The EDA• The Authority is a public body consisting of 9 voting members whose purpose it is to acquire,

own, lease and dispose of properties to the end that they may be able to promote industry and develop trade by inducing manufacturing, industrial governmental and commercial enterprises to locate in or remain in this City.

• Mixed Use Housing projects to attract youth citizens

• Must be safe, police patrols on bikes, higher visibility

• Consistently enforce codes in SoNo

• EDA should work with CRHA like Norfolk has done at East Beach

• Acquire Strategic Properties

• Along Poindexter Street beginning at Gateway then move NE

• Acquire blocks of property to enable redevelopment

• Any development tax credits available?

• Invest in infrastructure and other incentives for strategic return (encourages

development)

• Recommend the relocation Comm. Of Rev./Treasurer/Police near

Gateway, possibly the former Library facility

• Fund 22nd Street Bridge

• TIF Bonds (not cash/tiff funding)

Economic Strategic Plan (Clark)• Should not be done by EDA or Consultant alone

• Plan should mesh the EDAs knowledge about Ches. and expertise in varying fields with the expertise of a consultant with a global frame of reference and knowledge of trends influencing economic development.

• We know Ches. and what we have to offer…we need to understand how we are perceived by site selection consultants, corporate real estate executives and business owners nationally/internationally.

• Plan should focus on Chesapeake’s ability to compete by getting honest objective feedback on how we can compete in the global marketplace. The competitive analysis of target Industries, Real Estate, Workforce...

• Identify metrics measuring success that is easily understood/maintained

• Take advantage of South Greenbrier Redevelopment Opportunity (City Garage)

• Use technology and develop attractions/places to attract youth and families

• Technology - Apps, Four Square, etc…) to market retail, restaurants, recreation

• Enhance City Park to attract youth and families (like Adventure Park at Virginia Beach Marine Science Museum). Need better/more effective advertising of City Park events.

• Aged run down major shopping Center because of substandard waterissues; pressure and water quality. They have had major retailopportunities which have passed because of water issues.

• Solve private water ownership issue at Indian River Shopping Centerand adjoining neighborhood. “Expensive Issue”
