Committee

• In 2009, the CCAFS Challenge Program, co-sponsored by the Earth System Science Partnership, was approved

• CCAFS had been planned for two years by a group of CGIAR-ESSP scientists, with contact points at all CGIAR Centers

• A Steering Committee approved jointly by the Alliance and ESSP and met first in April 2009

• Bids to host the Secretariat; established at the University of Copenhagen January 2010

From CP to CRP

From CP to CRP (2)• The Alliance report to UNFCCC (COP15 in Copenhagen,

December 2009) based on the CCAFS Structure

• CCAFS requested to develop plans for CRP7

• After consultations, CIAT selected as Lead Centre and CRP7 (CCAFS) approved

• The CCAFS Steering Committee requested to be in charge in the interim, with 5th and final meeting April 2011

• New structures to be in place by 1 July 2011

New Governance Structure• CIAT is formally responsible in relation to the Consortium

and Fund

• An Independent Science Panel (ISP), to be established by the CIAT BoT, will be responsible for programmatic directions and priority setting

Govenance and Management Structures

Role of the ISP• Similar function as the Program Committee of the

Centre Board

• Consider major strategic proposals from the Director

• A major role in priority setting, partnership development and strategic allocation of resources

• Ensure that ex ante analyses lead to strategic allocation of resources

Role of the ISP (2)• Deliberate on the effectiveness of meeting outcome

and impact goals

• Provide advice and recommendations for approval by CIAT BoT of workplans and budgets

• Independence is necessary to shield CIAT from real or perceived conflicts of interest

• The ISP is accountable to the CIAT BoT

ISP CompositionThe composition is given in the approved plan for CCAFS (CRP7):

• A Chair

• Six internationally recognized scientists

• Three persons drawn from the development and user community

• Three observers representing ex officio the CIAT BoT, the Consortium/Centers and ESSP

Steering Committee Proposal• Balanced membership (discipline, gender and

diversity in background)

• The composition was discussed at the final CCAFS SC meeting and a Nominations Committee was established consisting of the SC Chair, CIAT DG and ESSP Chair

• Members normally appointment for 3 years, but with a stagered rotation

• Appointments may be renewed once

Proposed ISP 2011-2013• Current members of the SC until tghe end of 2012,

with one possible additional 3-yr period:

o Takeshi Horie (crop science, agricultural meteorology, Japan)

o Thierry Lebel (hydrometeorology, climatology, France)

o Holger Meinke (crop and weed ecology, Australia)

o Thomas Rosswall (microbiology, ecology, Sweden)

o Mary Scholes (biogeochemistry, South Africa)

Proposed ISP 2011-2013 (2)• Ram Badan Singh (genetics, agriculture, India) to replace P.

K. Joshi, who has recently taken up a position with IFPRI

• One internationally recognized social scientist to replace Rashid Hassan, who has been apponted member of the CGIAR ISPC

Proposed ISP 2011-2013 (3)• Three representatives from the developoment and user

community:o Fatima Denton, Program Leader, Climate Change Adaptation in

Africa, IDRC, Senegal

o Lindiwe Majele Sibanda, Chief Executive Officer, Food, Agriculture and Natural Resource Policy Analysis Network (FANRPAN), South Africa

o One representative to be identified from the private sector

Proposed ISP 2011-2013• Three members ex officio:

o CIAT BoT

o Consortium/Centres

o Rik Leemans, Chair ESSP

• The ISP takes over from the previous CCAFS Steering Committee on 1 July 2011

• First meeting in conjunction with CIAT BoT in Cali, November 2011
