Introduction

The City of Happy Valley is pleased to present their 2020/21 City Council Goals and Priorities. This year, the Happy Valley City Council and Management Team conducted a half-day retreat on February 7, 2020, to review the goals and progress from the previous year and identify goals and priorities for the coming year. The City hired a professional facilitator, Sara Singer Wilson of SSW Consulting to prepare and guide the group in their discussion. In advance of the retreat, SSW conducted outreach with the Council and management team to discuss their goals, learn about community challenges, and identify outcomes for the retreat. The retreat outcomes were as follows:

» Review progress on 2019 goals; » Confirm or redirect priorities on current

goals; » Identify new priorities; and, » Review and confirm the team commitment.

One of the challenges coming into this goal-setting session was staff’s limited capacity to take on new projects and initiatives. As shown in the “2019 Goal Update,” staff is working to advance many of the Council’s multi-year goals established during the last goal-setting session. With so many new initiatives in the past year, there is limited capacity for new projects without removing or redirecting existing work. The team had a focused discussion on the 2019 goals, and provided staff with valuable direction on how to allocate resources based on the current status of these actions. This direction allowed some capacity to be set aside for adding new priorities to the list.

The process has been refined this year to include overarching goal statements and priorities. The

priorities are organized as projects or initiatives that are ongoing or already underway, new priorities for 2020/21, and a list of projects for future consideration should additional resources become available.

As always, the team’s engagement and participation was much appreciated. The goals and priorities will guide us in allocating resources and directing the work of the organization. We look forward to working with the community and our partners in advancing these goals.

Setting the Context

2019 City Council Goal Update

FUTURE DOWNTOWN DEVELOPMENT

2019 MILESTONES: » A community workshop was held in April 2019 to discuss and design a

potential downtown area as part of the Pleasant Valley / North Carver (PV/ NC) Plan » The PV/NC Community Advisory Committee incorporated feedback from

the public and continues to refine the plan prior to presenting to the Planning Commission and City Council » The plan is expected to be presented to the Planning Commission and City

Council in Spring/Summer 2020 » Approximately $10M of funding was identified through the Urban Renewal

Plan for land acquisition for a future downtown area

2020 NEXT STEPS: » Complete PV/NC Comprehensive Plan, including commercial zoning of future

Pleasant Valley Downtown area and Carver Waterfront District » Defend the PV/NC Comprehensive Plan against any appeals » Develop “Downtown/Waterfront District Overlays” specific to these

geographic areas

During the 2019 goal-setting session, the Council identified nine short-term priorities to advance over

the next one to two years. Additionally, they also identified priorities on the horizon to consider for

implementation in three to four years, and long-term priorities for implementation in four to five years. To

set the context for the 2020 goal discussion, staff prepared updates on the short-term priorities as shown on

the following pages.

Over the past year, staff has also compiled a list of potential projects based on issues raised by the

community, the Council, and staff. All of these projects were discussed as the Council considered the goals

and priorities for the coming year. In addition to the Council goals for 2020/21, there are other projects that

are underway that support the goals of the Council and overall City service delivery. For example, Energov is

significant internal project that will provide a comprehensive electronic platform for all City service functions.

This is shown in the work that is already underway, but does not appear in a specific Council goal.

PROPERTY ACQUISITION

$6.2M available for this project

COUNCIL COMPENSATION

» Staff presented the comparative analysis to City Council on 7/2/19 » City Council directed staff to convene a working group to discuss compensation rates

and method for enacting » Staff assembled an ad-hoc group of resident volunteers to provide feedback on

Council Compensation. The results of those discussions were presented to Council in January.

2020/2021 City Council Goals + PrioritiesThe 2020/21 City Council Goals and Priorities are organized under seven goals:

1. Downtown / Plan for a downtown core that will provide the future community with opportunities to gather, recreate, and support local business.

2. City Facilities / Evaluate and plan for future city facilities to meet growing service demands.

3. Public Safety / Collaborate with community and regional partners to ensure a safe community.

4. Smart Growth / Be forward-thinking in how we manage and plan for growth and ensure our policies and plans align with community needs and values.

5. Park System Development + Programming / Provide excellent park and recreation facilities and programs for the Happy Valley community.

6. Transportation / Plan and provide varying modes of transportation to keep Happy Valley moving as we continue to grow.

7. Diversity, Equity, and Inclusion (DEI) / Support and foster a community and organizational culture that embraces and supports DEI.

Each goal includes the work that is ongoing or already underway from 2019 as well as the new priorities for 2020/21 identified and agreed upon by the Council. Other ideas and projects were raised during the discussion of these goals. These suggestions are documented under each goal for future consideration.

The list of goals and priorities will guide the organization in allocating resources and directing the work of staff for the next fiscal year. Staff will provide regular updates to Council on the progress of the goals.
