Academics Purpose: To establish and maintain communication between CHIA and
existing and potential Health Information Administration (HIA) and Health Information Technology (HIT) programs in California.
Deliverables: Identify the value of transforming the Academics Committee into a professional practice
group. Develop the program for the Student Academy for the CHIA annual convention
coordinating the event with the Convention Committee. Consider feasibility of a Convention Track Session for educators and/or students. Topics
may include HIIM curriculum models, entry level competencies, professional practice experiences, etc. This program should be planned by Academics Committee and submitted to the Convention Committee for consideration in time for the Convention Committee’s October meeting adhering to CHIA presentation guidelines.
Evaluate feasibility of a West Coast educational collaborative for consideration and prepare a recommendation to the CHIA Board of Directors.
Invite Board members to visit/speak at California’s academic programs.
Academics Committee2019-2020 Strategic Accomplishments Decided to keep the Academics Committee as a committee instead of a
professional practice group Subcommittee presented for eLearning track session 2: Organizational
Management and Leadership Track Session-designed in lieu of West Coast Collaborative as a way to engage professionals on their path to careers in education.
Board member spoke (via Zoom) at some of California’s academic programs. Worked with CHIA and board liaison to promote student engagement at
CHIA convention (prior to transition to virtual) It was determined with CHIA involvement that the Student Academy for
2020 would not take place due to scheduling changes, but committee plans to look at different opportunities for the future.

settings Health care measurement and reimbursement Data Quality State/national data sets, including proposals for additions and modifications Regulatory changes that have an impact on reimbursement across the
continuum of care Plan for at least six revenue generating webinars on educational topics related
to coding and reimbursement including CPT Updates and E&M Coding. Prepare content and presenters for a topic for the coding roundtable track at

through trusted information”. Provide a broad range of HIM articles addressing traditional and non-traditional health care settings
and roles. Coordinate at least one article a year that increases awareness about electronic health record (EHR)
integrity and the associated implications for health care quality and safety Coordinate the following columns for the Journal: Corporate Corner; Spotlight on Volunteers,

Editorial Advisory Board Accomplishments & Recommendations2019-2020 Strategic Accomplishments List your 2019-2020 Strategic Accomplishments
We peer reviewed articles on time or earlier then requested. We collaborated with other committees including Coding and Data Quality to
provide timely articles on ICD-10-PCS and E&M 2020 revisions. We worked diligently to identify volunteer and professionals to highlight for
our ongoing columns. We brainstormed to generate ideas that resulted in a pool of articles to
ensure that we had more than two feature articles in progress at one time. We recommend that as CHIA moves to a digital only format, it focus on
making the journal linkable to footnoted material on-line, provide for searching back issues for relevant articles as well as allowing capture in reference software such as Zotero for members to easily organize articles that are of interest to them.

Professional Education Committee
Purpose: Annually plan, develop, and coordinate CHIA-sponsored seminars, webinars and education programs.
Deliverables: Schedule and coordinate seminars and webinars through December of
the following year and establish the CHIA educational program calendar (planning for 6 months in advance).
Establish a CHIA education calendar that avoids conflict with CLA dates and topics.
This enables the incoming committee, that begins in July, to have adequate time to plan and market programs that are scheduled for the next six-month period.
Plan for at least five seminars. Plan a minimum of eighteen revenue generating webinars. Offer at least one complimentary webinar with open invitation to all
CHIA and AHIMA members.

1. 3 different workgroups were created to work on the following: Documentation Integrity EMPI Copy and Paste
Board Report phase one: Outlines
The 3 different groups were able to provide the board with a preliminary outline for each: documentation improvement, EMPI and copy and paste.
The group will continue their work on expanding the outlines to an actual tool kit document that can be used for eLearning, articles and other CHIA educational tracks.
Utilize students from different programs to expand the writing for the different tracks as part of their professional practice.

This is accomplished by reviewing, interviewing, and selecting qualified candidates. In odd numbered years, prepare and submit to the CHIA President, CHIA’s nominee for the AHIMA Nominating Committee. Enhance CHIA’s leadership development and member engagement initiatives by improving the process for identifying volunteers to fulfill leadership positions and fostering diversity and inclusion. Suggest improvements for the voter experience and increasing voting rate.

Nominating CommitteeDeliverables: Identify qualified CHIA members who are willing to serve as a CHIA officer or AHIMA delegate and select a final ballot of candidates that contains at least two candidates
for each seat to be filled. Evaluate if California residency is a consideration for ballot
candidacy. Establish objective criteria for each position on the ballot to be utilized in evaluating candidates for ballot selection. Review and update criteria annually. Select reactor questions for each office on the ballot. In odd-numbered years, at least seven months in advance of the following even
year’s AHIMA Convention, the Nominating Committee shall prepare and submit to the
President the name, including qualifications, of CHIA’s nominee for the AHIMA Nominating
Committee. The nomination shall be submitted to the CEO/Executive Director of the AHIMA as
specified in the Bylaws of the AHIMA. Develop criteria for those circumstances where a slate ballot is appropriate.

Nominating Committee2019-20 Strategic Accomplishments Drafted criteria, approved by the CHIA Board of Directors, in the event that
qualified candidates cannot be found to complete a ballot for a CHIA election. Clear processes defined by the Nominating Committee are as follows: Only one qualified CHIA member is submitted as a candidate for a CHIA elective
office. Qualifications are developed by the Nominating Committee and clearly defined in CHIA policy.
Concerted recruitment efforts have not identified additional qualified candidates. A general announcement to the membership seeking additional candidates is
published. If no response is received, a second general announcement will be communicated to
the membership informing them that no further candidates have stepped forward that CHIA will be offering a SLATE ballot.
The CHIA ballot includes every instance a “write in” option for a second candidate.

Purpose: Plan and develop all education programs and selected social events for the annual CHIA Convention & Exhibit while remaining within the confines of the CHIA budget. Select topics and speakers to develop an all-inclusive educational program that includes important national trends and reflects the interests of all HIM professionals across the healthcare continuum working in both traditional and non-traditional roles. Recommend policy and procedure changes for future CHIA conventions.

Convention Committee Deliverables Develop the plan for the State Convention, including educational sessions, and social activities. Utilize
the AHIMA core content areas as reference to ensure all areas are included. Finalize the convention program by December 31 for submission to the CHIA BOD, including two back-up speakers. Develop convention theme ideas for next year’s convention by December 31 for submission to the CHIA BOD.
Include topics related but not limited to CHIA’s Strategic Initiatives: Health Information Integrity, Revenue Integrity, Health Informatics, Technology related topics, Soft Skills, Health Information Exchange, Patient Identity Management, Population Health, Telehealth, and other current topics in health care and Health Information.
Provide a Industry Innovation track. Plan for a “focus group” track with an emphasis on EHR Operational Best Practices.
Work with Academics Committee to plan the agenda and speakers for the CHIA Student Academy.
Host or co-host one event showcasing the role of personal health information management in promoting wellness and community health.
Invite program and speaker suggestions from CHIA Committees. Assign two committee members to serve as the Credentials staff at the House of Delegates.
Write articles promoting the Convention for the CHIA Journal adhering to policy guidelines and journal deadlines. Serve as educational program presiders.
Coordinate Silent Auction Donations (solicit CLAs, Solicit Non-HIM vendors (restaurants, movies, hotels). Coordinate and assist CHIA staff with planning and executing the CHIA Celebration Party.
Evaluate name/branding of the Convention (AHIMA Change to Conference)

Very successful year with great participation from all of the committee members.
Created a great convention with 3 major tracks to match the 3 pillars of the CHIA Strategic Plan, “Catalyze, Connect and Partner”.
Created a great plan for the President’s party with a dance studio giving a demonstration and also dance lessons.
Learned how to move from a face-to-face convention to a virtual convention and helped implement it.
Made recommendations to the CHIA Board of Directors to use the name CHIACONXX, with the last two digits being the year of the convention for all upcoming conventions.

Legislation and Advocacy
Purpose: Monitor proposed legislation and regulations with potential impacts on health information management and/or the HIM profession. Make recommendations to the CHIA Board of Directors to watch, support, support with amendment, or oppose proposed legislation and regulatory changes. Inform CHIA members about relevant legislative and regulatory actions and involve the members in advocating for or against proposals as appropriate. Advocate for health information management issues identified by CHIA and/or the American Health Information Management Association as priorities.
Legislation and Advocacy Deliverables Identify proposed legislation and regulations to be followed by the Legislation Committee. Develop a formalized process to provide a support/oppose response to bills during the legislative
cycle to the CHIA Board of Directors in preparation for the legislative cycle beginning January 1, 2020.
Recommend to the CHIA Board of Directors legislation to watch, support, support with amendments or oppose.
Propose advocacy strategies and draft position statements or testimony for review and approval by the CHIA Board of Directors in support of or in opposition to proposed legislative or regulatory proposals as deemed appropriate.
Monitor Title 22, Division 5 of the California Administrative Code to identify changes that may impact CHIA or HIM professionals.
Inform CHIA members about proposed and approved legislation and regulations that substantively impact health information management and/or the HIM profession including changes that impact coding in all settings of care.
Coordinate CHIA’s state and national health information advocacy initiatives. Lead CHIA’s advocacy efforts for legislation allowing research on a national patient safety identifier. Collaborate with external organizations on issues of mutual interest including but not limited to: 1)
California Health and Human Services Agency 2) California Hospital Association, 3) California Medical Association and 4) California Office of Health Information and Integrity.
Encourage committee members to attend the annual HIMSS California Hill Day in Sacramento.

A list of health information topics and guidelines that are specific to California requirements related to consumer engagement. Example of items: End of Life Option Act (POLST), authorizations, etc.
Identify a list of resources related to consumer engagement that will assist in the development of a consumer health care focused resource page on the CHIA website.
Materials to assist HIM professionals in educating consumers about management of their health information to manage health for best outcomes. For example, PowerPoint slide presentation, brochures, pamphlet, etc.
Review of CHIA’s desired accomplishments provide additional recommendations to the CHIA Board.

Formation of the Health Information Integrity Task Force Work progressing on drafting a toolkit, starting with EMPI
Connect the Health Information Community Formation of Technology Transformation Task Force
Engaged a technology advisor to evaluate and recommend technology upgrades to enhance communication with membership and learning opportunities including a searchable CHIA Journal/Body of Knowledge and a Learning Management System.
Bylaws Committee recommendation to transition to a year-round House of Delegates. Formation of a Governance Committee as a committee of the Board to evaluate governance
effectiveness that includes development of volunteer engagement activities, leadership development, and development of a succession plan.
HIM Community Chats related to COVID-19 Pandemic have been hugely successful. Plan to continue on a monthly basis with rotating topics, free to membership.
Partner to Accelerate Innovation Convened a task force of the Legislation and Advocacy Committee to review regulations for CA
Consumer Privacy Act when released for public comment. Formed a new committee, Health Information Access, to replace the Consumer Engagement Task Force
to develop resources for HIPAA and Release of Information leading practices in line with OCR guidelines, State and Federal regulations .
