Introduction:-

Karnataka has the distinction of being the pioneer state in establishing the first co-operative credit society

in Dharwad District (at present Gadag District) in 1905. The State has since then witnessed tremendous growth

in the co-operative field. As on 31-3-2018 there are 42,543 co-operative societies of which 37,516 are working.

Co-operative movement has played a vital role in the socio-economic development particularly in the rural

areas & in agriculture & allied sectors. It has spread to various sectors of the economy like credit, Marketing,

Consumers, Silk, Dairy, Fisheries, Horticulture, Sugar, House-Building, construction of godowns etc., more so in

view of the liberalized economic environment with a globalized perspective.

Vision:-

To promote and encourage the growth of self-reliant, autonomous and economically viable co-operatives through active participation of the members

Mission:-

1. to take steps to see that genuine co-operatives are organized and managed on sound lines as per the basic principles of co-operation.

2. to render guidance and assistance for the development of co-operative movement in the state to promote

the economic interest and welfare of the people.

3. to serve as a friend, philosopher and guide to all types of co-operatives.

Commitments of the Department:-

1. To create awareness among people about the ethos of “ONE FOR ALL AND ALL FOR ONE”.

2. To be a “friend philosopher & guide” to the co-operative movement.

3. To make the co-operatives as active Agencies in rural & urban development

.

4. Strengthen the credit Delivery systems of farmers through PACS & Sustain the PACS by effective

Implementation of Business Development Plan.

5. Encourage active participation of women socially & economically backward sections of the society in the

co-operative movement.

6. Strengthen the Infrastructure & financial position of co-operative societies with a District level Integrated

Approach.

7. Modernizing the office Management for improved efficiency.

Functions of the Department:-

1. Suggest suitable amendments to all the Acts and Rules administered by the Department.

2. Regulate and guide the co-operative societies as per Co-operative Act and Rules.

3. Ensure that various developmental schemes pertaining to the co-operatives are effectively implemented.

4. Reform the process of settling claims under various developmental schemes.

5. Modernize the office Infrastructure and impart HRD-related training to all the personnel of the

Department.

Acts and Rules implemented by Co-operation Department:-

1. Karnataka Co-operative Societies Act, 1959 and Karnataka Co-operative Societies Rules, 1960

2. Karnataka Moneylenders Act, 1961 and Karnataka Moneylenders Rules 1965

3. Karnataka Pawnbrokers Act, 1961 and Karnataka Pawnbrokers Rules 1966

4. Chit Funds Act, 1982 and Chit Funds (Karnataka) Rules 1983

5. Karnataka Public Money (Recovery of Dues) Act, 1980

6. Karnataka Agricultural Credit operations and Miscellaneous Provisions Act, 1974

7. Karnataka Souharda Co-operative Act, 1997 and Karnataka Souharda Co-operative Act Rules, 2004

8. Karnataka Prohibition of charging Exorbitant Interest Act, 2004.

9. Karnataka Societies Registration Act 1960.

Citizens/clientele:-

The following are clientele of Co-operatives:

2. Board of Directors of co-operative societies, Unions, Federations

3. Members of Co-operative Banks

4. Member of other Co-operative institutions (Hobli/Taluk/District/State level).

Organizational Structure

The organizational set up of the Department is a three tier frame work consisting of

1. Head office at State level headed by Registrar of Cooperative Societies.

2. 4 Regional level offices headed by Joint Registrar of Cooperative societies.

3. 33 district level offices, headed by Deputy Registrar of cooperative societies.

4. 52 sub –divisional offices headed by Assistant Registrar of cooperative societies.
