    SUBJECT: North Beach Substation 15kv Switchgear Replacement

    Background: Substation Nine (9) provides electric service to the North Beach area and is used as

    backup substation for Central Beach - Substation Ten (10). Through routine testing it was determined that bus one (1), low side distribution switchgear at Substation Nine (9), does not meet IEEE insulation ratings.

    Funding: Funding will come from Electric Switchgear Rebuild account# 403.5400.531.613001.

    This is an approved budget item in the 2014-2015 Five-year CIP.

    Recommendation:

    I am requesting approval for the following item:

    The item is for 15KV Switchgear Replacement totaling to $616,228. The work will be executed by currently contracted engineering firm Aubrey Silvey Enterprises, Inc. It will include purchasing, removal of existing switchgear, installation, testing and commissioning, and coordination with the switchgear manufacturer ABB Inc. which has met City ofVero Beach's construction standards requirements.

    SWOT Analysis: Strengths: The new switchgear is compliant to the new industry standards. It will perform

    at seasonal load peak demands and will allow for more distribution redundancy.

    Weaknesses: None.

    Opportunities: By replacing the switchgear, relay synchronization and telemetry data pertaining to the status of the switchgear and feeders in the electric distribution system will be available.

    Threats: If not replaced, the 69kv transformer at Substation Ten (10) will become inadequate in carrying the necessary electric load needed to service customers.

  • existing power cables and supply new control cables. Once the transformer is reconnected, Bus B will need to be de-energized a second time. Bus A and Bus B will then be re-connected to the original configuration.

    New low voltage AC and DC power cable will be run to the existing control house to provide power to the new switchgear. We have assumed adequate capacity is available in both existing AC and DC systems.

    For more information on the switchgear, please see the attached literature provided by ABB. ABB has been proposed due to their familiarity with the Substation 11 project and their anticipated delivery schedule. We have also provided quotations from Powell and Siemens for review.

    METAL-CLAD, VACUUM, 15 kV

    PART 1 - GENERAL

    1.1 SCOPE

    A. This section includes medium-voltage, metal-clad circuit breaker switchgear and its associated auxiliary equipment. The equipment shall consist of walk-in switchgear with horizontal drawout, vacuum circuit breakers.

    1.2 RELATED DOCUMENTS

    A. Drawings and general prov1s1ons of the Contract, including General and Supplementary Conditions apply to this Section.

    1.3 SUBMITT ALS

    A. Submit shop drawings and product information for approval and final documentation in the quantities listed according to the Conditions of the Contract. All transmittals shall be identified by purchaser name, purchaser location and purchaser's order number.

    B. Approval documents shall include: 1. General arrangement drawing showing dimensioned elevation and floor plan, foundation

    details and one-line diagram 2. Panel arrangement drawing showing layout of devices on the panel doors 3. Three-line diagrams 4. Schematics 5. Nameplate engraving drawings 6. Electrical bill of material.

    C. Final documents shall include: 1. Documents listed in 1.3.B above 2. Wiring diagrams 3. Recommended spare parts list for start-up support 4. Instruction manual.

    1.4 QUALITY ASSURANCE

    A. Manufacturer qualifications: The bidder must have at least 15-years experience in manufacturing medium-voltage metal-clad switchgear and circuit breakers. The manufacturer of the metal-clad switchgear assembly shall also be the manufacturer of the circuit breakers.

    B. Comply with requirements of latest revisions of applicable industry standards, specifically including the following: 1. ANSI/IEEE C37.20.2 - Metal-Clad Switchgear 2. ANSI/IEEE C37.04 - Rating Structure for High Voltage Circuit Breakers 3. ANSI/IEEE C37.06 - Preferred Ratings for High Voltage Circuit Breakers 4. ANSI/IEEE C37.90 - Relays and Relay Systems.

    1.5 DELIVERY, STORAGE AND HANDLING

    A. Deliver in convenient shipping groups. Shipping groups shall not exceed 15 feet in length.

    B. Circuit breakers shall be shipped inside their respective cells.

    C. The accessory cabinet shall be shipped attached to the switchgear.

    D. Bus bars with associated hardware for connections between shipping groups shall be shipped inside one of the units in which shall be installed.

    E. Contractor shall store the equipment in accordance with manufacturer's recommendations.

  • proper bond between the epoxy and the bus bar, eliminating partial discharges. Each bus segment shall be individually high-potential tested prior to assembly. Taped joints are not permitted except in unusual joint configurations. The ground bus shall be bare silver-plated, copper; at least Y.I by two inches and shall extend the full length of switchgear.

    E. Each circuit breaker compartment shall contain a racking mechanism, circuit breaker operated (not racking mechanism operated) automatic shutters and safety interlocks.

    F. Each circuit breaker cell shall also include: 1. Hinged front panel. 2. Primary and secondary disconnecting devices. 3. Control circuit cutout device. 4. Terminal blocks, control wiring and control power buses. 5. Manual latch to retain circuit breaker in withdrawn position. 6. Side wall mounted sliding type secondary disconnects to facilitate inspection of mating of

    contact from the front and easy accessibility for troubleshooting. Secondary disconnects using plug and socket arrangement with umbilical cord, as well as disconnects not visible for inspection, are not permitted.

    7. Provision shall be made for closed door racking with a manual racking handle. Mechanical position indication shall be visible with door closed.

    8. Racking mechanism shall be simple to install and operate. Racking mechanism using a chain to transmit motion from one side to the other side is not permitted. Provision for installing up to three padlocks shall be integral with the racking mechanism to assure positive position locking of the circuit breaker.

    G. Each auxiliary cell shall include the following: a. Hinged front panel, suitable for relays and instruments b. Necessary terminal blocks, control wiring and control power buses c. Device markers.

    H. Switchgear construction shall facilitate floor roll-out of circuit breakers in the lower cells. Guide channels shall be provided for smooth circuit breaker roll-in.

    I. Each vertical section shall be approximately 36" width x 98.5" depth x 95.25" height.

    J. The steel used in the structure and panels shall be chemically cleaned, hot phosphate treated, rinsed and oven-dried and shall be given an electrostatically applied coat of ANSI 61 polyester paint.

    K. Low-voltage device panel located inside the circuit breaker or auxiliary cells shall be painted high-gloss white for better visibility and ease of maintenance.

    L. Enclosure

    1. Walk-in enclosure. Single-aisle design shall consist of indoor type circuit breakers and auxiliary cells located in weatherproof steel housing having an operating aisle space of sufficient size to permit withdrawal of the circuit breakers for inspection, test and maintenance. The following shall be included: a. Outdoor enclosure: Painted steel, weatherproof construction; integral structural

    steel base frame with factory-applied asphalt undercoating; and equipped with the following features: 1.) Structural design and anchorage adequate to resist loads imposed by 140

    M.P.H. wind 2.) Fluorescent aisle lights with low-temperature ballasts, controlled by three

    way wall switches at each access door 3.) Space heaters in each vertical section, operating at 1h rated voltage, sized to

    prevent condensation 4.) Aisle of sufficient width to permit circuit breaker withdrawal, disassembly and

    servicing in the aisle

  • 3. Internal wiring shall be carried in inter-unit wiring area, which protects the wires. The wires shall be bundled, tie-wrapped and secured to metal anchors. Wire ties with self sticking tape shall not be permitted.

    2.5 VACUUM CIRCUIT BREAKERS

    A. Vacuum circuit breakers: Drawout mounted units using three individual vacuum interrupters and including the following features: 1 . Circuit breaker design shall operate at rated voltage to interrupt fault current within its

    rating within three cycles of trip initiation. 2. Contact-wear indicator shall be readily visible from the rear of the circuit breaker. 3. Four minimum spare auxiliary contacts shall be provided. Additional contacts shall be

    provided on the cell wall as specified. 4. Operating mechanism shall be electrically charged, mechanically and electrically trip-free

    and stored-energy operated. 5. Closing velocity of moving contacts shall be independent of both control voltage level and

    operator. 6. Design of mechanism shall permit manual charging of mechanism. 7. Control power shall be 125 Vdc for closing and tripping. 8. The operating mechanism shall be front accessible so that it is not necessary to work

    under the circuit breaker or tip it over in order to perform maintenance. 9. A single visual check, such as a contact erosion indicator, shall be sufficient to verify both

    spring pressure and contact wear. The contact erosion indicator shall be identical across all circuit breaker ratings. Confusing maintenance procedures, such as separate contact erosion and wipe measurements, shall not be permitted.

    10. Circuit breaker tripping provisions shall include shunt trip coil for tripping with protective relays, lockout relays, control switch or manual command signal from the relay. The circuit breaker shall include mechanical push button for manual tripping.

    11. Circuit breaker closing provisions shall include close (spring release) coil for closing by electrical signal from control circuitry, control switch or manual command signal from the relay. The circuit breaker shall include mechanical push button for manual closing.

    12. Current transfer path from the interrupter moving stem to the circuit breaker polemounted finger cluster shall be flexible copper laminations with long mechanical life. Brush, roller or wiping contacts shall not be permitted.

    13. Vacuum interrupters and circuit breaker shall be manufactured and warranted by the same manufacturer.

    14. Vacuum interrupter design shall limit the chopping currents to below 5 A to obviate the need for surge protection against switching transients during fault interruption for most loads. Surge limiters shall be provided for feeders to motors having locked rotor current of less than 600 A.

    B. The circuit breakers shall be floor rollout that permits convenient insertion and withdrawal of the vacuum circuit breakers in the lower cells (of switchgear not on a raised pad) without the use of lift truck, ramp or dolly. Circuit breakers shall be installed in lower cells only. Upper cells are not to be used for circuit breakers.

    C. Circuit breakers of equal ratings shall be interchangeable for the lower cells.

    D. For 50 kA or lower ratings, the vacuum circuit breakers shall be designed to be used in switchgear cells of the same design and short-circuit rating but different voltage or continuous ratings, as long as the voltage and continuous current ratings of the circuit breaker shall be equal to or higher than required by the cell. 2,000 A and 3,000 A circuit breakers shall be designed to be used in 1200 A cells.

    E. It shall be possible to test the circuit breaker in the TEST position inside the cell without the use of additional cables or couplers.

    F. The switchgear manufacturer shall cycle each circuit breaker through at least 200 mechanical on-off operations as a part of routine production tests.

  • E. Verify operation of interlocks.

    F. Perform power-frequency withstand voltage tests in accordance with ANSI/IEEE C37.20.2, clause 6.5.

    3.5 WARRANTY

    A. Equipment manufacturer shall warrant that all goods supplied are free of non-conformities in workmanship and materials for one year from date of initial operation, but not more than 18 months from date of shipment.

    3.6 START-UP SERVICE

    A. Switchgear manufacturer shall provide a factory-authorized service representative for a period of four days to train Owner's maintenance personnel in the following:

    B. Procedures and schedules related to startup and shutdown, troubleshooting, servicing and preventive maintenance.

    C. Review data in the instruction manuals.

    D. Schedule training with Owner with at least three week's advance notice.

    3. 7 FIELD SERVICE

    A. Switchgear manufacturer's own field service office (same name as the manufacturer) shall be located not more than a three hour drive from the installation site.

    Contract drawings, information submittals, manufacturing, and shipment schedules will follow the outline below and are contingent on customer approval in the timeframe indicated:

    Approval Drawings - Class I & II: 4 to 6 weeks after receipt of purchase order.

    Customer drawing approval time: 2 weeks to keep order timeline on schedule.

    Delays in Shipment:

    b) Upon completion, the purchaser will allow ABB to issue an invoice for the equipment and process said invoice, within the payment terms of the purchase order, as if the equipment had actually shipped.

    c) Purchaser agrees to assume title and ownership of the equipment on the date the invoice is issued. Warranty will start at time of ownership transfer.

    d) Purchaser agrees to pay ABB applicable handling and storage fees until time of shipment. If shipment is delayed for more than 4 weeks, an additional fee will be assessed for inspection and cleaning of the equipment prior to shipment.

    ABB confirms that the breakers are always shipped loose in order to prevent any damage to the breakers and to the breaker cubicle during transportation due vibrations.

    Item 1.5- D Bus bars with associated hardware for connections between shipping groups shall be shipped inside one of the units in which shall be installed.

    Normally bus bars are shipped separately in specific crate. This is done to secure them properly for transportation and avoid any damage in the insulation

    ABB breaker cubicles have an interference plate which avoid breakers of different capacities to be inserted in other cells.

    Item 2.5-F The switchgear manufacturer shall cycle each circuit breaker through at least 200 mechanical on-off operations as a part of routine production tests.

    Breakers are normally operated 20 to 30 times during production tests.

    Part 3- Execution

    ABB is not considering any work, installation, assembly, supervision, adjusting, field quality control, startup, commissioning or service at site.

    All works will be coordinated and commercially agreed during project execution according to the service rates. For reference, the service rates sheet is attached to this proposal.

    Product Technical Description:

    Switchgear Frame Construction:

    Advance metal-clad switchgear is comprised of freestanding vertical frames. Each frame is of modular

    construction and fabricated primarily from 14-gauge galvanized sheet metal. All galvanized sheet metal

    sections will be unpainted. Sections thicker than 14 gauge and welded components are made of hot

    rolled steel that has been phosphate treated and finished with baked-on corrosion resistant epoxy enamel

    paint. The standard color for painted items is ANSI #61, light gray. Hem bending on all galvanized panels

    provides superior edge protection for operational personnel and are used throughout the construction to

    enhance strength and rigidity.

    Ground Bus:

    The switchgear enclosure is grounded to a solid % x 2 inch, tin-plated copper bus that extends through

    the entire length of the switchgear. The ground bus is accessible in the cable module, and has predrilled

    connection points in each section for instrument grounding. It also extends into the circuit breaker

    module where it engages the ground contacts on the circuit breaker chassis.

    Circuit Breaker Racking System:

    The switchgear is designed with a three position (connected-test-disconnected) closed-door racking

    system for all circuit breakers, and includes a patented, fully automatic secondary disconnect system.

    The racking system is integral to the circuit breaker. All moving parts remain with the circuit breaker when

    withdrawn from the module. Maintenance may be safely performed away from energized primary and

    secondary (control) circuits. The circuit breaker/enclosure system will include all necessary interlocks to

    assure proper sequencing and safe operation in accordance with ANSI standards. It shall be possible to

    rack the breaker into test or connected positions with the door closed, to maintain the integrity of arc

    resistant construction during racking. During racking, the breaker will autom~tically open and close cell

    mounted safety shutters to cover stationary primary contacts when the breaker is not in the connected

    position. The racking system can be padlocked in the disconnected, test and connected positions to

    prevent unauthorized insertion or removal. Shutters can also be locked in the closed position (padlocks

    supplied by others).

    Circuit Breaker:

    ABB type ADVAC and AMVAC circuit breakers are designed specifically for use with the Advance

    switchgear.

    ADVAC is a 3-pole draw out type vacuum circuit breaker. It uses a simple, front-accessible stored

    energy operating mechanism designed specifically for use with vacuum technology. This provides the

    benefits of dependable vacuum interrupters with advanced contact design and proven reliability, without

    the complexity of mechanisms and linkages found in previous generation circuit breakers. Control

    features of the ADVAC breaker emphasize convenience, maintainability and flexibility. Charge, close

    and trip functions can be accomplished both electrically and manually. All manual functions can be

    performed with great ease at the front of the breaker.

    The AMVAC is truly the next generation in medium voltage vacuum technology. With the AMVAC,

    ABB is the first to marry the unique requirements of vacuum interrupter technology to a stored energy

    mechanism designed to exploit those capabilities. Using a flux-shifting device with integral permanent

    magnets, the AMVAC mechanism has just seven moving parts. Vacuum interrupters are embedded in

    a proprietary epoxy material achieving excellent dielectric and thermal capabilities. Like the ADVAC

    breaker, the AMVAC eliminates the need for mechanism operated cell switches by packaging all

    auxiliary control contacts on the circuit breaker. These are just a few of the features that mark a

    departure from the conventional stored energy breaker and introduce new capabilities and features for

    modern power systems.

    ADVAC & AMVAC circuit breakers include eight auxiliary switch contacts (4"a", 3"b") mounted on

    board and wired through the automatic secondary disconnect. Nine extra on-board contacts for a total of

    17 auxiliary contacts (9 "a", 8 "b") are available also wired through an automatic secondary disconnect.

    Since all auxiliary contacts are on-board (located directly behind the front cover of the breaker), they are

    automatic, operating with the breaker in either test or connected positions.

    These breakers are intended for use as a general purpose device in accordance with applicable ANSI

    standards. Circuit breakers of the same type, rating and control voltage are electrically and mechanically

    interchangeable. The circuit breaker enclosure has an interference block to prevent the insertion of

    improperly rated breakers. Breakers and ground and test devices rated at 2000 amp are physically

    interchangeable in 1200 amp compartments for economy of spare devices.

    Main Bus:

    Bus bars, including bends, are cold formed hard-drawn 98% IACS solid copper with full round edges and

    epoxy insulated except at connection joints. The standard connection joints are silver-plated and tin

    plating is optional. Connection joints, taps, and splices are covered with low power factor air filled vinyl

    boots. The covers are easily removable for field inspection. Bus bar connections are mechanically

    secured via NEMA hole pattern with SAE Grade 5 reusable fasteners.

    Bus supports and insulation materials are flame resistant, track resistant and non-hygroscopic. Supports

    for 1200 A and 2000 A systems are made of pre-molded glass filled polyester. Glass filled polyester is

    particularly adaptable to modern switchgear. This material exhibits outstanding electrical properties, and

    is exceptionally strong and durable even under extreme environmental conditions. Supports for 3000 A

    systems are made of porcelain on track resistant polyester. Standoff insulator supports will be pre

    molded glass filled polyester, porcelain insulators are optional.

    The complete primary bus system was designed and fully tested in accordance with rigorous ANSI

    requirements, assuring dependable performance over a long life. Each primary compartment is subjected

    to high voltage production tests as a final assurance of a quality product.

    Instrument Transformers:

    All primary modules for auxiliary equipment (potential transformers and control power transformers) are

    equipped with similar technology as the circuit breaker cells. Consequent design with closed door racking

    system and automatic secondary disconnect allow for operator familiarity and improved safety. The cell

    interface uses the same accessories as the circuit breaker module. Secondary contacts

    engage/disengage automatically and interlocks ensure proper operation where applicable. In addition, all

    primary auxiliary equipment utilizes arc quenching Delrin technology. A Delrin sleeve around a

    conductor probe is inserted into a Delrin receptacle with recessed contacts. During load break only a

    very small isolating gap is required between the sleeve and receptacle to contain the arc and extinguish it

    safely.

    Current transformers can be mounted on both line and load primary bushings behind the shutter.

    Bushings can accommodate up to four standard accuracy current transformers per phase, two per phase

    for high accuracy current transformers.

    ABB will perform production test of the switchgear in accordance with ANSI C37.20.2 Section 6.3 prior to

    shipment.

    Level 1 - Visual & Mechanical Factory Inspection includes the following:

    Level 2 - Factory Witness Testing (FWT) includes the following:

    B. Witness of DC and/or AC control power applied to secondary controls in order to perform basic breaker close and trip operations per control schematic diagrams.

    C. Witness of current applied to secondary of current transformer circuits (when applicable) to see basic functional test of metering and relaying circuits as per the AC elementary (3-line) diagrams.

    D. Witness of voltage applied to secondary of potential (voltage) transformer circuits (when

    Technical Services ABB Inc. maintains a complete staff of trained field engineers and technicians who are available to provide advisory assistance, installation, inspection, commissioning, testing, troubleshooting, start up, engineering studies, maintenance and repair services of electrical apparatus. Field engineers and technicians are classified into categories dependent upon the degree of expertise and complexity of the service required.

    Class I - Service Engineer or Technical Specialist The service engineer or technical specialist has specialized educational and factory training and experience in design, assembly, installation, and testing. This person is required for special diagnosis, repairs, inspection, failure analysis, engineering evaluations, and training of customer personnel.

    Class II - Lead Service Technician The lead service technician has specialized factory training and experience. This person can act as a consultant for customer's personnel with respect to correct installation, testing, maintenance, or service requirements consistent with ABB guidelines.

    Class Ill - General Service Technician The service technician has craft trade training along with fadory training. The specialist will engage in performance of routine maintenance, installation and service activities.

    1. Daily rate applies to all time worked or traveled during a normal eight hour work day. The shift is defined as any consecutive eight hour period (Monday- Friday, excluding holidays) with an allowance for lunch.

    2. Overtime rate applies to all hours worked or traveled in excess of eight hours on weekdays and the first eight hours worked or traveled on Saturday.

    3. Sunday and Holiday rate applies to all hours work or traveled on Sundays, holidays, and in excess of eight hours on Saturday.

    ABB policy is a maximum of (12) twelve working hours per day per person including travel time. Under special circumstances and with prior ABB Business Unit approval, the maximum work hours can be extended to (16) sixteen working hours per day per person including travel time.

    Hourly and daily rates are exclusive of all travel and living costs.

    Charges for travel and living expenses will be billed at cost plus a 25% handling charge.

    Per Diem Where purchasers specify or require daily rates for field services inclusive of local traveling and living expenses, a flat charge will be billed for all time worked or traveled per eight hour weekday or fraction thereof (Monday through Friday). All hours worked or traveled in excess of eight hours per weekday and all hours on Saturdays, Sundays, and holidays will be billed at the applicable hourly overtime rates. Per diem rates exclude the cost of airfare to/from the job site and home base.

    Traveling Time The billing for traveling time will be at the applicable rate for the actual time traveled. Traveling time and expenses for each specialist I technician will include leaving and returning to the employee's home base.

    Minimum Billing A minimum billing for one day's service will be charged for each day or fraction thereof that a specialist I technician spends on the customer's premises.

    Standby Time When specialists I technicians are on the customer's premises but are unable to perform the services requested because of circumstances beyond the control of ABB Inc., the purchaser will be charged at the applicable rate.

    Preparation I Post Work Time When a specialist I technician works on a customer's project prior to the start of the field work and/or after the field work, the purchaser will be charged for all hours worked at the applicable rate.

    Other Charges The following charges will be in addition to the service rates stated previously:

    A. Purchased Material When the job requires the purchase of materials or services from subcontractors or other vendors or expendable tools, such items will be billed at cost plus a service charge not to exceed 30%.

    B. Special Tools and Equipment Furnished by ABB A rental charge shall be made for all specialized tools, equipment, and instruments. Refer to ABB Inc. Field Service Equipment Rental Rate Schedule.

    C. Company Vehicle Mileage Rate The cost of mileage for company vehicles to travel to and from the standard job site will be billed at a rate of $0.75 per mile and $200 per day.

    D. Oil Processing Trailer The daily rate for an oil processing trailer will be billed at $2,500 per day, if required. Mobilization and demobilization charges will be billed at a rate of $3.50 per mile each way. The usage of an oil processing trailer requires at least four service personnel (2 of the four must be ABB personnel)
