THE WAY FORWARD
4
WHAT: DEFINITIONS AND TARGETS
Step 1: Harmonise definitions andclear calculation method for recycling
Step 2: Set realistic EU recyclingtargets for all Member States
WHY? Ensures legal clarity, harmonised and clear data needed toidentify real distance to legal and company targets
Different recycling performances and starting points acrossMember States

HOW: EPR AS ASUCCESSFUL POLICY TOOL
• Mandate minimum performancerequirements for EPR schemesin EU legislation (PPWD)
• EU guidance on roles andresponsibilities for all actors
WHY?
Improves fair legal framework and competition for allexisting EPR schemes (level playing field) at nationallevel
Increases accountability for all actors e.g. producers, private and public waste management, consumers,EPR schemes
Optimises cost-efficiency and performance ofrecycling used packaging by existing EPR schemes tomeet national packaging recycling targets
Policy need?
6
EPR MINIMUM PERFORMANCEREQUIREMENTS
Set binding minimum performancerequirements for all EPR schemes (not-for-profit/for-profit) in PPWDTransparency in material flows, cost, tendering
procedures, scope (geographic scope, types ofpackaging material covered )
Consumer information, monitoring, reportingand audits, financial solidity
Legal requirement for Member States toimplement and enforce authorisationprocedures for EPR schemes
