implementing Karnataka- GIS which envisions maintaining a State-

wide, Standardized, seamless and most current GIS asset and providing

GIS based decision support services for governance, private enterprise

and citizen. In this connection a document on City GIS and its contents

and standardization is prepared.

1. Background

1. Government of Karnataka has initiated “Karnataka GIS” (K-GIS) as a flagship program,

conceptualized as a technology platform to ensure availability of updated “GIS ready

data” of specified standards for use by GoK departments, citizens and enterprises. The

standards ensure interoperability, integration, consistency and economy of effort.

2. The vision for K-GIS involves understanding new information for supporting good

governance, sustainable development and citizen empowerment offering GIS decision

support services for governance, private enterprise and citizens and maintaining a

state-wide, standardized, seamless updated and configured to meet the application

needs of government, citizens and enterprises which includes Satellite images, aerial

photographs, topographic and thematic maps, ground survey data and attributes with

geographic or location reference. The vision also integrates achieving a unified

organizational focus, necessary for realizing the vision and becoming enabler for the

state to be in the forefront of this field of technology and applications that are fast

growing globally.

3. KGIS repository will have up-to-date, standardized and seamless GIS data along with

geo-linked departmental assets which will reduce duplication of GIS efforts in the

state, remove redundancy and help create an authoritative GIS data available to all

agencies, enterprises and citizens.

4. KGIS data content is visualized to have seamless content and urban content.

5. Existing maps for seamless content is for 1:10000 scale. Very high resolution based

large scale maps of order 1:2000 or better is required for city areas.

6. Sectoral content for cities will be derived from 0.5m very high resolution satellite

image. Therefore the content granularity is higher in City GIS with respect to Seamless

content.

7. The city GIS content shall include all information that is visible from a very high

resolution image whereas the seamless content shall restrict to defined scale between

1:5000 to 1:10000

8. All the urban and infrastructural departments will contribute to the content of the city

GIS, City GIS shall cater to the data and the application requirements of the

departments


9. City GIS shall aim at providing a standard Base maps with reference to which the

property and utility departments shall integrate their data into City GIS.

10. City GIS also integrates city survey maps and GIS data available with different

departments.

11. The city GIS document contains two volumes.

11.1 Voume-1: contains the city GIS content and Quality and Design standards

11.2 Volume -2: Specifications for capturing features from very High resolution

satellite image. This defines the different entities of content and the

specifications for feature extraction/ capturing the content


2. City GIS Overview

1. There are 275 urban local bodies including BBMP in Karnataka. Amongst them 10 cities

are Municipal corporations (TMC), 57 are City Municipal Councils (CMC), 114 are Town

Municipal councils (TM), 89 are Town Panchayats (TP), and 5 are under Notified area

committee. A detailed list of the same is given in Annexure 2

2. The cities will be like pockets within the seamless KGIS (Fig: 1) with outermost Planning

area boundary as the inter linking boundaries between the city and the seamless .The

linear features like the road, railway and drainage line will be in continuous with the

seamless content.

3. The cities will have the outermost Local Planning boundary, and the inner urban city

boundary within the city boundary there will be wards, within the wards are the blocks

and these are the smallest unit of a city.

2.1 URBAN DEPARTMENTS

4. Urban departments in Karnataka are mainly engaged in Planning, maintenance

infrastructure and developmental activities. Urban departments that will be considered

initially for KGIS project are given below in Fig: 2.Many more departments will be

included in the next stages.

5. Few of the departments are involved in mapping activities and have generated their

own GIS layers within their jurisdictions to cater to their departmental needs .some

departments have also shared their basic layers with other departments for their use

6. The GIS data present in different departments are not updated and standardised .The

layers are from different sources and standards, different scales, some of the layers are

repeated and redundant, layers are with different naming convention.

7. All these layers assessed , analysed ,grouped and consolidated to form standardized city

GIS content

8. The details of the layers shared by the different departments are given TABLE: 1.

3. CITY GIS STANDARDS

9. The city GIS standard document contains 2 volumes. This document is volume 1 of the city GIS

document and this describes the content and standards.

9.1 City GIS Content Standard -This includes the city GIS content grouped under separate

Classes and Design Standards.

9.2 The city GIS Database standard, Metadata standard, Quality standards and Data services

Standard shall be same and part of the seamless KGIS standards

3.1 City GIS Content Standards

10. The City GIS data is grouped into 9 main classes and 20 categories as given in the table below.

The total content of the city GIS shall comprise of 194 layers. The same is expected to increase as

per the application requirement and data shared by the respective departments under KGIS. The

same shall be updated in the subsequent versions.

10.1 Boundary layer: Contains spatial boundary layers of administrative areas, Departmental

divisional boundaries, Land use boundaries, Settlement boundaries and Amenities

boundary.

10.2 Base Layer: Refers to all the visible permanent features in an image. All the other classes

are always referred with respect to the base layers the base layers always act as a

background for a map.

10.3 Topography: It includes all the height related information like contours and spot heights.

DTM,DSM, DEM and GCP and tie points used in image registration

10.4 Property Layer: These are polygons which are outlines of a property or Foot print of

buildings. Property layers are always referenced to road /block road.

10.5 Traffic: Includes all the traffic sign board information like warning signs and information

signs. Major sign boards visible in the image are included. Warning signs along the road

side will be available if there is a field survey data available.

10.6 Structures: These are manmade structures constructed along the rivers/ streams, along

the roads for conveyance, safety and utility.

10.7 Land information: This includes the land use and land cover details and classification

upto 4th& 5thlevel. The standards adopted by NUIS and the DTCP are considered for

generating LULC layers.

10.8 Point of interest: All-important landmarks like buildings, Assets and amenities and

religious structures are categorized under point of interest.

10.9 Utility layer: These are facility providing layers. The utility lines include water supply

networks & associated utilities, Electrical networks and associated utilities, Telecom

networks and their utilities, Sewer Networks and its utilities. Utility layers are always

referred with Base layer like road or property.

11. The detailed list of the proposed city GIS standardized contents is given in TABLE:2

The table contains the list of classes and corresponding categories, and layers derivable from

these categories and attribute information of the feature layers.

12. Coding schema for City GIS will be the same as followed in Seamless KGIS content.

4. SOURCES AND UPDATING CYCLE

14. This entitles the responsibilities different Departments for generation of the City GIS layers

15. KSRSAC and UMC will collabarately work to generate the Base layers for the Cities of Karnataka.

16. The property Layers will be generated by respective Corporations and Municipalities

with reference to the City GIS Base layers and shared to KSRSAC to integrate with GIS

17. The utility layers shall be generated by the utility department with reference to City GIS

Base layers and shared to KSRSAC to integrate with GIS

18. Detailed list of source of the data, validating agency for ingest of the data, update cycle

its granularity details, Key linking attribute – which is a unique code for linking with any MIS

data and quality tag is given in Table 4

ANNEXURE-1

Details of the Formation of Urban Committee and its Objectives

1. KGIS shall consider urban as a separate sector and will be termed as “City-GIS”.

2. During the 1st meeting of K-GIS Empowered Committee, the Chief Secretary, GoK, directed that the

requirements of Urban Development Departments shall be worked out under the chairmanship of

ACS, UDD.

3. 1st Meeting was held on 1st April 2016 under the Chairmanship of ACS, UDD where the following

actions were identified:

a. Base maps and GIS data available with the urban departments i.e. BDA, BWSSB, BMRDA,

KUWSDB, DMA, UMC/KUIDFC, BBMP are to be provided for K-GIS.

b. To form a committee consisting of representatives of KSRSAC, UMC, BBMP, BWSSB, DMA,

BMTC, Police, BMRDA, BESCOM and KUWSSB to facilitate urban data integration for K-GIS.

c. Letter to be sent to the Secretary, BBMP Restructuring Committee from UDD to provide GIS

data collected from different agencies to KSRSAC.

d. Facilitation of Property tax collection to be treated as priority application in K-GIS.

e. Integration of City survey maps in K-GIS.

f. Study of Urban-GIS applications in other states for adaptation in K-GIS.

4. 2nd Meeting was held on 12th May 2016 under the Chairmanship of ACS, UDD where the

following actions were identified:

o DMA has requested KSRSAC to provide Base map & High resolution image for 61 LPA’s to carry

out the survey work.

o In the 1st meeting, Property- GIS is considered as a priority application for urban department. In

this connection, DMA said they have MIS based property-GIS application and need for GIS based

application on priority.

5. A committee of departmental heads has been formed by urban and Infrastructure sub-committee

of K-GIS Empowered committee. The mandate of this committee is to define the scope of Urban

Sector of K-GIS, standardize the data, data content and take up the concerned GIS Application

development.
