NOTICE INVITING TENDER

Chhattisgarh Swami Vivekanand Technical University, Bhilai (here in after referred to as THE UNIVERSITY)

conducts examinations in the Chhattisgarh State in the affiliated institutions.

Sealed Tenders are invited from reputed system integrators fulfilling the eligibility criteria of the University

given in this tender notification for supply Supply of “Integrated Video Enablement, Model E-Classroom, LMS &

Video streaming Solution”at newly constructed University Administrative Building at Newai as detailed in the

enclosed schedule. The requirement given is only tentative and may increase or decrease.

Eligibility Criteria:

1. A. Bidder should be reputed manufacturer or system integrator of Video Conferencing/AV

Integration products and should be a manufacturer /system integrator of Video Conferencing/AV

Integration products for more than 5 years with an annual turnover in India of more than 03.00

crores.

B. Total turnover shall be more than 10.00 crore during the last three financial years (2013-14, 2014-15,

2015-16).

Document regarding this should be submitted duly attested by CA.

2. The bidder must have valid PAN/TIN No. and VAT No. and must submit self-attested copies of these

documents with bid.

3. The Bidder to enclose documents pertaining to income tax, VAT/ CST.

4. The OEM must give a warranty for at least 12 months from the date of supply and should be able to rectify /

attend the complaints within two days of receipt of complaint excluding holidays during warranty period.

5. VC OEM should have established office in India for more than 5 Years. - Valid Certificate of incorporation

required to be given along with the tender.

6. VC OEM or Bidder should have deployed at least one State/National Govt - Video Conferencing Network

covering all major districts in the states. PO Copy with Project Completion & Appreciation letter required

from State Govt. (Doc. Either in the name of OEM Or in the name of OEM authorized bidder or in the name

of Employee of VC OEM Or Bidder)

7. VC OEM/Bidder should be valid ISO Certification. Copy to be enclosed

8. VC OEM should have minimum 20 direct Technical support staff in India. - HR Document with Service staff

details required

9. VC OEM Should have Product & software development center in India - (Valid HR Document Required)

10. VC OEM Needs to have employee presence in Raipur Chhattisgarh - (Valid HR Doc. Required)

11. Bidder should have profitable balance sheet in last 3 year.

12. Bidder should not be blacklisted in any state/national govt. body.

13. VC OEM Or Bidder should have executed at-least 1 VC integration project/E Learning Project value of Min

1.5 Cr – PO Copy required.

General Terms and Conditions:

1. Bid should be submitted in two parts in separate sealed covers indicating:

Part I: EMD, Technical bid, Un-Priced BOM (Mention Tender Name& No. on the cover)

Part II: Commercial bid. (Mention Tender Name & No. on the cover)

Part I and Part II to be placed in a main sealed cover.(Mention Tender Name & No. on the cover)

2. Refundable EMD Amount – Rs.2,50,000.00 Demand Draft drawn in favour of “Registrar, CSVTU, Bhilai”

3. Main sealed cover should be superscribed with the Tender document No and Supply of “Integrated Video

Enablement, Model E-Classroom, LMS & Video streaming Solution” and should be submitted to Registrar Chhattisgarh Swami Vivekanand Technical University, Bhilai through Registered post or by hand. Tender must

reach on or before the last date. Each page of the tender document must be signed by the bidder.

4. The University will not be responsible for any postal delay, non-receipt of tender in due date and time for

whatsoever reason.

5. The tender should be submitted with the details of PAN/ TIN No.

6. The successful bidder will execute an agreement within 7 days after acceptance of the offer.

7. No advance payment will be made. (a) 80% after installation (b) 10% after complete integration and training of

staffs (c) 10% will be after 1 year successfully operation. The bills are to be submitted in triplicate.

8. Successful bidder shall carry out the instructions given from time to time by the University and shall adhere to

the time schedule.

9. If any dispute arises between the bidder& the University on any matter concerning, the tender the Vice-Chancellor of University will be the sole Arbitrator & his decision shall be final & binding on both the parties. For any dispute in the matter of execution of the contract it will fall under the jurisdiction of the judicial courts of Durg, District of Chhattisgarh.

10. Tenders would be opened in the University office and the bidders or their authorized representatives may be

present at the time of opening of the tenders. The number of authorized representatives that may be present

for any bidder is limited to maximum of two.

11. Terms and conditions not defined herein would have the same meaning as are assigned to them in the Indian

Contract Act or in the Indian General Clauses Act or in the Chhattisgarh General Clauses Act and would,

otherwise, have the meaning the word or expression ordinarily has with due regard to the subject and the

context.

12. University reserves the rights to reject any or all tender without assigning any reason. University has the right to

select any tender as per the recommendation of Purchase Committee.

13. Copies of document defining the constitutional or legal status, place of registration, and principle place of

business, written power of attorney of the signatory of the bidder must be enclosed along with tender.

14. The first cover should include Earnest Money Deposit. The Earnest Money Deposit should be offered in the form

of DD or Bank Guarantee valid for 90 days drawn in favour of Registrar, Chhattisgarh Swami Vivekanand

Technical University, Bhilai. The Earnest money deposit would be forfeited if the documents submitted by the

bidder are forged or incorrect. The Earnest Money Deposit would also be forfeited in the event of the bidder

being awarded the work and failing to execute the agreement for the work awarded. No interest shall be

payable on the Earnest Money Deposit. Tenders without Earnest Money Deposit would be ineligible to compete

for award of the tendered work.

15. The EMD submitted along with the tender shall be treated as the security deposit of the successful bidder and

the same would be returned to the unsuccessful bidders on award of tender to the successful bidder.

16. No representation of change of rate once accepted will be considered during the contract.

17. The above tender shall be valid for Twelve months from the date of opening of the bid & the university may buy additional items if required on the same rate for next 1 year from the date of price acceptance to bidder.

18. Rates should include all transportation, handling, management, testing and commissioning etc.

19. Rates should include all Taxes, Duties, Octroi, Levies, and Wages as per the prevailing Government norms. No

escalation of rates will be allowed on any account.

20. TDS as applicable will be deducted from total payment due to the bidder.

21. Maximum Three months will be allowed for the delivery and fixing of items.

22. The bidder shall be liable to supply the quantity of items shown in the “BOM”

23. L1 bidder will be decided based on Total Basic value without tax.

24. Overwriting should be avoided. Overwriting, erasures and other changes should bear the dated initials of the

person signing the tender.

25. No bidder will be allowed to withdraw his Tender during the validity period.

26. This tender form is non-transferable and must be submitted by the purchaser on the prescribed form sold as a

part of the Tender Document.

27. The Supplier shall not directly or indirectly transfer, assign or sublet the order or any part of it. Consortium bids

will not be accepted.

28. The quantity required may vary i.e. it may be increased or reduced.

29. From the time the bids are opened to the time the contract is awarded, if any firm wishes to contact the

University on any matter related to the tender, they shall do so in writing at the address indicated in the Tender

document. Any effort by the firm to influence the University personnel in the process of evaluation or

comparison may result in the rejection of the firm's proposal.

30. Quantity and make will be finalized as per advice of expert committee.

Evaluation Methodology

Envelope 'I' (Technical Bid) shall be opened first and each tender shall be scrutinized on the pre-defined eligibility

conditions and technical parameters of the items. Bidders may also disclose the benefits of their design. This will be

an important factor to judge Technical capability of the bidder.

Envelope 'II' that contains the commercial bid shall be opened only if the bidder is qualified on the basis of the

technical parameters.

1. The commercial bids of Vendors who do not qualify on the basis of eligibility conditions and technical

parameters will not be opened and would summarily be rejected.

2. The University reserves the right to reject in full or part thereof.

The University reserves the right to select any bidder for this project irrespective of the cost and is not liable to

choose the lowest bidder. The final selection will be made on the acceptance of the technically qualified bidder and

not on the basis of L1-criteria. Quality and suitability of the product/item will be judged by the authorized

committee according to specifications provided.

Project Introduction & Scope

The tender is having following main scope

A) Video Enablement of CSVTU & the colleges at low bandwidth

100 port 1080p30 True Video MCU is required which is scalable upto 500 user without

changing the MCU Hardware

MCU scalability in Multiple of 1

MCU to be supplied along with Firewall Traversal, Mobile gateway for iPhone/iPad/Android

Recording facility required along with MCU

Video conferencing between University and colleges should take place even at 80-100 kbps

bandwidth.

B) Establishment of A model Virtual and e-classroom at CSVTU as per advice of expert committee.

C) Streaming Solution -

D) Learning Management Suite

A Complete Web RTC based portal for Learning management suite for teacher, student &

admin interaction

E) Video Endpoint for 100 Colleges affiliated under CSVTU.

Scope for CSVTU

To provide complete bandwidth at Central Server for VC, LMS & Streaming min of 200 mbps Uplink &

Downlink along with Public IP (Min 10) will be provided by CSVTU at no extra cost to bidder.

Bandwidth at all CSVTU affiliated colleges will be in the scope of CSVTU at no extra cost to bidder.

Provide all IT, electrical, Civil & furniture support to deploy the solution with no extra cost to bidder.

Rack Space on CSVTU premises for installation of the central server hardware.

For model classroom CSVTU will provide bidder a max 40ftLx25ftWx12ftH classroom with all electrical, IT,

Furniture & Civil work as per Bidder input with no extra cost to Bidder.

At all 100 colleges LED Display or Projector will be provided by respective colleges along with Power Point &

Bandwidth.

Scope for Bidder

Supply and installation of items as per technical specification given in Annexure 1.

Provide warranty & support to all supplied items.

OEM/Bidder Manpower support for one year at CSVTU Main location.
