AbouttheCompetition

The2020CIRTNationalDesign&ConstructionCompetitioninvitesACEMentorAffiliateteams(studentandmentors)fromacrossthecountrytodesignsolutionsforoneofthreechallenges:waterresourcemanagement,anationalpavilion,andagastronomiccenter.Thecompetitionismaintained,coordinatedandjuriedbytheConstructionIndustryRoundTable(CIRT),incoordinationwithACEMentorNationalandtheChicagoArchitectureCenter.The2020themecelebratestheinnovationsandcontributionsthedesignandconstructioncommunitymaketothequalityofAmericanlife,whileunderstandingtheissuesandchallengestheindustryfacestodeliveronthislegacy.Thetruegoalofthecompetitionistojudgestudentabilitytomakeareasoned,coherent,wellthoughtoutandclearpresentationontheirteam’sdesignandconstructionapproacheswithintheproject’sobjectivesand/orconstraints.Eligibility

Tobeeligibletocompete,applicantmustbeaparticipatingACEMentorProgramstudentandenterwithateamofthreeormorestudentsandACEAffiliate(s).Teams

AnyACEMentorAffiliate/ChaptercanvolunteertoparticipateintheCompetition.Teamsmustbecomprisedofthreeormorestudents.Theintentistoencouragegroupdynamicsrequiringassignments,compromise,and/orconsensusbuilding.CIRTstronglyrequestsandrecommendsthatAffiliateswithmorethanoneteamconsidersubmittingentriesinthedifferentchallengesratherthanmultipleentriesinthesamecategory.Itwouldgreatlyincreasethevalueofthecompetitionandimprovetheoddsofhavingoneoftheteamsamongtherecognizedentries.CompetitionTimeline

Aprofessionaljurywillrevieweligibleentriesinthepreliminaryround.Thentopfinalistswillcompeteforfirst,secondorthirdplaceintheFinalRoundinWashington,D.C.Winningteams,onbehalfoftheirAffiliates,willreceiveamonetaryawardthatcanbeuseduseforanypurposetosupporttheoperations,programs,grants,and/orneedsoftheAffiliate.FirstPlaceTeam $5,000+stipendfortravelexpensesSecondPlaceTeam $3,000+stipendfortravelexpensesThirdPlaceTeam $2,000+stipendfortravelexpensesRunner-UpTeams AdditionalprizesCompetitionSchedule&Awards

TheannualcompetitionisannouncedintheearlyfallandofficiallybeginsinJanuaryconcludingwithapresentationround,whichisusuallyheldinlateAprilorearlyMay,wherethewinner(s)willbeselectedandannounced.CIRTwillpresentprizesforthetopthreenationalfinalists,plusprizesforrunner-ups,inadditiontoprovidingatravelexpensestipend(approximately$1,000perteam)toputtowardsthecostsassociatedwithattendingthefinalroundastheAffiliate/Chapterbestdetermines.


Challenges WaterResourceManagementandPreservationWater:thelifesustainingpreciousresourcethatalsohasimportancetocommerce,connectivity,andcommunity.Watercanalsobeanunpredictableforceofnature,capableofdestroyingorwipingoutstructures,terrain,buildings,andlives.Howwemanage,harness,preserve,andusethisvitalelementreliesgreatlyoningeniousdesignANDconstructionsolutions.Thisprojectoptioncallsupontheteamstodelveintothechallengeofwaterresourcemanagementthroughuseofdamns,locks,levies,canals,grading,andreservoirs,etc.Criticaltosuccess:focusingondamnsandotherwaterinfrastructure,eitherproposeanewsolutionentirelyorrenovate/replace–restoreanexistingfacility/system.Nomatternew,renewed,orupdated--totakeonthischallengeyoumustdemonstrate:

(1)theimportanceofyoursiteselection[beforevs.aftersitedevelopment],(2)whyisitcriticaltoundertakeyourplans,(3)howuseofmaterials/constructionaddsvalue,(4)balanceoffunctionalityanddesign,(5)environmentalimpacts,security,andconstructionapproaches(6)lay-outthesolutionsaswellasprovideacostestimate(perfoot)toaddresstheneedsthatisrealisticand

doablefortheresources/financialsupportlikelyavailableinthelocale.

Duetothelikelydisplacementandlogisticalproblemsthisprojectwillcreateinacommunity,theproposalMUSTincludethepreciseCONSTRUCTIONsteps,stages,demolition,andremediesfortheseproblems.

NationalPavilionThemissionofthiscompetitionistocreateaniconiclandmarkthatreflects,symbolizes,andcapturesindesignandconstructionmaterials,methods,andstandardsoftheU.S.inthe21stcentury(for2020)-reflectingitsdiversity,technologicalstrengths,andsecurityneeds.Thisentrymustconnectourhistory,ourpresent,andourpotentialfuture–todisplayorcaptureinthe“builtenvironment”(includingstructures,landscaping,buildingmaterials,techniques,andoverallpresentation)theessenceofbeinganAmerican–andallitsvitalityandfreedom.Theproposalmustdeterminethesizeoftheundertaking,bothintermsofstructures,landuse,andaccess.Provideabeforevs.aftersitedevelopment.TeamsmustalsoprovideaCONSTRUCTIONtimelineandper/sq.footestimateofthecostofdeliveringtheproject.Thecostestimatesmustberealisticanddoablefortheresources/financialsupportlikelyavailable.ThewinningpavilionshouldstrivetobeacatalystforthepromotionofU.S.tourism,investment,businessexcellence,andashowcaseforthequalityoflifefoundintheUnitedStates.

GastronomicCenter

TheprojectoptionsfortheCIRTDesignCompetitionmayhavebeenderivedfromactualcompetitionsthatareunderwayorhavebeenrecentlycompleted.Theinformationfurnishedhasbeeneditedand/ormodifiedsoastomeettheneedsandformthebasisoftheCIRTcompetition.


Withtheriseofinterest,variety,andeducationalneed,theobjectiveofthisprojectchallengeisfortheteamstocreateaspaceforculturalexchangethroughgastronomy.Inthisspirit,theentryshoulddevelopandprovide,usingconstructionmaterialsandapproaches,spaceforchefsfromallaroundtheworldtoexchangeknowledgeandsharetheirexperiences,techniques,styles,foods,andcookingmethods(stoves/grills,etc.)inordertopromotegastronomiceducationandexchange.Allwhileprovidingfortheirownpersonalandprofessionalenrichmentandthatofstudentsorstudioaudiences(onsiteandTV).Yourentrymustdemonstrate:

(1)thereasonforyoursiteselection,(2)howuseofmaterials/constructionaddressthechallenge,(3)balanceoffunctionalityanddesigntoachievetheprojectgoals,and(4)provideacostestimate(perfoot)toaccomplishtheneedsinarealisticanddoablewayconsistentwiththe

resources/financialsupportlikelyavailableinthelocale.

TheproposalMUSTalsoincludethepreciseCONSTRUCTIONsteps,stages,andremediesforthischallenge.

ProjectSubmissionAllworkmustbesubmittedtothecompetitionportalatCIRTcompetition.orgby11:50pmCSTonMarch3,2020inordertoqualifyforjuryreview.

SubmissionRequirementsTeamsmustsubmit1-2digitalpresentationboardsfortheirchosenchallenge(upto2singlepage/imagefiles).AllfinalsubmissionsmustbeuploadedasaJPGorPDFtothecompetitionplatformatCIRTcompetition.org.Abriefwrittenexplanationdescribingthecontextandthinkingbehindtheschemeshouldbeincludedontheboard(s).Photographs(ofthesite,3Dmodel,etc.),drawings,photographofphysicalmodels,orexportedviewsofyour3Ddigitalmodelcanbescanned/uploadedtoincludeonthedisplays.Nospecificdrawingsorscalesareprescribed,butthepresentationmustconveytheideasunderlyingthedesign,itsoverallformsandspaces,itscharacterandatmosphere.Anarrativeaddressingthedesignprocessshouldbeonorpresentedaspartoftheboards.Multi-pageproposals,slideshows,orpresentationswillnotbeaccepted.Supportingtextdocumentsmaynotbereviewedbythejury;allcontentmustbeonthecompetitionboard.FinalistBoardSubmissions

Teamsselectedasfinalistsarerequiredtocreatephysicalboardsfromtheirdigitalsubmissions,tobeprintedandmountedon1or2boardsforthefinalpresentationround,tobeheldinconjunctionwithanationalconferenceinWashington,DC.Boardsmustbe:

• amaximumoftwo,approximately841mmx594mm• mountedonA1lightweightboards.

ThesephysicalboardsMUSTBEIDENTICALtothedigitalonessubmittedinMarchtobeevaluatedduringthepresentationroundforthefinalists.

JuryCriteria

Thejudgesarelookingforoverallclarity,understandability,constructability,completeness,flowofideasandhowtheproposedsolutionrealisticallyandfullymeetsthepreciseelementsofthechallenge.Submissionsshouldbeclear,concise,completeandwellthoughtoutwithsufficientinformationtostandindependentlyfromanywrittennarrativeorreport.TeamsmustdemonstratetheiruseofthedesignANDconstructionprocess.DesignProcess

Jurorswillcarefullyconsideryoursubmissionconcepts,renderings,etc.inadditiontohowyouaddressthefollowingcomponentsoftheprocess:

QuestionA:Defineand/ordescribetheproblemsandchallengesyoufacedwhendecidingontheprojectyouchosetodoforthecompetition.QuestionB:Thoroughlydescribeyourdesignprocess,inwritingandthroughvisuals(e.g.,sketches,renderings,steppedprocess,beforeandafter,budgets,timelines,workflow,etc.)thatspecificallyandrealisticallymeetsthepreciseorexactnatureofthechallengeand/ortheclientgoals/needs.QuestionC:Explainhowyourapproachisanappropriate,innovativesolutionthatrealisticallyrespondstothepreciseprojectchallenges(includinguseofmaterial/constructionmethods,etc.).Explainhowyourentryisdifferentfromotherapproachesorprocesses,meetsbudgetaryconstraints,timelineissuesorotherconstructionchallenges.QuestionD:Describeanysocial,ecologicalorotherwisebeneficialqualitiesofyourdesignsolution.Forexample,isitauniversaldesign?Howso?Isitenvironmentallyfriendly?Doesitusecost-effectiveorrecyclablematerials?QuestionE:Describeand/ordemonstratewhatyoulearnedfromthiscompetition.


Design&ConstructionEvaluationCriteria

Thefollowingdesignandconstructionaspectswillbejuryevaluationcriteria,andshouldbeexplainedwhereappropriate:

• siteselectionanditscontext(builtand/ornatural)• constructability(structuralchallenges,materials,schedules,textures,colors,etc.)• strategyforsustainability• surroundinglandscape/externalspaces• lifeandactivities,inandaroundthebuilding,includingthequalitiesofenclosedspacesshowing

furniture,fittingsandfinishes(whereneededorappropriatetothechallengeselected).


JuryReviewJudgesThepanelofjudgeswillbemainlycompromisedofCIRTmemberCEOsoftheleadingdesignandconstructionfirmsintheUnitedStates.Ajurywillbeselectedforthepreliminaryandfinalpresentationroundsofthecompetition.JudgingApproachTheoverallthemeorevaluationcriteriaforthecompetitionisonefoundedonthepracticalaspectsoftheprofession,particularlywithrespecttoconstructability,useofmaterials,meetingdeadlines,workflow,andestablishingrealistic/reasonableexpensesorbudgets.Moreimportantthantheactualsolution,isthemethodsandprocessesusedtoarriveatasolution.Fundamentally,thespiritofthiscompetitionisoneofdesignANDconstruction.Duringthefinalround,greatweightwillbegiventotheabilityoftheACEstudents(i.e.theirselectedrepresentative)toarticulateaclear,comprehensive,coherent,andcogentpresentationthatpersuadesthejudgesastoselectinghis/herteamasthewinningentry.Preparingthestudentrepresentativeispartoftheoverallprocessthattheotherteammemberswillreceivebenefitfromaswell.JudgingProcessAllentriesmustbesubmittedtotheplatformandmeetthesubmissionandstudenteligibilityrequirementstobejudged.Thepreliminaryroundswillbedeterminedbywhatissubmittedtotheplatform.Eachofthechallengeswillhavetheirtopentriesdeterminedaspartofselectingthenationalfinalists.However,onlythreeteamswillmoveontothepresentationroundinWashingtonD.C.todeterminetheNationalChampion.Ifnoneofthedesignentriesmeettherequirements,thepanelreservestherightnottoawardawinner.Thereisnorequirementthateachoption/challengehasarepresentativeamongthethreefinalists.Alldecisionsmadebythepanelarefinal.
