I. Eligibility

A. Nationality

An individual of foreign nationality, who has never held nationality status from the

Republic of China (“R.O.C.”) and who does not possess an overseas Chinese

student status at the time of their application, is qualified to apply for admission

under “International Students Undertaking Studies in Taiwan” of Ministry of

Education.

1. An individual of foreign nationality who has never held nationality status from the

Republic of China (note 1) and does not possess an overseas Chinese student

status at the time of their application.

2. An individual of foreign nationality, pursuant to the following regulations and

who has stayed overseas continuously for no less than 6 years (note 2), is also

qualified to apply for admission under this regulation.

a. An individual who also is a national of the R.O.C. but does not hold or has had

a household registration in Taiwan.

b. An individual who has had nationality status from the Republic of China but

has no R.O.C. nationality at the time of their application shall have an annulled

status regarding their R.O.C. nationality for no less than 8 years after an

annulment of their R.O.C. nationality by the Ministry of the Interior.

c. Regarding individuals mentioned in both of the above subparagraphs they must

not have studied in Taiwan under the status of an overseas Chinese nor

received placement permission for an academic school year by the University

Entrance Committee for Overseas Chinese Students.

3. An individual of foreign nationality who is a Hong Kong or Macau Permanent

Resident without household registration in Taiwan and has lived continuously

overseas, in Hong Kong, or in Macau for over 6 years (note 2) at the time of

application.

4. An individual that was once resident of Mainland China who is of foreign

nationality without household registration in Taiwan and has lived continuously

overseas for over 6 years (note 2) at the time of registration.

Notes:

1.Article 2 of Nationality Act of R.O.C. Those who meet one of the following regulations

should possess nationality of the Republic of China:

i.Biological father or mother has nationality of R.O.C. at the time of birth.

ii.If born after the death of biological father or mother, by the time of his/her death, he or she

is citizen of R.O.C.

iii.Was born in the territories of R.O.C., when biological father and mother were either

unidentifiable or stateless.

iv.Has been naturalized.

2.The term "continuously" means that an individual may stay in Taiwan for no more than a

total of 120 days per calendar year.

Should the calculation of continuous years living overseas start in an incomplete calendar

year, the stay of each year in Taiwan must be below 120 days in order to be included

excluded, the time resided in Taiwan will not be included in the count of overseas residence:

i. Having studied at training sessions at Overseas Affairs affiliated institutes or professional

training courses notarized by the Ministry of Education.

ii. Having studied at Ministry of Education approved Chinese Language Centers in colleges

or universities for less than 2 years in total.

iii. Having been an exchange student for less than 2 years in total.

iv. Having had internships at Taiwan sanctioned central industry competent authorities for a

total less than 2 years.

The “six years” calculation means starting from the starting date of the semester (February 1st

or August 1st) as the designated due date for the time of study. The term “overseas” is limited

to countries or regions other than Mainland China, Hong Kong and Macau.

3. International students applying for schools in Taiwan in accordance with the Article2 and

Article3 of“International Students Undertaking Studies in Taiwan”(see Appendix 1) shall

be limited to one application only. Upon completion of the course of study, at a school in Taiwan,

to which an international student has applied, the student's admission to another school’s

academic level shall be handled in a manner identical to the admission procedures for local

students. An exception is that an application for a master’s degree or higher levels of graduate

studies can be processed under the procedures of each individual school.

B. Academic Credentials:

1. The applicant should meet one of the following criteria:

a. International students with a foreign high school diploma or its equivalent are

eligible to apply for undergraduate programs.

b. Bachelor’s degree holders or its equivalent are eligible to apply for Master

programs.

c. Master’s degree holders or its equivalent are eligible to apply for Ph.D.

programs.

d. Standards for Recognition of Equivalent Educational Level As Qualified for

Entering University, please see Appendix 2.

2. Academic credentials from foreign country, Mainland China and Hong Kong

and Macau:

a. Academic credentials from foreign country meet the credentials found in the

Regulations Regarding the Assessment and Recognition of Foreign Academic

Credentials for Institutions of Higher Education, please see Appendix 3.

b. Academic credentials from Mainland China: The Regulations Governing the

Accreditation of Schools in Mainland China shall apply.

c. Academic credentials from Hong Kong or Macau: Academic Credential

Verification and Accreditation Methods adopted in Hong Kong and Macao

shall apply, please see Appendix 4.

d. Academic credentials earned at overseas Taiwan schools or Taiwan schools in

Mainland China shall be regarded as the same as those at domestic schools

with equivalent levels.

e. Academic credentials referred to the preceding Items shall be subject to the

Regulations Regarding the Assessment and Recognition of Foreign Academic

Credentials for Institutions of Higher Education. However, academic

credentials earned from institutes or branches established in Mainland China

by foreign schools shall require public notarization in Mainland China and be

verified and examined by an institute established or appointed by, or through

a private agency commissioned by the Executive Yuan.

1. Application Process

Step 1

Go to the websiteand fill out the online application form. Make sure all of the

information is correct. Click “send” to complete the online procedure and print out

the application form.

Step 2

Print out all attachments and fill in the necessary data. Please carefully check that

the data is correct, and sign your name. The content of all attachments should

correspond with the required documents.

Step 3 Prepare all necessary documents and check if the intended programs require additional documents.

Step 4 Pay the application fee.

Please attach the Application Cover Sheet to the outside of the envelope

(Attachment 6-2)containing your Required Documents. The application

Step 6 You will be notified via e-mail when your application package has been received.

2. Once the application documents have been mailed, the department, or class

listed in the application may not be changed. Once an application is submitted,

neither the submitted documents nor fees will be returned regardless of whether

an applicant is admitted or not.

3. Those who apply to more than one program, please multiply the application and

fee according to the number of programs. An application submitted without

paying its application fee will not be processed.

The evaluation will be based mainly on submitted

documents; however, interviews by telephone or

internet conferencing may be conducted if necessary.

NOTE

1. “Notarized by an overseas representative office of R.O.C.” means that the applicant’s

certificate or diploma of their highest degree and transcripts must be the authenticated

academic credentials notarized by an overseas representative office of the R.O.C., the issuing

college, or any other institutes (languages other than Chinese and English must include the

Chinese or English translation). The Academic Credentials regulations on page 2 must be

followed.

2. International students that have completed an academic degree of bachelor’s or above and

applying for M.A. programs or above may provide the graduation certificate and transcripts

of the school in Taiwan and proceed with the application.

International Students that graduated from Schools for International Residents in Taiwan, the

bilingual division in Taiwan high schools, or the international classes in private high schools

may present the certificates and transcripts from the above mentioned schools and apply for

the bachelor’s degree program of Chinese Culture University.

3. Language proficiency:

i. For applicants of the programs other than English program must submit proof of Chinese

language proficiency. TOCFL Level 2 certificate, HSK Level III certificate or certificate of

other equivalent tests are preferred; certificates of Chinese languages courses or other proof

of Chinese language proficiency may also be submitted. Students who fail to provide

appropriate proof will be tested on their Chinese language proficiency after admission and

may be required to take Chinese language courses if unable to pass the test.

ii. To successfully complete an English based program, applicants must have a good

command of English and be able to apply this in an academic environment. Therefore,

before beginning their studies, applicants are required to provide certified proof of their

competence in English. In this case, TOEFL (iBT 64), IELTS (5) or TOEIC (620) are the

minimum requirements.

Applicants will be deemed to have sufficient English proficiency if they have completed

their previous certificate/degree in English-speaking countries and the courses were

undertaken in English.

VII. Enrollment and Registration

A. Programs for spring semester begin on February 15, 2016; programs for fall semester

begin in the middle of September, 2016.

B. Admitted students who have filled out the “Statement of Intention for Admission”

must register at the university prior to the specified registration deadline. Please be

prepared to show your original passport and the original documents of your diploma,

as well as transcripts officially stamped/sealed by a Taiwan overseas representative

office.

C. Students who are admitted to more than one program shall select only ONE to

register.

D. During the course of study in Taiwan, international students who have undertaken

initial household registration, resident registration, naturalization, or restoration of

their R.O.C. nationality, will lose their international student status and shall be

dismissed by the school.

International students who are dismissed from the university/college due to

behavioral issues, poor academic performance, or a conviction under the Criminal

Law, thereafter may not apply for admission under this regulation.

E. If any document submitted is found to be false, the admission will be cancelled

and criminal liability will be imposed. If forged documents are found after

admission, the student status will be revoked, the degree diploma will be

retracted, and criminal liability will be imposed.

F. Bachelor's Enrollment Regulations:

1.According to CCU regulations of the academic programs, maximum duration of

study in the undergraduate programs is limited to 4 years, except for the

undergraduate program of the Department of Architecture and Urban Design, where

the maximum duration of study extends to 5 years. In addition to the required

credits of the study program, an undergraduate student must complete the following

required credits: “Service Learning,” “Holistic Education Passport,” Professional

Ethics,” and “Special Topics in Chinese Culture” and achieve a certain English

Language Proficiency level in order to qualify for graduation. (Remedial measures

are applied if failed).

2.For undergraduates admitted to the departments of foreign languages, specifically

required foreign language proficiency levels apply for each language. For details,

please refer to additional information provided by the individual departments on

their respective websites.

3.International students who have completed study corresponding to the sophomore

level of a domestic senior high school at an equivalent foreign or Hong

Kong/Macao high school may be deemed possessing the adequate educational level

and qualify for taking the university entrance examination, in order to enroll in the

first year of an undergraduate program leading to a bachelor's degree. However,

these students will have to take more credits in order to fulfill the 12 total credits

required for graduation.

G. Graduate Students of master’s or Ph.D. programs should receive a degree in

fulfillment of the following graduation requirements:

1.Completion of all required courses as well as the required credits (according to

Degree Qualification Review List) in accordance with the Course Regulations for

Graduation.

2.Achievement of the English Language Proficiency Threshold according to the

Graduate Student English Proficiency & Graduation Eligibility Policy.

3.Accomplishment of the presentation of one academic paper during terms of

enrollment, passing the thesis/dissertation examination, and completing submission

of the final thesis or dissertation, according to the Regulations of Examination of

Theses and Dissertations.

4.One additional requirement for graduate students in Ph.D. programs is to pass the

Ph.D. qualifying examination, according to the Guidelines for Admission to Ph.D.

Candidacy.

C. OTHERS

1. Living Expenses

In addition to tuition fees and housing costs, cost of living expenses are estimated

to be around TWD $7,000 to TWD $9,000 per month. Book expenses vary from

course to course. The cost for books is expected to be around TWD $6,000 to

TWD $10,000 per semester.

2. Insurance

To ensure international students have access to medical care, it is mandatory

that new students join a medical insurance program for six months upon their

school enrollment. The University provides international students with the

relevant support in contracting with a local medical insurance company.

International students with an Alien Residence Permit (ARC) are eligible to

join the National Health Insurance program if they have stayed in Taiwan for at

least six consecutive months, plus the time of leaving the country for one

possible exit of less than 30 days. (Please refer to related regulations, in case of

any changes occurred.)

X. Other Issues

A. The acceptance letter or admission notice does not guarantee visa issuance. Visas

are approved by the Ministry of Foreign Affairs.

B. According to the regulations of the Center for Disease Control (CDC), Department of

Health, Executive Yuan, R.O.C. (Taiwan), as of January 2009 those who apply for a

resident visa must submit a medical report showing immunity to measles and rubella

or proof of vaccination against measles and rubella. Please refer to the BOCA website

(Bureau of Consular Affairs, Ministry of Foreign Affairs, R.O.C. (Taiwan)):

C. According to the Tobacco Hazard Control Act, smoking of cigarettes is completely

banned in indoor areas on the University campus and prohibited outdoors as well

except for designated smoking areas.

D. Any application matters not stipulated here shall be handled in accordance with CCU

regulations and Admissions Committee decisions.

International Students Undertaking Studies in Taiwan

Article 1

This regulation is promulgated according to Article 25 of the University Act, Article

26 of the Junior College Act, Article 4-1 of the Vocational School Act, Article 3-1 of

the Senior High School Act, and Article 6, Paragraph 3 of the Compulsory Education

Act.

Article 2

An individual of foreign nationality, who has never held nationality status from the

Republic of China (R.O.C.) and who does not possess an overseas Chinese student

status at the time of their application, is qualified to apply for admission under this

regulation.

An individual of foreign nationality, pursuant to the following requirements and who

has resided overseas continuously for no less than 6 years is also qualified to apply for

admission under this regulation. However, an individual who plans to apply for study

at a department of medicine, dentistry or Chinese medicine must have resided overseas

continuously for no less than 8 years.

1. An individual who also is a national of the R.O.C. , but does not hold or has had a

household registration in Taiwan.

2. An individual who also was a national of the R.O.C. but has no R.O.C. nationality at

the time of their application shall have an annulled status regarding their R.O.C.

nationality for no less than 8 years after an annulment of R.O.C. nationality by the

Ministry of the Interior.

3. Regarding individuals mentioned in the preceding 2 subparagraphs, they must not

have studied in Taiwan as an overseas Chinese student nor received placement

permission during the same year of the application by the University Entrance

Committee for Overseas Chinese Students.

According to the Education Cooperation Framework Agreement, a foreign national

who was selected by a foreign government, organization, or school, and does not hold

a household registration from the time of their birth is not subject to the limitations as

prescribed in the preceding 2 paragraphs after receiving the approval from the

authorized educational government agencies. If the calculated calendar year is not one

complete calendar year, their stay in Taiwan should not exceed 120 days within the

calculated calendar year period.

The six and eight year calculation period as prescribed in Paragraph 2 shall be

calculated from the starting date of the semester (February 1st or August 1st) as the

designated due date for the time of study.

The term “overseas” as prescribed in Paragraph 2 is limited to countries or regions

other than Mainland China, Hong Kong and Macau; the term “ reside overseas

continuously” means that an individual may stay in Taiwan for no more than a total of

120 days per calendar year.

The only exceptions to this method of calculation are for those who fulfill one of the

following requirements with written supported proof:

1. Attended overseas youth training courses organized by the Overseas Compatriot

Affairs Council or technique training classes accredited by the Ministry of

Education (the “Ministry”);

2. Attended a Mandarin Chinese language center at a university/college of which

foreign student recruitment is approved by the Ministry, and to which the total

length of stay is less than 2 years;

3. Exchange students, whose length of total exchange is less than 2 years; or

4. An Internship in Taiwan which has been approved by an authorized central

government agency, to which the total length of stay is less than 2 years.

An individual, who has both foreign and R.O.C. nationalities and has applied for an

annulment of their R.O.C. nationality before February 1, 2011, the effective date of

this amendment, will then be qualified to apply for admission as an international

student under the amendment effective before February 1, 2011 and will not be subject

to the limitation as prescribed in Paragraph 2.

Article 3

An applicant of foreign nationality, concurrently holding a permanent residence status

in Hong Kong or Macao, having no history of a household registration record in

Taiwan and, at the time of application, has resided in Hong Kong, Macao, or another

foreign country for no less than 6 years is qualified to apply for admission under these

regulations. However, an individual who plans to apply for study at a department of

medicine, dentistry, or Chinese medicine must reside overseas continuously for no less

than 8 years.

The term “reside overseas continuously” mentioned in the preceding paragraph means

an individual may stay in Taiwan for no more than a total of 120 days per calendar

year. However, such a term may be exempt, if any of the conditions prescribed in

Subparagraphs 1 through 4, Paragraph 5 of the previous Article applies and is

supported with written proof, and the said domestic length of stay shall be excluded

from the overseas length of residency.

An applicant being a former citizen of Mainland China and holds a foreign nationality,

having no history of household registration record in Taiwan, and at the time of

application, has resided overseas continuously for no less than 6 years is qualified to

apply for admission under these regulations. However, an individual who plans to

apply for study at a department of medicine, dentistry, or Chinese medicine must

reside overseas continuously for no less than 8 years.

The term “reside overseas continuously” means an individual may stay in Taiwan for

no more than a total of 120 days per calendar year.

However, such a term may be exempted if any of the conditions prescribed in

Subparagraphs 1 through 4, of Paragraph 5 of the previous Article, applies and is

supported with written proof, and the said domestic length of stay shall be excluded

from the overseas length of residency.

The six and eight years calculation period as prescribed in Paragraph 1 and Paragraph

3 shall be calculated from the starting date of the semester (February 1st or August 1st)

as the designated due date for the time of study.

The term overseas as prescribed in paragraph 5 in previous article shall apply to

paragraphs 1 to 4.

Article 4

International students applying for schools in Taiwan in accordance with the two

previous articles shall be limited to one application only. Upon completion of the

course of study, at a school in Taiwan, to which an international student has applied,

the student's admission to another school’s academic level shall be handled in a

manner identical to the admission procedures for local students. An exception is that

an application for a master’s degree or higher levels of graduate studies can be

processed under the procedures of each individual school.

Article 5

The number of international students that universities, 2-year colleges, 5-year colleges,

high schools, and elementary schools may admit is limited to an additional ten percent

of the number of local students approved on a case by case basis, for each educational

institution each academic year, by the competent education administrative authority,

and the number of international student admissions shall be incorporated into the total

admission figure and reported to the competent education administrative authority for

appraisal and ratification. Degree programs offered by collaborating domestic and

foreign universities that have been approved on a case by case basis by the Ministry of

Education are not subject to this restriction.

Universities and colleges may admit international students to take up places at their

institution available to local students within the approved admission quota for that

academic year which remain vacant.

The number for admission prescribed in Paragraph 1, does not include international

students with a non-degree status.

Article 6

Universities/colleges are responsible for establishing international student recruitment

guidelines and must get approval from the Ministry.

Universities/colleges shall set up accordingly a set of entrance procedures that outline

the degree programs offered, the duration of study, quotas for admission, qualifications

and requirements, reviewing or screening methods, along with other related

information.

Article 7

International students applying for admission to universities/colleges shall submit their

applications directly to the schools of their choice during the schools’ designated

application periods. Those applicants that qualify through the review or screening

process will be granted admission by the school. The following application documents

need to be submitted:

1. Application form

2. Academic credentials:

(1)Academic credentials from Mainland China: The Regulations Governing the

Accreditation of Schools in Mainland China shall apply.

(2)Academic credentials from Hong Kong or Macao: Academic Credential

Verification and Accreditation Methods adopted in Hong Kong and Macao shall

apply.

(3)Academic credentials from other areas:

A. Academic credentials earned at overseas Taiwan schools or Taiwan schools in

Mainland China shall be regarded as the same as those at domestic schools with

equivalent levels.

B. Academic credentials referred to the preceding 2 Items shall be subject to the

Regulations Regarding the Assessment and Recognition of Foreign Academic

Credentials for Institutions of Higher Education. However, academic credentials

earned from institutes or branches established in Mainland China by foreign schools

shall require public notarization in Mainland China and be verified and examined by

an institute established or appointed by, or through a private agency commissioned by

the Executive Yuan.

3. Financial proof that shows financial sustainability for study in Taiwan, or proof of

full scholarship provided by a government agency, university, college, or private

organization.

4. Others as required by the respective schools.

A school that reviews the application documents without verification by overseas

consulates, representative offices, agencies of the country or other bodies authorized

by the Ministry of Foreign Affairs (hereinafter referred to as ‘Overseas Agencies’) or

institutes established or appointed by, or a private agency commissioned by the

Executive Yuan as prescribed in subparagraphs 2 and 4 of the preceding paragraph

may request for verification by an Overseas Agency. If the said documents have been

verified, the school may request examination of the documents.

Article 7-1

An international student submitting forged, fabricated, or altered papers for the

purpose of the their school application shall be subject to enrollment qualification

cancellation; or a revocation of enrollment and denial to the request of any certificate

pertaining to study, if the said student is already enrolled; or revocation of graduation

qualifications and cancellation of the diploma by the student’s school, if the said

student has been already graduated.

Article 8

An international student who has completed a bachelor’s degree or a higher degree in

Taiwan and applies for a master’s program shall be exempt from the rules listed in

Article 7, Paragraph 1, Item 2, provided that a graduation certification and transcript

for each consecutive semester issued from the educational institutions in Taiwan shall

be enclosed.

International students who have graduated from private high schools, lower grade

schools for International Residents in Taiwan, or from bilingual programs affiliated

with senior high schools, or from a foreign curriculum department and classes at

private senior high schools or below must submit credentials and transcripts for each

academic semester to apply for admission under Article 7, and are exempt from the

rules listed in Article 4, Paragraph1, Subparagraph 2, of the preceding Article.

Article 9

Universities/colleges offering admission to international students shall promptly

register into the international student data management information system designated

by the Ministry the following: school entrance, transfer, suspension or dismissal and

any change or loss of student status.

Article 10

International students may not apply for Extension Programs at universities/colleges

designed for returning education students, part time, in-service courses of Master

programs, or other programs, which are restricted to night classes and classes during

holidays. International students who have obtained legal resident status of Taiwan, or

are enrolled in a program ratified by this Ministry, are exempted from this Article.

Article 11

An international student reporting to a university, college, 5-year junior college, junior

colleges affiliated with universities, elementary schools through senior high schools for

registration at the time not beyond one-third of the first semester of the current school

year shall register for the first semester; or at the time beyond one-third of the first

semester of the current school year shall register for the second semester or the next

school year, unless otherwise stipulated by the authorized educational government

agencies.

Article 12

An international student who has been approved for an internship after their graduation

from a university in Taiwan may have his or her international student status extended

for at most one year after graduation.

During the course of study in Taiwan, international students who have undertaken

initial household registration, resident registration, naturalization or restoration of the

R.O.C. nationality, will lose their international student status and shall be dismissed by

the school.

International students who are dismissed from university/college after admission due

to behavior issues, poor academic performance or a conviction under the Criminal Law

may thereafter not apply for admission under this regulation.

A university or college shall integrate the procedures regarding how to accept

international students transferring into its international recruitment guidelines, which

will be subject to the Ministry’s approval. However, an international student that has

been dismissed by a school that accepts the said student, due to behavior issues or a

conviction under the Criminal Law may not transfer to another university or college.

Article 13

Universities/colleges may sign education cooperation agreements with foreign schools

and recruit international exchange students. Universities/colleges may apply this

regulation to accept international students as non-degree seeking students with the

condition that it will not compromise normal teaching routines.

With approval from the authorized educational government agencies, elementary

schools through senior high schools may recruit international students for short-term

periods of study of less than one year in Taiwan.

Article 14

Schools of all levels establishing special international student programs under

international academic cooperation programs or special circumstances shall comply

with their respective total quantity development scale and follow the regulations

governing resource conditions, in addition to filing an application with the authorized

educational government agencies which will be subject to approval from the Ministry.

Article 15

In order to grant support to outstanding international students at universities/colleges,

the Ministry may set up or subsidize universities/colleges to set up international

student scholarships.

Universities/colleges shall provide funds for setting up scholarships or financial aid to

encourage international students that are studying in Taiwan.

Article 16

Universities/colleges shall designate units or personnel to handle international student

applications, consultation, liaison, and other related matters. In addition, these units or

personnel shall reinforce the arrangement of home stay lodging for international

students, and assist them to learn Mandarin Chinese and Taiwan culture in order to

better enhance their understanding about Taiwan.

Universities/colleges shall host activities to foster international exchange, globalization

on campus, or other events helpful to interactions between international and local

students, during each school year.

Article 17

5-year junior colleges, junior colleges affiliated with universities, elementary schools

through senior high schools offering admission to international students shall, in

addition to complying with Article 20 which concerns recruitment of international

students with legitimate residency status in Taiwan shall prepare their respective

international student recruitment plan and submit the said plan to the authorized

educational government agencies for approval no later than November 30th of each

year before their respective recruitment begins. The authorized educational

government agencies at the respective municipality, county, and city shall submit their

respective approved lists of schools to the Ministry for review no later than December

31th of each year.

The plan mentioned in the preceding Paragraph shall include the establishment of the

dedicated units responsible for international students, curriculum with emphasis on our

language and culture learning, and measures regarding accommodation for

international students.

The countries and quota for international student recruitment pertaining to Paragraph 1

may be stipulated by the Ministry after consulting with the Ministry of the Interior and

the Ministry of Foreign Affairs, if necessary.

Article 18

Unless otherwise specified in Article 20, international students applying for admission

to schools under the level of senior high schools shall submit the following papers and

directly apply for admission to the respective school during the period designated by

the respective school. Admission letters will be issued if the review or examination

finds the applicant qualified after submitting:

1. Application form.

2. Academic credentials:

(1)Academic credentials from Mainland China: The Regulations Governing

Accreditation of Institutes in Mainland China shall apply.

(2)Academic credentials from Hong Kong or Macao: Academic Credential

Verification and Accreditation Methods adopted in Hong Kong and Macao shall

apply.

(3)Academic credentials from other areas:

A. Academic credentials earned at overseas Taiwan schools or Taiwan schools

in Mainland China shall be regarded as the same as earned in domestic

schools of equivalent levels.

B. Academic credentials referred in the preceding 2 Items shall be subject to the

Regulations Regarding the Assessment and Recognition of Foreign

Academic Credentials for Institutions of Higher Education. However,

academic credentials earned from institutes or branches established in

Mainland China by foreign schools shall require public notarization in

Mainland China and be verified and examined by an institute established or

appointed by, or a private agency commissioned by the Executive Yuan.

3. Financial proof of applicant’s sufficient funds to support them while studying in

Taiwan.

4. Documents of the eligibility of a legal guardian in Taiwan.

5. Power of Attorney by student’s parents or any other legal representative to the

guardian in Taiwan, which must also be verified by overseas agencies.

6. Letter of Agreement from a legal guardian in Taiwan, which must be notarized.

7. Additional documents, as required by respective schools. Academic credentials

stipulated in Subparagraph 2 of the preceding Paragraph may be exempted if the

enrollment application is filed for the first semester for the first grade of elementary

school. A school reviewing the application documents without verification as

prescribed in Subparagraphs 2, 3, and 7 of Paragraph 1 for verification by ‘Overseas

Agencies’. If the said documents have been verified, the school may request

examination of the documents.

Article 19

The legal guardian in Taiwan referred in the preceding Article shall mean a R.O.C.

citizen who has passed a police criminal record check and who has a tax report for the

latest fiscal year issued by a tax administration office showing a general annual income

more than TWD 900,000.

A person that qualifies in accordance to the prescribed qualifications in the preceding

Paragraph 1 will be able to serve as a guardian in Taiwan for one international student.

Article 20

International students who have acquired legitimate resident status in Taiwan and are

applying to study at an elementary school, junior high school and senior high school

may directly apply to a school near his or her residency by submitting the following

papers. The school which approves the said application shall submit a roster to the

authorized educational government agencies as a reference:

1. An enrollment application form;

2. A photocopy of a legitimate resident certificate;

3. Academic credentials:

(1)Academic credentials from Mainland China: The Regulations Governing

Accreditation of Institutes in Mainland China shall apply.

(2)Academic credentials from Hong Kong or Macao: Academic Credential

Verification and Accreditation Methods adopted in Hong Kong and Macao shall

apply.

(3)Academic credentials from other areas:

A. Academic credentials earned at overseas Taiwan schools or Taiwan schools in

Mainland China shall be regarded as the same as earned at domestic schools of

equivalent levels.

B. Academic credentials referred in the preceding 2 Items shall be subject to the

Regulations Regarding the Assessment and Recognition of Foreign Academic

Credentials for Institutions of Higher Education. However, academic credentials

Academic credentials stipulated in Subparagraph 3 of the preceding Paragraph may be

exempt if the enrollment application is filed for the first semester of first grade of

elementary school.

A school reviewing the application documents without verification as prescribed in

Subparagraphs 3 of Paragraph 1 may request verification by ‘Overseas Agencies’. If

the said documents have been verified, the school may request examination of the

documents.

An international student as mentioned in Paragraph 1 being denied enrollment due to

the selected school’s filled recruitment quota may apply for assistance from the

authorized educational government agencies to enroll in a school with available

recruitment quotas. Elementary through senior high schools may arrange the said

international student to an appropriate grade level or to have an audit student according

to the examination results of the applicant referred in Paragraph 1. The said audit

student shall be limited to no longer than one year; the respective student’s enrollment

status will be recognized if the student successfully passes the examination.

Article 20-1

Special consideration for an international student’s application to junior high school

may be granted if the foreign school to which the said student is attending becomes

inoperable due to war, major disaster, or major epidemic, of which these outbreaks are

documented by our government’s consulate office or the student’s country’s consulate

office or authorized institute in our country with sufficient and adequate data for

evaluation, followed by the recognition by our central competent authority governing

education administration, jointly with the Ministry of Foreign Affairs and the National

Immigration Agency of the Ministry of the Interior.

It is a principle that the additional student admission quota under special consideration

mentioned above shall be one percent of the total student recruitment quota approved

for the respective schools.

Article 21

Fees that are to be paid by international students in Taiwan should be calculated by

using the following:

1. Students who are admitted to study in Taiwan pursuant to the previous 2 articles, or

are recipients of MOFA Taiwan Scholarships, under the recommendation of the

designated overseas agencies, or holders of the status of permanent residents in our

country shall pay their tuition and other fees in accordance with the same standards

that apply to Taiwan nationals.

2. Students admitted to educational institutions in Taiwan in accordance with an

education cooperation agreement shall pay their tuition and other fees that are

specified in the agreement.

3. A school that accepts an international student who does not qualify to the preceding

2 Subparagraphs may apply its own tuition and other fees standard to the said

student, and the said standard may not be lower than the standard adopted by other

private schools at the same level.

Students that were admitted to study in Taiwan before the effective date of the

February 1, 2011 amendment shall pay for their own tuition and other fees in

accordance with the previous standards.

Article 22

At the time of registration a new international student shall present proof of a medical

and injury insurance policy which is valid for at least 6 months from the date the

student enters Taiwan. Current student shall present written proof that they have joined

Taiwan’s the National Health Insurance Plan.

The abovementioned written proof of insurance issued in foreign country shall be

verified by the ‘Overseas Agencies’.

Article 23

If international students violate the Employment Services Act, Schools or authorized

authorities shall immediately handle the cases in accordance with the related

regulations after investigation.

Article 24

If international students discontinue their schooling or because of any other reason that

causes them to change or lose their student status at the school, the school must notify

the Bureau of Consular Affairs of the Ministry of the Foreign Affairs, the Service

Center of National Immigration Agency, the Ministry of the Interior, and send copies

of these notifications to the Ministry of Education.

Article 25

The authorized educational government agencies may, if necessary, visit schools that

admit international students. Any institutions found in violation of the regulations

herein shall be subject to penalty, pursuant to the pertinent laws and regulations. The

authorized educational government agencies may adjust schools’ enrollment quotas for

international students, as conditions require, if schools are not pursuant to Article 23.

Article 26

Subparagraphs 1, 3, and 4 of Paragraph 4 of Article 7, Articles 9, 15, 16, 22, and 24

shall apply to the application procedures, scholarships or subsidies, discipline and

guidance, absence for more than one fourth of total class hours of a semester, and

reporting of change or loss of student status regarding international students that are

attending Mandarin Chinese language centers at a university/college in Taiwan.

Article 27

The format of the forms referred to in Subparagraph 1, of Paragraph 1 of Article 7,

Subparagraph 1, Paragraph 1 of Article 18, and Subparagraph 1, of Paragraph 1 of

Article 20 shall be defined by the respective schools. The format of the forms referred

in Subparagraphs 5 and 6, of Paragraph 1 of Article 18 shall be defined by the Ministry

of Education.

Article 28

The Regulations shall take effect on August 1, 2012.

The Articles of this Regulation amended on December 24, 2012 take effect on January

1, 2013.

The Regulations are amended on August 23, 2013 and shall be implemented since

September 1, 2013.

Amendments to these Regulations were promulgated June 23, 2015 and took

immediate effect.

Standards for Recognition of Equivalent Educational Level As Qualified for Entering University

Article 1 The Standards are enacted pursuant to Article 23, Paragraph 4 of the University Act.

Article 2 Those who meet any of the following criteria are considered as having an adequate

level of education for registering for the new student university bachelor’s program

entrance examination (excluding two-year bachelor programs):

1.Students that have not completed high school or continuing education program

and who meet any of the following:

(1)Having completed all but the final year of mandatory study due to suspension,

dismissal, or mandatory re-take of a grade for two years or more, and who

hold an academic achievement record issued by the school or a certificate of

study along with an academic achievement report, certificate of school transfer

or certificate of suspension;

(2)Having completed the first semester of the final year of mandatory study

followed by suspension or dismissal for one year or more, and hold an

academic achievement record issued by the school or a certificate of study

along with an academic achievement report, certificate of school transfer or

certificate of suspension; or

(3)Having completed mandatory study but failed to graduate, and hold an

academic achievement record issued by the school or a certificate of study

along with an academic achievement report, certificate of school transfer or

certificate of suspension.

2.Students who have not completed study at a 5-year college institution or

continuing education program and meet any of the following:

(1)Having completed the second semester of the third year of mandatory study

followed by suspension or dismissal for one year or more, and hold an

academic achievement record issued by the school or a certificate of study

along with an academic achievement report, certificate of school transfer or

certificate of suspension; or

(2)Having been suspended or dismissed during the fourth or the fifth year of

study or having completed mandatory study but failed to graduate, and hold an

academic achievement record issued by the school or a certificate of study

along with an academic achievement report, certificate of school transfer or

certificate of suspension.

3.The two previous subparagraphs are applicable to students who have not

completed study at schools adopting a comprehensive educational system in

accordance with the Arts Education Act, and are able to provide a certificate of

study and whose level of education is equivalent to that of a senior high school or

a 5-year college.

4. Having completed the third year of study from a senior high school, vocational

school, or practical skills program (continuing education class), and are able to

provide a certificate of study completion.

5. Having passed the appraisal of academic achievement examination for self-study

and are able to provide a high school, vocational school, or college education level

diploma.

6. Having passed the appraisal of academic achievement examination for educated

young soldiers, and are able to provide a certificate verifying their level of

education to be equivalent to that of a senior high school level.

7. Having passed the appraisal of academic achievement examination for veterans,

and hold a certificate verifying their level of education to be equivalent to that of a

senior high school level.

8. Having passed the examination for supplementary education for active military

service personnel, and hold a certificate verifying their level of education to be

equivalent to that of a senior high school level.

9. Having passed any of the following national examinations, and possess

certification thereof:

(1)High-Level Civil Service Test, Ordinary Level Civil Service Test, or Civil

Service Special Examination Grade 1, 2, 3, or 4;

(2)Professional Services and Technicians High-Level Test, Ordinary Test, or the

equivalent Special Test.

10. Have a certificate of incomplete study from a senior high school in Mainland

China, are in compliance with Regulations Governing Mainland China

Academic Credential Validation, and meet any of the criteria stipulated in

subparagraph 1.

11. Having passed the Skill Test, has certification and written proof thereof, and

meets any of the following:

(1)Having obtained a C-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to C-Class, with five or more years

of related practical work experience ; or

(2)Having obtained a B-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to B-Class, with two or more years

of related practical work experience ; or

(3)Having obtained an A-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to A-Class.

12. Age 22 or older and having earned 40 or more credits in different departments

listed below and are able to provide proof thereof:

(1)Credit-seeking extended education programs offered by colleges or other

high-level educational institutions;

(2)Non-regular programs accredited by the Ministry of Education; or

(3)Elective programs (excluding continuing education programs) offered to

elective students by open universities.

13. Elective students at open universities who have successfully earned 40 or more

credits (excluding continuing education programs) and are able to provide proof

thereof.

14. Having met the requirements stipulated in Paragraph 2, Article 23-1 of the

Regulations Governing Non-School Experimental Education for Senior High

School Educational Stage.

Article 3 Those who meet any of the following criteria are considered as having an adequate

level of education for registering as a new student for a 2 year bachelor’s program

entrance examination:

1. Students who have not completed study at a 2-year college or continuing

education program and meet any of the following criteria:

(1)Having completed the first semester of the final year of mandatory study,

followed by suspension or dismissal for two years or longer, and hold a

certificate of study along with an academic achievement report, certificate of

school transfer or certificate of suspension;

(2)Suspension or dismissal during the second semester of the final year of

mandatory study for one year or longer, and hold a certificate of study along

with an academic achievement report, certificate of school transfer or

certificate of suspension; or

(3)Having completed all mandatory study and earned 80 or more required credits

toward graduation but failed to graduate, and are hold a certificate of study

along with an academic achievement report, certificate of school transfer or

certificate of suspension;

2. Students who haven’t completed study at a 3-year college or continuing education

program and meet any of the following criteria:

(1)Having completed all but the final year of mandatory study, followed by

suspension or dismissal for three years or longer, and are hold a certificate of

study along with an academic achievement report, certificate of school

transfer or certificate of suspension;

(2)Having completed the first semester of the final year of mandatory study,

followed by suspension or dismissal for two years or longer, and hold a

certificate of study along with an academic achievement report, certificate of

school transfer or certificate of suspension; or

(3)Suspension or dismissal during the second semester of the final year of

mandatory study for one year or longer, and hold a certificate of study along

with an academic achievement report, certificate of school transfer or

certificate of suspension;

3. Students who haven’t completed study at a 5-year college or continuing education

schools and meet any of the following criteria:

(1)Having completed all but the final year of mandatory study, followed by

suspension or dismissal for 3 years or longer, and are hold a certificate of

study along with an academic achievement report, certificate of school transfer

or certificate of suspension;

(2)Having completed the first semester of the final year of mandatory study,

followed by suspension or dismissal for two years or longer, hold a certificate

of study along with an academic achievement report, certificate of school

transfer or certificate of suspension;

(3)Suspension or dismissal during the second semester of the final year of

mandatory study for one year or longer, and hold a certificate of study along

with an academic achievement report, certificate of school transfer or

certificate of suspension; or

(4)Having completed mandatory study and earned 220 or more required credits

toward graduation but failed to graduate, and hold a certificate of study along

with an academic achievement report, certificate of school transfer or

certificate of suspension;

4. Students who haven’t completed study at a university bachelor’s program

(excluding open universities), having completed the second semester of their

sophomore year, followed by suspension or dismissal for one year or longer, and

hold a certificate of study along with an academic achievement report, certificate

of school transfer or certificate of suspension.

5. Having passed the appraisal of academic achievement examination for self-study

and are able to provide certification validating they possess the needed

qualifications for a college level education.

6. Having passed any of the following national examinations and are able to provide

proof thereof:

(1)High-Level Civil Service Test, or Civil Service Special Examination Grade

1,2, or 3; or

(2)Professional Services and Technicians High-Level Test or an equivalent

Special Test.

7. Having passed the Skill Test, can provide certification or written proof thereof,

and meet any of the following criteria:

(1)Having obtained a B-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to C-Class, with four or more years

of related practical work experience ; or

(2)Having obtained an A-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to A-Class, with two or more years

of related practical work experience.

8. Age 22 or older and having earned 80 or more credits from any of the different

departments listed below, can provide proof thereof, and hold a certificate of study

(completed study) from a senior high school:

(1)Credit-seeking university level programs offered by universities or open

universities;

(2)Credit-seeking continuing education offered by colleges or high-level

educational institutions; or

(3)Non-regular education programs accredited by the Ministry of Education

After the promulgation of the amended Regulations Governing the Implementation

of Continuing Education at Colleges or High-Level Educational Institutions on July

13, 2011 and before the promulgation and amendment of this Standards on _Jan

24,2013_, the age limit of 22 years old does not apply to the credits and programs

stipulated in Subparagraph 8 of the previous section.

Article 4 Those who meet one of the following criteria may be deemed possessing the like

educational level as qualified to take the university entrance examination to enroll in

the first year class of a graduate program leading to a master degree:

1. University students, having studied in an undergraduate program leading to a

bachelor degree, with only the last year of the required terms of study as set forth

in the law was not completed, and for certain reason, discontinuing or suspending

the study for at least two years starting from the first day of the said last year, but

holding a certificate of study or suspension of study, together with the transcripts

for all enrolled semesters attached therewith;

2. University students, for certain reason, having failed to graduate from an

undergraduate program after completed the required terms of study as set forth in

the law, and staying for one year starting form the last day of the last year of the

required years of study, but holding a certificate of study or suspension of study,

together with the transcripts for all enrolled semesters attached therewith;

3. University students, having completed four-year courses while studying in an

undergraduate program with required terms of study of six years or longer

(including practical training) as set forth in the by-laws of the University, and

having earned at least 128 credits therein as required for graduation;

4. Junior College students, having graduated from a three-year college for at least

two years or graduated from a two-year junior college or five-year junior college

for at least three years. Those who have obtained a certificate of qualification or

diploma from the extension school of a junior college, or have passed equivalency

examination to test the academic attainments by way of self-learning approach,

and have obtained an eligibility certificate of equivalent academic attainments

shall receive the same treatment as those who have graduated from a two-year

junior college. Each school may set out the required work experience and

minimum number of years at work as further requirements for purposes of

qualification.

5. Those who have passed any of the following national examinations with an

eligibility certificate:

(1)Civil Service Senior Examination or Level 1, Level 2, and Level 3 Special

Examinations;

(2)Senior Examination for Professional and Technical Personnel or Special

Examinations of equivalent levels;

6. Having passed the Skill Test, can provide certification or written proof thereof,

and meet any of the following criteria:

(1)Having obtained an A-Class Certified Technician Certificate or Single Class

Certified Technician Certificate equivalent to A-Class, with two or more years

of related practical work experience ; or

(2)Those who have only obtained a B-Class Certified Technician Certificate or

the equivalent thereof who have five or more years of related practical work

experience .

Article 5 Those who have worked as professional technical staff at a university, such as

professional technical teacher, or have worked as a professional technical teacher at

a trade school and have been approved by the admissions committee of their

respective university shall be granted status equivalent to a college freshman as

stipulated in the preceding 3 articles.

Article 6 After receiving permission from the Ministry of Education, universities may grant

status equivalent to college freshman on the college entrance exam to those who

have made outstanding achievements in their respective professional fields and have

been approved by the school’s admissions committee.

Article 7 Those who meet any of the following criteria are considered as having an adequate

level of education for registering for the entrance examination for university

doctorate programs as new students:

1. Graduate program students having completed two years of study and completed

the required subjects and have earned the required credits toward graduation

(excluding thesis) but failed to graduate, followed by dismissal or suspension for

one year or longer, hold a certificate of study along with an academic achievement

report or certificate of suspension, and can submit a written work with quality

equivalent to that of a master’s thesis;

2. Students having completed a doctorate program but failed the doctorate degree

candidate qualification examination or diploma examination, and hold a certificate

of study along with an academic achievement report or certificate of suspension,

and can submit a written work with quality equivalent to that of a master’s thesis;

3. Students awarded with a bachelor’s degree from departments that require six or

more years of study with two or more years of professional training experience,

and can submit a written work with quality equivalent to that of a master’s thesis;

4. Students having graduated from a university and earned a bachelor’s degree with

five or more years of practical experience related to their field of study and can

submit a written work with quality equivalent to that of a master’s thesis; or

5. Students who have passed any of the following national examinations can provide

records thereof, have six or more years of practical experience related to their field

of study, can submit a written work with quality equivalent to that of a master’s

thesis:

(1)High-Level Civil Service Test or Civil Service Special Examination Grade 1,

2, or 3;

(2)Professional Services and Technicians High-Level Test, or the equivalent

Special Test.

The work of writing equivalent to master’s thesis mentioned above shall be validated

by the respective school. The work of writing equivalent to a master’s thesis relating

to art or applied technologies may be substituted with a creation,

exhibition/performance along with a written report or technical report.

The professional training mentioned in subparagraph 3 and the practical experience

related to the individual’s field of study mentioned in Subparagraphs 4 and 5 of

Paragraph 1 shall be validated by the respective school.

Article 8 Paragraph 1 of Article 2 shall apply to those who have a high school diploma from

foreign country, Hong Kong, or Macao and meet the credentials found in the

Regulations Governing Universities Validating Foreign Academic Credentials or

Regulations Governing Review and Validation of Academic Credentials from Hong

Kong or Macao.

Students from foreign countries, Hong Kong, and Macao whose graduating year is

equivalent to the second grade of domestic senior high schools and whose graduating

schools are comparable in level and nature to domestic senior high schools are

considered as having a level of education adequate for registering for the entrance

examination for university bachelor’s programs as new students, provided that the

respective universities increase the required credits for graduation or extend the

required length of study for said students.

Subparagraph 2 of Paragraph 1 shall be applicable to students from foreign

countries, Hong Kong, and Macao who have not completed study at schools that are

comparable in level and nature to domestic senior high schools and require a length

of study required for graduation which is longer than the length stipulated by

domestic senior high schools, and whose completed grades/years of study do not

exceed the limit of length of study stipulated by domestic senior high schools.

Subparagraphs 3 and 4, Paragraph 1 of the previous Article shall be applicable to

those who hold bachelor’s degrees from foreign countries, Hong Kong, or Macao

and meet the criteria stipulated in the Regulations Governing Universities Validating

Foreign Academic Credentials or Regulations Governing Review and Validation of

Academic Creditials from Hong Kong or Macao.

Subparagraph 2 of Article 2, Subparagraphs 1 through 4 of Article 3, Subparagraphs

1 through 4 of Article 4, and Subparagraphs 1, Paragraph 1 and Paragraph 2 of the

previous Article shall be applicable to graduate students or students who have not yet

completed their study at colleges or other high-level educational institutions from

foreign countries, Hong Kong, and Macao, so long as the aforementioned schools are

included in the reference list by the Ministry of Education, are accredited by the

respective foreign authorities or professional review institutes. Moreover, the said

schools must adopt qualifications for enrollment, length of study, and curriculum so

that they are equivalent in comparison with the level and nature of domestic schools.

The length of study adopted by the said schools must be regarded as equivalent in

comparison with the level and nature of domestic schools by the respective student

recruitment committees of the respective domestic universities.

Those who hold a certificate of an associate degree and an academic achievement

record issued by the aforementioned Hong Kong or Macao schools or a high-level

diploma and academic achievement record are considered as having a level of

education adequate for registering for the entrance examination for bachelor’s

programs at universities of technology or two-year technical colleges as new

students.

The incomplete study or graduate certificate issued by foreign, Hong Kong, and

Macao colleges or other high-level educational institutions, the certificate of

associate degree and academic achievement record issued by Hong Kong and Macao

schools, and high-level diploma and historic school reports as mentioned in

Paragraph 5 shall be validated by our country’s embassies, consulates, representative

offices abroad or other agencies authorized by the Ministry of Foreign Affairs or the

agencies established or designated in Hong Kong or Macao.

Article 9 Relevant MOE like educational level rules shall apply to those having graduated

from a military or police academy.

Article 10 The calculation of years set forth in the Standards, unless provided below, shall start

from the stipulated beginning date till the last day of enrollment of the current

academic year:

1. When calculating the number of years for which one has discontinued or

suspended study: The beginning date is the last day on which the last semester

was completed as indicated in the transcripts for all enrolled semesters, the

certificate of study, the certificate of transferring to a different school, while the

ending date is the last day by which one has to enroll in the program of the current

academic year.

2. When calculating the number of years undergoing professional training and spent

working in a field related to the program in which one is now interested to enter:

The beginning date is the date as indicated on the certificate of training or

working, while the ending date is the last day by which one has to enroll in the

program of the current academic year.

Article 11 The Standards shall take effect from the day of promulgation..

Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for

Institutions of Higher Education

Article 1 These Regulations are enacted in accordance with Paragraph 2, Article 28 of

the University Act.

Article 2 The assessment and recognition of foreign academic credentials for

institutions of higher education shall be transacted in accordance with these

regulations.

Article 3 Terms herein are defined as follows:

1. Assessment and Recognition: means the course of verification,

examination

and recognition of foreign academic credentials.

2. Reference list: means the list of names and addresses of foreign academic

institutions accredited by the foreign government concerned or foreign

accreditation agencies .

3. Verification: means to ascertain the authenticity of any foreign graduation

certificates, diplomas, certificates of study etc. validated by overseas

consulates, representative offices, agencies of the country or other bodies

authorized by the Ministry of Foreign Affairs (hereinafter referred to as

overseas agencies) as well as the certificate of entry and exit dates and

other related certificates issued by the authority of entry and exit.

4. Examination: means to examine and prove whether or not the school is

accredited in its home country in accordance with foreign graduation

certificates, diplomas, certificates of study etc as well as matters

concerning their admission requirements, term of study and curriculum

etc..

5. Recognition: means to confirm that the documents relating to the

academic credentials after verification and examination to be equivalent

to domestic academic credentials for academic institutions of the same

kind.

Article 4 To apply for Assessment and Recognition of foreign academic credentials,

the applicant shall submit the following documents to each institution of

higher education:

1. a photocopy of proof of foreign academic credentials and transcripts for

All academic years authenticated by an overseas agency of the Republic

of China;

2. a certificate of entry and exit dates, issued by the designated immigration

authority. However, foreign citizens or overseas Chinese are exempt from

this requirement;

3. other relevant documents.

The authentication of the documents referred to in Subparagraph 1 in the

preceding paragraph may be substituted with an inquiry made by the

processing institution to the foreign school where the applicant graduated.

The documents referred to in Subparagraph 2 above shall encompass the

period of the applicant’s study abroad.

Article 5 To transact the assessment and recognition of foreign academic credentials,

institutions of higher education shall follow the following procedure:

1. Verifications and recognition for academic credentials of foreign

institutions of higher education listed in the reference list or of foreign

high schools shall be transacted in accordance with these Regulations; in

case of any doubt, the recognition shall be carried out after examination

in accordance with Article 6 and Article 7; if necessary, explanation for

the doubt shall be submitted to the Ministry of Education along with

related supporting documents as aids for the recognition.

2. Verifications and recognition for academic credentials of foreign

institutions of higher education not listed in the reference list or of art

qualifications shall be carried out after examination in accordance with

Article 6 and Article 7; if necessary, explanation for the doubt shall be

submitted to the Ministry of Education along with related supporting

documents as aids for the recognition.

Article 6 Applicants shall submit the Letter of Consent in English on the

authorization of examination and related documents to institutions of higher

education for examination of foreign academic credentials. The institutions

of higher education shall apply to overseas agencies of Republic of China

for examination assistance.

For countries in which the Republic of China does not have any overseas

representative agency, applicant seeking verification or recognition of

academic credentials shall apply to the overseas school from which they

graduated for English documentation regarding the conditions of study,

information about whether or not the school is accredited in its home

country, and transcripts. These documents shall send by applicant directly to

institutions of higher education for examination.

Article 7 Items in foreign academic credentials that institutions of higher education

apply to the overseas agencies for examination assistance are as follows:

1. admission requirements.

2. term of study.

3. curriculum.

4. whether or not the school is recognized by the competent educational

authority or by a relevant accreditation agency in the home country.

5. other necessary items.

Article 8 Terms and conditions for recognition of academic credentials awarded in

foreign countries:

1. The diploma shall be awarded by an academic institution listed in the

ROC Ministry of Education’s reference list. Those not listed in the

reference list shall be accredited by the foreign government concerned or

foreign accreditation agencies.

2. The term of study and curriculum shall be the same as those prescribed

by the equivalent ROC academic institutions.

Article 9 The period of study as referred to in Subparagraph 2 in the preceding article

shall mean the period when the applicant studied at the local school. The

relevant rules are as follows:

1. The accumulated period of study with respect to a high school graduate

shall be in conformity with the local academic system.

2. The accumulated period of study with respect to an applicant with a

bachelor’s degree shall be at least 32 months.

3. The accumulated period of study with respect to an applicant with a

master’s degree shall be at least 8 months.

4. The accumulated period of study with respect to an applicant with a

doctoral degree shall be at least 16 months.

5. The accumulated period of study with respect to an applicant with both a

master’s and a doctoral degree concurrently conferred by the same

school/department shall be at least 24 months.

6. The accumulated period of study with respect to an applicant, who is a

college graduate or equivalent, pursuing a bachelor’s degree shall be at

least 16 months.

With regard to the period of study referred to in the preceding paragraph,

each institution of higher education shall compare the domestic and foreign

academic systems and make a comprehensive judgment based on the local

academic system where the applicant obtained the degree, the school

calendar during the period of study as well as the entry-exit records. Where

the period of study is not consistent with the regular academic system or the

school calendar, such period of study shall not be recognized.

The period of study of an applicant with outstanding performance during

their study of a bachelor’s degree may be reduced by the processing

institution based on the academic system of each foreign institution of

higher education and actual circumstances.

With respect to a person with disabilities under the Special Education Act,

the period of study may be reduced by the processing institution based on

the academic system of each foreign institution of higher education, the

extent of disabilities and other actual circumstances.

Where the applicant concurrently studied at domestic and foreign

universities under an international academic collaboration program, the

applicant shall not complete the study entirely at the domestic university.

The period of study at both universities may be accumulated concurrently

and subject to the following rules instead of those set forth in Paragraph 1

hereof:

1. The accumulated period of study with respect to an applicant with a

bachelor’s degree shall be at least 32 months.

2. The accumulated period of study with respect to an applicant with a

master’s degree shall be at least 12 months.

3. The accumulated period of study with respect to an applicant with a

doctoral degree shall be at least 24 months.

Course credits taken by the applicant at a domestic university set forth in

the preceding paragraph shall be no less than one-third of the total course

credits required for the conferral of the underlying degree.

Article 10 With regard to the courses set forth in Article 8, Subparagraph 2, if the

degree conferred by a foreign college or higher is obtained through courses

carried out via distance learning programs, the courses shall be taken with a

school that is in compliance with Article 8, Subparagraph 1 hereof or with a

domestic university under an international academic collaboration program;

provided that, the amount of credits taken shall comply with relevant

domestic regulations governing distance learning programs.

Article 11 The following are ineligible for recognition of academic credentials

awarded in foreign countries:

1. Diploma of correspondence programs.

2. Certificate of attendance for programs such as training courses, seminars,

and so forth.

3. Obtaining the candidate status for a doctoral degree while not completing

the doctoral degree shall be accredited as the Master’s degree.

4. Doctoral degree conferred after the basic completion of a dissertation,

without either enrollment or completion of courses

5. Honorary degrees.

6. Diploma programs administered in non-Mandarin speaking region, with

Mandarin serving as the language of instruction, excluding High School

diploma.

7. Diploma programs administered by branches of foreign academic

institutions not accredited by the Ministry of Education or Diplomas

obtained from agencies in the name of foreign academic institutions

recruiting students in ROC.

8. High school diploma obtained via distance learning programs; unless

otherwise provided by law.

Article 12 If any documents provided by an applicant are found to be forged or

falsified in any way, the accreditation for the diploma of the applicant shall

be cancelled, in case of any criminal responsibility; the applicant shall be

transferred to the prosecuting authority for legal treatment.

Article 13 These Regulations shall be effective as of the date of promulgation.

Regulations Governing the Examination and Recognition of Educational

Qualifications from Hong Kong and Macao

Article 1 These Regulations are adopted pursuant to Article 20 paragraph 1 of the Statute

Governing Relations with Hong Kong and Macao ("the Statute").

Article 2 The term "examination" as used in these Regulations shall mean the examination of

graduation certificates, degree diplomas, higher diplomas, and certificates of study

from schools of all kinds and levels in Hong Kong or Macao. The term

"recognition" as used in these Regulations shall mean the recognition of educational

qualifications from Hong Kong or Macao as equivalent to those from schools of the

same kinds and levels in the Taiwan area after the examination thereof.

Article 3 In examining the educational qualifications of students from pre-secondary schools,

secondary schools, and MOE-recognized schools at the junior college level or higher

in Hong Kong or Macao, the institution or school to which the student is seeking

admission shall examine the qualifications itself and award recognition if said

qualifications are determined genuine.

The list of recognized schools referred to in the previous paragraph shall be

announced by the Ministry of Education.

Article 4 To examine educational qualifications from a Hong Kong or Macao school at the

junior college level or higher, the following documents shall be required:

1. Proof of academic qualifications, verified and inspected either by a government

agency in Hong Kong or Macao established or designated by the Executive Yuan,

or by a private organization in Hong Kong or Macao authorized by the Executive

Yuan. (Any documentation in a foreign language shall be accompanied by a

Chinese translation).

2. Transcripts for all the years of coursework for the qualifications which the

applicant seeks to have recognized. These shall be verified and inspected, either

by a government agency in Hong Kong or Macao established or designated by the

Executive Yuan, or by a private organization in Hong Kong or Macao authorized

by the Executive Yuan. (Transcripts in any foreign language shall be

accompanied by a Chinese translation.)

3. A photocopy of identification documents and a record of arrival and departure

dates.

4. Other related documents

Article 5 When educational qualifications from a school in Hong Kong or Macao are

examined, entrance requirements, term of study, and coursework must be deemed

equivalent to those of schools of the same kind and level in the Taiwan area in order

to be recognized as the equivalent of educational qualifications from schools of the

same kind and level in the Taiwan area.

Article 6 Educational qualifications from a school in Hong Kong or Macao shall not be

examined or recognized if any of the following applies:

1. the holder acquired such educational qualifications by taking courses via

correspondence or distance learning;

2. the documentation provided consists of a proficiency certificate received for

language training or vocational training;

3. the holder, having completed doctoral coursework and gained recognition as a

doctoral candidate without having yet been conferred a doctoral

degree, applies to have such educational qualifications recognized as the

equivalent of a Master's degree;

4. the educational qualification is an honorary doctoral degree;

5. the coursework taken was not a component of formal education; or

6. the holder obtained his or her qualifications from a branch campus located

outside Hong Kong or Macao.

Article 7 An institution or school undertaking the recognition of educational qualifications

from Hong Kong or Macao may, when experiencing difficulties therein, send a

written request to ask the competent educational authority to undertake the

recognition thereof. The competent educational authority may hold a special

screening test for the applicant for recognition if necessary. An applicant who passes

the special screening test shall then be entitled to recognition of the educational

qualification.

The term "competent educational authority" as referred to in the preceding

paragraph shall be the Ministry of Education at the level of junior college or higher,

and shall be the local educational authority at the level of secondary school or lower.

Article 8 Educational qualifications from private schools established in Hong Kong or Macao

and accredited in the Taiwan area shall be subject to regulations governing schools

of the same kinds and levels in the Taiwan area.

Article 9 In addition to being governed by these Regulations, the examination and recognition

of educational qualifications from schools at the secondary level or lower in Hong

Kong or Macao may also be governed by supplementary regulations prescribed by

the local educational authority.

Article 10 These Regulations shall enter into force from the day the Statute is enforced.

However, where the proviso of article 62 of the Statute is applicable, these

Regulations shall be effective from the day on which part or all of this Statute enters

into force.

The amendment to this regulation shall take effect on the date of promulgation.

These Regulations are adopted in Chinese, which shall prevail in case of any

discrepancy between the English translation and the Chinese original.

continuously resided overseas for no less than 6 years is qualified to apply for admission under

these regulations.

3. The diploma granted by the educational institution I last attended is valid and has been awarded

legally in the country where I graduated. The certificate is comparable to that which is awarded by

certified schools in Taiwan.

4. All of the documents provided (including diploma, passport and other relevant documents,

original or copy) are valid. Should any documents be found to be invalid or false, my admission to

CCU will be revoked, and no proof of attendance will be issued.

5. At the time of registration, admitted applicants must provide the original academic degree

diploma and transcripts verified by a Taiwan overseas representative office, or verified by an

institute established or appointed by, or through a private agency commissioned by, the Executive

Yuan. If the related certificates cannot be submitted on time, the admissions offer will be revoked.
