CIS PETROCHEMICALS
TAKEAWAY 1: Demand for petrochemicals will continue to growin the foreseeable future
Alex Lidback, Vice President for Chemical Research from Wood Mackenzie reported that the global demand for basic petrochemical products - ethylene, propylene, benzene and paraxylene - is about 300 million tons per year. The recent research shows that this figure will grow by about 3.5% per year in the next five years. This trend will remain unchanged for some time in both developing and developed countries.
The Russian petrochemical industry is at a relatively early stage of development compared with the global leaders. «We are just starting to monetise and benefit from chemical production. Further capacity expansion for the production of ethylene and other basic petrochemical products is expected to continue in Russia due to the low cost of resources and certain technological limitations» said Dmitry Mordovenko, Head of PwC Strategy& in Russia.
Sergey Komyshan, Member of the Executive Board of SIBUR, also mentioned «In Russia and CIS countries, the demand for polymers, taking into account the lower specific consumption level than in the world’s leading economies, will grow at a faster pace, especially in the development of specialty chemicals in accordance with the specific demands of processors and polymer consumers, which is what SIBUR is currently actively engaged in».
TOP 4 TAKEAWAYS
CONCLUSION • Chemical demand will continue to expand and remain relatively healthy
• Lighter ethylene feedslates around the world impact the investment profile and co-product production
• Global propylene shortage being met by PDH
• North America net ethylene trade begins to rival that of the Middle East
• The world needs to continue investing in chemical capacity to meet new demand requirements

CIS PETROCHEMICALS
TAKEAWAY 2: There is a number of threats to developing the Russian petrochemical industry
1. The rigid and at the same time uncertain government regulation policies towards the petrochemical industry. The respondents mention that the state does not appear to have a long-term understanding of the development strategy for this sector. At the same time, there is a program for the development of the industry until 2030, which, according to some respondents, is not being fully implemented.
2. Dependence on imported raw materials, components and technologies. Moreover, some of the respondents refer to the difficult integration of foreign equipment and Russian technologies due to the lack of appropriate engineering support from the manufacturer and the underdeveloped engineering competencies in Russia in petrochemicals.
3. Limited access to capital. Respondents point out the problem of rising interest rates and credit reduction by foreign banks after the introduction of sanctions and see this trend as a development threat.
4. Insufficient development of human and technological potential, especially in the next 5-10 years. The personnel problem is associated with the prevalence of employees of pre-retirement and / or retirement age and the weak interest of the younger generation in the industry.
5. Absence of long-term competitive advantages in foreign markets in high margin product segments.
CONCLUSION • Rigid government regulation (69%)
• Dependence on imported raw materials, components and technologies (67%)
• Limited access to capital (63%)
• Insufficient development of human and technological potential (62%)
• Absence of competitive advantages in foreign markets (25%)

CIS PETROCHEMICALS
TAKEAWAY 3: Chemical industryis on the road to digital transformation
The rapid development of digital technologies and innovations was considered as one of the major trends affecting the development of the petrochemical industry in the CIS region. The level of automation is increasing, new developments lead to increased productivity, more and more industrial enterprises around the world are massively migrating to a digital format for a wide range of activities, from business processes to customer relationships.
The advantages of using digital technologies are increasing the efficiency of operations, wider market coverage and customer attraction, promotion of innovation and breakthrough transformations, and a more efficient allocation of labor.
The actual readiness of the chemical companies of the CIS region to join the global development trend in the medium term remained an open question at the conference. This path is full of difficulties which often restrain progress and require significant investment.
Companies in Russia and the CIS need to build innovative thinking at the organisational level to proactively drive a digital culture and eventually enable complete transformation focused on business growth and operations.
CONCLUSION • In general, the oil and gas sector enterprises are ready to introduce digital technologies, but there are a number of difficulties and risks that impede their progress
• Companies in the chemical sector understand the potential benefits of digitalisation but many of them are still unsure about the specific advantages that can result from a digital revolution and are very cautious about taking actual steps towards it.
• Leading international industrial companies have already begun to actively experiment in this area with the effect of +3-4% growth in «profit per hour» and $3 million in annual profits

TAKEAWAY 4: The implementation of investment projects continues
Despite the fact that the petrochemical sector contributes a rather modest share to the GDP of the countries in the CIS region in comparison with the top 20 global producers, there is certainly positive shift in region’s petrochemical landscape. Some of the speakers representing large-scale investment projects in the region shared their plans and the updated status of the ongoing projects in Russia and CIS at the conference.
Raushan Sarmurzina, Advisor to Chairman of the Board of Kazakhstan Petrochemical Industries, reported that Kazakhstan is currently assessing an opportunity to launch terephthalic acid as well as methanol production in the country.
Farid Jafarov, General Director of SOCAR Polymer and the project director of SOCAR GPC shared his plans for the new multi-billion-dollar project of a large gas processing and petrochemical complex in Azerbaijan. The planned commissioning date is the first quarter of 2022.
SIBUR’s largest investment project, ZapSibNeftekhim, which is among the top five largest projects around the world, attracted also a lot of attention at the conference. The project involves construction of a facility in Western Siberia to carry out deep hydrocarbon processing into polyolefins. The project’s design capacity is 2 mtpa.
Another one of the world’s largest investment chemical projects, located in Russia, was also presented at the conference by Deputy General Director of the Nakhodka Fertilizer Plant, Alexey Kravchenko. According to Alexey’s report, the total cost of the project is $ 6.3 billion.
CONCLUSION • Kazakhstan is currently assessing an opportunity to launch terephthalic acid as well as methanol production
• Azerbaijan is currently working on the investment project of a large gas processing and petrochemical complex in 15 km from Baku, SOCAR GPC
• ZapSibNeftekhim, among the top 5 largest projects in the world, is being implemented by SIBUR according to the schedule
• One of the world’s largest investment projects in the chemical sector, Nakhodka Fertilizer Plant, is at the stage of finalising the financing structure (as of April 2017)

CIS PETROCHEMICALS
The region’s leading gas event, CIS Gas Monetisation conference, is traditionally co-located with the CIS Petrochemicals, presented the most economic and profitable ways of natural gas utilisation and its conversion to diverse value-added products.
CIS GAS MONETISATION
«Natural gas production potential exceeds the demand: USA, Turkmenistan, Russia, Iran and some other countries may build up their gas production volumes considerably. Russia is projected to produce additional 110-270 bcm of competitive natural gas in 2030 perspective. Natural gas monetisation is an important issue for Russia. However, there are risks associated with implementation of new projects.»
Darya Borisova, Senior Partner, McKinsey & Company
Our technology helps monetisation of gas reserves by enabling production of high value-added products –synthetic oil or liquid motor fuels. Benefiting from its compact and modular design, applications include remote, offshore, shale and other stranded gas fields. No need for hydrocracking and product upgrading -simplified process flowsheet significantly reduces capital and operating costs.
Vladimir Mordkovich, Chief Technology Officer, INFRA Technology
MTO now viewed as the incremental demand driver for methanol demand. MTO downstream integration often times key to setting what an olefin producer can “pay” for methanol. We believe olefin affordability represents a “ceiling” for methanol pricing currently and into the forecast period.
Dave McCaskill, Vice President –Methanol & Derivatives Service, Argus
MTO opens a new path to ethylene and propylene starting from cost advantaged natural gas. Shift to lower cost, lighter feeds results in decrease in propylene and heavier olefins including butadiene. Options for on-purpose olefin production include MTO, OCP, and Oleflex.
