Superintendent LeRoy Martin officiated at an Honored Star Case ceremony in the James J. Riordan Police Headquarters lobby on January 27 , to enshrine the star worn by Patrol Specialist Lee R. Seward.
Officer Seward was killed in the line of duty on December 30, 1987, while attempting to arrest a man during a disturbance . The offender was killed at the scene by responding officers in an exchange of gunfire.
Following an invocation by Father Thomas Nangle , Department chaplain, the superintendent said that "these stars are prominently displayed to ensure that the courage and dedication of these officers will be remembered always."
Then his widow, Mrs. Michaelene Seward, placed the star, No. 15906, in the case, the 397th star to be permanently retired by the Department.
Officer Seward ,a 16-year veteran of the Department, was assigned to the 23rd District, and was the only officer to be killed in the line of duty in 1987.
A full honors funeral service was held for Officer Seward, 43, on January 4.
Father Nangle delivered the eulogy during the services in the SmithCorcoran Funeral Hbme.

chord in people," Father Nangle said. "Three times a day in the city of Chicago, men and women stand at roll calls and prepare to go out into the street to do what it says on the side of every marked patrol car, to serve us and protect us. We pray for those who may be called to pay the price that Officer Seward paid. A police officer has been taken from us and we are all the poorer for it."
Besides his widow, Officer Seward is suvived by his son, Lee Jr., 22; two brothars, Dennis and Bruce, and a sister, Gilberta Keating.
Interment services were private.

Superintendent tells long range plans Shortly after his appointment as
head of the Chicago Police Department, Superintendent LeRoy Martin met with the editors of the Chicago Police Star. During the extensive interview, Martin discuss.ed his perspective on a variety of subjects, including Department priorities, long-range objectives and the challenge of being superintendent.
"It's an exhausting, but very satisfying position," he said. "I was surprised at the amount of work and long hours it demands of you. Budget hearings, meeting with citizens, rtpresenting the Department at various functions - I'm amazed with the amount of time it involves.
"I'm here in my office at eight in the morning and may not get out of here until IO at night-and this includes weekends. It can be both mentally and physically exhausting. But I'm slowly learning how to delegate duties to other members.
"During my first two weeks as superintendent, I met with former Superintendent Fred Rice several times and discussed the plans he would have continued or implemented. The Chicago Police Department is one of the best law enforcement organizations in the world. Much of what we do is copied by police agencies across the nationa fact we can all be proud of. But we are also faced with significant challenges , and gang crime and illegal narcotics activities are the most serious of these.

Martin has worked as a beat officer , traffic accident investigator , supervising sergeant , field lieutenant, watch commander and inspector. He has been commander of the Narcotics Section , director of Public and Internal Information Division , commander of Area 2 Detective Division, and deputy chief of Patrol Area 4, the position he held when he was named to
marauding gangs traveling from building to building in public housing developments. I believe every citizen of this city should be able to walk anywhere he or she desires without fear. And I believe it is our responsibility to create and maintain such an environment."
Martin has already developed a program for stricter control of public housing properties and citizens are receptive to the plan. He said:
"Vestibule security will control the interiors of these buildings. No one will be able to enter these properties without first passing through security. Identification cards, if I can get enough support for them, will enable security personnel to stop unauthorized persons from entering the buildings.
"Robert Taylor Homes will be the first site for the pilot program. After it has been fully established, the program will be turned over to the Chicago Housing Authority. Our concern right now is for funding to construct barriers to control access to these buildings."
Another of the superintendent's plans is to develop a program to address school truancy.
"I would like to establish Truancy Centers throughout the city," he said. "Truancy is a problem, but we should not have to devote too much time to it. The program I hope to implement would involve transporting truants to a Truancy Center where employees of the Board of Education would assume responsibility."

The superintendent joined the Department in 1955 , was promoted to sergeant in 1965 , to lieutenant in 1975, and to captain in 1981.
Martin ha~ earned both a masters and bachelor of arts degree from Roosevelt University and has attended the University of Illinois and Northwestern University.

safety, the superintendent expressed some strong feelings.
"I encourage all police officers to wear their safety vests and seat belts," he said. "Granted, they may be a little cum bersone, but the statistics are overwhelming that both are life-

A native Chicagoan born on the West Side, Martin and his wife Constance, an elementary school teacher , have three children. Daughter Dawn recently graduated from Chicago State University; son LeRoy Jr. is an attorney; and son Ronald is a Chicago Police officer assigned to Gang Crimes West.

savers. I'm a firm believer that all of our men and women must take these simple but necessary steps to protect themselves."
The superintendent is also a strong believer that an officer's appearance has a major impact on his or her effectiveness.
"It's important that an officer be well-groomed," he said. "The public, the people you meet every day, all judge you by your appearance. It is an important part of how you perform your job. Being physically fit is also important. Each officer should achieve and maintain good physical condition. We owe it to ourselves and our families.
"During the services for the late Mayor Harold Washington, I received numerous compliments on how fine my officers looked . The compliments came from citizens, elected officials, visiting dignitaries and police officials from other agencies. And although I was pleased to receive these compliments, I did so on behalf of all personnel. It is our officers who deserve the credit. They were the ones who got up early that morning and took the time to have their shoes polished and uniform pressed. It does make a difference."
The week of Mayor Harold Washington's death was an emotional seven days for the city. It was a time when the superintendent was particularly proud of the Department and its officers.
"One of the highlights of our performance was maintaining crowd control during the tumultuous day the City Council elected Acting Mayor Eugene Sawyer," said Martin. "For several hours, a massive crowd surrounded City Hall . And this was not a happy crowd- they were protesting. During the entire day, there were only five arrests, two of them inside the council chambers.
"This was the direct result of the tremendous effort and performance of our officers. And this was accomplished not by force, but by a fine display of professionalism. The officers, by their quiet command presence, had a tranquilizing effect on the crowd.
"I am also proud of our ex em pt personnel. They served as the honor guard during the mayor's funeral services. When they learned that the huge crowd had blocked the street and that they might overrun the officers on traffic control, they went on-line to maintain order. All ranks in attendance came out and helped - deputies,

captains, commanders, myself. They were toe-to-toe with the P.O.'s."
Martin believes that while police officers receive the highest quality training, he has reservation about how they use this training.
"Officers should always keep in mind the excellent training they have received ," he said. "After coming into a district, they must be careful to not become jaded and start taking bad advice. It's so easy to become lax on the street when you 're working day after day. Veteran officers must also continue to refresh themselves on training techniques and procedures.
"I would like to see our officers make more frequent use of the excellent techniques they have learned at the Academy. Tum off the lights on the squad while patrolling residential areas or going down alleys. Roll the windows down and listen for any suspicious noises that may indicate a burglarywindows breaking or a dog barking.
"Chicago experiences many shootings, more than any city should have to endure. We have good 'stop and frisk' laws, and we should make appropriate use of them. Criminal law permits the temporary questioning of a person without arrest. It also permits search <luring temporary questioning. These actions will vastly improve the situation on our city streets.
"I feel that our beat officers should become more aggressive. They should not depend on the tactical, narcotic and drug units. Responsibility for crime prevention rests primarily with beat officers. Other units are backups, not replacements. They function as support units and provide specialized assistance to a district upon request; but primary responsibility for the suppression of illegal activities remain at the district beat car level."
The superintendent, in a recent
PAX 501 has directed all field personnel to adopt a "pro-active" approach to the problems on the street.
''Personnel who come upon a situation where temporary questioning is indicated must do so without deliberation. If backup units are necessary, call for assistance. But, by all means, take action!" he said.
"Each of us is concerned about the neighborhood we live in and wish our community to be trouble-free. The way to do this is to first address the problem right in the neighborhood we work in, the streets we patrol. We should consider the area we work in as though it's our own neighborhood. If everybody does his or her job and has the same concerns about the area they work in as they do the area they live in, we will have a safer city. It all translates into better police work," Martin added.
The superintendent expressed his thoughts on 'Department appointments, promotions and assignments.
"When I was appointed by the late Mayor Washington, I was told tl1ere would be no political interference," said Martin. "I met with Acting Mayor Eugene Sawyer and he also assured me that there would be no interference from City Hall relative to Department management.
"I owe everything I have to tl1e Department, and I will not let partisan politics damage my 32-year record or the reputation of this Department. It is important for a superintendent to have the kind of committment I ha'4e received from the mayor.
"I intend to promote on merit, not for cosmetic reasons. The Department is always looking for bright people to promote, and they will be promoted when they are ready. In the future, the Department will be seeing more promotions of female police officers. When females begin to reach the

supervisory position, some will be appointed to the exempt ranks.
"As my record will indicate, have never discriminated against female police officers. I believe they have the right to work alongside male officers on any assignment. They have received the same training as males and have performed admirably .
"As for demotions and reassignments, nobody should be overly concerned . There should be no problems. If you 're doing your job, you'll have my full support."
Martin plans to continue former Superintendent Rice's policy of meeting regularly with community groups and organizations.
" I also plan to continue meeting with officers to learn of any problems, com plain ts or suggestions they may have. I want to know what they are thinking," he said. " I in tend to make planned and unplanned meetings with officers in the field , in the units, to see how they look and to assess their performance. I'm putting all watch commanders on notice. Don't be surprised to look up one day at roll call and see the superintendent in attendance.
"As superintendent, I'm go ing to review the entire situation covering all aspects of the Department. We may be over-specialized. I'm not saying we are, but there is a possibility, and I want to review and evaluate the situation."
Martin talked of how much the Department has meant to him over the years.
"The Chicago Police Department has been good to me," he said. "It has supported me, educated me, promoted me. My family is elated over my appointment as superintendent. I must admit I was surprised. Nobody expected this to happen to a guy from the West Side-to be selected is not only a compliment to me personally , but to the system as well. And it sends a message to all personnel : If you have the talent, do your job well and work hard , somebody will come along and recognize it."
The superintendent also spoke of a personal wish he has concerning his fellow officers.
"When I first came on the job there seemed to be a greater sense of loyalty among police officers," he said. "I'm not saying all of us were the greatest of friends . But if you didn 't like someone, you still worked with him and respected him as a fellow officer. It seemed that in those days people were
always going to the wakes and funerals of their fellow officers' family members .
"This doesn't seem to be the case anymore. We have lost some of this sense of loyalty. I have the sincere hope that officers will regain this
camaraderie they once had while at the Training Academy. We should not be complaining about who we're working with. We should respect and work with all our fellow officers. We 're professionals."
Top changes included three bureaus receiving new leaders in Deputy Superintendents Charles Ford, Edward Brooks and Rudolph Nimocks.
Martin promotes 23; 51 command changes
Superintendent LeRoy Martin announced 51 changes in command personnel, the first since he was appointed to head the Department on November 18.
At the press conference January 26, in the Crime Laboratory Auditorium, Martin promoted 23, made 19 lateral changes and 9 reassignments. Lieutenant Arthur Wirkus, commanding officer of the Personnel Investigation Section, conducted the swearing-in ceremony.
Martin, who described himself as a "hands-on manager", said he expects the same commitment from the promoted officers.
"I have either worked with or observed the new promotees in the performance of their jobs over the years," Martin said. "Their management style is much like mine and I know their appointment wiil strengthen and enhance my goals to make the Department m·:>re responsive to the needs of our citizens . They fit their positions."
Martin added that "if these people don't prove out, we'll have another press conference."

up at the poker table . .. A super bash was recently «njoyed by our most recent ret irees. Watches were presented, with our best wishes, by M.C. Capt. Larry Forberg. Retirees present were: John Surma, "Murph" Grzesk iew icz, Bob Burns, Bill Miller, J im Gorney, Walt Stronczek and B ill Fox. Retirees unable to attend were: Paul Caley, Walt Richardson, Larry Rampick, B ill Qu inn, Tom Sten!J!I , Cornelius Morgan, Fred Kn iz ner and Jeremiah Sherwood. The new "goldbricks" had beaming smiles, shining cheeks, and even some shining pates, as they relished their night. Guest speak er, Deputy Chief Carl Dramm is, put forth well deserved praise for all these men who totaled more than 405 years of honorable police service. A crowd of 300 well-wishers applauded their appreciation and extended good wishes toward these fine men. A few past retirees also were present: John Reape, Tom Kelly, Al Bilecki, Joe Faculak, Richard McCurrie, John Ridges, Joe Wasilewski, Tom Keough, John Sonley, Rich Zielinski, jim Jennings and Tom Fahy ... P.O . Vern Williams and lovely wife Joan are the proud parents of baby Sandra Lynn ... Place your bets on a four-mile run between P.0.'s Tom Walsh and Ted Walczak. That's four times around Midway Airport. Both are top runners and fierce competitors and each cla imed victory before the race. On the lighter side, your reporter is promoting a "Who Is the Slowest?" race between P.0.'s Stan Dry ie r and Jim Durkin. The modern version of the torroise and the hare. Both are known for their bl inding speed, a t itle held for years by speedster retiree we all knew as the legendary "Ollie" Olsen. All proceeds of these classics go to your reporter . .. We're happy to have our district clerk, Angie Tribuani, back from the medical after surgery. Angie has been at 008 for many years and her fine work has surely been unrecognized and overlooked. Hats off to Angie! .. As police officers we can probably hand le tragedy or giref as well as anyone, but when it is one of our own, it can be quite rough and even devastating. This is the case when we lost our comrade P.O. Don Miley. It seems like yesterday that Don was in our mid st, in his own tough, disciplined way, and chomping on that big cigar. He made us all feel good to be on his team, proud to be a cop, fearless to go out and do our thing, fair and square. Don was a good husband, a good dad, a tough cop, a good marine, a tough marine and a good fellow officer. We ' ll miss him as we loved h im-a lot. Our condolences

He also adds that now he will con · centrate on saying it. Even Su dz has a hard time once in a while .. . Property Crimes had two major problem s. F irst, they had a hard time finding the Area Xmas tree, and then, even tougher, they had to find the person harassing our old boss .. . J. Olson has been hiding and, believe me, that's not easy for him to do ... Det. T . Jones is keeping· in close contact with the VC side. Is he thinking? .. Joe Wilbert is undecided as to which way is home . .. Sgt J. Ward returned from Minnesota and complained he got so cold he even likes Chicago winters . . . When we talk about Property Crimes, we have to throw in Det. J . Leahy just for color (red). .. J. Cooley keeps looking around wondering where all the stairwells to the 16th floor are ... F. Area 1 Youth : The Main One's column this issue opens on a sad and different note. Less than three weeks after the school year
opened, DuSable High School had a fatal !tlooting inside the school. Only the finest words of praise can be bestowed on the Area 1 School Patrol and supervisors. Teamwork and diligence led to the case being solved in less than four hours after the homicide h3d occurred. Once again the School Patrol has risen above and beyond the call of duty and I am proud to be just one of this unit's finest. Thanks guys for a job well done ... Carter Harrison Award presented to Kopala
Officer David Kopala, Narcotics General Enforcement, received another top award when he was presented the Carter Harrison Award by the late Mayor Harold Washington, assisted by former Superintendent Fred Rice, at a spcial ceremony held in city council chambers.
Last year Kopala was presented the Department's highest award, the Police Medal, during the ceremonies of Recognition Night.
There were also five Special Honorable Mentions , 11 Honorable Mention Awards and two posthumous awards presented to Department officers.
The Carter Harrison and Lambert Tree Awards, Chicago's highest commendations for bravery, are awarded alternately between Chicago police officers and firefighters who performed

Many guests were present including recently retired Superintendent Fred Rice and other highranking Department personnel. Bill received a letter from President Ronald Reagan at the party wishing him well on his retirement. A good time was had by all. We wish to thank the committee members who worked very hard on this special event: Nancy Ferro, Jack Lynch, Thomas Sullivan, Jack Grisham, Jack O'Toole, Bill Gaffney Jr., Edward Crane, Bernie Jiricek, Robert Soprych and Winn Corbett. We also express our deepest gratitude to Arthur Curran who worked so hard in performing the extra duties. The party would not have been such a success if it were not for his dedication ... Firefighter Patrick Joyce received the Lambert Tree Award.
Kopala was honored for his outstanding heroism displayed in two separate incidents involving two different partners.
After observing an armed robbery in progress, Kopala and his partner released the offender to prevent innocent citizens from being injured. During the ensuing pursuit , the offender fired at the officers, who returned fire, striking the gunman. The offender, later identified as a county correctional officer, was also identified as a suspect in another robbery.
A few months later, Kopala and another partner forced their way into a dark room to apprehend a wanted drug dealer. As they observed the offender run into another room, a second offender , hiding behing a couch, fired three shots at the officers. Kopala was . struck in the chest, but sustained no serious injury because he was wearing a safety vest. The officers returned fire, fatally wounding the assailant.
The five Special Honorable Mentions were presented to Lieutenant Ronald Sieczkowski and Officers Brandon Hawkins, James Dolan and Ronald Korzeniewski, all of the 11th District; and Officer Alan Wittenberg, 20th District.
Sieczkowski and Hawkins were wounded by a burst of gunfire after forcing their way in to the apartment of an offender who had abducted a woman at gunpoint and committed several criminal sexual assaults. Dolan and Korzeniewski were wounded after courageously entering a bus to confront an offender who had kidnapped a baby. Wittenberg was wounded by an offender who had shot a citizen and had taken a woman hostage.
The 11 Honorable Mentions were presented to Patrol Specialists Thomas Ward , 13th District, and Percy Roland, 21st District ; and Officers Hosea Cage Jr., 10th District ; Michael Stanley , 6th District ; Anthony Robles, 14th District; Daniel Nendza and John Doyle, 21st District ; James Haase and Daniel

Ward was struck by sniper fire .as he responded to a disturbance at a housing complex. Roland was wounded after attempting to subdue a gunman who had shot a citizen. Cage, while in pursuit of an offender, severely injured his leg requiring the amputation of his left foot. Stanley courageously apprehended an armed robber who had fired several shots at the officer. Robles suffered gunshot wounds while attempting to subdue a shoplifter and his accomplice.
Nendza and Dolan displayed outstanding police actions in the apprehension of an offender who had robbed a restaurant and shot a citizen. Haase and Chorowicki , following a lengthy car chase during which a gunman fired at the officers, apprehended the dangerous offender. Kotlarz was Kopala's partner in the apprehension of the armed robber. And Rodriguez was Kopala 's partner when they courageously entered a dark room to apprehend a drug dealer.
The awards are named in honor of Chicago Mayor Carter H. Harrison and Judge Lambert Tree.

·Det.'s Donald Kuchar, Martin Lee, John Nielson and Joseph Reiter combined efforts with 011 DISTRICT P.0.'s George Ferro and Richard Kunke on an investigation resulting in the arrest of four offenders and the clearing of several burglaries.
AREA 6- Det.'s John Fitzsimmons and Lawrence Thezan conducted an investigation which led to the arrest of an offender wanted for two vicious rapes and an attempted robbery.
AUTO THEFT SECTION- Det.'s Paul Bernatek and Clarence Oleszkiewicz alertly observed a vehicle being driven through a stop sign, which led to the apprehension of two vicious robbery "ff en de rs.
FINANCIAL INVESTIGATION UNIT - P.O. Clinton Baker was assigned to investigate an apparent fraudulent claim for injuries in a traffic accident. Through skillful interviewing, Baker developed information that led to the indictment of 3 7 persons for fraud against insurance companies.
GANG ENFORCEMENT- Lt. Frank Radke Jr. and G.C.S.'s William O'Brien, John Howe, Patrick McCarthy, James Learn and Edward Wiora teamed with 019 DISTRICT Sgt. Daniel Amidei , and Det.'s Alan Isaac and P.O. Michael Lash, NARCOTICS DIVISION, on an investigation concerning the sale of illegal narcotics by street gangs, which resulted in 194 indictments and 94 arrest warrants.
Extensive surveillances by G.C.S.'s Thomas Finnelly and Jose Martinez led to the arrest of three offenders and the seizure of two million dollars worth of illegal narcotics. Sgt. Patrick Gordon and P.O. Thomas Mazurski arrested four juvenile offenders who had committed several robberies as part of a smash-and-grab operation.
G.C.S.'s Joseph Cerone and Robert O'Neill conducted an undercover investigation resulting in indictments for solicitation to commit murder and the confiscation of heroin. Det. Garford Eveland and P.0.'s Christopher Prendkowski, Anthony Zdziarski and Jack Granadorr made two arrests for the armed robbery of a police officer and recovered the officer's weapon.
MAJOR ACCIDENT INVESTIGATION SECTION-Sgt. Thomas Reynolds, Traffic Specialists Thomas McKenna, William Bratek, Lawrence Clark, John Delanty, Arthur Godfrey and Kenneth Smith, and 011 DISTRICT P.0.'s Michael Lappe and Frank Vondrak were instrumental in the arrest of a hit-and-run offender five years after the crime was committed.
NARCOTICS DIVISION-Sgt. Thomas Martin and Lt. Philip Cline worked together on an on-going investigation, covering several years, resulting in the breakup of a large organized crime drug operation. Cline and Det.'s Michael Cummings, Robert Pietrowski and Michael Fleming, and P.O.'s Thomas Keough, Philip Pariso, James Marino and John Wheaton risked dangerous situations to dismantle a major heroin ring and confiscated proceeds.
In an investigation of an interstate heroin ring, Sgt. Martin, Det. William Szdzepaniak and P.O.'s Steven Chasen, Thomas Ptacek and Nathaniel Reed worked with the Indianapolis Police Department and arrested 17 offenders and confisicated a large amount of illegal drugs. Lt. William Callaghan, Sgt. Joseph D'Antonio, Det.'s George Graham, Patrick Darcy, Andrew Abbott and P.O.'s Glenn Rosiak, Patrick Feeny and Alfred Pappalito arrested four offenders operating a large scale heroin ring and conspiring to murder a Chicago Police officer.
ORGANIZED CRIME DIVISION -Y.O. Leonard Pittacora, while offduty, observed an aggravated assault in progress and immediately disarmed and arrested the offender.
PUBLIC HOUSING-Sgt. Steven Steele and P.O.'s Bernard Ward and Leslie Smulevitz were fired upon by two offenders with shotguns, pursued the offenders and arrested them for aggravated battery.
TRAFFIC COURT SECTIONSgt. Ben Weiner and P.O. William Augle developed a computer designed program that enables the section to make timely court notifications and maintain strict accountability of officers whose appearance in court is mandatory.
002 DISTRICT-Sergeant Gordon
Lohrman and Officers Richard Paladino and Laurel Johnson conducted an investigation resulting in the arrest of an offender for aggravated criminal sexual assault. Officer Frank Kovac and Bruce Wronski learned the identity of a murderer, placed the offender under arrest and recovered the weapons used in the crime.
003 DISTRICT- As a direct result of the quick response and willingness to follow with an investigation by Officers Thomas Gruber and James Ryan, a dangerous felon was apprehended and a crime pattern cleared.
004 DISTRICT- The investigative abilities of Officer Raymond Uchman resulted in the solving of a heinous crime and the apprehension of an offender wanted for kidnapping, criminal sexual assault and auto theft. Sergeant Michael Drozdek and Officers Juan Garcia and Eugenia Hernandez conducted an exhaustive search resulting in the arrest ofa murderer who had beaten his victim to death with a baseball bat.
007 DISTRICT - After stopping a fleeing vehicle, Patrol Specialist Allen Grzyb and Officer William Bertha conducted an investigation which reveal~d that the offenders were wanted for a strong-arm robbery committed minutes earlier. Patrol Specialists Garrett Dubin and Timothy Koren and Officers Valerie Allen and Robert Stubitsch apprehended an offender who had committed three armed robberies.
An infom1a ti on report submitted by Sergeant John Baranowski and Officers Ernest Brown and Walter Green resulted in the development of a new collection process regarding parking meters which will save the city hundreds of thousands of dollars. Officers Nancy Mulligan and Edward Johnson apprehended an arsonist and assisted in evacuating six people from the smokefilled building.
008 DISTRICT-Sergeant Gerald Dusek and Officers Raymond Zak and Robert Graeber apprehended a bank robber and recovered the weapon and proceeds. Officers Michael Tracy and James Bums teamed with AREA 3 PROPERTY CRIMES Detective Robert Falkenberg to apprehend three offenders wanted for three armed robberies.
