CNWA - Aims
• Partner with the police and other community safety
agencies to prevent crime, the fear of crime;
• Increase awareness in our communities about all crime,
including new crime threats;
• Encourage all residents to take personal responsibility
for their own safety and that of others;

communities in Cheshire

Winner
Gerald Watts Gerald was nominated by PCSO Joanne Pendrey. Unfortunately Gerald is unable to be with us tonight.
Gerald Watts and his wife Alwynne are in their 80s and have suffered some ill health over recent years,
however they continue to look out for their neighbours and visit them regularly. They offer safety advice to
local residents and are always on hand to help others.
They have been involved in a number of community projects in a bid to keep Blacon Tidy and deter ASB.
Both visit vulnerable elderly residents in the Blacon area and often take cakes/dinners to them. They litter
pick the Cyclepath in Blacon daily and are involved in a number of local charities such as Here and
Now/Vintage Blacon.
Gerald is a Governor at a local school and attends weekly to read stories to the pupils. Alwynne loves arts
and crafts and makes gifts for school children. She also knits childrens’ clothing to send to charities abroad.
Both are very involved with the community and spend so much of their time helping others, keeping the
community tidy and reporting issues in the local area.
They would be very worthy winners of this award.

Dave Brown Dave was nominated by PCSO Chris Carr
I have a number of active Home Watch Coordinators in my area but the stand out one is Dave Brown.
Dave has relentlessly worked to bring the community together. He holds meetings with his residents on a
regular basis. He has set up WhatsApp groups and is active on social media. He has been involved in numerous
community events, he has helped me when with such things. He has also set up his own events. He hand delivers
questionnaires to residents and dominates vital information when necessary.
Dave became involved in Neighbourhood Watch after I appealed for coordinators via social media. At the time
my ward area was suffering severe ASB issues, knife crime, drug use, criminal damage, arson, violence and
robberies. Dave was pivotal in my work in reducing these issues. This went on for well over a year. Over the past
four months I have only had two incidents of ASB. The work we all did successfully reduced all the issues to
practically nothing. He is a true asset to not only the neighbourhood but to the police. I believes Dave’s work
needs to be recognized.

William Ferris William was nominated by PCSO Stephen Heaps
I would like to nominate a resident within the Penketh area who is fully dedicated to helping members the
community and listens/assists to people all in his free time.
He headed up and setup a resident association in the Penketh area, and single handily obtained funds to support
projects and incentives. Starting with Penketh in Bloom which promotes residents to show off their gardens, as
lots of members of the community look after and take pride in their gardens. Another project is a community
gardening group which helps vulnerable elderly residents with their gardens. Volunteers help tidy and improve
the gardens of residents that are unable to look after them, which possibly makes them a target of cold callers
and rouge traders.
He is now in the process of starting a Christmas lunch for elderly and vulnerable members of the community who
will spend the Christmas period alone and without seeing anyone. This involves collecting these people and
providing a free lunch, entertainment, a present and then a lift home. This helps them feel remembered, know
that people still think of them and they are not forgotten.
He accomplished all this in a year and has other community plans coming up.

the Year

Richard Beacham Mike Stallard, a resident from Hoole nominated Cllr Richard Beacham for a Neighbourhood Award. Due to the
upcoming elections Cllr Beacham was unable to attend tonight.
Cllr Beacham has gone out of his way to ensure my local neighbourhood of Hoole, Chester is safe. He has
organised local people and CWACC officers to develop a novel and innovative approach to dealing with fly-
tipping and adverse waste behaviour by local people.
He has done something amazing to help my local neighbourhood of Hoole by taking significant time and
energy (and his own personal money) to meaningfully engage with local people to fully understand the issues
of fly-tipping in order to develop a practical, integrated and sustainable approach to dealing with the issues.
He has initiated action(s) in the community to overcome nuisance or criminal activity by doing the above - fly-
tipping is a crime and statutory nuisance and Cllr Beacham has not shied away from engaging with CWAC
waste and planning officers. He has been an ambassador and champion of local people.
