Nomination Tips
Working for a small agency or office does not diminish your chances for an award.If your employee who has done outstanding work, he or she deserves to be nominated!He or she will be honored and feel appreciated by the nomination.
Here are some tips that will help YOUR nomination stand out:
- Tell a story.
- Avoid acronyms. If you must use them, please let us know what they mean.Our judges are from the private sector and are generally unfamiliar withgovernment jargon.
- Explain your mission and how the nominee assists the organization inachieving its mission. The panelists evaluating your nominations are not fromyour agency and may not be familiar with your mission. A nominees impact onyour organization may be obvious to you, but it is not as clear to those evaluatingyour submission.
- Be concise. Judges will lose interest if they have to wade through a longnarrative.
- Focus on recent accomplishments. An employees body of work may providegood background information, but the awards honor performance over the pastyear. The Judges will evaluate recent work when making their decisions.

The Federal Employee of the Year Awards Program has achieved a great deal of stature.The awards are recognized as one of the most important forms of non-monetaryrecognition available to employees of the United States Government.
This program is also recognized as the most effective means of telling the public about thedevoted Federal employees that dedicate their careers to improving the lives of citizens inthe Chicagoland area.
Nominations are appropriate not only for individual employees who have demonstratedoutstanding performance in their regularly assigned duties, but also for teams ofemployees who have played a significant role in furthering the missions of their agencies.

Outstanding employees may be nominated in one of these categories.
To assist in the nomination process, we have provided a list of occupations.
While we have attempted to be as inclusive as possible, not all occupations may belisted. If your nominee's occupation is not specifically noted, please enter thenomination in a category which has a similar occupation.
As a general rule, supervisors should not be nominated for Categories I, III, IV, V orVI.
If the nominee is a team leader, coach, facilitator, or is otherwise not a full-fledgedsupervisor, the nomination should be made in the appropriate non-supervisorycategory, rather than Category II.
The Judges will consider the overall accomplishments submitted.

Eligibility
A nominee's permanent duty location must be within one of the following counties: ILLINOIS

An individual may be nominated for only one category.
Former award winnersare not eligible.
Former nominees may be nominated again, however, such nominations mustreflect current performance and accomplishments.
Service Requirements
The nominee for an individualaward must be a current, permanent Federalemployee.
While the nominee's entire career in the Federal service may be considered, theprimary basis for the nomination of any individual should be performance and/oraccomplishments within the past year.
In comparing individuals within each category, the Criteria/Selection Subcommitteewill assign weights to the Factors and consider recent accomplishments.
In keeping with the purpose of the awards, greater weight will be given to Factors Iand II, except for the Outstanding Community Service Award, where the greatestweight will be placed on actual community service.
If a question arises as to the propriety of a category for a given nomination, theCriteria/Selection Subcommittee will resolve the question.
The Subcommittee may request additional supportive information or data from thenominating agency.

How to Prepare the Nomination Form
The Factors listed with each category will be used to make the selections.
While each Factor is important, the nominee need not be exemplary in all.
Please note, however, that all Factors must be addressed, and they must beaddressed in order.
How to Submit Your Nominations Nominations should be submitted using the form contained on pgs. 34-37 in this
booklet. You may make copies, if needed.
A signed original and three copies of thenomination form are required foreach nominee.
Nominations must be signed by the head of the agency or installation, or theresponsible party acting in that capacity.
Please also include a 3 x 5 picture of the nominee.
The forms should be typed, single-spaced, with a double space betweenparagraphs.
Do not submit attachments, such as copies of certificates or awards.
All nomination materials become the property of the Criteria/SelectionSubcommittee and will not be returned.

Nominees
Each nominee will be recognized at the Federal Executive Board Employee of the Yearluncheon, to be held at the Hyatt Regency Chicago on Wednesday, May 26, 2010.
Finalists/Winners
Award winners and finalists will each receive awards.
Tickets
Tickets to the luncheon are $45 per person. Tickets are sold on a first-come, first-servedbasis. We encourage you to order your seats early to ensure placement. You will find aticket order form on page 38 of this booklet.

This category includes those who are employed in professional work which requires knowledgecustomarily acquired through education, or involves certification or licensing by a governmentalbody or professional association.

This category recognizes one agency for successful, local implementation of a Federalinitiative.

As a general rule, an employee may not be paid a per diem allowance or actualsubsistence expenses for meals or lodging expenses at the permanent dutystation as such expenses are considered personal to the employee. However, theGovernment Employees Incentive Awards Act authorized an agency to pay a cashaward and incur necessary expenses for the honorary recognition of employeeswho meet the stated criteria for such awards (5 USC 4503). If an agencydetermines that a reception with refreshments, as provided in the Federal
Personnel Manual, would materially enhance the effectiveness of an awardsceremony conducted under authority of the Incentive Awards Act, the cost ofthese refreshments may be considered a necessary expense. As such, the costsmay be charged to operating appropriations without regard to receptions andrepresentation limits.
