CHECKLIST FOR CONTROL & INSTRUMENTATION COMMISSIONING
(NEW & R&M PROJECTS)

1. POWER SUPPLY

1. UPS
Complete configuration of UPS including chargers,
inverters, and static switch, battery and distributionboxes erected and commissioned.
Inverter and charger pairs are in service.
Cables glanded and connected properly.
All spare gland holes sealed. (Cabling may not becompleted in distribution panels.)
Proper tags on panels like inverter A, charger B etc andall breakers provided.
Incoming (415Vac) feeders are identified.
Check general condition of UPS room is satisfactory.
(Civil works like walls, flooring and tiling completed.Air condition satisfactory. Room is clean.)
Earthing completed as per drawing.
Check displays for voltage, frequency and current of
inverters and chargers to judge healthiness.
Check condition of battery and battery room.Check polarities of battery terminal marked.
Number of cells as per design available in each battery
bank.
Check signed protocols are available for UPS
commissioning.
Note down name plate details of inverter, charger and
cells.

2. CHARGERS
Complete configuration of chargers including battery and
distribution boxes erected and commissioned.
Check displays for voltage, frequency and current of
chargers and ensure float voltage is set for proper battery
and at panel ends.
Check condition of cleanliness of charger, battery and
battery room.
Check polarities of battery terminal marked.
Number of cells as per design available in each battery
bank.Check signed protocols are available for chargers
commissioning
Note down name plate details of chargers and cells.
2.0 CER / CCR
CCR civil works completed (walls, flooring , ceiling andtiles)
A/C is available and marinating temperature.
General cleanliness of CCR is OK.
Unused panel cutouts are sealed.
Mounting arrangement of panels is OK.
CER civil works completed (walls, flooring and tiles).A/C is available and marinating temperature.
General cleanliness of CER is OK.
Unused panel cutouts are sealed.
Mounting of panels is OK
Lighting sufficient
Signed protocols are available for workstations, LVS andemergency push buttons commissioning.

3 DCS
General condition of DCS panels satisfactory.
Proper tags of available on all panels.
Signal cables properly glanded, supported and dressed
inside panels.
Power cables properly glanded, supported and dressed
inside panels,
Screen is sleeved and connected to identified terminals.
Redundant power to panels as per drawing wired andavailable.
Communication cables dressed, supported andconnected.
Redundant communication network connected to each
controller.
All hardware like redundant controllers is available in
controller panels.
No faults are persisting on controllers, communication
and other modules.
Panel to panel interconnection cables are properly routed
and terminated.
Status of commissioned controllers is available on
workstations.Switches, hubs, converters are mounted as per drawing
and all cables are tagged.
Complete configuration of DCS network completed or
pending jobs.

4. OPERATOR/ENGINEER WORKSTATIONS ANDLVS
Workstations, UPS and LVS are available and
functional.
PCs have proper mounting arrangement.
All servers, PCs and UPS are tagged as per their
function.
Annunciation provided on LVS is working.
Emergency push buttons for boiler, turbine and
auxiliaries installed and commissioned.
SOE commissioned and simulations done for all inputs

5. CABLING, JUNCTION BOXES.
Cable gallery
General house keeping is good
Trays are not overloaded.
Cables are not hanging from trays
Cables are dressed properly
There is no mixing of power and signal cables.
Coaxial cables are laid as per drawing and well
protected.
Fiber optic cables are laid as per drawing and wellprotected.
CABLING NEAR INSTRUMENTS, JUNCTION
BOXES AND BRANCH TRAYS
Junction boxed are mounted as per drawing and tagged.
Branch trays are complete upto the junction box and
instrument.
Cables are away from hot surface
Cables glanded at JB and instruments.
There is no mixing of power and signal cables
Junction boxes are earthed

6. LOCAL INSTRUMENTS
Local instruments, E/P converters etc are properly
mounted on frames
Instruments, thermocouples and RTDs are tagged.
Cable are glanded and cable entry sealed
Cables are tagged.
Canopies are provided where necessary.
Copper tubes are neatly laid and supported.
No leakage in instruments which are charged.
Root valves and isolation valves provided as per
scheduleCalibration reports of all instruments available
Complete schedule of flow elements, transmitters,
gauges available with site
Calibration report of flow elements (with curves)
available.

7. ACTUATORS
Actuators have free access and platform for working
General condition of actuator (painting, body condition)is good
Cables are tagged, glanded and connected securely.
Actuator tags are available
All gland holes, covers on the actuator are sealed toprevent water entry.
Actuator schedule, commissioning report, power supplyfeeder details with fuse rating , full open/close timing
availableAir pressure regulator, air lock and other accessories are
provided as per drawing for pneumatic actuators.
Positioner, feedback transmitters and solenoid valves areproperly covered and sealed. Cables are glanded and
sealed.
Check for Instrument air leakage

8. SWAS & OXYGEN ANALYZER
General cleanliness of SWAS room OK
Wet Panel erection, panel condition OK
Sample conditioning equipment (coolers, pressure
regulators, cation columns etc) for all samples tagged.
No leakages in lines charged.
Sample temperature within limits
Pressure, temperature and flow indicators provided and
working
Grab samples available
Sample table drains taken out through pipe to designatedplace and not left open any where
Chiller Unit commissioned and working.
Insulation of sample lines, cold water lines as required
are completed.
Lighting inside panel and in the room sufficient
Analyzer panel general condition OK
Analyzers installed and have proper tags
No leakages of sample or reactants
Room temperature maintained by AC
Analyzer readings are available on DCS workstation
Oxygen probes are located at identified location as perP&ID
Flue gas oxygen analyzers installed and commissioned at
all locations as per P&ID.

9. DOCUMENTATION1. Following signed commissioning protocols are
available with site commissioning:
Chargers and battery commissioning
UPS commissioning
Charging of panels and power supply change over
Boiler Protection
Oil and coal elevations & scanners commissioning
P&I checks of boiler auxiliaries (ID/FD/PA/SGWC/Air
Heater (including fire protection) etc.)
Commissioning of servers, change over
Commissioning of redundant networksEHC, P&I, TSI, ATRS ATT of turbine
Auto synchronizer
P&I of turbine auxiliaries (BFP, CEP, Heaters etc)
Commissioning of BOP equipments (if C&I is involved)
2. Calibration reports of all instruments, alarm and trip
settings, PID settings (pending fine tuning), and
calibration curves for flow elements shall be documentedand available.
3. Calibration report of TSI with procedure
4. SFD, FCD, jumper settings available
5. Drawings of FSSS, EHC, turbine protections, alarmand SOE list available
6. DCS manuals.
