City Charter questions for CRC discussion at meeting on Citizen Involvement Article 9A

1) In Section 46 on recall why is mention made of districts when districts no longer exist?

2) In Section 9A Charter wishes to promote citizen role in government? Many of the Charter Amendment seems more inclined to discourage citizen role in government? Why is this?

3) In same section the Charter calls for mayor to report annually on citizen involvement. Is he?

4) In Section 12 addresses the setting of time for City Council Meetings conducive to citizen attendance. Yet most Council meetings are not set in a time to promote citizen involvement in government, but what is most convenient to Council Members. Why is this?

5) Mayor has responsibility to enforce council rules if he fails any actions can be taken by the citizen community?

6) City managers reports on citizen involvement? When and where?

7) Is Mayor’s current monthly meeting with department heads an example of interference with city administration? If not why not? Does this impact citizen engagement?

8) Election results – Section 26 Who certified in the last City Charter, election results on City Auditor Proposal?

9) Section 29 Oath of Office is different materially from actual oaths taken. Why is this? Was this a Council Rule Change?

10) Can an elected candidate refuse to take the oath of office?
