Students Julieta Becerra (Montgomery), Esbeidy Campos (Mueller Charter), Bryce Garrod (Discovery Charter), Elijah Maksimiliano "Max" Harris (Cook), Stephanie Ling (Tiffany), and Amelia Tobit (Arroyo Vista Charter) led the Pledge of Allegiance.

Administrators from the schools accompanied the students to the meeting. The artwork displayed in the Dr. Lowell J. Billings Board Room was prepared by Arroyo Vista Charter, Cook, Discovery Charter, Montgomery, Mueller Charter, and Tiffany.

3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN Presentations/ REPORTS, AWARDS, AND HONORS Awards

A. Report on District Cohort Schools: Arroyo Vista Charter, Hazel Goes Cook Elementary, Discovery Charter, John J. Montgomery Elementary, Robert L. Mueller Charter, and Burton C. Tiffany Elementary for the 2015-16 School Year

Mr. Tessier introduced the "Opus 9" cohort. The "Opus 9" cohort students who led the Pledge of Allegiance presented a video reporting on the cohort's efforts to support Local Control and Accountability Plan (LCAP) goals and on the results of the California Assessment of Student Performance and Progress (CAASPP).

Administrators from "Opus 9" were present as follows: Principal Lead Patricia Roth (Arroyo Vista Charter); Principals Grabiela Llamas (Cook) , Sandy Du-Song (Discovery Charter), Monica Ruiz (Montgomery), Dr. Maureen Deluca (Mueller Charter), and Christopher Carroll (Tiffany); and Associate Principals Mary-Margaret Landers (Arroyo Vista Charter, Robert Pollack (Discovery Charter), and John "Jack" Larkin and Dr. Marisol Robledo (Mueller Charter). "Opus 9" principals acknowledged members of their respective staffs who were in the audience.

Board Members commented on the report and asked questions that were answered by "Opus 9" Principals. Board Members also commended the student presenters and thanked them for the report. President Tamayo presented each of the students with a Certificate of Appreciation and a stylus pen engraved with the District's name.

B. Report on District Visual and Performing Arts Programs

Mr. Tessier introduced Visual and Performing Arts (VAPA) Coordinator Lauren Shelton, who provided an update on District

VAPA programs that focused on professional development. Mrs. Shelton also presented Parent Marille Boldt and Student Maisey Boldt (McMillin), who shared their experiences with the school 's VAPA program and spoke regarding its impact.

Music Teacher Hans Chamberlain and Students Jaylene Borja , Josie Brazeau, Moria Carrillo-Rodriguez, Annette Chavarria, Gabrielle Escobar, Marissa Flores, Victoria Flores, Lillian Frierson, Ariana Gonzalez, Mia Reyes, Hemanuel Suchilt, and Jianna Tablit (Castle Park) performed two pieces of music: "Frere Jacques" and "Firoliralera."

Board Members commented on the report, asked questions that were answered by Mrs. Shelton, thanked the presenters and performers, and commended Mrs. Shelton and VAPA teachers for their efforts.

President Tamayo presented Maisey and the student performers with Certificates of Appreciation and stylus pens engraved with the District's name.

4. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken.

Chula Vista Educators (CVE) President Manuel Yvellez spoke on collaboration time funded by VAPA.

5. APPROVE CONSENT CALENDAR (Action)

The following items listed under Consent Calendar are considered by the Board in one action. There will be no discussion on these items prior to the time the Board votes on the motion unless members of the Board, staff, or public request specific items to be discussed and/or removed from the Consent Calendar.

Clerk Humphrey requested the minutes be amended, saying that when she shared about her first official school visit, she mentioned Wolf Canyon when it should have been Parkview.

B. Approve and/or Ratify Human Resources Items A Through H

Board Member Reyes asked for an explanation of the proposed amendment to the consultant agreement with Kleinfelder. After Mr. Esquivel replied that a portion ($153,960) is the cost of additional services requested by the District and the rest ($150,540) is for costs associated with the Project Labor Agreement (PLA), Board Member Reyes said he does not agree with paying any increases related to the PLA because there should not be an extra fee associated with the PLA and it also brings a negative connotation to the PLA.

After further discussion involving Board Members, Mr. Esquivel, and Dr. Escobedo, Item 5.8 . was approved with the exception of the amendment to the Kleinfelder consultant agreement, listed under Section H, Consultants. The amendment was tabled.

Dr. Thiel introduced new employee Executive Director of Special Education and Instruction Keith Malcom. He also announced that Resource Teacher Lisa Lines, who was at the meeting earlier, was promoted to Associate Principal at Wolf Canyon.

7. ADMINISTRATIVE ACTION ITEMS

A. Adopt Initial Collective Negotiations Proposal from the Chula Vista Elementary School District to the Chula Vista Classified Employees Organization

Dr. Thiel explained that the District's bargaining agreement with Chula Vista Classified Employees Organization (CVCEO) will expire on June 30, 2017, and that in preparation for upcoming negotiations, which will hopefully begin in January, the District submitted a list of articles that it plans to open for discussion [collective negotiations proposal]. He also said that at the December Board meeting, a public hearing was held on those items and that the proposal was being presented for Board adoption.

B. Accept Chula Vista Elementary School District 2015-16 Annual Audit Report

Mr. Esquivel said the District is required to undergo an annual external audit of its financial statements. For the 2015-16 school year, the firm of Wilkinson Hadley King & Co LLP performed the audit and prepared the audit report, which they submitted to the California State Department of Education. He said there are no changes to the fiscal standing of the District and that two compliance findings were reported, which had no fiscal impact.

Mr. Esquivel introduced Wilkinson Hadley King & Co. LLP Senior Audit Manager Mike Mears, who presented highlights of the audit and focused on the items listed below.

• Independent Auditor's Report- Shows an "unmodified" opinion , which is the best opinion , and means that the District's financial statements present fairly, in all material respects, the District's financial position. He said there were no material weaknesses, no significant deficiencies, and no scope limitations.

• Schedule of Financial Trends and Analysis - Indicates that the requirement of three percent General Fund reserve has been met.

• Schedule of Findings and Questioned Costs - The audit must include not only the financial statements, but also compliance for federal and state programs. The summary of auditor's results for all three sections (financial statements, federal awards, and state awards), the result was "unmodified.'' which again is the best opinion a district can receive. Two items of compliance were found, one regarding attendance, and one concerning the School Accountability Report Card ; since these had no fiscal impact, they did not result in loss of apportionment or Local Control Funding Formula monies. Mr. Mears said both findings have been rectified (as shown on the Corrective Action Plan) .

In closing, Mr. Mears reiterated that the District received the highest opinion in all three areas. He also said Mr. Esquivel and Director of Fiscal Services Theresa Villanueva have a great staff that are very helpful and responsive to the auditors' requests for documentation.

Board Members asked clarification questions regarding varied areas of the audit, thanked Mr. Mears for the report, and commended Mr. Esquivel for keeping the District "in the clear."

B. Report on Governor's 2017-18 State Budget Proposal

Mr. Esquivel presented an overview of the Governor's proposed state budget for fiscal year 2017-18, which was released on January 10. He presented highlights of several areas such as the major K-14 proposals, what is not in the Governor's budget, the next steps for the budget, and specific elements the District is watching .

Board Members thanked Mr. Esquivel for the report, commented on various components of the Governor's budget, and asked questions that Mr. Esquivel answered.

10. BOARD COMMUNICATIONS Board

Mrs. Bunker: • Thanked Mr. Esquivel and his team for their work on the budget. • Said that she is happy the atmosphere with CVE and CVCEO has

improved so much.

Mr. Farias: • Welcomed the new employees. • Thanked Mr. Yvellez for being so appreciative of the invitation [extended

to Mr. Yvellez to attend the School Services of California Governor's Budget Workshop] .

Mrs. Humphrey: • Invited Teachers Lauren Shepherd and Maya Diaz to receive recognition

from the Board. • Said she was very proud that Dr. Escobedo was one of two

Superintendents in the state to be invited to Sacramento to speak. Added that the invitation was an honor and Dr. Escobedo should be commended.

• Remarked that the letter Dr. Escobedo wrote regarding [the District being] a safe environment was very poignant as well as important and made her feel even prouder to be part of the District.

• Requested information regarding the District's policy and procedures for placing student teachers with master teachers.

Dr. Reyes: • Congratulated the new employees, welcomed them to the District, and

said he knows they will do a great job. • Reiterated his commendation of Mr. Esquivel and his team for doing such

a great job.

• Said that now that the District has a new Executive Director in Special Education, a presentation on Special Education needs would be great in order to address any issues this year.

Mr. Tamayo: • Wished everyone a Happy New Year, pointing out this was the first

meeting of the year. • Thanked all Cabinet members for the good work they are doing and for

keeping Chula Vista [Elementary School District] as one of the best districts in California .

• Shared that he watched the webcast that showed Dr. Escobedo's testimony at the State Board of Education. Said it was great to see the District represented and watch Dr. Escobedo talking about our efforts and the importance of the LCAP. Commented that the District is vastly regarded as one of the model districts and said he appreciates everyone's efforts, as it takes teamwork.

• Mentioned that, as Vice President Bunker commented, he has seen the transformation to a more collaborative work between the administration, the teachers, and the parents.

• Thanked everyone who attended the meeting and stayed until the end of the meeting.

Clerk Humphrey started a dialogue by asking about the plan for [hiring] technology teachers and asking if a formula can be prepared that includes school participation in paying the cost of the teachers. Dr. Escobedo said that typically the Board would make a decision on [hiring] technology teachers as part of the LCAP. President Tamayo requested the District start working on some options to add [hiring of] the technology teachers to the LCAP. Board Member Farias said that the Board needs to know what kind of devices the schools have and which grades have these devices to ascertain if it is feasible or necessary to have one technology teacher per school. President Tamayo said that the plan of one-to-one technology included students in Grades 3-6, since it was determined that such a program would not be as beneficial for lower grades. Board Member Reyes said there are many variables that would need to be considered in order to ensure equality, since some school sites serve larger student populations.

11. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Commented that he had found out earlier that same day that as a result

of the District's exposure, Voice of America (equivalent to the British Broadcasting Corporation) would visit the District the following day. Added that Executive Director of Language Development and Instruction Emma Sanchez and Director of Communications and Community Development Anthony Millican, would join him in accompanying the visitors to two school sites- Otay and Salt Creek-to see the Dual

Language Immersion program. Said the visitors are interested in seeing how Spanish is taught and the program's cultural aspect. Invited Board Members to join the group.

• Commented the Board had just approved [Consent Calendar] a $40,000 grant for the Family Resource Centers to inform susceptible, vulnerable families [about their rights]. Commended the Board for being courageous in passing the resolution [declaring the District a safe zone for undocumented students]. Said he received many positive remarks from staff members and parents and mentioned a note of thanks from a teacher from Allen, who said it helped her allay fears of a frightened student.

• Thanked the Board for their guidance.
