(10) Assessing personnel’s efficiency and its impact on KPC and its staff

As it is indisputable, many institutions pay a great deal of concern to the processes of assessing their personnel due to the concrete benefit they gain for their progress. In fact, the effective system of assessing the em-ployees’ performance and abilities at work helps them to identify the energies and skills of their personnel. This, consequently, enables the higher administration to put its hands on the points of weakness and shortage that impede their progress; in addition, this enables it also to take reasonable decisions towards workforce.

Definition of performance assessmentPerformance assessment is an offi-cial system used as a periodical refer-ence for the employee’s performance since it is a feedback about the em-ployee in terms of his performance, abilities and needs. Assessing person-nel doesn’t only mean to judge their performance but to help them also to improve their performance through conducting training courses, for ex-ample, and proposing other innovative alternative manners. Thus, the process of assessing performance is considered a comprehensive operation which in-cludes reform and future development starting from identifying the expected performance levels of the employees up to the phase of developing and im-proving performance in the future.

General considerations while assessing performanceSome considerations should be regard-ed while conducting the assessment process such as focusing on assessing the performance not the employees themselves, complying with the prin-ciples of transparency, sharing and generality as well as participation be-tween the senior and the employee to

achieve the best desired results.

It is considerable also to believe that the process of performance assess-ment is not an opportunity to impose penalties against the employee. It is definitely one of means of encourage-ment to improve the employee’s mor-als and productivity. It is not a process of comparing among the employees’ performances since it is a focus on the achievements of the individual in re-spect of fixed goals.

Objectives of performance assessment1- Assessing the general performance of employees, their efficiency and abili-ties to meet their jobs’ requirements.

2- Motivating employees to improve and develop their performance; in ad-dition to developing their abilities and encouraging the positive competition to achieve higher levels of perfor-mance.

3- Approving the annual increment for employees in accordance with fair and objective bases pursuant to the policies approved in this domain.

4- Adopting positive tendencies aimed to encourage the constant develop-ment and improve skill and experienc-

es as well as their morals on various levels.

KPC applications in the field of performance assessment The process of performance assess-ment for Kuwait Petroleum Corpo-ration is conducted every complete financial year, which sets off in the be-ginning of April and ends at the end of March.

The procedures start with a step taken by the senior boss, who is at least a Team Leader to consult with his super-visors about the employees’ perfor-mance through an automated system that includes four models of assess-ment appropriate for all career levels.

After finalizing the process of perfor-mance assessment, the senior boss is to hold a meeting with his employees to inform them verbally of the assess-ment’s results; in addition, he tackled with them the points of weakness and strength of their performance through-out the year.

We’re really proud that the system and its procedures of performance assess-ment in the corporation are in accor-dance with the latest administrative systems applied in this regard.
