strategic planning worksheets including goals, strategies and desired outcomes

• Brainstorm with colleagues and CLA members between now and June to solicit feedback

• Using the strategic planning worksheets document feedback on proposed CHIA goals, recommended strategies and suggested outcomes for 2020-2022

• Using the “blank” goal worksheet, suggest a fourth goal, strategy and outcome for CHIA to pursue

Governance Structure Proposal• During the past two years CHIA has conducted an in-depth

examination of its governance structure in response to wide-ranging changes in the healthcare industry

• A number of governance models have been examined culminating in a proposed restructuring of CHIA

• The 2018 House will review and vote on a resolution to adopt the proposed structure

• If approved, bylaws and policies & procedures will be revised over the next year and presented for approval by the 2019 CHIA House of Delegates

Situation• While the current governance structure of

CHIA has served the association well, it is widely acknowledged that changes in the health care industry have fundamentally changed the HIM profession.

Recommendation # 1It is recommended that CHIA adopt a streamlined “Regional Council” organizational structure.

Rationale: A streamlined regional council structure will reduce the administrative burden on volunteers of maintaining a more formal CLA structure. A Streamlined regional structure may also make it possible for currently underserved regions within the state to more easily organize as a Council.

Recommendation # 2It is recommended that CHIA establish “Professional Councils” to provide a defined organizational platform for large special interest groups within the association.

Rationale: The expanding specialty roles performed by HIM professionals in health care today have created large subgroups of professionals with common areas of special interests that a defined Professional Council may be better positioned to serve.

Recommendation # 3It is recommended that CHIA establish a year around “Leadership Council,” whose membership shall consist of the leaders of each Regional and Professional Council. The Leadership Council shall function as the Representative body of the association.

Rationale: A year around representative body made up of the leaders of the Regional and Professional Councils will provide an ongoing forum for integrating and coordinating association initiatives and priorities.

Recommendation # 4It is recommended that CHIA implement a slate ballot methodology for electing a competency-based CHIA Board of Directors.

Rationale: As the role of the Board was considered, it was concluded that it is not necessarily the size of the Board that is the most important, but rather the subject mater expertise of the individuals serving on the Board. The recent adoption of a three year strategic planning cycle and the imperative to position CHIA for the future…places a premium on specialized competencies that individual members can bring to the Board.

Recommendation # 5It is recommended that current CHIA committees that are responsible for broad areas of professional subject matter and with significant specialty constituencies be reconstituted as Professional Councils.

Rationale: Professional Councils would afford a forum for members who work in an increasing number of HIM specialties to network and address issues of importance within their specialty area of practice.

Governance ResolutionWhereas, CHIA has undertaken a multi-year examination of its governance structure resulting in a proposed revision with the duel objectives of streamlining and integrating association operations while preserving its four principal structural components;

Whereas, implementation of the proposed structure requires drafting policies and procedures for each of the proposed structural changes; and,

Whereas, implementation of the proposed structure further requires revision of CHIA bylaws; now, therefore, be it

Resolved, that the California Health Information Association 2018 House of Delegates:

1. approves adoption of a governance structure for the California Health Information Association as proposed in the 2018 CHIA House of Delegates SBAR on governance;

2. approves development of polices and procedures for each of the proposed structural changes; and

3. approves drafting a revision of CHIA bylaws to implement the governance structure changes for approval by the 2019 CHIA House of Delegates.
