INTO FINANCIAL and OTHER FRAUDS BY OFFICERS OF THE COURT & COUNTY 1. Code of Virginia § 19.2-191 (2) and on, plus the October 2010 edition of the Virginia

supreme Court Handbook for Grand Jurors Section 23, titled “Convening”, states:“Any citizen or group of citizens may ask the Circuit Court of a city or county to convene a Special Grand Jury.”

2. Handbook for Grand Jurors, Section 26, titled “Functions of a Special Grand Jury” states:“As has been set out in Section 3, a Special Grand Jury is composed of from seven to eleven citizens of a city or county, selected by the Circuit Court and summoned to investigate any condition which tends to promote criminal activity in the community or by any governmental authority, agency or official.”“The Special Grand Jury, composed entirely of private citizens, is the one non-political body with legal authority to make such investigations.”

3.!Petitioners Manship, Heffernan and Hey-Slitor are adult Citizens, as individuals, or as a group of two or more, so have standing to proceed with demand by Petition for Special Grand Jury to investigate misconduct and violation of laws by one or several of the Respondents named above, and where fitting, indict for prosecution and conviction for violation of Due Process Rights of Citizens, and violation of Virginia laws.

4. Arlington County in the Commonwealth of Virginia derives its name from Arlington

House, the home of George Washington Parke Custis, a gift of his grandmother

Martha Washington and her husband, George Washington, for whom he was named.

5. Future President George Washington wrote to future United States supreme Court Justice

Bushrod Washington on 10 November in the Year of Our Lord Jesus 1787, after the

signing of this Constitution for the United States of America on 17 September a.d. 1787,

but before a single state had ratified this Constitution, sharing the wise words:

“The power under the Constitution will always be in the people. It is entrusted for certain defined purposes, and for certain limited period, to representatives of their own choosing; and whenever it is executed contrary to their interest, or not agreeable to their wishes, their servants can, and undoubtedly will, be recalled. (emphasis added)

The many public servants of Arlington County and Virginia listed above as

Respondents have violated their trust with Citizens of Arlington County and executed

their duties contrary to the interests of Citizens of Arlington County, or not agreeable

to their wishes. Therefore, under the Code of Virginia, as stated above,

“The Special Grand Jury, composed entirely of private citizens, is the one non-political body with legal authority to make such investigations.”

6. The First Amendment of this Constitution, of the Bill of Rights, says, in part:

“… or the right of the people…to petition the Government for a redress of grievances.”

A key part of the Government, often overlooked, is the Special Grand Jury of Private

Citizens, that under the Code of Virginia is the one non-political body with the authority

to investigate and indict wrongdoing by Government Servants. This is a rarely

used, yet most effective means of redress of grievances involving public servants to

obey the wishes of the Sovereigns, We the People, and to obey our laws.


7. Sovereign Immunity is a much misunderstood legal concept and vastly abused

by public servants who under the color of law violate the Rights of Citizens, and

in Courts claim “Sovereign Immunity” to be immune from prosecution for

wrongdoing and violation of various parts of the Code of Virginia or U.S. laws.

Thomas Jefferson in the Declaration of Independence, a part of the organic laws

of our Republic, as a theme stated that the Sovereign, then the King of England,

was in NO WAY IMMUNE from accountability when he violated the Laws of Nature

and Natureʼs God. If the Sovereign King is not entitled to Sovereign Immunity, or if

the President who like Clinton was Impeached, or like Nixon was forced to resign

in lieu of Impeachment, then certainly no lower level government servant such as

the Respondents in Arlington County or of the Virginia State Bar can claim from

Private Citizens on a Special Grand Jury any form of Sovereign or Judicial Immunity.

8. In the Virginia Lawyer magazine of October 2004 is a Special Feature article by

Court of Appeals of Virginia Judge D. Arthur Kelsey, appointed by

Governor Mark Warner in 2002 and re-elected by the General Assembly in

January 2011, on page 15 is the bold inset quotation:

“To many of the Framer’s generation, the jury was ‘the lower judicial bench’ in a bicameral judiciary” and “the democratic branch of the judiciary power…”

On page 14, Judge Kelsey wisely quotes Blackstone about the Citizens on the Jury:

“the best investigators of truth, and the surest guardians of public justice.”

9. Former conservative Chief Justice William Rehnquist was quoted

by the Center for Court Excellence of the District of Columbia:

“Justice is too important a matter to be left to the judges, or even the lawyers,the American people must discuss, think about, and

contribute to the future planning of their courts.”


A ʻcommon manʼ, a Private Citizen filing a Pro Se Motion or a Petition to the Court is

a way to “contribute” in a very positive, direct, substantial way to the future of “their”

Courts, the Courts that are forums for resolution of differences and enforcing the laws

of We the People. The Private Citizens in a Jury, Regular or Special Grand Jury or

Trial Jury, are the Private Citizens who shape OUR Courtsʼ future, NOT Bar members,

who too often assume the Courts to be their “private playground” or “sandbox”.

10. Former liberal Supreme Court Justice William O. Douglas from 1939-on

wrote in POINTS OF REBELLION Copyright © 1969, 1970 by William O. Douglas ~

“Our fourth Chief Justice, John Marshall, who served from 1801 to 1834, said:

"The very essence of civil liberty certainly consists in the right of every individual

to claim the protection of the laws, whenever he receives an injury."

Finding a right to correct a wrong is, however, the least of all the modern pressing problems. If poor and rich alike had lawyers to assert their claims, we would still be left with staggering problems.

The search of the young today is more specific than the ancient search for the Holy Grail. The search of the youth today is for ways and means to make the machine — and the vast bureaucracy of the corporation state and of government that runs that machine — the servant of man.”

The Special Grand Jury of Private Citizens is the means to make a Government

“Official” do the duty as a “Servant” of man, meaning female or male Citizen, never

more to act as a “Master” over Citizens. Private Citizens of a Special Grand Jury

can advance Justice where both Lawyers and Judges have obstructed Justice, as has

been done repeatedly in Arlington County, adverse to each of the adult Petitioners, and

adverse to two juveniles, Ashlie Mae OʼBrien and Sabrina Slitor, whose interests are

advocated and advanced by the adult Petitioners under “Next Friend” laws.


11. On or about 19 February 2009, Virginia State Bar member Karen Grane was

appointed as a Guardian Ad Litem (GAL) by the Arlington County Juvenile and

Domestic Relations Court judge George Varoutsos in the case of (false)

allegations of Child Abuse or Neglect concerning the juvenile Ashlie Mae OʼBrien.

12. On Tuesday, 25 January 2011, the grandmother Delores Heffernan who was

designated guardian of Ashlie by a Maryland Circuit Court since shortly after

birth, did a pre-hearing review of the Arlington JDR Court files along with an

investigative reporter to find a List of charges submitted by GAL Grane for

compensation by the Court. A line by line review reveals several instances of

GAL Grane “padding” the claim, financial fraud on a total claim over $5000.

13. Petitioner Manship as a Citizen requested from the public records available to

any Citizen from the Arlington JDR Court Clerk assistant, asking for a copy of

the Expense Voucher of Court Appointed Attorney Karen Grane, yet was

denied with the excuse, “You are not a party to the case.”, despite the fact that

public records are available to ANY CITIZEN, unless first the case is sealed by

action of a judge, which in this instance, was not true for the files of this case.

14. Petitioner Delores OʼBrien Heffernan, who IS and WAS a party to the case

moments later asked for a copy of the Expense Voucher of Court Appointed

Attorney Karen Grane, yet was denied with a different excuse, indicating both are

false statements of a public servant to a Citizen of Virginia, and a violation of law.

15. Petitioners Heffernan and Manship then worked together to file a Petition for Writ

of Mandamus to have Judge Varoutsos ORDER the Court Clerks to release the

fraudulent Expense Voucher of Court Appointed Attorney Grane, full well expecting


that the less than honest judge would instead AFTER THE FACT “seal the case”

so to cover up the FRAUD of Court Appointed Bar Member Attorney Karen Grane,

thereby aiding and assisting the commission of a crime. That is to say Judge

Varoutsos by his action “under the color of law” became an accomplice to crime.

16. Respondent Public Servant (judge) Joanne Alper did not respond to the Emergency

Petition for Interlocutory Appeal of the fraudulent Order of Respondent Varoutsos,

and then also failed to respond in a timely manner to the Petition for Rehearing giving

specific Code of Virginia section that states a judge SHALL take specific actions to

arrest the wrongdoing or frauds by agencies of the Arlington County government.

17. Fraud by Government appointed “Officers of the Court” tends “to promote

criminal activity”, “any governmental authority, agency or official” such as

this corrupt “Ashlie OʼBrien GAL Grane” case “where the Special Grand Jury

is the one body... with legal authority to make such investigations.” It is

therefore Right and Proper to convene a Special Grand Jury to investigate illegal or

improper actions by GAL Grane, without worry of “Immunity” that other “Officers of

the Court” Bar member judges such as Judge Varoutsos grant their own, another

Bar member attorney, Karen Grane, who he appointed in the first place in 2009.

18. Other than Grane, Varoutsos, and Alper, above named respondents who have ignored

abuse of Ashlie OʼBrien by a member of the CPS chosen Burka Foster family, and

trampled on her Rights and the Rights of her kinfolks, are Jason McCandless, Assistant

Arlington County Attorney, Tammee Gaymon, Arlington County CPS Social Worker,

Sherry Brothers, Arlington County CPS Supervisor, Tabitha Kelley, Arlington County

CPS Bureau Chief and Valerie Cuffee, Arlington County CPS Division Chief.


19. Sabrina Slitor, the biological daughter of Petitioner Nancy Hey-Slitor was snatched

or abducted or stolen from her home at three weeks of age by the actions of

former Arlington CPS Social Worker Dana Zemke, by Ex Parte Order of Arlington

JDR Court public servant (judge) Esther Wiggins (then Wiggins-Lyle), and later on

appeal to the Arlington County Circuit Court by public servant (judge) James

Almand on the ridiculous initial claim by Arlington CPS worker Dana Zemke of

Sabrina being starved by her mother Nancy, despite the FACTS clearly showing

the claim of Arlington CPS to the Judge to be FALSE (see attachment). These

facts will be shown to the Special Grand Jury for that impartial body of Arlington

Citizens to assess, whereas all the Arlington County Respondents - social

workers, judges, and foster parents all derive FINANCIAL GAIN from the

Child Snatching racket in Arlington County, and even have a perverse

incentive to snatch children from biological parents because of Federal Grant

Money that is paid for each Foster Child or each Child Adopted, but not for a Child

returned to the custody of the biological parents. The grant system is wickedly

perverse! In the Watergate Scandal, “Deep Throat” told the Washington Post

investigative reporters the simple maxim, “Follow the Money.” if you want to know

motives of government public servants. Decades later, just before his death,

“Deep Throat” revealed himself, Mark Felt was the former Deputy Director of the FBI.

20. Members of the Bar who were paid “big bucks” by Petitioner Nancy Hey-Slitor and

her husband did not even include the NUMBER ONE most important document

(attached) in the 7000 plus pages. Why? Might it be due to the fact that Steve

Kaufman, foster parent was a fellow Bar member lawyer, an assistant U. S. Attorney?

21. There is a huge mass of additional incriminating evidence to present against

public servants of Arlington County CPS and public servants of the Arlington

County JDR and Circuit Courts; as well as gross negligence by members of the

Bar who took the money of Sabrinaʼs parents, but did not return honest work.

One of the Bar members was rewarded for his abdication of his duties of

honest legal service with the appointment as a judge of the Fairfax JDR Court.

22. There is a provision of Virginia supreme Court Rule 1.1 that addresses a Court

Order as being Void Ab Initio when the Order was based on fraud. The

FRAUD of Arlington County Social Worker Dana Zemke, no longer employed

there, accepted without any reasonable measure of Due Process or judgment by

“judge” Esther Wiggins is MORE THAN AMPLE evidence of FRAUD that the

EMERGENCY REMOVAL ORDER signed by “judge” Wiggins is RIGHTLY

Void Ab Initio. An impartial body of Citizens on a Special Grand Jury who derive

no financial gain from the snatching of a Child from her biological mother would

wisely conduct an investigation into the facts of this outrageous injustice, and

return one or more indictments against the parties to the crime of this FRAUD.

23. The question of the “best interest of the child” for Sabrina Slitor after all these

years removed from her motherʼs loving care and in the care of the foster parents

is a subject for a trial jury to determine, NOT a judge alone, who once again

either directly or indirectly derives financial benefit from the system of child

removal and placement with foster parents or adoptive parents. Yet the legal

principle of “fruit of the poisoned tree” is that Bar member Steve Kaufman and his

wife Sandra Doliner should NOT be “rewarded” for enabling the FRAUD.


24. A member of the Virginia State Bar, Karen Grane was appointed to the paying

position of Guardian Ad Litem by Arlington County JDR Court public servant

(judge) George Varoutsos. GAL Grane is a key player in the ongoing abuse by

Arlington CPS of juvenile Ashlie Mae OʼBrien, who filed a frivolous and

malicious complaint to her professional labor union called the Virginia State Bar

regarding the “Next Friend” work on behalf of Ashlie OʼBrien by investigative

reporter and Christian minister, herein Petitioner, James Renwick Manship, Sr.,

a “Journalist for Justice” and a “Minister for Justice”. Attached is the letter of

reply by Petitioner Manship to the 12 January 2011 letter from Respondent Bar

employee Barbara Saunders and Respondent Virginia State Bar president

Irving Blank that has by negligence of that agency of the Virginia supreme

Court yet to receive an honest, or any sort of reply - a duty due to any Citizen.

25. Another member of the Virginia State Bar, formerly in 2007 serving as an

assistant Commonwealth Attorney in Arlington before what appears to be a

demotion to now in 2011 serving as an assistant County Attorney in Arlington,

by name Jason McCandless, herein a named Respondent, has also filed in

April 2011, a frivolous and malicious complaint with his professional labor

union, the Virginia State Bar. Jason was a defendant of Petitioner Manship in a

federal Civil Rights Violation lawsuit first filed in August 2007, and which

Petitioner Manship “dropped” after gaining the “victory” of an ORDER OF

DISQUALIFICATION signed in April 2008 by Arlington Circuit Court Chief Judge

Newman and his three colleagues, Judge Kendrick, now retired, as well as two

Respondents herein named, Judge Joanne Alper, and Judge James Almand.


26. That ORDER OF DISQUALIFICATION of all the judges of Arlington County for

past appearance of bias against Petitioner Manship rightly requires that in this

Petition, that Chief Justice Cynthia Kinser assign a not-retired, substitute judge to

preside over the Regular Grand Jury to hear a Presentment by one or more of the

Pro Se Petitioners, or as provided in Virginia law Petitioners assisted by counsel in

their presentments; or, in the alternative, the Chief Justice could be wise to ORDER

that a SPECIAL GRAND JURY of Arlington Citizens be impanelled without the step

of a presentment and vote by the Arlington County Regular Grand Jury in this case

involving a political subdivision of the Commonwealth of Virginia, Arlington County.

27. In similar form as a Fairfax Police Investigator N. Young described his background

as part of his Affidavit for a Court ORDER of a Search Warrant, Lead Petitioner

and Affiant James Renwick Manship, Sr. shares he was an Officer of the United

States Government commissioned by the United States Congress. Manship has

testified before the United States House of Representatives regarding Enforcement

of Drug Laws. Manship has testified before a joint meeting of the Virginia Senate

and House of Delegates Courts of Justice Committees on 4 February 2009, and 9

December 2010 regarding corruption in the courts by judges in Virginia, and testified

in either Senate or House Courts of Justice Committees at other times. Manship is a

graduate of the Fairfax County Police Citizens Academy in 2008. Manship has

completed Therapeutic Foster Parent Training in Fairfax County in both June 2001

and February 2010. Manship was a volunteer in training for the Fairfax County

Court Appointed Special Advocate (CASA) program in 2001. Manship has been

cleared for Nuclear Weapons Personal Reliability Program, and Special Intelligence.

Manship was an award winning Commanding Officer and as a Regional “Inspector

General”, who served as a Special Security Officer for over 700 Navy personnel.


28. Manship first lived in Arlington in January 1979 after shoulder surgery at Naval

Medical Center Bethesda Maryland, and later assignment to the Naval Electronic

Systems Command, now Naval Space Command, in the Crystal City part of

Arlington. Manship was the “Outstanding Member” of the Arlington (Host) Lions

Club in 1980 or 1981 for his work with the Christmas Time “Gift of Sight” program

for Citizens in event of death to donate their eyes to the Lions Club Eye Bank, so

others may see again. In that same Lions Club was the Arlington Fire Chief,

Arlington Police Chief Smokey Stover. and the Arlington Commonwealth Attorney

Henry Hudson, now United States District Court Judge in Richmond.

29. As a former Navy officer in diving training before injuring his shoulder that

required surgery, Manship was one of the first two divers on the scene of the Air

Florida crash on the 14th Street bridge on a freezing January 1982 evening.

30. Manship was also the spokesman for the Arlington Towers Residents Association

before the Arlington County Board in 1982 to expose the sub-standard renovation

by the River Place partners, after which the County Board imposed enforcement

by County offices for the charlatan developers to meet County Building Codes.

31. Manship is also an investigative journalist with his “beat” - corruption in the courts,

and was President of The Virginia Chronicle newspaper in 2003-2004. Manship

serves as a Minister for Justice with God and Country Foundation Amos 5:15 Project.

32. Manship is a lecturer on this Constitution at schools, colleges, universities, and

law schools, such as at the law school at Michigan State, and at Bellevue University

in Nebraska. One Constitution study guide Manship created in 1993, has had over

50,000 copies received by Citizens and elected servants in the past two years.


33. Manship was a Navy scholarship Midshipman at Auburn in Pre-Law Economics,

and was selected as the Director of Legal Aid. Manship has “Read the Law” in

Virginia for over four years, but has elected NOT to “take the Bar exam” to be a

Virginia State Bar member because of the PRINCIPLE that the Bar itself is NOT

stated in this Constitution for the United States of America, or the original

Constitution of Virginia; and by its association as an agency of the Virginia

supreme Court in 1938, often places Bar members in violation of the Constitutional

Doctrine of Separation of Powers. Further, honest Bar members too often to suffer

intimidation or adverse action for “too zealous” advocacy of their clientsʼ interests.

34. Manship has been authorized to serve as attorney at fact by Citizens of Virginia in

full accordance with the new Uniform Power of Attorney law passed by the

Virginia General Assembly, effective 1 July 2010. The lawyerʼs union, and

specifically Respondents Saunders and Blank of the Virginia State Bar threaten or seek to

intimidate Citizens who seek to exercise their Constitutional Right to receive, or provide

“assistance of counsel” from other than the government sponsored, un-Constitutional

monopoly called the “Bar”. Attorneys “licensed by the Bar” are agents of the government

judicial branch whereas the law says “licensed” OR “authorized”. The State Bar may

license, but the individual Citizen authorizes. If the Citizen elects to authorize their

Constitutional Right of “assistance of counsel” by other than a Virginia State Bar “licensed”

member, and authorizes that Citizen to represent his or her interests in court, or other than

in court, then there is NOT “Unauthorized” Practice of Law as the State Bar threatens for

the financial best interests of its members, not in the best interests of the Citizen who needs

aid, or interest of Justice. The Bar frightens Citizens with hostile court action to deny Rights.


35. Wortham v. Commonwealth is instructive with its wise words:

“A volunteer informer ought to be made prosecutor.”

It is irrational for Citizens to expect ANY government employee, local or more far

afield, given the negligence shown to date by employees of the Virginia justice

system, either county or state, and members of the Virginia State Bar. Given that

truth, a non-Bar member, non-government employee, a “volunteer informer”

Private Citizen is essential to make an honest and full “presentment” to the

Special Grand Jury so it may conduct its legal duty to “investigate any

condition which tends to promote criminal activity in the community…”

“or by any governmental authority, agency or official.” such as the

Respondents, public servants of Arlington County or the Virginia State Bar.

36. As lead Petitioner in this court Citizens Petition for Special Grand Jury, along with

“Assistance of Counsel” from an unbiased GW Law School graduate, from licensed

private investigators, by other investigative reporters on corruption in the Courts of

Virginia, and if and where necessary, advice and assistance by a Virginia State Bar

member, I, James Renwick Manship, Sr., am the “volunteer informer” to be the

“prosecutor” to make the presentment, or plural presentments, to the Citizens of

Arlington County impanelled as a Regular Grand Jury or a Special Grand Jury. It is

not wise for Citizens to trust any Virginia “Public prosecutors” (from an office of a

Commonwealth Attorney or Attorney General) or other Bar members to be allowed

to serve as prosecutors, if only due to mere appearance of Conflict of Interest

being colleagues-of-sorts with a Virginia Bar member Guardian Ad Litem who appears

to have committed the Felony of Fraud, with her accomplice -- a Judge of the Courts!


37. The famous Tobacco Master Settlement Agreement (MSA) was an agreement

entered into in November 1998, between the attorneys general of 46 states the

four largest US tobacco companies that agreed to pay a minimum of $206 billion

over the first twenty-five years of the agreement, was originally filed by a Pro Se

litigant. The Pro Se litigant was a professor at George Washington University Law

School but a Public Prosecutor is NOT required to best protect the Publicʼs Interests.

38. In the “Spirit of Liberty” and Equal Justice for All, including justice upon Bar

members abusive of Citizen Rights, themes by which Tea Party Patriots are

returning the Republic to its firm Foundations, Petitioners Manship, Heffernan,

and Hey-Slitor hereby, for themselves individually, and by “Next Friend” legal

status for Ashlie OʼBrien and Sabrina Slitor, (or any “new name” the Arlington CPS

Foster Parents may have given her with or without some courts “endorsement”

order), petition this Circuit Court to request the elected Constitutional Officer, the

Clerk of the Circuit Court, to directly impanel a Special Grand Jury from a racially

diverse and balanced list of Citizens otherwise selected as candidates for Grand

Jury service, or in the alternative, to advise the Petitioner when to be ready to make the

first presentment to that group of Private Citizens that compose the Regular Grand

Jury so the Special Grand Jury may be indirectly impaneled by request of one or more

members of the Regular Grand Jury so that True Justice may live again in the

The Virginia State Bar member attorney who received much of the $76,553. 55 -- FAILED in over THOUSANDS of PAGES of COSTLY LEGAL PAPERS to PROVIDE the SIMPLE FACTS of the BABYʼS WEIGHTS and DATES that CLEARLY PROVE the Arlington CPS Social Worker accusation of “Starving the Baby Sabrina” was FALSE, -- yet the Bar member “Defense Counsel” was “rewarded” with a Fairfax County JDR Judgeship!

Bar member lawyer and Assistant U.S. Attorney Steve Kaufman and his wife Sandra were selected by Arlington CPS as foster parents, YET Kaufman invited CPS workers to parties at his home a block from the Arlington CPS office, so CPS social workers had a “BIAS” in favor of Kaufman for his “favors” of party invitations.Sandra Doliner was a fund raiser for “Green” policy groups and the Arlington County Council Chairman had as his “pet project” the promotion of “Green Initiatives” in Arlington, such at the “Green” renovation of the Kaufman-Doliner “model” house.

In the prosecution of his Federal Civil Rights Violation lawsuit against Arlington County Circuit Court public servant (chief judge) William Newman, and other public servants, Citizen Manship “won” a “Victory” with the ORDER, IN RE: DISQUALIFICATION OF JUDGES of 7 April 2008 (shown to left, based on above.)! Shortly thereafter, Manship learned of both the Sabrina Slitor “baby snatching” case by Arlington CPS, and the “Coerced Confession” Alford Plea of Jeff Washington in Winchester, so dropped his case, due to lack of time and money to advocate all the cases.

Petitioner Manship has qualified by Training to serve as a Therapeutic Foster Parent.


Manship began investigating this former Commonwealth Attorney in August 2008. In June 2010, a Special Prosecutor was named. In January 2011, Thomson was arrested. In June 2011, Thomson goes to trial on 6 Counts of Tampering.


There is question as to an Order of Disqualification from 2008 of judge Kendrick named herein yet to be addressed by the Virginia supreme Court.

1. Wetsel, judge, recused from case after giving a Grand Jury false statement (Perjury?). Compared Washington to Adolf Hitler in courtroom.

2. Thomson, former Commonwealth Attorney, arrested by Federal Agents, and subject of State Police and Special Prosecutor investigation.

3. Prosser, former judge, retired the day the Petition for Special Grand Jury was filed by Manship.

4. Sobonya, former Police Investigator, subject of closed Personnel meeting and vote of City Council.

5. Bailous, former Police Investigator, “let go” by both Winchester and Berryville Police Depts.

6. Iden, Commonwealth Attorney, assisted the cover-up of Thomson prosecutorial misconduct from 2003 to 2011.

7. Abrams, Deputy Commonwealth Attorney assisted in the cover-up of prosecutorial & defense counsel misconduct from

1994 to 2011.

Lead Petitioner Manship is a former Arlington Host Lions Club Outstanding Member and a past Navy Commanding Officer who is now a Journalist for Justice exposing corruption in the Courts.


Arlington County CPS snatched this child from her Grandmother Delores from this nice home with 4 acres in Stafford County, Virginia;

then put the girl in a Foster home where she was punched in the face and chest, and dragged down steps by her ankles by the son of the Foster Parents… yet the Arlington CPS defended their selection of the Foster Family!

Snatched girl and Grandmother are Mormon, she was denied attending her LDS Church.
