The Santa Monica City Council will give feedback Tuesday on concept plans for Promenade 3.0,

a project the city of Santa Monica and Downtown Santa Monica, Inc., the district’s business improvement district, have undertaken to reimagine the Promenade for the 21st century. Tuesday will be the first time that the Promenade 3.0 team show the public what that could look like.

Week of November 4, 2019 Annual Water Main Replacement Project For the week of November 4, the contractor will continue with installing new water main on 7th Court between Broadway and Santa Monica Blvd. The contractor will also begin installing new water main on Cedar St between Lincoln Blvd and 11th Street. Traffic will be closed to northbound traffic on Ocean Avenue, reduced to one lane in each direction on Pico Blvd., and closed to through traffic on 7th Court. Factory Butte lawsuitDEAR EARTHTALK: WHAT IS THE CONTROVERSY OVER THE FACTORY BUTTE LANDMARK IN UTAH THAT HAS ENVIRONMENTAL GROUPS FILING LAWSUITS? — M. JENSEN, TAOS, NM

The kerfuffle over Factory Butte, a 6,300-foot peak in Wayne County, Utah about 25 miles east of Capitol Reef National Park, stems from the on-again, off-again nature of federal rules about whether Off-Road Vehicles (ORVs) should be allowed to roam the 5,400 acres of wild desert surrounding it.

Named by white settlers in the mid-19th century who thought its almost-architectural stature resembled a Provo, Utah woolen mill, Factory Butte is the latest flashpoint in a long timeline of disputes over what constitutes fair and proper use of federally managed desert wildlands in Utah and across the Southwest.

Grand Staircase-Escalante and Bear’s Ears have been in the news lately given efforts by the Trump administration to ease restrictions on development, but Factory Butte has remained out of the spotlight since a George W. Bush-era ruling to close it to ORVs given potential risks to fragile desert soils and endangered species. But in May 2019, after some 12 years of protection, Trump’s Bureau of Land Management (BLM) opened up the desert around Factory Butte to ORVs once again despite protests.

“The agency’s decision ensures that one of Utah’s most recognizable landscapes will be defaced and damaged for years to come,” reports the Southern Utah Wilderness Alliance (SUWA), a Salt Lake City-based conservation group leading the fight to keep ORVs out of fragile desert wildlands. “Contrary to popular myth, these tracks don’t simply disappear after the next rain!”

“Faced with public pressure and well-documented damage to the natural resource values of the areas around Factory Butte, the

BLM disallowed ORV use in the area in 2006,” reports the Natural Resources Defense Council (NRDC), a leading environmental non-profit working with SUWA in suing the BLM over the move in hopes of getting it overturned. “BLM indicated in its environmental impact analysis that the area around Factory Butte should remain permanently closed to unrestricted cross-country travel.”

Furthermore, environmental advocates are incensed as to how BLM re-opened the Factory Butte desert to ORVs—that is, without any new environmental reviews of feasibility, and in secrecy without soliciting or considering public comments. “By failing to update earlier environmental analyses, the BLM violated the National Environmental Policy Act (NEPA) when it failed to, at the very least, conduct a supplemental environmental analysis to account for the significant changes that have occurred in the Factory Butte area over the past decade, including the significant changes being wrought by the climate crisis,” says NRDC.

This violation of NEPA is a central tenet of the lawsuit the two non-profits are jointly filing against the Trump administration for opening up the area to ORVs once again. “Unrestricted ORV use in this area is simply incompatible with its fragility. Those who hope to appreciate its awe-inspiring beauty would instead confront a vast web of tire ruts carved into the desert,” adds NRDC. “And the area faces a potential loss of its highly vulnerable desert species. We hope our lawsuit once again demonstrates these facts and brings renewed protection of this iconic western landscape.”

ON OCTOBER 24, AT APPROXIMATELY 3:03 P.M.Officers responded to 395 Santa Monica Place for a theft that just occurred. The victim stated she was seated on a chair out-side the Rolex store with her purse in her immediate presence. As the victim was looking at her phone, the suspect rode his bike near the victim and grabbed her purse. The victim screamed just as the suspect rode off with her purse which contained the victim’s passport and $3k international currency. A witness to the theft called police and gave a description of the suspect. Officers were able to review surveillance footage from Santa Monica Security and broadcast a description of the suspect. Officers observed the suspect running in the 800 block of Colorado and detained him. The suspect’s backpack was located with the victim’s purse inside of it. The suspect was positively identified and arrested. Glenn Pike, 21, was arrested for grand theft, providing false identification and a warrant.

The cash-based assistance aims to help households achieve a minimum monthly after-rent income of $700 for a one-person household or $1,225 for a two-person household. To be considered for this program you will need to complete the registration process and meet the following criteria.

the scale and the size and the types of events we can stage on the Promenade,” he said. “Removing the curbs will give us far more flexibility.”

Rios Clementi Hale Studios, the design firm the city hired to develop Promenade 3.0, has also proposed raising the streets that break up the Promenade — Broadway, Santa Monica Boulevard and Arizona Avenue — to the level of the sidewalk to encourage motorists to slow down and overhauling the electrical infrastructure underneath the street.

“The light on the trees today are powered by extension cords that run into the nearest light pole, and for every event, we have to run extension cords everywhere,” he said. “We would want at least one event space to be plug-in ready, with all the audiovisual and lighting infrastructure already there.”

Loomis said the project is projected to cost $45 to $60 million. Construction would not be able to begin until 2023 or 2024 and would take one to two years.

The city is still exploring funding models, but Loomis said money for the project will likely come from both property owners and the city. A similar funding model was used to construct the Promenade in the 1980s, he said.

“Property owners would need to vote on some sort of assessment district to pay for this, and if they vote no, there’s no project, so we

need to make sure that partnership between downtown property owners and the city is workable if this is to move forward,” Loomis said.

Even if the costs were split 50/50, the city would still need to contribute $20 to $30 million. That could be tricky, given that the city is trying to eliminate millions of dollars in spending over the next 10 years to compensate for ballooning pension costs and eroding revenues from traditional sources like brick-and-mortar retail sales tax.

On the Promenade, total taxable sales rose 4.2% last year after falling 8.2% between 2015 and 2017 as many stores closed due to competition from online retailers. But the Promenade is still peppered with vacant storefronts, and visitors who were surveyed last December identified other issues with the shopping district, such as homelessness and an overly corporate identity.

Loomis said he believes the city and property owners will see the project as an investment that will help the Promenade compete with other shopping destinations in the Los Angeles area.

“Those three blocks do generate 15% of the city’s sales tax revenue, so the Promenade is a important component of the city’s economic sustainability strategy,” he said.

completed a trial version of the Preserving Our Diversity (POD) program that subsidized rent for 22 seniors.

POD allows the city to keep low-income residents housed at a fraction of what it costs to build affordable housing. The total budget of the program would fund three to four new affordable apartments, based on what it costs the Community Corporation of Santa Monica, the city’s largest provider of affordable housing, to build an apartment.

A person living alone who participates in POD will have a minimum monthly after-rent income for $700 and a two-person household will have $1,225 — enough to pay for basic necessities.

Seniors aged 65 or older who have lived in a Santa Monica rent-controlled apartment since before 2000 are eligible for the program. They must have an annual household income less than or equal to $36,550 for a one-person household or $41,800 for a two-person household.

Eligible applicants may register for an application online at santamonica.gov/pod or by calling the Santa Monica Housing Authority at (310) 458-8743 from Monday through Thursday between 9 a.m. and 4 p.m.

All applications will be placed on a waitlist

and selected by lottery on a rolling basis over the next year.

The city will hold regular workshops to help with the registration and application process. The first two will be held Nov. 6 at Virginia Avenue Park from 10 a.m. to 12 p.m. and at the Santa Monica Main Library from 6 to 8 p.m.

The pilot program began in November 2017 and concluded in January, although 17 remaining participants still receive cash assistance. Five seniors exited the program since 2017. Three started receiving housing vouchers, one moved to another city and another died.

The new phase of POD will provide different amounts of cash assistance to three groups of seniors and raise the eligibility age from 62 to 65, which aligns with federal entitlements like Medicare.

Out of a $2 million total budget, the program will allocate $700,000 to renters who only need up to $250 in subsidies, $1 million to those who need between $250 and $500, and $30,000 to those who need between $500 and $700. The program will serve between 248 and 436 seniors, depending on how many live alone or in two-person households.

An additional $160,000 will fund a limited-term housing specialist position and as-needed staff assistant hours.

Many of the available instructors have competed in various international competitions and had roles in Hollywood blockbusters like “Blades of Glory,” according to the company website. Gardner himself is a two-time Olympian and is inducted in the U.S. Figure Skating Hall of Fame.
