In our 67th year CCC leveraged the expertise of staff and theenthusiasm of citizens to secure critical policy and budgetary victorieson behalf of New York City’s children.

We helped to restore and baseline $30 million for child abuse neglectprevention and $82 million for child care in the City’s FY’12 AdoptedBudget. We worked strategically to ensure that the State’s budgetwould close underutilized juvenile justice beds, establish funding foralternatives to incarceration, and protect investments in primaryprevention. We met year round with elected officials and our e-advocacy network secured over 31,000 constituent letters to state, localand federal policy makers.

We reached 8,000 New Yorkers with bi-monthly e-newsletters, securedmedia coverage in 126 outlets with 45 direct quotes on a wide range oftopics, and launched a robust social media effort. We engagedhundreds of New Yorkers in policy briefings and issues updates andgraduated eighteen adults and forty-one youth from our communityleadership courses. We distributed 2,000 copies of Keeping Track ofNew York City’s Children and trained service providers on how to usethe KT Online database. We published Green Carts: Year OneImplementation and commenced a new task force to examine the useof WIC produce vouchers at farmers markets in New York City.

Our 2010-2011 Celebration Breakfast and CCC Celebrates at MoMAevents fueled our good work and the MoMA event was the mostsuccessful fundraising event in CCC’s history. Finally, we engaged in astrategic planning process that produced a five-year plan to help usachieve our mission with measurable improvements in the years ahead.

We are thankful for the generous support of our Board, AdvocacyCouncil, and individual donors, our foundation supporters andcorporate sponsors, and indebted to our staff. CCC remains a strong,effective, voice for New York City’s children.

KEY BUDGET AND POLICY VICTORIES

In response to the tragic death ofMarchella Pierce, CCC joined theACS/Public Advocate Children’sPlanning Committee to help analyzechild protective and preventiveservices and issues related tomedically fragile children. Thepublication of the committee’s finalreport and report recommendations,coincided with the announcementthat the City’s FY’12 budget wouldpermanently restore $30 million infunding for preventive andhomemaking services.

CCC’s analytic and governmentrelations’ expertise played a centralrole in the Emergency Coalition toSave Child Care. We leveraged ourexpertise to produce material toengage the media and cultivate keychampions who would make childcare a top budget priority. Thecoalition successfully secured arestoration of $82 million in theCity’s FY’12 Budget, preventing adevastating reduction to child carecapacity.

CCC’s advocacy also informed statejuvenile justice reforms and anSFY’12 Budget that includes fundingfor alternatives-to-detention, closesempty juvenile facility beds, andprotects investments in primaryprevention. On the federal level,CCC coordinated outreach activitiesto Congress on behalf of a local childnutrition coalition; our meetingsand viral advocacy campaigns helpedto inform passage of the Healthy,Hunger Free Kids Act of 2010.

Fixing New York’s Broken Juvenile Justice System:

Starts with Downsizing and Reinvestment

As Governor Andrew Cuomo passionately explained in his 2011 State of the State Address, it is a violation of

children’s civil rights to incarcerate them so that adults can have jobs.

New York’s Juvenile Justice System Is Broken:

NY’s System Does Not Protect Public Safety: OCFS, the responsible state agency, has found that the re-

arrest rate for boys is over 80% after they leave their care.

NY’s System Does Not Produce Good Outcomes for Youth: In addition to the unacceptable recidivism rate,

the health and mental health care needs of youth in placement facilities are often not met and their education

credits do not always transfer, leaving them further behind in school. In addition, due to the abuse

(documented by the US Department of Justice) and criminogenic environment, youth outcomes are actually

worse, rather than better.

NY’s System Places Youth Far From Their Families and Communities: While the majority of youth in the

system are from NYC, most youth are placed in facilities far from home, which makes it difficult for youth to

maintain family ties, engage in programming that strengthens families, and transition back home to their

communities. NY’s System Is Extremely Expensive: While the State Juvenile Justice System is not meeting either of its

goals (to protect the community and to rehabilitate youth) it is also extremely expensive. It costs approximately

$220,000-$350,000 per year to incarcerate a child.

NY’s System is Extremely Inefficient: Every night, there are over 350 beds in the State’s Juvenile Justice

system that are empty, but being paid for. Currently, when the State determines a facility is to be closed, State

Law requires that it remain open for 12 months—even if there are no children there.

“My Administration will commit to a policy of reforming the system—making sure our troubled youth

populations are best served with meaningful programming, so they may go on to live productive lives,” Andrew

Cuomo, January 5, 2011.

CCC Supports Governor Cuomo’s Vision to Reform New York’s Juvenile Justice System and we urge that

the following action must be taken:

Downsize the System By Closing Underutilized Facilities and Repealing the 12-Month Notification Rule:

CCC Supports Governor Cuomo’s proposal to reduce state facility capacity from 1,209 beds to 833 beds

without waiting 12 months.

Improve OCFS Facility Care at OCFS Facilities by investing in improvements in mental health, education,

counseling, direct care and other services at OCFS facilities.

Reinvest Savings Into Alternatives to Detention and Incarceration Programs (ATD/ATI) Through a

Sustainable Funding Stream That Counties Have the Funds To Access: Reducing the use of detention and

facility care will require counties to develop more ATD/ATI programs. The Governor’s proposed Supervision

and Treatment Services for Juveniles Program would provide $29 million in SFY 11-12 for performance-

focused, community based programs at a 62% state/ 38% local match. In addition, the Governor proposes to

cap detention reimbursement and limit it to high risk youth. To truly reduce the use of detention (and not just

shift costs) counties must have the resources to draw down funds from this new program.

To Achieve Juvenile Justice Reform CCC Supports These Proposals, but to Strengthen the Governor’s Plan

we ask for the Following Amendments (please turn over)

As an independentvoice that does notaccept governmentfunding, CCC is ableto engage and activatediverse groups, bridgedifferences, and findcommon ground tosupport the best andmost cost-effective waysof helping children. In2011 our advocacyresulted in theprotection of soundinvestments at the City,State, and federal level.

EDUCATE, AMPLIFY, MOBILIZE

CCC engaged TV, print and radiomedia to reach hundreds ofthousands of New Yorkers and wesecured more than 126 media hitsand 45 direct quotes in outletsranging from the New YorkTimes, the Wall Street Journal, toWNYC. We provided critical

background information tojournalists, including fact sheetsand budget analyses, and walkedreporters through the fine detail ofkey policy and budgetary issues. Wehosted and participated in ralliesand press conferences that drewattention to critical issues andadvocacy opportunities.

CCC’s wide-ranging community education and communicationinitiatives are designed to facilitate our advocacy by reachingthousands of New Yorkers to educate them about the issues and spurthem to action. On a smaller scale, we nurture and develop leadersin-house, who carry our message to others and inspire greaternumbers to make a difference for children. On a larger scale, we holdbriefings for hundreds of advocates and colleagues, host robust feedson Twitter and Facebook, engage an active and growing e-advocacylist, and maintain strong relationships with journalists who canreach hundreds of thousands.

Our nascent Facebook and Twitterfeeds grew tenfold this year and arenow updated daily on pressingchild-related issues, news and callsto action. Our 1,000 combinedfollowers regularly spread the word,“liking,” sharing and re-tweetingour message, with a measuredregular daily impact of 3,500readers or more.

CCC’s Policy Briefings and IssuesUpdates reached over 400 colleaguesand volunteers on a wide range ofchild policy issues. Our communityleadership courses, the CLC andYCLC, graduated 18 adults and 41high school students. OurYouthAction Members executed apublic-awareness campaign onbullying and community violenceand co-sponsored a YouthSpeakconference with Leave out Violence(LOVE), while our youth led peer

trainings reached 173 studentscitywide. CLC and YCLC graduatesjoined over 200 volunteers at pressconferences, rallies and advocacymeetings at City Hall and inAlbany. Concurrently, CCCactivated our e-action network of8,000+ subscribers to send over31,000 emails to federal, state andlocal policymakers.

Beyond our aforementioned workon child abuse and neglectprevention, child care, and juvenilejustice, much of CCC’s 2010-2011fact-finding focused on the healthand mental health needs ofchildren and youth. By pairingprofessional staff with CCCvolunteers we produced anassessment of Green Cartimplementation, completed dataanalysis on school based mentalhealth services at the elementarylevel, initiated a new task force on

WIC produce vouchers,administered a street poll on theBreakfast in the Classroomprogram, collected data on thetransition to privately-run schoolbased dental clinics, and providedthe analytics underwriting advocacyfor the zero to five mental healthinitiative. These efforts will informfuture priority setting as well asmore extensive research,community education, andadvocacy opportunities in thecoming year.

CCC also distributed 2,000 copiesof Keeping Track of New York City’sChildren, our signature data book,free of charge, and providedtrainings on Keeping Track Online,reaching member agencies ofUnited Neighborhood Houses, theYouth Alliance, the Youth JusticeBoard, the Human ServicesCouncil, and Montefiore’s SocialPediatrics Program. SEARCH AND DATA ANALYSIS

CCC's founders stronglybelieved that advocacycould only be as good asthe research behind it andthat citizen volunteerscould augment the workof a small professionalstaff. Fact-based advocacy,achieved through a citizenvolunteer – staffpartnership, remains thebedrock of CCC’s activities.Our research productscontinue to inform CCC’sadvocacy priorities andactivities and theadvocacy of others.

Over 500 supporters and leadcorporate sponsor Kaplan, Inc.joined us for our 2010 CelebrationBreakfast on October 19th at theWaldorf=Astoria. We honored CCCVice President, Nancy Locker, forher lifetime dedication to childrenand her inspirational leadershipand the Urban Youth Collaborativefor effective youth-lead communityactivism. Luis Ubiñas, President ofthe Ford Foundation, delivered aKeynote Address on increasingaccess to opportunity for the mostdisadvantaged.

On April 5th CCC returned to theMuseum of Modern Art for ourannual art benefit, CCC Celebratesat MoMA. Over 1,000 guests joinedlead corporate sponsor TFCornerstone to honor longtimeadvocates Ricki Tigert Helfer andMichael Helfer and Fred andThomas Elghanayan. The eventraised a record-breaking $1 millionto support CCC’s fact-finding,community education, andadvocacy.

CCC presented our FoundersAward to NYC City CouncilMember Annabel Palma at ourAnnual Meeting on June 2nd, inrecognition of her unwaveringcommitment to child well-beingand civic life. CCC alsoacknowledged the inaugural classof Platinum Advocates — CCC’smost ardent financial supporters,who have consistently sustainedCCC’s mission over a period oftwenty years or more.
