registered with CREDA as System Integrator in SPV Project for Standardization of Rates for Design,

Supply, Installation and Commissioning of Solar Photovoltaic Street Lights and SPV Home lighting

system with five years comprehensive on site warrantee FOR anywhere in the State of Chhattisgarh,

UNDERTAKING OF THE TENDERER

I/We have read carefully and examined the notice inviting tender, schedule, General Rules and terms and conditions of the contract, special conditions, Schedule of Rates and other documents and Rules referred to in the tender document for the supply. I/We hereby tender my rates for the execution of the work for CREDA as specified within the time stipulated in the schedule in accordance with all aspects with the specifications, designs, drawings and instructions with such conditions so far as applicable. I/We agree to keep the tender open for Ninety (90) days from the due date of submission thereof and not to make any modifications in its terms and conditions. A sum of Rs……… Lacs is hereby forwarded as earnest money in the form of crossed demand draft payable to CREDA at Raipur (C.G.). If I/We, fail to commence or complete the work ordered in specified time I/We agree that the CREDA shall, without prejudice to any other right or remedy, be at liberty to forfeit the said Earnest Money absolutely. INSTRUCTIONS FOR TENDERERS 1. Eligibility Criteria:-

A. Tenderer must have experience of successful installation of SPV Street Lights and HLS under Govt. Scheme in their names. They will have to provide copy of such documents as a proof.

B. Tenderer should be registered in CREDA as a System Integrator or Empanelled manufactures of MNRE in SPV Programme for the financial year 2016-17. Application forms are available on official website of CREDA that is www.creda.in. Registration or it's renewal shall be done after the due inspection of such applications forms and their establishments in Chhattisgarh and decisions shall be taken accordingly.

C. Tenderer who meet the following minimum qualification criteria would eligible for the

following category:

* System Integrator who fails to accomplish their assigned projects timely or to provide service

/on site warrantee timely for their non functional systems and who are subsequently warned by

CREDA for the same may be treated as defaulters and they may not be allowed to participate in

this tender.

2. Sealed Tender must reach the office of the Director (CREDA), latest by 1.00 PM on

28/04/16. Tenders submitted after the time and date shall not be considered. The tenders

should be submitted using three Envelopes. (I) Envelope No.- I : This envelope should contain following three documents (i) EMD in the

form of Demand Draft or valid competency certificate (ii) Tender Fees, in the form of

Demand Draft payable to CREDA, Raipur (iii) Technical bid which includes complete

documents as per the requirement, as stated in the tender document, along with the list of

SPV Street Lights / HLS successfully installed & commissioned as pre bid qualifications.

The list enclosed should be supported with copies of documents duly certified by

concerned authorities. This envelope should also contain the complete tender document in

original duly signed by authorized signatory on each & every page of the tender document

and other documents submitted. (iv) Copy of valid registration certificate registered with

CREDA as System Integrators in SPV Programme for the current year. (V) The original

tender document, duly signed & seal on each page of the document should also be enclosed

in his envelope. All these documents should be kept in one envelope which should be

super-scribed as 'Eligibility Documents'. It may please be noted that Price bids should

not be placed in this envelope. ( Note- Submission of Documents such as Previous Work

Orders , List of System Installed with Proof of Installation etc are not required from Eligible

System Integrators already registered and working successfully with CREDA) (II) Envelope No.- II : All Price bids should be placed in this envelope. “PRICE BIDS” should be

clearly marked on the envelope. (III) Envelope No. – III (Bigger): Both the above envelopes be placed in this envelope.

(IV) All these three envelopes (Envelope-I, Envelope-II & Envelope-III) should be invariably

super-scribed 'Tender No. ....../CREDA/SPV- SLS & HLS/2016-17 Date: 12/04/16 due

on 20/04/16 from ………. (Name & address of the tenderer)’, properly sealed and put

in the tender box kept in the office of the Director, CREDA, during prescribed time. 3. The technical bid of the tender will be opened at 2.30 P.M. on 28/04/2016. Tenders not

submitted in the above manner shall be subject to rejection. The financial bid of the

tenderers, who had qualified the technical bid, shall be opened on same day or on next day

as per the decision of Tender Committee. 4. If any amendments are issued by MNRE / CREDA in due course of time, in this context, then

those shall be applicable under this tender, provided it does not affect the financial implication. Test report for SPV Modules, LED Luminaries etc from laboratory authorized by

MNRE shall only be considered.

5. Bidder shall have to submit copies of Sales Tax / VAT registration number, TIN, PAN and

Service Tax registration numbers issued by the appropriate authority. 6. The bidder shall submit along with bid document copy Certificate of Net Worth of Rs Fifty

Lacs.

Note- Submission of Documents mentioned at point no 6 is not required from Eligible System

Integrators already registered and working successfully with CREDA if they have submitted

these documents with Application Document for Registration as SI in CREDA) 7. The documentary evidence for meeting the eligibility criteria must mandatorily be

submitted along with tender in Envelope No.(2). 8. Each offered solar module should have RFID & I-V curve measured with a reputed sun

simulator with record of suitable calibration reference, as per guidelines of MNRE. 9. When tenders are delivered through messenger, it should be submitted in the tender box

kept in the office of the Director, CREDA, H.O., Raipur on or before 1.00 PM dated 28/04/2016 Nobody is authorized to receive or grant receipt for tender delivered on behalf of CREDA.

10. Tenderer should quote their rates considering wide variation of site conditions, variation

in price of different components during the year 2016-17 and keeping the quantum and quality of work in mind. If CREDA anticipates that rate is abnormally low or high, tender may be rejected.

11. VALIDITY: Full descriptive particulars and complete specifications should accompany the

offer. Offers should be kept open for acceptance for at least three months from the date of opening. After finalization of this tender the approved rates shall be valid till 31/03/2017, however CREDA shall have liberty to increase or decrease this validity if needed.

12. The terms, conditions and specifications mentioned in tender document shall be binding

on the tenderers and no condition or stipulation contrary to the conditions shall be acceptable. It may please be noted that the tenderers who do not accept terms and conditions stipulated in this tender documents, their offers shall be liable to be rejected out-rightly without assigning any reason whatsoever.

13. Each page of tender document & enclosures shall be signed by the tenderer and seal

affixed. All the pages of the documents issued must be submitted along with the offer. In case of any corrections / alterations in the tender, the tenderer should attest the same; otherwise tenders may not be considered.

14. Tenderers are also instructed to submit their tenders in properly arranged manner (with index , proper paging and with flags on important documents). Incomplete, conditional or improper arranged tenders will not be accepted.

15. CREDA reserves the right (i) to reject or accept any or all tenders wholly or partly without

assigning any reason on the grounds considered advantageous to CREDA, whether it is the lowest tender or not and (ii) to split the quantities against the tender on more than one firm for the same items/ work. No reason will be assigned by CREDA for this and will be binding on the tenderers. Due to large quantum of work & limitation of the time period for completion of the work CREDA may take consent from more than one tenderer if they agree to work on rates standardized by CREDA. CREDA may undergo agreement with those eligible tenderers who give consent to work on rates standardized by CREDA and may place work orders to them. Rates approved through this tender may be standardized for all eligible tenders to work in year 2016-17 And shall be valid till 31-03-2017. However CREDA reserves right to curtail or extend this period.

16. Offers through Telegraph/ Fax/Emails or open offers etc. received shall be summarily

rejected. 17. All the tenderers shall essentially indicate the break-up of prices as shown in Rate List. In

case any of the charges are not included in the quoted prices, the same shall be clearly shown as extra, indicating specifically the rate/scale of such charges. The lowest prices quoted shall be considered. The tenderer who had quoted the lowest price shall be preferred for placing order. CREDA can place order for part of tender items.

18. TENDER DOCUMENT FEE AND EARNEST MONEY:

Each tenderer should submit Tender Document Fee and earnest money in the form of Demand Draft / Pay Order as mentioned in the NIT vide no ........./CREDA/SPV- SLS & HLS/2016-17 Date: 12/04/2016, in a separate envelope along with the tender as specified in point no 1(I). The tenders not accompanied with earnest money or accompanied with inadequate earnest money will summarily be rejected and returned unopened.

19. FORM OF EARNEST MONEY DEPOSIT:

The earnest money deposit can be furnished in the form of Bank Draft/ Pay order on any Scheduled Bank made payable to “CREDA” at Raipur. EMD submitted in any other form e.g. Cash / Bank Guarantee/ FDR/TDR etc shall not be accepted. [Exemption from EMD shall be given only to those companies who submit the competency certificate on which it should be clearly mentioned that, “the company registered in Chhattisgarh for manufacturing of that particular product”]

20. PRE-BID MEET: A Pre Bid Meeting will be organized at 11 AM on 20/04/2016 at Bio-

Diesel Plant Premises , near Energy Education Park VIP Road Raipur. It is mandatory for the tenderers to attend this Pre Bid Meeting. This Pre-bid meeting is being organised to explain the terms & conditions of the tender and to clarify various topics of the tender so that all doubts and confusions are resolved before the tender is submitted. Only one authorized representative of the parties who have purchased/downloaded or desire to purchase/download the tender document shall be allowed to participate in the said meeting. Amendments/clarifications, if any arising during pre-bid meet, shall be uploaded on www.credacg.in. It is mandatory for all tenderers to attend this Pre Bid Meeting else they may not be treated eligible for this tender.

21. FORFEITURE OF EARNEST MONEY DEPOSIT: It should be clearly understood that in the event of tenderer failing to enter into the agreement in the prescribed format on their quoted rates and also fails to execute work ordered, within stipulations, if he is so communicated within the validity period of the

offer, the full amount of earnest money will be forfeited and CREDA's decision in this respect will be final and binding on the tenderer. However the EMD shall be retained as security deposit after placement of orders.

22. PRICE:

The prices quoted should be firm and F.O.R. destination including all taxes including VAT & CST and all duties, packing, forwarding freight, insurance and any other incidental charges. (VAT is exempted for solar items in the sate of Chhattisgarh)Eligible tenderer will have to submit break up of costs and taxes before execution of agreement with CREDA so as to ensure tax deposition as per Govt Rules accordingly. (Rates shall be compared inclusive of VAT/CST & Other Taxes )

23. ENGINEERING DOCUMENT :

Tenderers will have to submit Engineering Documents with technical details , drawings, Specifications of components and make etc to CREDA for approval ,as and when asked by CREDA. Works may only be started out only after approval of the Engineering Document and their samples.

24. SAMPLES:

Samples of the components shall be submitted if desired for CREDA approval and the consignment shall be delivered/ accepted as per the approved samples only.

25. TAX OBLIGATIONS:

TDS for Income Tax, Service Tax, Commercial Tax ( CST/VAT) , Civil Work etc shall be recovered under various acts and deposited with the appropriate authority. Eligible tenderer will have to submit break up of costs and taxes before execution of agreement with CREDA so as to ensure tax deposition as per Govt Rules accordingly.

26. JURISDICTION OF THE COURT: Any dispute arising out of the contract shall be subject to

the jurisdiction of court at Raipur.

GENERAL CONDITIONS OF CONTRACT

1. DEFINITIONS: In writing General Conditions of Contract, the specifications and bill of

quantity, the following words shall have the meanings hereby indicated, unless there is something in the subject matter or content inconsistent with the subject.

CREDA shall mean the Chhattisgarh State Renewable Energy Development Agency

represented through the C.E.O..

Work shall mean any work entrusted to the tenderer as mentioned in the scope of work and work order.

The "Engineer in charge" shall mean the Engineer or Engineers authorized by Director, CREDA for the purpose of this contract. Inspecting Authority shall mean any Engineering person or personnel authorized by CREDA to supervise and inspect the erection of the SPV Systems.

"The Contractor/Tenderer" shall mean the tenderer awarded with the contract or their successors and permitted assigns. Contract Price shall mean the sum named in or calculated in accordance with the provisions of the contract as the contract price. General Conditions shall mean the General conditions of Contract.

"Specifications" shall mean the specifications annexed to these General Conditions of contract and shall include the schedules and drawings attached thereto or issued to the contractor from time to time, as well as all samples and pattern, if any,

"Month" shall mean calendar month. "Writing" shall include any manuscript, typewritten, printed or other statement reproduced in any visible form whether under seal or written by hand.

2. CONTRACT DOCUMENT:

The term "Contract" shall mean and include the General conditions, specifications, schedules, drawings, work orders etc., issued against the contract schedule of price or their final general conditions, any special conditions applying to the particular contract specification and drawings and agreement to be entered into. Terms and conditions not herein defined shall have the same meaning as are assigned to them in the Indian contract Act or any other Act in vogue or by any person of common knowledge and prudence.

3. MANNER OF EXECUTION:

Execution of work shall be carried out in an approved manner as outlined in the technical specifications or where not outlined, in accordance with desired Specifications laid down by CREDA, to the reasonable satisfaction of the Engineer.

i) The contractor shall start work within 15 days after the date of handing over of the

site.

ii) If at any time it should appear to the Engineer that the actual progress of works does not confirm to the programme to which consent has been given under sub-clause 3(i), the contractor shall produce at the advice of the Engineer a revised programme showing the modification to such programme necessary to ensure completion of the works within the time of completion.

iii) All the materials required for the installation of SPV Street Lights / HLS as per Work

Order issued shall be kept at site in the custody of the contractor. CREDA shall not be responsible for any loss or damage of any material during the installation.

iv) All the electrical works should be done as per Indian electricity Act. The persons engaged for carrying out electrical works should have a valid license of required category accordingly.

4. VARIATIONS, ADDITIONS & OMMISSIONS:

CREDA shall have the right to alter, amend, omit, split or otherwise vary the quantum of work, by notice in writing to the contractor. The contractor shall carry out such variation in accordance with the rates specified in the contract so far as they may apply and where such rates are not available; those will be mutually agreed between CREDA and the contractor.

5. INSPECTION DURING ERECTION:

The Engineer in Charge or his authorized representative (s) shall be entitled at all reasonable times to inspect and supervise and test during installation and commissioning. Such inspection will not relieve the contractor from their obligations under this contract. Material can be inspected before dispatch by the authorized representatives of CREDA / beneficiary at the factory at the cost of the contractor, if desired by CREDA/beneficiary.

6. COMPLETION OF WORK:

Time being the essence of contract, the installation of the SPV Street Lights / HLS must be completed within the time schedule prescribed in the Work Order.

7. CONTRACTORs DEFAULT LIABILITY:

CREDA may by written notice of default to the contractor, terminate the contract in circumstances detailed hereunder:

(a) If in the opinion of the CREDA, the contractor fails to complete the work within the time specified in the work order or within the period for which extension has been granted by CREDA to the contractor.

(b) If in the opinion of CREDA, the contractor fails to comply with any of the

provisions of this contract.

(c) In the event of CREDA terminating the contract in whole or in part as provided in paragraph (a) above, CREDA reserves the right to engage another contractor or agency upon such terms and in such a manner as it may deem appropriate and the contractor shall be liable to CREDA for any additional costs or any losses caused to CREDA as may be required for the completion of erection of the SPV SLS/HLS and or for penalty as defined under this tender document until such reasonable time as may be required for the final completion of the work.

(d) In the event CREDA does not terminate the contract as provided in paragraph

(a) the contractor shall continue performance of the contract, in which case he shall be liable to CREDA for penalty for delay as set out in this tender document until the work is completed.

8. FORCE MAJEURE:

The contractor shall not be liable for any penalty for delay or for failure to perform the contract for reasons of FORCE MAJEURE such as of God, acts of public, enemy, acts of government, cyclone, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes provided that the contract, shall within 10 (ten) days from the beginning of such

delay notice the CREDA in writing of the cause of delay. CREDA shall verify the facts and grant such extension as facts justify. Delay in supply of any accessories of Solar System like PCU, battery bank etc by the related vendors, to whom the tenderer has placed order, shall also not be treated as force majeure.

9. REJECTION OF WORKS:

In the event of any of the material supplied/ work done by the contractor is found defective in material or workman ship or otherwise not in conformity with the requirements of this contract specifications, CREDA shall either reject the material and/ or work and advise the contractor to rectify the same. The contractor on receipt of such notices shall rectify or replace the defective material and rectify the work, free of cost. If the contractor fails to do so, CREDA may,

a) At its option replace or rectify such defective materials and/ or work and recover the

extra cost so involved from the contractor plus fifteen percent service charges of the cost of such rectification, from the contractor and/ or terminate the contract for balance work/ supplies with enforcement of penalty as per contract

b) Defective materials/ workmanship will not be accepted under any conditions and

shall be rejected outright without compensation. The contractor shall be liable for any loss/ damage sustained by CREDA due to defective work.

10. EXTENSION OF THE TIME:

If the completion of installation is delayed due to any reason beyond the control of the contractor, the contractor shall without delay give notice to the CREDA in writing of his claim for an extension of time. CREDA on receipt of such notice may agree to extend the contract/delivery date of the Solar System as may be reasonable but without prejudice to other terms and conditions of the contract.

11. MAKES OF EQUIPMENTS TO BE USED IN THE WORK:

The contractor has to ensure that equipments as per Technical Requirements of guidelines of CREDA as complied with. The contractor has also to ensure that he will use only components of approved vendors of CREDA. The material/works for which CREDA/MNRE or BSI or ISI specification is not available, engineer-in-charge of the works will examine and approve the material/works, preferably of all makes on which CREDA has report of satisfactory performance. Test certificates for all major equipments should be submitted to the engineer-in-charge of the works before installation of the same.

12. WARRANTEE PERIOD:

The work done/ material supplied by the contractor should be warranted for satisfactory operation and against any defect in material and workmanship including LED Luminaries, Batteries, Charge Controller, Instrumentation and other balance of equipments, at least for a period of 5(five) years, from the date of commissioning of the systems including other works as per scope of work. Warrantee on SPV Modules shall be for 10 (ten) years from the date of commissioning of the systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and not less than 80% at the end of 25 years. The above warrantee certificates shall be furnished to the CREDA for approval. Any defect noticed during this period should be rectified by the supplier free of cost upon written notice from CREDA provided such defects may be due to bad workmanship or bad materials used. The warrantee period shall be extended by the period during which the plant remains non-operative due to reasons within control of the contractors. This warrantee must be an unconditional on site warrantee and the contractor will have to replace the defective material within 15 days positively from the date of information given to him. Care should necessarily be taken to make the SPV SLS/HLS operational, once the reporting of the fault/non operational status is done, within a week. If the SPV SLS/HLS is not made

operational within fifteen days CREDA may rectify the same at the cost of tenderer, and the warrantee period shall be extended for a month for the same. This warrantee must be an unconditional on site warrantee and the contractor will have to replace the defective material within 15 days positively from the date of information given to him.

13. TERMS OF PAYMENT:

The following terms of payment shall apply for the tender: -

a) 90% of the cost of system as per the work order after satisfactory supply, installation, commissioning & performance test of the SPV SLS/HLS at site with proper handing over.

b) 10% of the cost of system as per the work order after one year from the date of

satisfactory commissioning of the SPV SLS/HLS after ensuring satisfactory performance of the system, or on submission of bank guarantee of equivalent amount in prescribed format valid for a period of one year, issued by any scheduled bank.

c) The amount held under clause b) above shall be treated as Security Deposit

required under para 15 below.

Work order will be given to the chosen System Integrator only who signs the agreement on the above condition.

14. PENALTY FOR DELAY IN COMPLETION OF CONTRACT:

If the contractor fails to complete the erection, testing and commissioning etc, within the phased time schedule specified in the work order or any extension granted there to, CREDA will recover from the contractor as penalty a sum of one percent (1.0%) of the system price of the uncompleted portion of the work for each calendar month of delay or part thereof. For this purpose, the date of taking over shall be reckoned as the date of completion. The total penalty shall not exceed 5% (five percent) of the contract price.

15. SECURITY DEPOSIT (SD):

10% of the cost shall be retained as SD during the warrantee period. In case the Security Deposit is in form of a bank guarantee and in the event of extension of completion date, the validity of the bank guarantee shall also be suitably extended. The bank guarantee shall be executed in stamp paper worth Rs.250/- or as per the prevailing. No interest shall be payable on the Security Deposit. The amount deposited as EMD shall also be converted into SD after agreement is done with CREDA.

16. INSURANCE:

The contractor shall arrange insurance coverage for the materials at his custody for the work under execution as per the conditions laid down in the relevant clause of the technical specification, at least till the SPV SLS/HLS is commissioned & handed over to CREDA. The contractor shall take up insurance or such other measures for the manpower so as to cover the claim for damage arising under workmen's compensation Act and other applicable State/ Central laws. CREDA shall not bear any responsibility on this account.

17. PENALTY DUE FROM THE CONTRACTOR:

All costs of damages for which the contractor is liable to the CREDA will be deducted from any money due to the contractor including the security deposit.

18. CONTRACTOR'S RESPONSIBILITY:

Not with standing anything mentioned in the specifications of subsequent approval or acceptance of the systems by CREDA, if any, the ultimate responsibility for satisfactory performance of the entrusted work shall rest with the contractor. If in any case the contractor does not complete the work as per the orders issued to them then CREDA may take over the task & complete the project at the cost of contractor.

19. RESPONSIBILITY TO RECTIFY THE LOSS AND DAMAGE:

If any loss or damage occurs to the work or any part thereof or materials/ plant/ equipments for incorporation therein the period for which the contractor is responsible for the cause thereof or from any cause whatsoever, the contractor shall at his own cost rectify/ replace such loss or damage, so that the permanent work confirms in every respect with the provision of the contract to the satisfaction of the Engineer. The contractor shall also be liable for any loss or damage to the work/ equipments occasioned by him in course of any operation carried out to him during performing the contract.

20. RESPONSIBILITY TOWARDS THE WORKMAN OR OUT SIDERS:

The contractor shall have to ensure to get the works done by only competent and trained manpower as per Govt norms. Contractors shall also have totake insurance coverage from any authorized Insurance Company against Workmen compensation due under Workmen Compensation Act and submit copy of the insurance document before issuance of Work Order. The contractor shall ensure all safety measures during execution and repairs of the work. CREDA, will, in no case be responsible for any accident fatal or non-fatal, caused to any workman or outsider in course of transport or execution or repairs of work. All the expenditure including treatment or compensation will be entirely borne by the contractors. The contractor shall also be responsible for any claims of the workers including PF, Gratuity, ESI & other legal obligations.

21. NON-ASSIGNMENTS:

The contractor shall not assign or transfer the work orders issued as per this contract or any part thereof without the prior approval of CREDA.

22. CERTIFICATES NOT TO AFFECT RIGHTS OF CREDA:

The issuance of any certificate by CREDA or any extension of time granted by CREDA shall not prejudice the rights of CREDA in terms of the contract nor shall they relieve the contractor of his obligations for due performance of the contract.

23. SETTLEMENT OF DISPUTES THROUGH ARBITRATION:

i. Except as otherwise specifically provided in the contract, all disputes concerning questions of fact arising under the contract shall be decided by the Chief Executive Officer (CEO), CREDA provided a written appeal by the contractor is made to CREDA. The decision of the CEO, CREDA shall be final and binding to the all concerns.

ii. Any dispute or difference including those considered as such by only of the parties arising out of or in connection with the contract shall be to the extent possible be settled amicably between the parties. If amicable settlement cannot be reached then all disputed issues shall be settled by arbitration.

24. LAWS GOVERNING CONTRACT:

The contract shall be constituted according to and subject to the Laws of India and jurisdiction of the High Court of Bilaspur, Chhattisgarh.

25. LANGUAGE AND MEASURES:

All documents pertaining to the Contract including specifications, schedules, notice correspondences, operating and maintenance instructions, drawings or any other writings shall be written in English / Hindi language. The metric system of measurement shall be used in this contract.

26. CORRESPONDENCE:

i. Any notice to the contractor under the terms of the contract shall be served by registered mail to the registered office of the contractor or by hand to the authorized local representative of the contractor and copy by post to the contractor's principal place of business.

ii. Any notice to CREDA shall be served to the Director, CREDA, Raipur in the same

manner. 27. SECRECY:

The contractor shall treat the details of the specifications and other documents as private and confidential and they shall not be reproduced without written authorization from CREDA.

28 . AGREEMENT:

The successful contractor shall have to enter into an agreement with the Director, CREDA in the approved contract agreement form within 07 days of the receipt of call from CREDA.

29. TENDER EVALUATION CRITERIA

Offer of only those parties who are found qualifying based on Technical Evaluation Criteria will be taken into further consideration and prices of only those parties qualifying based of these criterion will be opened. Other things being equal, the lowest rates shall normally be preferred. Initially only those eligible parties who have quoted lowest rates shall be called for agreement for works at rates approved by CREDA in the tender. However CREDA may call other parties to work on approved rates as and when requires in accordance with quantum of work and scheduled time limits for completion of targets.

30. COMMERCIAL Earnest Money Deposit and Tender Document Fee (in case the tender document is downloaded from website) in the prescribed form should be submitted along with the tender.

31. TECHNICAL

1) Only those parties which has valid registration certificates of CREDA as System Integrators in 2016-17 or empanelled manufactures of MNRE shall be eligible to participate in the tender.

2) The contractor should have their own service unit cum office at Raipur or any part of

the Chhattisgarh

3) Tenderer must have sufficient experience of supply and installation of desired nos of SPV Street Lights / HLS as mentioned in NIT in their name under a Govt Scheme. Experience in the form of any sub contract shall not be considered. Documentary evidence (copies of the work orders and satisfactory completion &

performance certificates from the user agencies / competent authority) should be submitted along with the “Primary Eligibility Document” as a proof of experience by new system integrators. 4) System Integrators/ Manufactures who are failed to accomplish their assigned

project or failed to provide service or failed to comply warrantee conditions in last

financial year timely and are subsequently informed that they would not be

considered for further works shall not be entertained in this tender. 5) The party should have sufficient technically qualified and well-experienced

manpower for execution of the project and after sales service of the systems. Brief bio-data of their Site Engineer shall also be enclosed with the offers.

SCOPE OF WORK 1. Designing, supply, installation & commissioning of SPV Street Lights / HLS of various

capacities as per design and specifications approved by CREDA/MNRE, on turnkey basis. Tenderer shall have to take approval of the engineering documents, Bill of Materials and samples from CREDA prior to commencement of the work. Five years unconditional on site warrantee for manufacturing defects shall be required for each of the system after successful commissioning and proper handing over.

2. The scope of work shall also includes the followings :-

Survey of Sites, Submission of site clearance certificate where the SPV SLS/HLS are to be installed. A layout plan of the site should also be submitted clearly indicating the identified location for installation of SPV Modules, Structures and other components shall be installed. Work order shall be issued only after receipt of satisfactory reports suitable for system installation.

Detailed planning of time bound smooth execution of project.

Unconditional on site warrantee for manufacturing defects for Five years faultless operation, assure inventory for maintenance.

After sales service directly or through local contractual arrangement.

Risk liability of all personnel associated with implementation and realization of the project.

Training of at least two persons each to be nominated by user at every location and CREDA, on the various aspects of design and maintenance of the offered system after commissioning of the system and shall also submit the drawings and designs of the cabling and other components.

The contractor shall maintain sufficient inventory of the spares to ensure that the system can be made functional within forty eight hours from the communication of breakdown of the system during currency of the warrantee period.

The contractor shall run the system on trial basis and shall closely monitor the performance of the system before handing over the system, so that the assured annual power generation can be estimated for monitoring of the performance of the system. CREDA shall examine the data of generation and ascertain if the generation is adequate with reference to the capacity of the power plant.

Performance Guarantee Test: Successful performance guarantee test to demonstrate the rated capacity of SPV Systems as per CREDA’s norms shall have to be conducted by tenderer in presence of representatives of CREDA, if required.

WHITE-LED (W-LED) BASED SOLAR STREET LIGHTING SYSTEM

A stand alone solar photovoltaic street lighting system (SLS) is an outdoor lighting unit used for illuminating a street or an open area. The Solar Street Lighting System consists of solar photovoltaic (SPV) module, a luminary, storage battery, control electronics, inter-connecting wires/cables, module mounting pole including hardware and battery box. The luminary is based on White Light Emitting Diode (W-LED), a solid state device which emits light when electric current passes through it. The luminary is mounted on the pole at a suitable angle to maximize illumination on the ground. The PV module is placed at the top of the pole at an angle facing south so that it receives solar radiation throughout the day, without any shadow falling on it. A battery is placed in a box attached to the pole.

Electricity generated by the PV module charges the battery during the day time which powers the luminary from dusk to dawn. The system lights at dusk and switches off at dawn automatically. MINIMUM SPECIFICATIONS - SPV Street Lights

BATTERY

A. LMLA Batteries 1. Lead Acid, tubular positive plate (LMLA). 2. The battery will have a minimum rating of 12V, 75 Ah at C/10 discharge rate. 3. 75 % of the rated capacity of the battery should be between fully charged and load

cut off conditions. 4. Battery should conform to the latest BIS/ International standards.

B. (Lithium Ion Batteries)

ii. Lithium Ion Rechargeable batteries should be only used.

iii. Each cell should be of 3.7V and minimum of 3000 m Ah iv. The nominal voltage of the battery should be 11.1V v. The max charge current should be 8A.

vi. Charging should be done on regulated DC, CCCV of 12.6V. vii. Self-discharge should be less than 2% per month.

viii. The battery must have more than 1000 charge cycles at 80% DOD. ix. The battery should have a fuel gauge. x. The following are the details of the Battery Management System (BMS) for the Battery:

1. The BMS should be a 3S PCM Protection 2. Protections like Over – voltage, Under – voltage, Short – circuit, Reverse polarity

and Over temperature. 3. The BMS should be capable of cell balancing preferably non- dissipative cell

balancing. 4. The BMS should be able to monitor the cells in the battery. 5. The BMS should be capable of providing all the relevant data of the battery via

GPRS to a central server which is accessed by a website using authorized User Name and Password.

6. The BMS should have two connectors one a 2 pin CPU Connector for Power and another a 3 Pin JST connector for SMBUS.

7. All protections need to be resettled, not compromise.

LIGHT SOURCE

i. The light source will be a white LED type. ii. The colour temperature of white LED used in the system should be in the range

of55000K–6500

0K.

iii. W-LEDs should not emit ultraviolet light. iv. The light output from the white LED light source should be constant throughout the duty

cycle. v. Diming or Motion sensors should not be used to control the light output. vi. The lamps should be housed in an assembly suitable for outdoor use. vii. The temperature of heat sink should not increase more than 20

oC above ambient

temperature during the dusk to dawn operation. ELECTRONICS

i. The total electronic efficiency should be at least 85%. ii. Electronics should operate at 11.1 V and should have temperature compensation for

proper charging of the battery throughout the year. iii. No Load current consumption should be less than 20 mA. iv. The PV module itself should be used to sense the ambient light level for switching ON

and OFF the lamp. v. The PCB containing the electronics should be capable of solder free installation

and replacement.

ELECTRONIC PROTECTIONS

i. Adequate protection is to be incorporated under “No Load” conditions e.g. when the

lamp is removed and the system is switched ON. ii. The system should have protection against battery overcharge and deep discharge

conditions. iii. Protection for reverse flow of current through the PV module(s) should be provided. iv. Electronics should have temperature compensation for proper charging of the battery

throughout the year. v. Adequate protection should be provided against battery reverse polarity. vi. Load reconnect should be provided at 80% of the battery capacity status.

MECHANICAL COMPONENTS

i. An Aluminum pressure die casted housing to be provided capable of housing the

luminary, the electronics, battery and the SPV module frame structure. ii. The integrated solar street light housing should be only indigenously manufactured. iii. The frame structure should have provision to adjust its angle of inclination to the

horizontal between 0 and 45, so that the module can be oriented at the specified tilt angle. The frame should also be capable adjusting the SPV module at an angle facing south so that it receives solar radiation throughout the day.

iv. The pole should be made of Galvanized Iron (GI) pipe. v. The height of the pole should be a minimum of 4 meters above the ground level, after

grouting and final installation. vi. The housing should have a provision to be mounted on a pole. vii. The mounting provision should have light angle adjusting gears to adjust the angle of the

luminary for maximum illumination. viii. The whole housing should be water proof and should be powder coated. ix. Provisions of solder free replacement of the battery and the electronics to be provided.

INDICATORS

i. The system should have two indicators, green and red. ii. The green indicator should indicate the charging under progress and should glow only

when the charging is taking place. iii. The Red indicator should blink when the luminary is on. The number of blinks should

indicate the battery level. The red indicator should continuously illuminate indicating the battery “Load Cut Off” condition.

QUALITY AND WARRANTY i. The integrated street lighting system (including the battery) will be warranted for a

period of five years from the date of supply. ii. The PV module(s) will be warranted for a minimum period of 10 years from the date of

supply. The PV modules must be warranted for their output peak watt capacity, which should not be less than 90% at the end of Ten (10) years and 80% at the end of Twenty

five (25) years. iii. The Warranty Card to be supplied with the system must contain the details of the

OPERATION and MAINTENANCE MANUAL An Operation, Instruction and Maintenance Manual, in English and the local language, should be provided with the Solar Street Lighting System. The following minimum details must be provided in the Manual:

i. Basic principles of Photovoltaic.

ii. A small write-up (with a block diagram) on Integrated Solar Street Lighting System - its components, PV module, battery, electronics and luminary and expected performance.

iii. Type, Model number, Voltage & capacity of the battery, used in the system. iv. The make, model number, country of origin and technical characteristics (including IESNA

LM-80 report) of W-LEDs used in the lighting system. v. About Charging and Significance of indicators.

vi. Clear instructions about erection of pole and mounting of the integrated housing on the pole. vii. Clear instructions on regular maintenance and trouble shooting of the Solar Street Lighting

System.

iv. The open circuit voltage* of the PV modules under STC should be at least 21.0 Volts. Or as per MNRE

v. The module efficiency should not be less than 13 %. vi. The terminal box on the module should have a provision for opening it for replacing the

cable, if required. vii. There should be a Name Plate fixed inside the module which will give:

a. Name of the Manufacturer or Distinctive Logo. b. Model Number c. Serial Number d. Year of manufacture

viii. A distinctive serial number starting with NSM will be engraved on the frame of the module or screen printed on the tedler sheet of the module.

BATTERY i. Lithium Ion Rechargeable batteries should be only used. ii. Each cell should be of 2.3V and minimum of 20000 m Ah iii. The nominal voltage of the battery should be 11.5V iv. The max charge current should be 12A. v. Charging should be done on regulated DC, CCCV of 12.6V. vi. Self-discharge should be less than 2% per month. vii. The battery must have more than 1000 charge cycles at 80% DOD. viii. The battery should have a fuel gauge. ix. The following are the details of the Battery Management System (BMS) for the

Battery: 1. The BMS should be a 3S PCM Protection 2. Protections like Over – voltage, Under – voltage, Short – circuit, Reverse

polarity and Over temperature. 3. The BMS should be capable of cell balancing preferably non- dissipative cell

balancing. 4. The BMS should be able to monitor the cells in the battery. 5. The BMS should be capable of providing all the relevant data of the battery via

GPRS to a central server which is accessed by a website using authorized User Name and Password.

6. The BMS should have two connectors one a 2 pin CPU Connector for Power and another a 3 Pin JST connector for SMBUS.

7. All protections need to be resettled, not compromise.

LIGHT SOURCE

i. The light source will be a white LED type. ii. The colour temperature of white LED used in the system should be in the range of5500

0K–

65000K.

iii. W-LEDs should not emit ultraviolet light. iv. The light output from the white LED light source should be constant throughout the duty

cycle. v. Diming v. The lamps should be housed in an assembly suitable for outdoor use.

ELECTRONICS

i. The total electronic efficiency should be at least 85%. ii. The CCU should be MPPT CCU compatible for lithium ion battery. iii. Electronics should operate at 11.5 V and should have temperature compensation for proper

charging of the battery throughout the year. iv. No Load current consumption should be less than 20 mA. v. The PCB containing the electronics should be capable of solder free installation

and replacement.

v. Necessary lenghts of wires/cable, switches suitable for DC use and fuses should be

provided.

ELECTRONIC PROTECTIONS

i. Adequate protection is to be incorporated under “No Load” conditions e.g. when the lamp is

removed and the system is switched ON.

ii. The system should have protection against battery overcharge and deep discharge conditions.

iii. Protection for reverse flow of current through the PV module(s) should be provided. iv. Electronics should have temperature compensation for proper charging of the battery

throughout the year. v. Adequate protection should be provided against battery reverse polarity. vi. Load reconnect should be provided at 80% of the battery capacity status.

MECHANICAL COMPONENTS

i. Corrosion resistant metallic frame structure should be provided to hold the SPV modules. ii. The frame structure should have provision to adjust its angle of inclination to the horizontal,

so that it can be installed at the specified tilt angle. iii. Light source should be either for wall mounted or ceiling mounted or can be hung from the

ceiling in a stable manner, as per site requirement. iv. A vented metallic box with acid proof corrosion resistant paint for integrated housing for

battery, CCU and BMs indoors should be provided.

INDICATORS

i. The system should have two indicators, green and red. ii. The green indicator should indicate the charging under progress and should glow only when

the charging is taking place. iii. The Red indicator should blink when the luminary is on. The number of blinks should indicate

the battery level. The red indicator should continuously illuminate indicating the battery “Load Cut Off” condition.

QUALITY AND WARRANTY i. The Solar home lighting system will be warranted for a period of fifteen years from the date

of supply. ii. The PV module(s) will be warranted for a minimum period of 10 years from the date of

supply. The PV modules must be warranted for their output peak watt capacity, which should not be less than 90% at the end of Ten (10) years and 80% at the end of Twenty five (25) years.

iii. The batteries should be warranted for a period of 15 years. iv. The Warranty Card to be supplied with the system must contain the details of the system.

The manufacturers can also provide additional information about the condition of warranty as necessary.

OPERATION and MAINTENANCE MANUAL An Operation, Instruction and Maintenance Manual, in English and the local language, should be provided with the Solar Street Lighting System. The following minimum details must be provided in the Manual:

i. Basic principles of Photovoltaic. ii. A small write-up (with a block diagram) on Integrated Solar Street Lighting System - its

components, PV module, battery, electronics and luminary and expected performance. iii. Type, Model number, Voltage & capacity of the battery, used in the system. iv. About Charging and Significance of indicators. v. Clear instructions about erection of pole and mounting of the integrated housing on the pole. vi. Clear instructions on regular maintenance and trouble shooting of the Solar Street Lighting

System.
