stated sometime between Saturday afternoon and today the two sheds at the rear of the property had the padlock door brackets pulled off the doors. He

stated the only thing missing is a yellow unknown brand electric pressure washer valued at around $200.00. He stated he did not know who may have

done this and there were no known witnesses to the incident. He stated there is no video surveillance available at this time and he is unclear what

insurance company the church has. Ofc. advised him to contact this department if he determined anymore items were missing to which he stated he

understood and would do so. Ofc. was unable to collect any physical evidence from the scene. Nothing further at this time.

Officer was dispatched to Subway on N High Street reference a theft. Upon arrival Officer contacted Ms Taylor the complainant/victim. She advised

Officer she had been in the store eating this morning and upon leaving around 7:30AM she mistaking left her purse hanging on the back of a chair. She

said she returned less than fifteen minutes later and it was gone. She said the employee''s reviewed the tape and a heavy set man could be seen taking it

and then leaving. Officer then contacted Subway employee Michelle Cydrus. She showed Officer the video that she had shown Ms Taylor. Officer

could observe a W/M heavy set wearing tan pants, green shirt, dark hair and mustache approach the counter order his food and after receiving it he goes

to the drink station in the business. He then starts walking towards the exit doors, pauses when he sees the purse, picks it up off of the back of the chair

and starts towards the cashiers. He stops halfway to the cashiers then turns and exits the business with the purse, then gets into a dark green mid 1990''s

to mid 2000 model Chevy S-10 Blazer or GMC Jimmy and then exits the parking lot S/B on High St then W/B on Orange Street, passing Ms Taylor as

she was arriving back at the business. Ms Cydrus said she would be able to get the subjects name from the receipt, but it would take a couple of days.

Officer asked if she could make a copy of the video and Officer would pick them up on 5/1/13. She stated this would be fine. Officer advised Ms

Taylor that as soon as the perpetrator was caught she would be contacted. She stated she understood. Investigation continues.

Officer observed two females that appeared to be staggering on the sidewalk in front of 629 Central Center. Officer then exited Officer cruiser and could

observe that one of the females (found to be Carrie Feltner) was actually helping the other female (found to be Toni Paige) walk down the sidewalk.

Upon talking to the two women Officer could observe an open liquor bottle sticking out of the top of Ms Paige''s purse. Officer then recovered a clear

750ml bottle of Popov Vodka (42 proof) that over three quarters empty. Officer asked the two women where they were going and Ms Feltner said she

was helping Ms Paige to a friends house on Fairway Avenue as she obviously had to much to drink. Officer asked if she was going to be able to get her

there and she stated she was. Officer then issued Ms Paige minor misdemeanor citation 09 4383 for Open Container and advised her of her court date on

Friday May 10, 2013 at 9:00AM in municipal court.

Alyssa''s purse. Ofc. observed the front window going into the bedroom had been busted(photos) and Alyssa''s purse and some of the contents were

strewn about underneath the window(photos). While Ofc. was there Joe saw a phone number on the cell phone and Alyssa called it and was advised

that Casey was at 16 N.High St. Alyssa and Lindsey gave Ofc. a written statement. Ofc''s responded to 16 N.High St. and observed Casey on the front

porch. Ofc''s read Casey his Miranda Rights. Ofc. asked Casey about the money and the camera and if he had entered the residence at 367 Delano Av.

Casey advised that he had not entered the residence nor have any knowledge about any money or camera. Ofc. placed Casey Miller under arrest for

Burglary and transported him to The Ross County Jail.

Disposition Comments : Officer was dispatched to 297 Clay St. in reference to Donnie Cochenour causing a problem. Officer made contact with Donnie

who was starting to yell at the rear of that residence. Officer observed Donnie''s eyes were blood shot/glassy and could smell a strong odor of an alcoholic

beverage coming from his person. While Officer was approached by the caller, Kelly Peters, Donnie advised he was going to sit in the grass in the alley

away from Kelly''s house. Officer advised Donnie to sit and do not yell or start causing more problems. Officer made contact with Kelly who advised

Donnie has been drinking and has consumed at least 6 beers. Kelly advised she does not want him there when he is drinking and that he does not live

there. Kelly advised she told him to leave at least 3 times and he has not.While Officer was talking to Kelly, Donnie stood up and started yelling and

screaming walking back towards this Officer and Kelly.This Officer and Officer Franklin walked over to Donnie and advised him he is under arrest. Both

Officers had a hold of Donnie''s left and right arms and this Officer told him to put his hands behind his back. Donnie refused and tried to pull away from

both Officer''s and stiffened up his whole body. This Officer advised Donnie "Stop Resisting" and he started to try hard to pull away from Officer''s by

trying swing his arms. Officer again advised Donnie to "Stop Resisting" and Officers had to take Donnie to the ground while he continued to struggle

with Officers. During the struggle Donnie was cursing and yelling. Officers finally handcuffed Donnie and escorted him to a cruiser to be transported to

Ross County Jail.While at the Ross County Jail Donnie continued to resist and cause problems to the point that Ross County Jail staff had to put

Donnie in a Restraint Chair for his safety.Officer charged Donnie with Resisting Arrest (ORC 2921.33) and Disorderly Conduct Intoxication- M4

Persisting (ORC 2917.11). Donnie will be held in lieu of bond pending his Municipal Court date on 4/30/13 at 9:00am.Nothing further.

Ofc noted that Rocky had a strong odor of an alcoholic beverage on or about his person, he had slurred speech and was unsteady on his feet. Ofc

after leaving Ofc was dispatched back due to Rocky causing problems. Rodney advised that when Ofc left Rocky began throwing things around the

Intoxication for his safety and the safety of others. When Ofc placed cuffs on Rocky he began to say he was having heart problems and wanted medical

attention. Ofc had the Chillicothe FD dispatched to the scene. Ofc released Rocky into their custody to be transported to the ARMCH. Ofc issued

Rocky MM Citation 09 5488 charging Disorderly Intox with a court date 5/10/13.

Comments : Ofc was dispatched to 256 S Mulberry St reference to a Theft complaint. Ofc contacted Teresa J Barnes who stated her neighbor

Eleanor L May had came over to visit while the children played. Teresa advised she comes over often and has never had a problem with her. She advised

that Eleanor had spilled some pop and had moved a Nintendo DS (ser#TW745246657) to the mantle. She advised that later after Eleanor had left the

house at 6:40pm Teresa noticed the DS was missing. Teresa did not see Eleanor take the DS but advised she was the only one there that could have taken

it. Ofc is attempting to contact Eleanor for questioning. More to follow as it becomes available.

week or so ago and she never did.Officer made contact with Justin who advised he can not get along with Susan and that he either wants to go to his dads

or go any where else even if it is JDC. Officer was unable to make contact with Darren and had dispatch contact the Crisis Response Team. The Crisis

Response Team responded and placed Justin in a foster home.Officer will place this report in the Children Services basket.Nothing further.

neighbor''s (at 895 Columbus St) kid screaming and hearing sounds like someone was hitting him. Heath advised the hitting and screaming lasted around

4-5 minutes and that he heard a kids voice saying "Please Stop" and the adults voice saying "Go to Fucking Bed". Heath provided Officer with a written

statement.Officer made contact with Nicole Blair who advised she disciplined her son, Hunter Bennett, for back talking. Nicole advised she spanked him

around 4-5 times on the butt. Nicole advised Hunter did turn and she got him on the leg.With Nicole''s permission Officer made contact with Hunter who

advised he got in trouble and that his mom, Nicole, slapped him around 15 times. Hunter advised she slapped him on the butt, leg, back, and mouth.

Officer observed no redness on his legs, arms, and back. Hunter advised on his lip hurts and Officer could not see any signs of injury to his lip.Due to no

injuries Officer will forward this report to Children Services.Nothing further.
