    POLICY

    The color-coded business casual attire shall be worn for four (4)days, Mondays thru Thursdays, starting April 1, 2015 in order toproject a professional, business-like image while enjoying theadvantage of more casual and relaxed clothing for the employees.

    COVERAGE

    The wearing of the color-coded business casual attire shall coverall rank-and-file employees of the Central, Regional, Provincial Officesand the TESDA Training Institutions (RTC/PTC and the Schools)holding plantilla positions including casual, contractual and job orderemployees.

    III. GUIDELINES

    1.

    The wearing of the prescribed color-coded business casual attireshall be worn in accordance with the following schedule:

    DAY COLOR PRESCRIBED ATTIREBlazers and cardigan sweaterscan be worn as outerwear.

    For male employees, short/longsleeve button-down shirts oroffice barongs paired with dark-colored pants or formaltrousers.

    Blazers and cardigan sweaterscan be worn as outerwear.

    Tuesday White or Off-whiteWednesday Green (any shade)Thursday YellowFriday Wash Day

    The management may require employees to wear dark-coloredblazers during special occasions and activities.

    The wearing of jeans or maong pants is only allowed duringFridays. The wearing of shorts (both for male and femaleemployees), miniskirts, maxi skirts, leggings and tights is strictlyprohibited.

    The wearing of flip flops, wooden clogs, and open-flat sandals isalso strictly prohibited. However, open-flat sandals, rubber shoes,and sneakers can only be worn during Fridays.

    Circumstances where an employee can be exempted fromfollowing the prescribed color-coded business casual attire:

    During pregnancy or mourning provided that a request forexemption is filed by the employee concerned with HRMD/AS,FASD for the Regional Offices and Administrative Units of theProvincial Offices and TESDA Training Institutions.During special occasions as may be authorized by themanagement.

    When an employee's religious orientation prohibits him/her fromfollowing the prescribed color-coded business casual attire.When an employee is on official travel to and from theCentral/Regional/Provincial Offices and Training Institutions.

    The HRMD/AS, FASD of the Regional Offices and AdministrativeUnits of the Provincial Offices and TESDA Training Institutionsshall take charge in enforcing strictly the wearing of the color-codedbusiness casual attire.

    The Division Chief and Immediate Supervisor concerned shalllikewise be responsible in monitoring the implementation and inenforcing strictly the wearing of the color-coded business casualattire. Any violation shall be reported to the HRMD/AS, FASD ofthe Regional Offices and Administrative Units of the ProvincialOffices and TESDA Training Institutions for the correspondingsanctions to be imposed.

    Employees of the Central and Regional/Provincial Offices and theTraining Institutions who are on official business within his/her areaof assignment shall also wear the prescribed color-coded businesscasual attire.

    Whenever necessary, teaching personnel, maintenance personneland utility workers shall be allowed to wear appropriate workingclothes in their workshop/laboratory areas other than the prescribedcolor-coded business casual attire.

    10. The following sanctions shall be imposed for the non-wearing ofthe uniform and ID based on Rule IV, Section 52 of the UniformRules on Administrative Cases in the Civil Service (CSC ResolutionNo. 991936):

    FirstOffense

    Written Reprimand

    SecondOffense

    Suspension for one (1) dayto thirty (30) days

    ThirdOffense

    Dismissal

    This circular shall take effect as indicated.
