A very big Thank You to everybody who has agreed to create a window this year. We had more offers than there are days, and I’m sorry we couldn’t fit everybody in. There is no prize for the best window. The prize it at the end of the trail – Christmas! The excitement of celebrating Christmas each year is just so special. Please come and join in celebrating with St Michael’s Church if you are not part of a church elsewhere, but – much more importantly – remember that the end of the journey leads not just to a celebration but to a person. • The Parish Council normally meets on the first Thursday of each month at 8.00pm. Next year, most meetings will take part in the Pavilion although where they are likely to be large meetings, these will be in the Village hall.

• On the third Thursday of the month an extra meeting is sometimes required to respond to planning applications within the consultation period given.

• Residents are invited to address the Council on any agenda item. If you would like something added to the agenda please notify the Parish Clerk at least 10 days before.

Parish Council Achievements since the last Edition. The Pavilion The Pavilion is now available for hire. All relevant certificates have been issued, building work and equipment finalised. Vegetation Trimming Those of you who have been experiencing difficulties recently when you approach the mini roundabouts due to the overgrown vegetation will be pleased to note that these have all be cut back to make it safer. In addition, the overgrown vegetation around the playground, tennis courts and MUGA areas have also been cut back. Village Daffodil Planting Councillor Jack Lang donated 125kg of daffodil bulbs again this year to brighten up the village. Unfortunately, due to the seriously horrid weather, the community planting event planned to take place on 4

th November had to

be cancelled. A revised date for the planting is, as this is article is submitted, being arranged. Please watch the website for details: www.caldecote.gov.uk. We are lucky this year in that we have managed to get help with the digging from the workers who have been neatening up the village vegetation. Website Updates There is now a “Residents Issues” page on our website. We are hoping

that the community will use this to raise concerns to the Parish Council, happenings, information and questions. To get an issue placed on this page, please contact one the Parish Clerk [email protected] or one of your councillors http://www.caldecote.gov.uk/contactdetails, who will be happy to discuss the issues with you. You will see with the contact details, the areas on which each Councillor leads. Also included on the website is information on the various groups and meetings that the village supports; community support and services information; business services and advice; information for carers; information for the older person; community police and of course details on the Pavilion! http://www.caldecote.gov.uk Potholes Following a drive through the village by the Parish Clerk, Councillor Fiona Whelan and the Highways Team Leader, all the potholes affecting the main roads in the village were identified and have now all been filled in which will, make travelling along them much smoother. Drainage Problems on the Playground, MUGA Area and Tennis Courts The grounds at the areas, above, which have problems with drainage of rain water during and after rain, have been tested to establish what is causing the problem. Now that the results have been identified, the Parish Council has created a Working Party to take this forward, requesting companies to provide quotes for the remedial work to be carried out;

drawing up a programme of works; etc. Light at the top of Furlong Way and the Recreation Car Park Thanks to the support from South Cambridgeshire District Council, we were able to erect a new light for the top of Furlong Way and the Recreation Car Park. As this was a health and safety issue, the area being so dark that it was impossible for see the ruts in the road and path, we were able to get a grant from South Cambridgeshire District Council to make things safer for the community. Local Development Plan and Transport Strategy Many of you will know that we held an “exhibition” in the Pavilion in September to find out what your views were on the issues being raised under the Local Development Plan Consultation, being run by the SCDC and the Transport Strategy Consultation being run by the County Council. Thanks go to everyone who took part in that and the results enabled the Parish Council to submit a response on behalf of the whole community. Events and Happenings in the Village or that affect the Community If you would like to be kept up to date by alerts, etc, please go to the website and subscribe. This will enable us to alert you to the important matters which are happening in the village and will affect the community. Your details will not be shared with anyone else. www.caldecote.gov.uk. Speed Reduction Stickers We have managed to obtain a number of Speed Reduction Stickers which can put put on the side of the

dustbins so that when they are out for collection, it is clear what the speed limit is for that road. Whilst these are available for anyone in the village who wishes to help with speed reduction, we thought that the two main roads, Highfields Road and West Drive, may be the most important areas to be covered. If you would like to take part in this scheme by placing a sticker on your bins, please contact the Parish Clerk at: [email protected] or tel: 01954 210341.

Pumping station Anglian Water has carried out a full Service and MOT on the Hardwick West Pumping Station which is on the periphery of our Parish and therefore affects some of our parishioners and which feeds into our Main Street Pumping Station. They have replaced one of the pumps and are monitoring this to check whether this makes any significant difference to the performance. If it does, then they will replace the other pump too. They have carried out work to ensure that all the pipes feeding into and out of the pump are in good condition (no leaks) and that only foul water is received at the station as opposed to grey water (storm water, etc). They have also “tweaked” the alarm system so that it causes a response before it overflows rather than after in the hope that this will prevent any raw effluent on the road. They are now going to carry out the same processes for the Pumping Station on Main Street to help ensure the pumping station is working at capacity and is able to cope with the amount of foul waste it receives. Anglian Water have also ordered a new, larger pump for the Main Street Pumping Station, this is a major

investment which is expected to be installed early in the New Year. They will be checking the pipes leading to and from the Pumping Station to ensure there are no obstructions, leaks, or obvious problems. This is going to be a long job, as they have to try to find out where there may be any connections which should not be there, such as houses which have connected their grey water pipes to the sewer pipes (rainwater), despite having soakaways or harvester systems. Some of the problems causing the pumping station to fail are what we throw into the system. We are asked not to throw anything down our sinks or toilets which could block the drains, cause sewer flooding and nasty smells in your property. In particular: kitchen paper, recycled toilet paper; thick toilet paper; baby wipes; facial wipes; cotton buds; disposable nappies; etc. See their article in this journal for more information or see their website: www.anglianwater.co.uk/loveeverydrop. Public Open Spaces Could we please ask that the public open spaces are kept tidy and free of rubbish. The Playground equipment was fixed at the beginning of October. The badly vandalised fence was also repaired, once again, by our handyman. If you have any issues regarding the Playground or Public Open Space areas, please contact Councillor Mike Phillips 01954 210438, [email protected] who is the lead Councillor on these issues. Youth Bus The visits from the Connections Youth Bus presently continues on Wednesday evenings at the Furlong Way recreation ground from 7-15 pm

until 9-15 pm. http://www.connectionsbusproject.org.uk/ . Facilities include: 4 PCs with internet access, PS3, Xbox, DVDs, Karaoke, tuck-shop, variety of sports equipment, leaflet rack, quizzes and crafts. At least 3 youth workers are on the bus each session and are happy to chat and point young people in the right direction when in need of help or advice. Those using these facilities are reminded to respect the local residents by not causing any disturbances particularly when leaving. Planning Applications Residents are reminded that planning applications are available for viewing on the South Cambs DC website. Please note, the South Cambs DC planning application search has moved to http://plan.scambs.gov.uk. There is also an opportunity to make comments on line, where a decision has still to be made. If you know of a Planning Application which is being considered by the Parish Council and you would like to add your viewpoint to be taken into consideration as part of the Parish Council response, please contact Councillor Alan Levett, who is the lead Councillor on Planning issues: [email protected] or tel: 01954 211494. Dog Owners PLEASE do NOT allow your dog to foul the sports areas or any play area, even if you intend to clear it up. RECREATION GROUND PITCHES SHOULD NOT BE USED FOR DOG EXCERCISING. Dog faeces and urine are extremely harmful to children and, although the pitches are cleared by

those organising the games, it is impossible, without a thorough clean, to ensure that all traces are removed. And PLEASE clean up after your dog elsewhere, using the dog bins provided. Fly Tipping Please note that it is an offence to dump grass cuttings or spoil or any waste. The Parish Council will not hesitate to report individuals, and offenders can expect heavy fines. Crime Please could we ask residents to report all crimes and incidents to the police. The Parish Council does receive monthly reports from the officers at Cambourne which includes not only crimes, but incidents as well, and it would help us if they are all notified. There has been a recent spate of burglaries in the community recently and two young men were disturbed in a garden recently before anything happened. The community is asked to keep vigilant and report any incidents, whether it is a sighting or an actual incident to the police. As well as being part of the Parish Council, Doreen is on the Police Panel and can raise the issues for discussion and consideration by both groups. Police Contact The non-emergency telephone number for Cambridgeshire Constabulary is 101. For residents with call packages this number will provide a free call as is it classed as a local call.

Remember - in an emergency, always dial 999. You should dial 999 if lives are in danger or if there is serious risk of injury, if a serious crime is happening or if a criminal is still at the scene. In all other cases, and for general enquiries, please call 101. This number is staffed by specially trained operators, 24 hours a day, seven days a week including bank holidays. RNID TypeTalk is a national telephone relay service which enables, deaf, deaf blind, hard of hearing and speech impaired people to communicate, to access the service dial: 0800 515152 Our PCSO is Karen Mahoney – email - [email protected]. The police priority at the moment is parking and speeding issues as well as anti social behaviour and there are regular patrols through the village and at the recreation ground. Please continue to report any incidents. The Police Panel, which is open to the public, is held on a quarterly basis and is your opportunity to issues and priorities forward, helping to shape the emphasis of the police actions in your area. The last meeting of the Panel was on 21st November and the outcomes can be found on our website: www.caldecote.gov.uk. The next meeting of the panel is due to meet on 20th February 2013 at 7.00pm venue is South Cambridgeshire District Council Chamber – get your views across!! Other local campaigns include:

The turnout was very good despite the terrible weather and the scheme has been started for the village. For more detailed information please see the article in this journal or the website: http://www.caldecote.gov.uk/neighbourhoodwatch. Whilst much of the village is covered by the co-ordinators who have put themselves forward to help, there are still gaps which need to be covered. In particular: many of the small closes off Strympole Way and Clare Drive and parts of Highfields Road. If you are interested in supporting the scheme, whether it is a co-ordinator or a member to receive information and report

incidents if seen, please contact the Parish Clerk on [email protected] or tel: 01954 210341. Street Lights and Footway Lights If you notice a light that needs attention, because the light is off or the column door is open, please alert the Cambridgeshire Highways contact. Regardless of ownership, all street light faults can be made to one freephone number 0800 7838 247 or email: [email protected]. When reporting the fault, please describe the following:

• Fault description

• Street name, village

• Identification number (located on the column). This will consist of letters such as CCC, EC or SCDC followed by a number, or just one number. Emergency faults which are likely to cause an immediate risk to life of limb should be reported to the police, either by telephoning the nearest police station or, in extreme emergencies, by dialing 999. You can also let the Parish Clerk aware of the fault reported, with any reference details, so that any chasing or monitoring which needs to be done can be carried out. [email protected]. 210341.

Friends of Comberton Library November Report

The library was opened for an extra session on Monday afternoon of half term for a children’s workshop with mixed-media artist Marian Savill on Eric Carle’s work including The Very Hungry Caterpillar. The event was funded by the County Council's Family Learning department and was very well attended. Some of the art work is on display in the library. Do come in and look.

Wheelie Bin Stickers South Cambridgeshire District Council has re-launched its traffic calming campaign with the provision of wheelie bin stickers. You may have seen these stickers in nearby villages, such as Bourn, Dry Drayton, etc. The scheme, in summary:

• The sticker design has been

agreed and approved by the

District Council and Police.

• Stickers are A4 size.

• We have 30mph stickers for our

most used roads

• Stickers are intended to be

distributed to houses on both

sides of the roads who are most

affected by speeding traffic

(Highfields Road and West

Drive, although others may also

be affected).

The Parish Clerk has obtained a number of these stickers for use in the village to help with the traffic management issues we have. Indeed, when the thumps and roundabouts are removed, we will need to carry out a traffic monitoring

AN EMERGENCY RESPONSE PLAN FOR

CIVIL EMERGENCIES IN THE PARISH

In conjunction with South Cambs District Council and Cambs County Council Caldecote Parish Council is producing an Emergency Response Procedure to help organise and co-ordinate responses to any type of emergency situation that may occur within the Parish. District and County Councils have Emergency Planning Officers and to help them in their roles, Parish Councils are now being asked to help by putting local procedures in place.

This Plan would help locate people with certain skills (eg nurses, First Responder volunteers) and certain equipment (eg 4 wheel drive vehicles, lifting equipment, chainsaws, tractors, etc) and key holders to public buildings (eg village hall, church hall, etc) who may need to be contacted in the event of a major incident.

This could be anything from a road traffic accident to a flooding situation.

We would like to hear from any residents who feel they have a skill or equipment, which could be of help in such an incident.

A plan is being put together, which will be held by the Parish Council, so in the event of such an incident local people could make initial responses and information could also be passed on to the emergency services to help them respond faster and the parish provide as much assistance as possible.

The type of information that could be held would be:

Communications - should phone lines go down, two-way radios could be useful

Power – generators

Equipment – tractors, 4WD, chainsaws, lifting equipment, etc

Medical – First aiders, nurses, St John ambulance volunteers, doctors

Volunteers – people willing to help if required

Caldecote Neighbourhood Watch Scheme Good News - At the meeting held on 23rd October, the Neighbourhood Watch Scheme for our village was set up! Our Local PCSO, Karen Mahoney kicked off the meeting. Polly Wilderspin, the Regional Cofor NHW explained what the NHW Scheme was all about and what, in practice, a village scheme would mean for our community; for the village co-ordinator; for Street coordinators and for all members.Polly has a wealth of experience behind her and was able to share this to explain the benefits and how they affect the whole community. She ialso the village co-ordinator for Swavesey, who have managed to get 85% of the villagers to sign up to be members. This has directly affected the crime rate which is the lowest in Cambridgeshire! The Police have analysed why this might be and have come to the conclusion that it is the fact that their NHW Scheme is so strong. This is clearly a benefit to every member of the community.What does it involve? Street Co-ordinators – we need to have Street Co-ordinators to “recruit” members from within their vicinity (that is their neighbours), to hold the contact information of those members and disseminate information by email. The promotion of Caldecote Village History Caldecote Local History Group has received a grant of nearly £10,000 from the Heritage Lottery Fund for an exciting project that will promote the history of Caldecote village. The project will use sources, such as old photographs and oral testimonies, to create an archive that will tell the story of how this small village developed through history. The Caldecote Local History Group will work with the Caldecote Primary School to get children involved in the project. Additionally, there are plenty of opportunities for the local community to get involved, withvolunteer tasks covering the preparation and writing of the learning pack, recording oral memories, preparing old cine films and documents for DVD copying, collating the new archive and giving talks to local groups. They may contain either much more or much less alcohol than stated on the label and than is required by law but worse than this, however, is the fact that many counterfeit and fake drinks contain chemicals that are normally used in products such as cleaning products, antifreeze and screen wash. For example methanol, isopropyl, propan-2-ol, acetone and chloroform are commonly found in illicit alcohol. Needless to say, these products can be dangerous if consumed and pose a risk to health. For example, people have been known to be sick or suffer dizziness, breathing difficulties, kidney damage, blindness and even death after consuming fake alcohol. Nobody can tell what’s in a bottle of fake drink and so the risks are unpredictable. The simple message is to not buy or consume any drink of questionable source. So if you choose to eat, drink and be merry this Christmas, please do so in a way that is safe and doesn’t risk your health or that of your guests. They were amazed at all the spider webs they found hiding on the wooden equipment and in the grass. The children found different types of wild mushrooms and we talked about safety, not to pick or eat these mushrooms. The Caldecote Journal The main purpose of the Caldecote Journal is to keep the community informed of local issues, events and the activities of our village organisations and to publish useful information. The Journal will also publish reports, short stories, poems and other material produced by members of the community, subject to available space. All contributions are welcome. If you are active in a village organisation please use the Journal to report your activities and inform the community of any meetings, events and functions that you are arranging. Contributions by Email are preferred, but small articles hand written or typed are also welcome. The deadline for the next Journal is the 8th of January 2013. Please have all material to the Editor by this date. The Journal is financed by the Caldecote Parish Council and is issued every other month to all parish households free of charge.
