line adjustment received 6/25/13. Lot line adjustment recorded on 7/22/13. Associated ROW vacation ordinance amended for error in legal description. Amended Development Agreement to change the construction start date to 10/1/13.

Heritage Plaza Tenant Improvement, 23040 Pacific Hwy S: Received 5/29/13. Planning review letter sent 7/1/13. Staff met with architect on 7/23/13 and owner on 8/26/13. A response to follow-up questions was sent on 8/8/13.

Kato-Ochi Mixed Use, 22222 7th Avenue S: Design review received 4/2/13. Planning review letter sent 5/7/13. Staff met with applicant week of 6/10/13. Building permit submittal received 7/26/13. Planning review letter sent on 8/13/13.

Shoreline and Critical Area Projects Pending Review/Approval Im, 6/25/10: On 6/22/12, the applicant filed the Shoreline Variance, SEPA, and Grading

Permit applications for the unpermitted retaining wall and the proposed additions to an existing house. These applications were deemed complete on 7/20/12. Staff completed its review of the project and provided comments back to the applicant on 9/13/12. On 2/12/2013, the applicant filed resubmitted materials in response to previous City comments. Staff reviewed the SEPA documents for the proposal and issued a DNS decision on 3/27/2013. Comments on the DNS were received on 4/8/13 and 4/11/13. The appeal period concluded on 4/21/2013 and an appeal was filed on behalf of a neighboring property owner. Planning staff and the City Attorney are working to coordinate a peer review of the underlying application and decision of the SEPA appeal and permit application by the hearing examiner. Issued a code interpretation on 7/31/13 that was requested on behalf of the neighboring property owner. On 8/19/13, an appeal of the code interpretation was filed of the Im’s. Public hearing notice published in the Seattle Times on 8/26/13. Prepared staff report and supporting testimony for the 9/16/13 consolidated public hearing before the Hearing Examiner to consider the July 31, 2013 appeal of the Code Interpretation, the 03/27/13 appeal of the SEPA DNS, and the underlying shoreline permit application related to the Im residential addition.

Lindstrom, 8/6/13. Shoreline, SEPA, and grading permit reviews for landscaping and cable lift for beach access. Notice of complete application sent 8/30/13. Under Planning review.

City Services, Project Management and Coordination Marina Master Plan-Lot Aggregation/Reorientation: The existing platting patterns of both

terrestrial and marine properties under City ownership are confusing for existing operations and not conducive for future marina development. A re-plat of these properties is needed to clarify ownership patterns and identify properties that are encumbered or otherwise restricted, but used for Marina purposes. Staff is currently waiting for the surveyor to incorporate properties located north and south of the marina parking into the short plat.

Text Change—Sign Code modifications for City Readerboards: This is a City sponsored code change that would facilitate the installation of electronic readerboard devices that would then be used to communicate civic events and activities by Parks personnel, or messages regarding road closures/detours, or announcements from Police or from Emergency Operations Center command. Staff prepared and Council passed a draft resolution setting the public hearing date for 4/11/2013. Public hearing and optional DNS notice published in Seattle Times on 7/8/13. SEPA Checklist completed on 7/12/13. Department of Commerce 15-day notice and request for expedited review sent on 7/24/13. DNS issued on 7/25/13. A draft ordinance was presented to Council for first reading on 7/25/13. Prepared responses to Council questions for consideration at the continued public hearing. On 8/8/13, following public comment and Council discussion, Ordinance No. 1572 was adopted.

Text Change – Parking Code: Worked with consultant Grant Fredricks on proposed parking code amendments. Department of Commerce 60-day review notice sent 5/7/13. Public hearing notice published in Seattle Times on 7/17/13. SEPA Checklist completed on 7/17/13. Department of Commerce 15-day notice and request for expedited review sent on 7/24/13. A draft ordinance was prepared for Council’s first reading on 8/8/13 and approved on 9/12/13.

Text Change — Street frontage improvement modifications for Short Plats: This is a City sponsored change in response to Council’s request that staff review and address situations in which existing street improvements may be considered too onerous for smaller developments. Planning and Engineering staff have researched how other cities respond to similar situations. Draft changes have been discussed at the Council committee level on 4/4/13 and 5/9/13; and at a Council meeting on 4/11/13. A draft ordinance was presented to Council for first reading on 7/25/13. On 8/8/13, Council had a second reading, discussion and adoption of Ordinance No. 1573.

Solid Waste/Recycling: o The Business Recycling Collection Event was held on 8/8/13 at the WA State

Criminal Justice Training Center. 81 Des Moines, Burien, and Normandy Park businesses participated. 3.35 tons of material was collected, including scrap metals, scrap wood, and cardboard.

Text Change – Dissolution of Des Moines Planning Agency: Prepared Council packet and presentation for Council briefing on 5/23/13. Public hearing notice published in Seattle Times on 7/18/13. Department of Commerce 15-day notice and request for expedited review sent on 7/19/13. On 8/8/13, Council held a public hearing and adopted Ordinance No. 1571, thereby dissolving the Des Moines Planning Agency.

Text Change – Business Park Zone Permitted Uses: The proposed amendment would add a new land use category “Electric power generation, biomass (221119)” to the permitted uses section of the B-P zone. The proposed amendment is intended to respond to market conditions and facilitate development of properties within the B-P zone. Prepared Council packet, draft resolution setting public hearing date for 9/5/13 and draft Ordinance. Department of Commerce 15-day notice and request for expedited review sent on 7/30/13 and was granted on 8/22/13. A combined DNS and public hearing notice was issued on 8/9/13, the DNS comment period closed 8/26/13 and the appeal period closes on 9/05/13. A public hearing was held on 9/05/13 and Council adopted Draft Ordinance No. 13-180.

Pre-Submittal Assistance PA2013-005, Des Moines Creek Business Park, Phase I: Pre-application meeting held on

8/28/13 to discuss review processes and timelines associated with construction of two industrial warehouse buildings on the northern portion of the business park.

Pacific Highway South Corridor Planning Continued coordination with City staff, Consultant (Grant Fredricks) and the Council

Finance and Economic Development committee on potential amendments to the Pacific Ridge zoning in an effort to support redevelopment goals for the neighborhood and increase revenue opportunities for the City. Department of Commerce 60-day review notice sent 5/7/13. Public hearing notice published in the Seattle Times on 7/17/13. Notice of the SEPA DNS was published in the Seattle Times on 8/12/13, the public comment period concluded on 8/27/13, and the appeal period closes on 9/06/13. A public hearing was opened on 8/8/13, continued on 9/12/13. The draft ordinance was approved on 9/12/13.

Staff met with the City Manager to begin the strategic planning for the Pacific Highway S corridor south of Kent-Des Moines Road in preparation for the 9/24/13 Council Finance and Economic Development Committee meeting.

SURFACE WATER MANAGEMENT (SWM) DIVISION

NPDES Permit Activity The new Western Washington Phase II Municipal Storm Water Permit became effective on 9/1/12. This permit is a one-year reissuance of the previous five-year permit. The next five-year permit was also published on 9/1/12 and will become effective on 8/1/13. The 2013 permit contains significant changes including increases in monitoring, inspection, and maintenance requirements; and the addition of low impact development requirements. The City has joined a coalition of other jurisdictions to appeal the 2013-2018 Permit. Updated inspections of private facility began last month with letters being issued to owners of the facilities in need maintenance, or repair.

Rate Equity Study The Rate Study is now complete and an ordinance (Ordinance 1574) was passed reflecting the recommendations of the study. The ordinance has been issued to King County for adjusting the billing system for January 1, 2014.

Pipe Program Tracking

Beginning last year, staff began tracking participation in the Pipe Program. This program was established nearly 20 years ago and has been a very successful and popular way to fill and pipe many of the City’s nuisance roadside ditches. Because the pipe work benefits both the City and property owners, each pipe project involves a contract between the City and property owner whereby the property owner pays for the material costs and the City provides the labor and equipment to perform the project. On average each year, nearly a dozen projects are done installing more than 1,000 feet of storm pipe. In August, three pipe program projects were completed comprised of 4 catch basins and 205 feet of pipe. Year-to-date, 410 feet of pipe and 7 catch basins have been installed.

School Safety: o 24th Ave S in front of Midway Elementary and Pacific Middle School went live in

November with warning notices only through the remainder of 2012. January 2013 marked the first month of fines being sent out at this new location.

o School was out for the months of July and August so there is was no ticketing activity to report. The Automated Speed Enforcement Program will resume when schools open again in September.

LEGAL DEPARTMENT

In the month of August, the Legal Department was involved in the following matters that might be of interest to the City Council. Civil Matters. To-date, the Legal Department has opened 204 files for civil matters; primarily advisory

work to assist the City’s operating departments. The City Attorney, Assistant City Attorney, and staff continued to work with Mike Connelly

reviewing code amendments in an effort to reorganize, simplify, and reformat Titles 12, 14, 16, 17 and 18 DMMC in order to be consistent and more user friendly. Draft Ordinances have been started by Legal staff that will repeal and replace all five Titles. These Draft Ordinances will be scheduled for enactment at future Council meetings, with a public hearing being scheduled for the amendments to Title 18 DMMC. The first amendments to be considered will be to Titles 12 and 14 on September 26, 2013.

In Richter v. Des Moines, the Ninth Circuit Court of Appeals declined Plaintiff Richter’s

petition for rehearing and rehearing en banc by Order filed on August 19, 2013, affirming that the Federal District Court did not err in dismissing Plaintiff’s equal protection claim against the City. No further petitions for panel rehearing or rehearing en banc will be entertained by the Federal Court of Appeals. The Court has mandated that Plaintiff Richter pay costs to the City in the amount of $1,639.50. Plaintiff could, however, file a petition for writ of certiorari to the U.S. Supreme Court. The deadline for filing with the Supreme Court is November 18, 2013.

In the Im/Higgins property matter, appeal hearings have been scheduled for September 16, 2013 before the City’s Hearing Examiner. The hearings include Appellant Im’s appeal of the City’s Code Interpretation, the Appellant Higgins’ appeal of the DNS, and the consideration of the shoreline applications. Legal staff has been reviewing and preparing numerous exhibits for these hearings. The Assistant City Attorney has filed a Prehearing Brief and Witness and Exhibits Lists with the City’s Hearing Examiner.

Prosecuting Attorney. Des Moines: The Prosecuting Attorney filed 468 infractions and citations in August, 2013

for Des Moines and appeared at 344 criminal hearings. He represented the City at 32 hearings involving infractions that were being opposed by private counsel, and 4 animal control hearings. Staff also responded to 28 infraction discovery requests.

Normandy Park: The Prosecuting Attorney filed 36 infractions and citations in August,

2013 for Normandy Park, appeared at 51 criminal hearings, and represented the City at 4 hearings involving infractions that were being opposed by private counsel. Staff also responded to 4 infraction discovery request.

MARINA Administration Capital Improvement Program The staff is currently working on several small projects.

Activity Float Canopy. The Activity Float Canopy frame is under construction and will be delivered the week of Sept. 9th.

6th Ave. Stairway Gates. This project was completed in August. Marina staff will be pressure washing the stairway and doing some landscaping improvements. The following picture shows the completed gate in the closed position. Puget Sound Security locks the gates closed everyday at 10:00 PM and locks them open each day at 5:00 PM.

Site Management/Pay Parking Project

In August, the Marina staff worked on developing a “request for proposals” for pay stations and the management software for operating them. The staff also worked on plans for locating the pay stations on the Marina floor and in the Beach Park. The staff will update the Municipal Facilities Committee on the progress of the project at their September meeting.

Maintenance

During August, the maintenance crew continued to work on converting the damaged section of J Dock to open moorage. They completed converting the finger floats and started installing the electrical distribution system. The staff estimates that the Dock will be fully functional as open moorage by the middle of September, but the office has already started renting the slips. The following pictures show J Dock at the beginning of September, with some of the new electrical system install and most of the slips rented.

The return of J Dock to service as open moorage will mark the end of “Phase 1” of the J

Dock Fire Project. The original estimate for the cost of Phase 1 was about $260,000. At this point, with most of the work done, the staff estimates that the project will come in under that figure. Staff has already started “Phase 2” of the project that will be designing and procuring the covered dock that will replace the damaged section of J Dock. Currently, the staff is working to have the design and permitting started as soon as possible with the goal of having the new dock installed during the fish window that begins in August of 2014.

Service

Fuel sales for the months of June-July-August were up 15% over the same period last year. This season the Marina sold 185,072 gallons of fuel compared to 157,667 for last year. Guest moorage sales appear to be about the same or slightly ahead of last year. Salmon fishing was very spotty this year and the number of small boats using the guest moorage area and the Redondo Launch ramp is down compare to previous years. The large boat guest moorage business was up noticeably this season with more clubs and more individual cruisers visiting the Marina during the summer.

PARKS & RECREATION

Des Moines Beach Park Rehabilitation Projects Staff sent out a Request for Qualifications (RFQ) for consultant design services to six architectural firms via the MRSC Roster. Interested consultants had two and a half weeks to deliver their Statement of Qualifications (SOQ). The SOQ’s were due by 4:00 PM on Thursday, August 29, 2013. Staff received only one SOQ in response to the RFQ (David A. Clark Architects, PLLC).

Even though staff only received one response to the RFQ, staff has worked with David A. Clark Architects, PLLC in the past on several City projects; and has confidence in his ability to deliver a quality work product that meets schedules and budgets.

The Dining Hall project is slated to go out to bid in January and be completed in 2014. The long awaited opening of the Building will provide another major venue at the Beach Park Event Center and provide additional resources for park sustainability and economic stimulus for the Marina District.

The project is funded with a re-appropriation of $128,062 of funding for Heritage Capital Projects grant contracts which had not been completed, as well as the award of $850,000 of additional Heritage Capital Projects grant funds and a match of City funds expended from previous Beach Park projects and Real Estate Excise Tax appropriated in the 2013 and 2014 Capital Improvement Program.

Des Moines Arts Commission Update The Des Moines Arts Commission is in full swing with the planning of Squid-a-Rama. The commissioners have several meeting scheduled for the month of September now that the concert series has ended. The event is scheduled to take place on November 16th at 5pm at the MAST Center in Redondo, more details to follow soon.

Camp KHAOS In August 380 campers attended our Day Camp KHAOS program on a

weekly basis in both KHAOS and K2 (camp for kids 12-15)! An additional 270 daily drop-ins occurred during the month of August for kids utilizing one, two or three days of camp each week. For the entire summer camp program, we had 906 weekly participants for both programs. In addition, 635 daily drop-ins occurred through June, July & August. Camp operated from 6:30am until 6:00pm Monday through Friday at the Field House. Children participated in fun, outdoor activities, travel to fun and exciting places such as the Family Fun Center and swimming every other week at Mt. Rainier Pool. Lunch and an afternoon snack were provided to all campers, courtesy of the Des Moines Food Bank. The Des Moines Library visited every Monday afternoon to read stories and at the end of the summer, they let every child take a book home!

We had one of our better summers in a long time, with Camp KHAOS participants and youth/adult sports programs and many other classes & camps going on. Our department ran full speed the entire summer. We are looking forward to an awesome summer in 2014.

Annual School Supply Drive: Volunteer Sally Kearney leads the 6th annual senior center

school supply drive that began on August 19th. The center has a list of needed school supplies that can be purchased and dropped in our big green School Barrel at the inside entrance. Donations of money are also being accepted for Sally to go and purchase additional school supplies. The center will be collecting for the school supply drive through September 13. Sally and staff will deliver the supplies to the appointed school on Thursday, September 19th.

Flower Power Day: In preparation for the second Celebrate Des Moines event on August

14, participants at the senior center helped with decorations by making over 100 Latino paper flowers to decorate the stage and event signage. Staff had fun with the quote”, no flower….no food!” and it worked, as many of the men made their first paper flowers. It was a fun activity prior to lunch for a good cause.

Celebrate Des Moines 2013: It was a celebration, Fiesta Style, in Des Moines Beach Park

on Wednesday, August 14th from 6-8pm. The damp weather did not keep away the “true” north westerner as approximately 200 guests enjoyed the complimentary salsa dance lessons, the music of Mambo Cadillac and free food treats provided by sponsors Gehrke, Messer and Goebel Law Firm, Wesley Homes, and Eldorado West. The Des Moines Legacy Foundation hosted free jumpy toys; Judson Park was the stage sponsor for the feature band Mambo Cadillac. Lowe’s provided a very popular build It booth for the kids and the Des Moines Arts Commission hosted a children’s craft booth. The Parks, Recreation, and Senior Services Department and the Arts Commission both provided information booths highlighting their upcoming events and programs.

Human Services Advisory Committee: The committee met Thursday, August 1st, 4pm at

the Activity Center. Committee members present were newly appointed member Patricio Mendoza, Marta Kalve, Susan Corey, Nadine Byers, Deana Ryder and guest Carrie Litowitz. Agenda topics were a presentation by Carrie Litowitz with the Coalition Against Trafficking on the human trafficking that is happening in our community and the efforts being made to stop it and educate the community on the “warning signs” for teens who may become victims. The committee also approved the minutes from their May meeting, discussed the distribution of the updated Community Services Directory, discussed upcoming human services agency fund raising events, presented committee liaison and second quarter agency reports, reviewed the decision of Pregnancy Aid not to do online applications and reporting in the future and upcoming agency public comments to Des Moines City Council. The next committee meeting will be held Thursday, September 26th, 4pm at the activity center.

ECONOMIC DEVELOPMENT

The Seattle Sounders have been approached to consider a race event in conjunction with the City of Des Moines. John Nelson, creator of the Cove to Clover race event, has is assisting the City in creating a new event with a Sounders theme. One obstacle has been finding an insurer. Sounders management has not yet decided if event plans can move forward.

The Request for Qualifications process for development of the Des Moines Marina is proceeding with two development teams working on plans for the project site. The teams will be submitting additional information and qualifications by October 1st.

Pasteleria Del Castillo owner Omar Delrillo is working with the landlord at 21907 Marine View Dr S. to locate his Mexican bakery business here in Des Moines.

Jermaine Smiley of Union Local 242 continues to research funding opportunities to close the gap between projected revenues and costs for the former ‘House of Art’ site on Pacific Hwy S. A potential funding source called ‘New Markets Tax Credits’ is being explored as a possible addition to other sources.
