MSISDN delivery in eHRPD

Background(1)In eHRPD, MSISDN(MSID) is needed in
many cases. For example
Application charging in WAPGW need to use MSISDN to identify the user
PGW-UDR and HSGW-UDR also need the MSISDN

Background(2)HSS can send MSISDN to 3GPP AAA in SWx
interface (defined in 3GPP TS29.273)Howerver there is no MSISDN IE in Sta and
S2a interface. PGW and WAPGW can not get the user MSISDN in eHRPD.
Recently 3GPP has added MSISDN IE to Sta and S2a in R11( only R11). It is mainly using in Wifi access in SAMOG work item
