CHIEF ETHICS/COMPLIANCE/PRIVACY OFFICER

The County of San Diego is seeking qualified candidates for Chief Ethics, Compliance, and Privacy Officers. These positions report

to the Director, Office of Ethics and Compliance and are responsible for:

• Supporting the County’s ethics, compliance and privacy program

• Assisting in the prevention of unethical or non-compliant conduct, analyzing policies and procedures, assessing compliance

risks, and investigating complex and sensitive allegations

• Developing and monitoring ethics, compliance, and privacy policies and procedures to ensure compliance with current federal,

state and county laws and regulations

• Developing and delivering training and providing consultation expertise to employees at all levels

• Analyzing complex or sensitive problems or issues and recommending solutions

• Preparing executive-level reports and correspondence

The successful candidate(s) may be assigned to any one of the three (ethics, compliance, or privacy) functions. These positions may

supervise subordinate staff.

THE OFFICE OF ETHICS AND COMPLIANCE

The Office of Ethics and Compliance is responsible for managing the County's ethics, compliance, and privacy programs with an

emphasis on policy development, program oversight, education, training, monitoring, investigating, and reporting. As such, the

Office of Ethics and Compliance plays a key role in assisting the County in promoting an organizational culture of ethical conduct

and compliance with federal and state laws, rules, regulations, ethical standards, statutes, County of San Diego-specific policies

and procedures, and the identification of alleged non-compliance for corrective action purposes.

The Office of Ethics and Compliance receives and is responsible for investigating and managing complaints alleging improper

government activity, including but not limited to: abuse of authority, gross mismanagement, waste of County funds, improper and

inappropriate billings, conflicts of interest, patient and client privacy, employee, patient and client safety, alleged violations of federal

or state-funding requirements and potential danger to public safety or health. The Office of Ethics and Compliance is also

responsible for investigating and managing complaints of harassment and discrimination and making appropriate recommendations

to address such complaints.

THE IDEAL CANDIDATE

The ideal candidate will have executive level judgement, decision making skills, and political acumen. A professional history that

demonstrates the following necessary leadership competencies and attributes is desirable:

• Demonstrates and upholds the highest levels of integrity, ethical conduct, and stewardship

• Ability to plan, organize, direct, and evaluate ethics, compliance, and privacy programs and activities related to the conduct of complex and sensitive investigations of County-wide significance

• Extensive experience in reading, understanding, interpreting, and creating policies, procedures, and regulations

• Knowledge and experience in performing risk assessments and gap analyses

• Ability to exercise appropriate judgement in answering questions and releasing information; analyzing and projecting

consequences of decisions and/or recommendation

• Experience handling sensitive legal and human resources matters which require confidentiality and discretion

• Knowledge of and experience with interacting and responding to federal and state regulatory and funding agencies

• Knowledge of and experience with: developing, implementing, and managing ethics, compliance, and privacy related

programs; conducting compliance risk assessments; responding to ethics, privacy, improper government activities, EEOC

and DFEH complaints; and applying complaint resolution methodologies

Possession of one of more of the following credentials is highly desirable: CHC, CHPC, CHRC, CCEP, CCEP-I, LPEC, CIPP, CISSP.

MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND three (3) years of

experience that demonstrates the ability to perform the essential functions of the classification; OR, a combination of experience

and/or education as stated above. Note: A master's degree or higher degree may substitute for a total of one (1) year. In order for

education to substitute for work experience as stated above, college level coursework must demonstrate progress toward a degree

and may be substituted on a year-for-year basis.

COMPENSATION

The anticipated hiring range upon appointment will be $90,000 - $110,000. Placement within this range is dependent upon the

qualifications of the successful candidate. Salary reviews are performance-based and goal oriented.
