ForewordWelcome to the Corbeau Seats Rally Tendring & Clacton 2020. It’s year three already and who would have believed a rally in Essex would be approached to be a round of the British Rally Championship!

I would like to reassure all our long standing competitors that the inclusion of the British Rally Championship will not affect the running of the rally or the welcome and support we will continue to give to our local and clubman competitors.

The significant innovation for 2020 is a ‘Seafront Special Stage’ run twice on the evening of Saturday 25th April 2020.This will run in reverse seeded order and conclude with a firework display next to the stage finish at Clacton Pier.

The VIP hospitality area was a great success in 2019 and will continue in 2020. This will be fully catered and provide a unique spectating area. Tickets are available at £55 for a full day’s food, drink and entertainment provided by experienced and professional local company, Black Jacket Events. Please see the advert in the regulations or on the website for more details.

2 Jurisdiction2.1 Held under theGeneral Regulations ofMotorsportUK (incorporating the provisions of the

InternationalSportingCodeoftheFIA),theseSupplementaryRegulations(SRs),theServiceArea Supplementary Regulations in Appendix A of these SRs and any written instructions (includingbulletins)thattheorganisingclubmayissuefortheevent.

Competitors willstarttherallyonSaturday25thApril,accordingtotheStartListwhichwillbepublishedontheNoticeBoardandEventWebsite.Carswillstartat2perminute.ThefirstcarisduetostartthefirstSpecialStageat18:00.TheSpecialStageswillbetimedtoanaccuracyof1/10secondinaccordancewithGRR31withcarsstartingat30secondintervals.

5.2 OrdnanceSurveyLandranger1:50000map168coverstherouteandmaybeused.TheorganiserswillprovidesufficientinformationtonavigatetherouteintheRoadBook.

6 Competitor Eligibility6.1 Theeventisopentoallfullyelectedmembersoftheorganisingclub,invitedchampionships

(SR8)andmemberclubsofthefollowingregionalassociations,eachofwhichChelmsfordMotorClubisamember:

AssociationofEasternMotorClubs, AssociationofCentralSouthernMotorClubs, Association of South Eastern Motor Clubs & East Midlands Association of Motor Clubs.

CompetitorswhoarenotmembersofaclubthatispartofaninvitedassociationorregisteredwithaninvitedchampionshiparerequiredtojoinChelmsfordMotorClub(£10percalendaryear).

6.2 CompetitorsfromanyEUcountryholdingaNationalCompetitionLicence issuedbyoneofthosecountriesmayenter.TheholderwillbesubjecttoMotorsportUKGeneralRegulationswhilstcompeting(GRH26.2.1).

10 Acceptance of Entries10.1Therearetwoentryfeeoptions: a) Standard: The standard entry fee is £570 This will include a service area space of

approximately8mx8m(64m2)–enoughforanormalsizedvan,gazeboandcompetingcar. b) Clubman: A‘clubman’entryfeeof£520isalsoavailable.Thiswillincludeaservicearea

spaceof10mx4m,enoughforaservicecarandcompetingcar.Therewillbealimitof30entries allocated to this option.

10.2 Extra space:Forthosecrewswithalargerserviceareaspacerequirement,fulldetailsofyourpreciserequirementswillneedtobesuppliedonyourentryapplicationandanadditional

chargeof£10/m2 will be payable as part of your entry fee for any area greater than 64 m2. Thosecrewsservicingwithlargevans,motorhomesorlorriesareexpectedtorequirethisoptionunlesstheunitwillservicemorethanonevehicle.Servicepitcheswillbeallocatedpriortotherally,ifyouwishtoserviceadjacenttoaparticularcompetitor,pleaseindicatethis in the appropriate place on your entry application.

10.3Allfeesmustbepaidbybanktransfer.Theonlineentryformmustbeusedtoentertheevent

10.4 Acceptance of Entries PLEASENOTEALTHOUGHWEWILLACKNOWLEDGEALLENTRIES,THEYWILLNOTBEACCEPTED

UNTILALLDETAILSARECOMPLETEANDFULLPAYMENTHASBEENRECEIVED.Themaximumentryforthemeetingis130plusreserves,theminimumis90.Shouldtheminimumfigurenotbereached,theorganisersreservetherighttocancelthemeeting.

Onlyfullycompleteandpaidentrieswillbeshownontheeventwebsite:Thefirst100entrieswill be acceptedon afirst comefirst servedbasis,with a further 30 entries accepted atthe organisers’ discretion. It is a requirement that all parts of your entry application arecompletedbeforeyourentryisconsideredcompleted.Itisarequirementforacceptedentriestocompleteamedia/commentatorsheet,pleaseensureyoudothisatthetimeofsubmittingyour entry.

10.5 Any person under the age of 18 signing-on as specified in GR D13.1 (where the Parent is

not present) must be accompanied by a Guardian who must produce a written and signed Authorisation from the Parent to act as Guardian (GR D13.1.1).

10.6 Changes of Entry Ifmorethanonechangeofdriver’sorco-driver’snameinanacceptedentryismadethenthe

entrywillbereclassifiedasanincompleteentryandmaybeenteredintothereservelist,withtheoriginalentrybeingreplacedbythefirstavailablereserve,subjectto130entriesalreadyhavingbeingaccepted.

10.7Entryfeeswillberefundedasbelow,providedwrittenoremailconfirmationisreceivedbytheEntriesSecretary:

Uptoandincluding03/4/2020-Fullrefundless£25 04/4/2020 – 25/4/2020 - Motorsport UK Permit Fees & Insurance only refunded, unless

replacedbyareserve. Competitors who fail to start will forfeit the whole entry fee.

10.8Competitorbulletinswillbeavailabletodownloadfromtheeventwebsite http://corbeauseatsrally.co.ukatanytimefromtheopeningofentriesuntilDocumentation

opens. These will carry the same force as these Supplementary Regulations and it is the competitor’s responsibility to read them.

14 Insurance14.1Driverswiththeirowninsurancemustgivethenameandaddressoftheirinsurancecompany

14.2TheorganisershaveappliedtoJelfInsurancePartnershipforaBlanketCoverNoteundertheabovescheme.ThiswillprovidecompetitorswhoneedtousetheschemewiththethirdpartyCovernecessarytomeettheRoadTrafficActrequirementsontheRoadSectionsoftheevent.Thebasicratefortheeventbeforeanyloadingsisexpectedtobe£25.Allapplicantswishingto use the scheme must be able to comply with all points of the Jelf Insurance Partnership’s declaration:

16.3AllpreviousRally/DoorPlatesfrompreviouseventsmustberemoved.

16.4If the vehicle has crew names displayed anywhere thesemust be correct and relate theDriver/Co-driverinthecarforthisevent.

17 Reconnaissance17.1SubjectiveRouteNotes Competitors may make their own notes or purchase from our nominated supplier Patterson

AgenciesLtd(PattersonPaceNotes)achoiceofsubjectiveroutenotes.Inallcircumstances,competitorsareadvised that theorganisersacceptno liabilityor responsibility in theuseof the subjective routenotes. SubjectiveRouteNotesmayonlybepurchaseddirect fromPattersonAgenciesLtdandnoothersupplier.SeeSR28.8.

17.2Reconnaissanceof the Sunday Special Stages isONLYallowedon Saturday 25thApril 2020–11:00hrsto17:30.CompetitorswillbeallowedtworunsthroughtheSpecialStages.SeeSR28.8.TheSaturdayeveningSpecialStagesonClactonseafronteasternesplanademayonlybereccedonfootandthismaybedonebetween09:00and17:00onSaturday25thApril2020.

17.3Anycompetitorfoundbefore11:00,orafter17:30,onSaturday25thApril2020,onanySundaySpecial Stage will not be allowed to start the Rally.

TrafficonSpecial StagesbeforeSaturday25thApril2020willbe regularlycheckedby thePolice and Organisers. See SR28.8.

17.4IfyouwishtodoreconnaissanceyoumusthavecompletedDocumentationfirst.Bothcrewmembersmustbepresent,nootherpersonnelmaybepresentinthecarunlessauthorisedby the Clerk of the Course. Competitors must register with the organisers the details of the car(s)whichtheywillbeusingforReconnaissance,acontactaddressandatelephonenumberwhere competitors can be contacted during the reconnaissance period must be supplied. Any communicationdeliveredatorsenttoacompetitoratsuchaddressbytheorganiserswillbedeemedtohavebeenreceivedbysuchcompetitoronthedateofdeliveryoronthedayafterthedateofposting,asappropriate.SeeSR28.8.

17.5 Identification suppliedby theeventmustbedisplayedclearlyon the sidewindowsduringreconnaissance. See SR28.8.

17.6 Competitors must sign on as per the timetable in SR13. Documentation will take place at the RallyHQ,Clacton-on-SeaBowlingClub,MarineDriveWest,Clacton,CO151XB.SeeSR28.8.

17.7AnyCompetitorfoundonaSpecialStagewithouthavingregisteredasabove,or inbreachoftheseregulations,willnotbepermittedtostarttherallyandtheirentryfeewillnotberefunded. This will be strictly enforced. See SR28.8.

17.8 During the reconnaissance period there will be a 30mph speed limit on all Special Stages unless alowerlimitisindicatedbyatrafficsignorawritteninstructionissuedbytheOrganisers.TheOrganiserswillissueRoadBooks,alistofSpecialStages,speedlimitsandsupplementaryinstructionswhichwillapplyduringthereconnaissanceperiodandwhichwillhavethesameforce as these Regulations. See SR28.8.

17.9 During the reconnaissance period the police and organisers will arrange speed checks and general patrols of the Special Stages and roads used. See SR28.8.

17.10 Competitors,entrantsorothersfoundincarsexceedingspeedlimits,drivingorbeingdrivenatanexcessivespeedorinanywaywhichintheopinionoftheorganiserscausesorcouldcausedangerorinconveniencetootherroadusersorlocalresidentsormaybeconsideredasbringingthesportintodisreputewillbepenalisedasfollows:SeeSR28.8.

17.11 TheOrganiserswillappointJudgesofFacttoadjudicateonthesespecificregulationsbutthedecisionoftheClerkoftheCoursewillbefinal.SuchdecisionswillbemadeirrespectiveofwhetherornotPoliceactionistakenandirrespectiveoftheoutcomeofsuchanaction.There is no right of protest or appeal and entry fees will not be refunded. 17.14 Anyentrant,competitororcompetitionlicenceholderwhopractices,reconnoitres,orcausesany person to do so on their behalf in breach of these SRs will incur the following penalty againstwhichthereisnorightofprotestorappeal:SeeSR28.8.

18 Vehicle Tracking18.1EachcarwillbefittedatScrutineeringwithatransponderthatwillinterfacewiththetiming

equipmentforthepurposeofresultscompilation.TheinformationfromthesetranspondersmayalsobefedbacktoRallyControlandusedforrecordingcarsenteringandleavingthestagesforsafetypurposes.Thesemustbereturnedatthelastcontroloftheevent.Ifyouretire you must ensure you return these to the organisers along with your Damage Declaration. Areplacementfeeof£25willbechargedforanytranspondersnotreturned

19.1EntrantswillbesuppliedwithaRoadBookatdocumentationgivingdetailsofSpecialStagesandthelocationofcontrols,intheformofaTulipRoadBook.ThisdocumentwillprovidealltheinformationnecessarytoenablecompetitorstocomplywithGRR6.1-3andR26.1-10.OrdnanceSurveymapandGPSreferencesmaybeincludedforadditionalclaritybutarenotrequiredtocompletetheroute.Alternativeroutestobeusedintheeventofablockedstagewill also be included in an appendix at the end of the road book. A colour A3 map of the whole routewillalsobeprovidedforadditionalclarity.

20 Saturday Evening - Meet & Greet, Time Card Issue, Special Stages & Overnight Parc Fermé20.1Theeventwillcommencewitha‘meetandgreet’eventforspectatorsatClactonPier.The

21.6SoundControl:TheOrganiserswillappointJudgesofFactandorDrivingStandardsObservers,oneofwhomwillbetheMotorsportUKEnvironmentalInspector,toreportonsoundlevels.ThepenaltyforexcessivesoundmaygoasfarasDisqualification.

21.7ModifiedRoadJunctions/Chicanes.TheofficialsatthesejunctionsareappointedtobeJudgesofFactinrespectofcompetitorstakingthecorrectroute.

21.8Judges of Fact named in the Officials List and any Competitor Bulletins will be on dutythroughouttheeventtoobservecompliancewithGRR24.7andreportanycrewconsideredtobemakinganexcessivesound,exhibitingpoordrivingstandards,observed inanoutofboundsarea,hittingpenaltymarkersortobeincontraventionofReconnaissanceorServiceRegulations.TheyarealsoJudgesofFactinrespectoftakingthecorrectroute.

OtherJudgesOfFactfortheentireeventwillbenamedinaCompetitorBulletinwhichwillbeissuedbeforetheevent.

22 Red Flags22.1 GR R24.4.5. On any Special Stage where extreme circumstances make it necessary to authorise

themovementofnon-competingor rescuevehiclesbefore theSpecial Stage is clearedofcompetingcars,asystemofRedFlagswillbe inplace.Thesewillbe locatedatallRadioPointsapartfromtheStartandFinish.Attheselocationsarescue/emergencyvehiclemayre-entertheSpecialStagefollowingashortcut(GRR29.5).

22.2Red Flagswill only be displayed on the specific instruction of the Clerk of the Course orone of his deputies via the RadioController. Red Flagswill only be usedwhen there is apossibilityofnon-competingvehiclesandrescuevehiclesmovingonSpecialStageAHEADofcompetingcars.Flagswillbedisplayedatallradiopointsprecedingtheincident.Flagswillbeprominentlydisplayed(heldoutsteadynotwaved)byadesignatedmarshalwhowillweara marshal’s tabard.

23 Controls & Timing23.1 Road Sections will be timed to the minute and Special Stages to the tenth of a second.

TheeventwillberunusingtheTargetTimingsystemasdefinedinGRR31oftheGeneralRegulations,amended:

MaximumPermittedLatenesswillbe15minutesbetweenMainTimeControls (MTC’s) (GRR31.2.5).ThislatenessispenaltyfreeexceptatTCService(Out)TimeControls(R31.2.6).

23.10 Should a stage be unexpectedly canceled there are alternative routes in the back of the road-book which will take you to the next time control (stage arrival or service (In). The allowed time for these routes is also printed in the roadbook and should be used to calculate your due time, based on your recorded time of departure from the original control.

23.11PassageControls(PCs)atlocationsdefinedintheRoadBookwillnormallybeusedforTimeCard collection. A signature of attendance at a PC must be recorded on the competitor’s Time Card.ThepenaltyforfailingtofollowaninstructionintheRoadBook,whichincludesmissingaPC,is10minutes-GRR32.2(b).

23.12 Delay Allowance TheClerkoftheCourse,oraDeputyClerkoftheCourse,mayauthoriseTimeControlOfficials

to issue a delay allowance which will extend the Target Time for a Road Section should there be anunforeseendelaywhichwouldimpactonMaximumPermittedLateness.DelayAllowanceswillbecommunicatedintheformofawritteninstructionissuedtocompetitorsatarelevantTime Control.

23.13Shouldanyrecordedtimenotbelegibleornotappearauthentic,theorganisersmayuseanymeansattheirdisposaltoestablishatime.Theorganisersreservetherighttoamendarecordedtimeifintheiropinion,afterreferencetochecksheetsamistakehasbeenmade.

24 Servicing & Refuelling24.1AsmentionedinSR10,thereareserviceareaoptionsavailablepercompetingcar: 1.‘Clubman’Entry-10mx4mservicearea,limitedto30entriesatthereducedentryfee. 2.‘Standard’Entry-8mx8mserviceareaatthestandardentryfeewithextraspacegreater

than64m2servicearea-chargeableat£10/m2forallareagreaterthan64m2,subjecttoavailability.

24.2 Ifmultiplecrewsarebeingservicedbyone‘team’theaboveallowancesmaybedividedintotheareaoccupied,pleaseindicatethisonyourentryapplicationandwewillarrangefortheappropriateserviceareaallocation.Servicepitcheswillbeallocatedpriortotherally,ifyouwishtoserviceadjacenttoaparticularcompetitor,pleaseindicatethisintheappropriateplaceonyourentryapplication.TheServiceAreawillbeontheWesternEsplanade,ClactonandwillbedetailedinCompetitorBulletins.

24.3Servicingisdefinedasworkbeingcarriedoutonthecompetingcarbyanypersonotherthanthecompetingcrew,ortheuseofanypartsortoolsnotcarriedinthecompetingcar.Servicingwillonlybepermitted in theCentral ServiceArea, seeGRsR38&R39.Details forTrailerParkingwillbedetailedinaCompetitorBulletin.

24.4ServicecrewswillnotbepermittedtogototheassistanceofcompetitorswhobreakdownonaSpecialStage(GR7.2.4).TheorganiserswillendeavourtomovecarswhichareinadangerouspositionbutdonotguaranteetoprovideassistanceinreturningthemtotheServiceArea,althougheveryeffortwillbemadetoclearbrokendownvehiclesinbetweenSpecialStages.

24.5Theuseofcompetitormanagement/emergencyservicevehicles(‘chasecars’)isnotpermitted.Allservicingmustbecarriedoutinthedefinedserviceareas.PenaltySR28.4.

24.6EventrequirementsforservicingareincludedintheServiceAreaandRefuellingRegulations,which are detailed in Appendix A of these SRs. The penalty for breach of these regulations is Disqualification.

24.7TheSpeedLimitintheServiceAreais5mph.

24.8Refuellingmaybeundertakenatbona-fidegaragesonrouteandispermittedintheallocatedserviceareabuteachservicecrewmusthaveaminimum4.5litrecapacityhand-operatedfireextinguisherandaminimum10litrespillkit,inadditiontothosecarriedinthecompetingcar.

24.9A refuellingzonemanagedbyVitalFuelswillbe locatedonthefirst roadsectionofeachSunday stages loop and we encourage as many competitors as possible to use it. Additional timehasbeenaddedtotheschedulefortheroadsectiontoallowforrefuelling,butthereareno additional time controls.

25 Damage Declaration & Damage to Third Party Property25.1 Damage Declaration Competitorsattheconclusionoftheeventshallsignadeclarationtotheeffectthatthey

havenotbeeninvolvedinanyincidentthatmayhavecauseddamagetopersonsorproperty,oralternativelygivedetailsofsuchincidents.FailuretocomplywillbepenalisedunderGRR40.1.3&R40.1.4&Chart32.2(p)andmaybereportedtoMotorsportUKforfurtheraction.CompetitorswhoretirewillberequiredtosubmitthisformtotheSecretaryoftheMeetingwithin72hoursoftheevent.Failuretoreturnthisformmaybepenalisedbyafineofupto£100.

25.2 Damage to Third Party Property Competitors causing damage to any third party property will be liable for the full reinstatement

costofanydamagecaused.WherethedamageiscoveredbytheMotorsportUKinsurancepolicy,thecompetitorwillbeliablefortheinsuranceexcessthatChelmsfordMotorClubhastopaytheMotorsportUK,currently£450.

25.3Trafficfurniturewillbeusedtomarkareaswhereitisnecessarytoprotectvergesandlimitcornercutting.ThecorrectrouteonSpecialStagesusesthesealedsurface,andininstanceswherecompetitorsarejudgedtohaveintentionallyusedvergesmarkedinthiswayasashortcut,theywillbepenalisedasperSR28.9.

25.4TendringDistrictCouncilisverysensitivetoanydamagecausedtoroadsurfaces.Ifyouhaveapunctureyoumustnotdriveontheroads,butstopandchangeitwhenitissafetodoso.Anydamagecausedand/orcostsincurredwillbetheresponsibilityofthecompetitor.ChelmsfordMotor Club and Tendring District Council will seek full reimbursement.

26 Child Safeguarding PolicyChelmsfordMotorClub’sPolicyStatementonChildSafeguardingis:

26.1 The child’s welfare is paramount.

26.2Allchildrenwhatevertheirage,culture,disability,gender,language,racialorigin,religiousbeliefand/orsexualidentity,havetherighttoprotectionfromabuse.

Appendix A - Service Area & Refuelling Regulations

1. Service Area & Refuelling Regulations1.1 These Service Area & Refuelling Regulations have the same force as the Supplementary

Regulations; as defined in SR24 & SR28 the penalty for breaches of these regulations isDisqualification.

2 General Service Area Requirements

2.1 WhenparticipatinginmotorsporteventsandcarryingoutactivitiesatServiceAreas,entrants,competitorsandservicecrewmembersmustbeawareoftheirownandotherpeople’ssafetyandwell-being.Theorganiserhastheoverridingresponsibilitytoco-ordinatetheactivityandensure,sofarasisreasonablypracticable,thatstatutoryrequirementsfortheseareasaremet.TheEventSafetyPlanincludesplansforestablishingemergencyarrangementsfortheServiceAreaincludingfire,injuryandsecurityincidents.

2.2 A‘ServiceAreaZone’hasbeenallocatedtoeachcompetingteamwithintheServiceArea.Thesezonesmustbemanagedinsuchawaythattheypresentneitherasafetynorenvironmentalrisktootherteamsorthevenuelocation.

2.3Allservicingmustbecarriedoutwiththecompetingvehicleonagroundsheet.Theuseofmetalcutting,grinding,weldingequipmentoranyHotWorkintheServiceAreaatanytimeisprohibited.NoopenflamecookingequipmentispermittedintheServiceAreaatanytime.

2.4TheorganisershaveappointedaServiceAreaSafetyOfficerandasupportingteamtooverseeall safety management and competitor adherence.

2.5 TheServiceAreahasbeendesignedtobeofanappropriatesizetoallowadequatespaceforindividual service zones, vehiclemovementand safepedestrianaccess.The layoutof theServiceAreawillpermitemergencyservicevehicleaccess,shouldtheneedarise.

2.6 Serviceareazoneswillbeclearlymarkedandpublicaccessrestricted.Safetynoticeswillbedisplayed and must be complied with.

2.7 ThespeedlimitforServiceAreasis5MPH.

2.8 Allentrantsmusthaveasuitablesubstantialenvironmentalground-sheetinplacebeforeanyworkcommencesonthevehicle.

2.9 Temporarystructuressuchasmotorhomes,awningsandpopuptentsmustbeerectedsecurelyandwithsufficientballasttocopewithwindconditions.Allstructuresdeemedunsafebytheeventorganisersmustbedismantledandremoved.

2.10All servicevehiclesmusthaveanenvironmental spill-kit capableofdealingwith10Litresoffluid,foruseintheeventofliquidspillage.(Competingcarsmustalsocarrya1.25litrecapacitykit.)Spillageofanyliquidmustbecontainedimmediatelybythecrewconcerned,andreportedimmediatelytotheServiceAreaManager.

2.11 Fireextinguisherswithacapacityofatleast4.5kgmustbereadilyavailableatalltimeswhenvehiclesaretobeworkedon.NoWelding,GrindingoranyHotWorkispermittedwithintheServiceArea.

2.12Vehiclesmustbesupportedbyaxlestands,chassissillstandsorramps,allwithrecommendedbaseplates,whenraisedintheairbytrolleyoranyothertypesofjack.Enginesmustnotberunningwhenthevehicleisraisedonstands.Nootherworkonthecarshouldbeattempted,when raising or lowering of the car is taking place.

2.13Wherenecessary,aspartoftheservicei.e.changingoffueltank,fuelpump,fuelfilter,oranyotheritemoffuelcircuit,emptyingand/orrefillingofthefueltankispermittedprovidedthat:

2.15Entrantsareresponsibleforallpersonnelintheirteamandinparticularforsupervisinganyyoung persons under the age of 18. Only theminimumnumber of personnel required forservicingtasksarecontainedwithinthespaceallocatedtothecompetitor.

2.16Allworkingareasshallbekeptclean&tidy.Allwastemustberemovedbytheentrantattheendoftheeventanddisposedofinaresponsiblemanner.

2.17Trailingcables&hosesmustnotbeallowedtocreateatriphazardandmustnotberunacrossaccessorwaysunlesscoveredbycableprotectors.

2.18Whenevervehicleenginesarebeingrun,adequateventilationmustbeinplace.

2.19Servicecrewsandcompetitorsneedtobeawareofthelongperiodsofexposuretocold,wetorheat,experiencedwhileonlocationinserviceareasanddressaccordingly.

3 Refuelling, Fuel Storage and Transport Requirements

3.1 Competitorsmayonlyrefuelinareas,notbeingroadsections,specificallydesignatedbytheorganisers. Refuellingcaneitherbedone inthedesignatedrefuellingzone(locatedafewmilesfromservice,ontherunouttothefirstSundaystage,withintheserviceareaor by using commerciallyavailablepumpfueldispenseddirectlyfrompumpsatfillingstationsontherallyroute.

3.2 Fuelcanbepre-orderedfromVitalEquipment01981241169-Competitorsareencouragedtousethisservicewherepossible(BRCcarsmustusethisfacilityasdefinedinchampionshipregulations).Therefuellingzonewillbedefinedinfutureeventdocumentation.

3.3 Re-fuellingispermittedintheServiceArea,thisshouldbethelastoperationtobecarriedoutbeforethevehiclesleaves.Thevehicleshouldbeoffanysupportstands,haveallfourwheelsontheground,haveallotherworkceased,noonemustbewithinthevehiclee.g.driver,navigator,servicecrew,andtheenginemustbestoppedthroughoutanyrefuellingoperation. beprepared.A4.5kgminimumcapacitydrypowderfireextinguishershallbecarriedbyeachservicecrew,inadditiontothatcarriedinthecompetingcar.

3.4 Re-fuellingmustbebyhandpumping,ratherthanpouringfromhandheldcontainers.

3.5 Containers shall complywith the relevant British Standard, should bemarked “PetroleumSpirit-HighlyFlammable”andbekeptfromanysourceofignition.

3.6 Allemptycontainersshouldberemovedfromthevenueaftertheevent.

3.7 Petrolistobeusedasfuelforthecompetingcaronly,notforanyotherpurpose.

3.8 All vehicle re-fuelling is to take place in the open air. Smoking and any other sources ofignition,includingliveelectricalitems,mustbeprohibitedandasafeareashouldbeenforcedwithanoperativeonstandbywithafireextinguisher.

3.9 Refuellingoperatives,includingthosestandingbywithfireextinguishers,shouldensuretheyarewearingprotectiveclothing,includingglovesandeyeprotection.

4. Hazardous Substances

4.1 Some parts on historic vehicles, for example brake & clutch linings, contain asbestos.Competitorsareencouragedtousenon-asbestossubstituteswherepossible.

4.3 Whereasbestosisused,everyeffortmustbemadetopreventdustbeingreleased.

4.4 Somemineraloilsmaycauseskincancers.Wherecontactdoesoccur,contaminationmustbewashedoffimmediately.Thewearingofanycontaminatedclothingmustbeavoided.

4.5 Othersubstancesmaycauseillhealth.CompetitorsmustobtainMSDS(materialsafetydatasheets)fromsuppliersinadvancesothattheyholdimportantsafetyinformationabouttheproducts.

5. Electrical Safety

5.1 Allelectricalequipmentmustbemaintainedinasafecondition.

5.2 Extensionleads&cablesshouldbeneoprene,oilresistantflexiblecable.

5.3 Allelectricalequipmentusedexternallymustbeweatherproofandtoolsmustbeinsulatedagainstelectricshockandusedwithresidualcurrentdevices.

5.4 Electricalequipmentandhandtoolsmustnotbeusedwhereflammablevapourse.g.brakecleanerorfuel,arepresent.

6. Fire Precautions

6.1 All Service vehicles shall be equippedwith a suitable fire extinguisher of 4.5kgminimumcapacity,inadditiontothatcarriedinthecompetingcar.

6.2 NoOpenFiredCookingisallowedwithintheServiceArea.

6.3 NoWelding,GrindingoranyHotWorkispermittedwithintheServiceArea.

6.4 All sources of ignition must be kept away from fuel.

6.5 Fireextinguishersmustnotbemovedfromtheirknownlocation,otherthanwheninuse.

6.6. Intheeventofanyfire,areportmustbemadetotheorganisersviatheServiceAreaManagerimmediately.TheorganisershaveanemergencyplantocoverafireinServiceAreascenario.

6.7 Allentrantsareencouragedtotraintheirpersonnelincorrectfirepreventionandtreatmentprocedures.

7. Compressed Air Equipment

7.1 Airblastsfromoverinflatedtyrescancausesevereinjury.Tyresmustnotbeinflatedabovemanufacturers’recommendationfigures.

7.2 Alwaysstandclearwheninflatingtyres.

7.3 Compressors & air lines must be inspected regularly.

7.4. Compressed air cylinders must be stored and used to suppliers’ recommendations.

8. Noise

8.1 Exposuretoexcessivenoisemayresult inhearingloss,orothercomplaints.Thesemaybeshortterm,orafterprolongedexposure,permanent.

8.2 Whereexposuretonoiseisunavoidable,hearingprotectionmustbeworn.

9. Manual Handling

9.1 Lifting,carryingandpropellingofloadsbybodilyforceisamajorcauseofindustrialinjuries.Allentrantsareencouragedtotraintheirpersonnelinsafemanualhandlingtechniquesandprovideappropriateliftingaids.

10. Waste

10.1Entrantsmustremoveallwastefromthevenue,includingcontainers,packaging,tyres,oilsetc.Theymustbedisposedofinaccordancewithenvironmentallegislation.

10.2General waste facilities in the Service Area must not be used to dispose of hazardoussubstancesormaterialswhichhavebeencontaminatedbyhazardoussubstances.Thesemustbe segregated and disposed of in accordance with waste regulations.

11. Vehicle Safety

11.1A5mphspeedlimitshallbeobservedatalltimesinaServiceArea,otherthanforEmergencyVehicles which may be attending an incident.

11.2TheremaybepedestriansinServiceAreas.Specialcaremustbetakeninthesecircumstances,toavoidcollisionsand,wherepracticable,tosegregatepedestrianroutes.

11.3Theunauthoriseduseofmopeds,motorcycles,scooters,go-peds,quadsetc.isforbiddeninServiceAreas.

11.4Vehiclesmayonlybedrivenbypersonsholdingvaliddrivinglicencesforthatclassofvehicle.

12. First Aid

12.1Any person sustaining injury or illness, must seek treatment from the event emergencyservices,byimmediatelyreportingtotheServiceAreaManagerorServiceAreaSafetyOfficerinchargeoftheServiceArea,whowillensuretheappropriateresponse.

13. Reporting of Accidents & Incidents13.1All accidentswhere anyperson sustains injury, orwheredamage toproperty occurs,must

bereportedimmediatelytotheServiceAreaManagerinchargeoftheServiceArea.

14. Further Regulations and Information

14.1Entrantsareremindedoftheirobligationstocomplywiththerequirementsoftheappropriatesportingregulationsatalltimes.TheseGuidanceNotesmustbereadinconjunctionwithallrelevant regulationsandtheHSE’sguideHSG112 ‘ManagingHealth&SafetyatMotorsportEvents’.
