ASEP acquired its Headquarters at the New Manila Condominium located at N. Domingo St., Quezon City. Publication of the National Structural Code of the Philippines Vol. II, Bridges. It was formally launched on May 5, 1988. Initiated the preparation of the National Structural Code Supplemental Reference in Low Cost Housing in connection with the Senate Committee on Housing chaired by Senator Jose Lina. ASEP responded, within 24 hours after the devastating July 16, 1990 earthquake to the request of DPWH for Assistance in the structural inspection and rapid evaluation of buildings in Metro Manila.

ASEP’s National Structural Review Code was formed Sept. 1991. 1991-1995

ASEP was invited as NATIONAL CONVENOR in the ADOPT-A-SCHOOL ACTION PROGRAM (ASSP) initiated by Sen. Jose Lina as Exec. Chairman on Nov. 1990. Launching of First Edition of ASEP Guide to Earthquake resistant Design of Structures on July 16, 1991. The National Structural Code of the Philippines Vol. 1 Buildings, Towers and other Structures – Fourth Edition 1992 was formally launched on December 14, 1992. ASEP hosted its 1st Golf Tournament at the Wack Wack Golf Country Club on June 18, 1993. The “Revised Civil Engineering Law of 1994”under the Chairmanship of PP/Dir Octavio “OA” Kalalo was passed both in the Congress and the Senate. The ASEP Library was formally launched on June 10, 1994 at the Architectural Center Club, Inc. (ACCI). ASEP likewise actively participated in the fact-finding investigation and technical review of the Makati Stock Exchange accident on November 30, 1993. The ASEP Steel Handbook was launched on May 25, 1995 during the 6th International Structural Engineering Convention held at the Manila Midtown Hotel. ASEP sent two teams to visit/inspect sites, which were hit by earthquakes in Kobe, Japan on January 17, 1995 and Oriental Mindoro on November 15, 1994.

ASEP is now an organizational member of the American Concrete Institute (ACI). ASEP initiates the Disaster Quick Reaction Survey Teams (DQRST) for rapid and objective documentation and assessment of structural or geotechnical damage to buildings, bridges and other structures during disaster. ASEP obtained the Copyright for the ASEP Steel Handbook on July 5, 1995, from the National Library. Said copyright is for life.

The Philippine Applied Technology Council (PATC) Committee was formed under the 1996-2000initiative of ASEP together with other engineering organizations in the Philippines such as PICE.

The NSCP Vol. II – Bridges, 1997 Edition was formally launched on March 4, 1998 at the Dusit Hotel Nikko.

To facilitate communication among members and other affiliates, the ASEP availed of the Internet service [email protected]

The 1st National Symposium on Geotechnical Engineering was held on March 1999.

This term saw the ASEP’s acquisition of a new headquarters located at Unit 713 Future Point Plaza, 112 Panay Avenue in Quezon City. ASEP also has revitalized its home page www.aseponline.org.

On September 21, 1999 an earthquake of magnitude 7.6 struck Taiwan. The Philippine government through the NDCC conveyed its sympathy to the people of Taiwan and offered humanitarian assistance through the TECO in Manila. In cooperation with the Office of Civil Defense, ASEP sent 19 structural engineers.

ASEP has come up with recommended guidelines for Design Peer Review.

CAST 2000 was held last May 10-13, 2000.

The fifth edition of the National Structural Code of the Philippines, Volume I (NSCP C101-1) was launched during the annual PICE Convention last November 29-30, 2001. ASEP established Regional Coordinating Committee in line with ASEP’s goal improving interaction and participation members based outside Metro Manila and to increase the membership from places from outlying regions in the country. ASEP mourns the death of four-time Past President Octavio (OA) A. Kalalo on December 25, 2001. A two day seminar / workshop in disaster quick response was held at Baguio City last August 24-24, 2001. ASEP-PICE DQRP team flew to General Santos city last March 8, 2002 to inspect structures damaged by the earthquake that hit the region.

The conference on Safety and Reliability of Built Structures scheduled on June 21-22, 2002 was successfully held at the Manila Midtown Hotel, Pedro Gil St., Manila. A two day symposium was organized by the ASEP-CPD Committee to discuss the provisions of the National Structural Code of the Philippines, 5th Edition held last March 1-2, 2002. In line with OCD-ASEP-PICE program to train volunteers and be called upon in times of emergency, a seminar was held on June 14-15, 2002 at NIA, Quezon City. A Symposium on the National Structural Code of the Philippines C101-01 has been conducted last January 16-17 at Kalibo, Aklan and March 27-28 at Naga City in Bicol in line with ASEP’s program to upgrade the knowledge of its members and other practicing Civil-Structural Engineers outside Metro Manila. In support of the OCD-NDCC and the PICE, the DQRP Training for Trainors was conducted by ASEP at SBMA last June 27-28, 2003 as part of the PICE mid-year convention activities. To further increase ASEP members’ awareness and knowledge of new and innovative materials, the association conducted the second ASEP forum on June 27, 2003. The Asia conference on Earthquake Engineering scheduled on March 10-11, 2004 was successfully held at the Manila Midtown Hotel, Pedro Gil St., Manila. Almost 400 participants attended the conference. A seminar on Optimal Network Arches for Road and Rail Bridges and LRFD method for Bridges was held on November 11, 2005.

This year marks the next coming five productive years of the Association. Initially the publication 2006 of the National Structural Code of the Philippines (NSCP), Vol. II – Bridges has been accomplished. The holding of the ACEE 2006 proved to be a very successful one.

Training for DPWH volunteers regarding pre-disaster Assessment of buildings, especially government and school buildings. Under the leadership of Pres. Joseph Ramil Ilagan Manalo, DQRP trainings of volunteer building evaluators were conducted together with PICE, OCD-NDCC at Cagayan de Oro City, Baguio City and Cebu City.

Formation of the ASEP Task Force Milenyo to address issues and concerns regarding damages on various structures, especially billboards, brought about by this strong typhoon that hit Metro Manila. Holding of various Continuing Professional Development lectures for Civil Engineering professors teaching Structural Engineering subjects from almost all Civil Engineering schools in the country. Review and evaluation of Steel Handbook, Vol. 2, Structural Eng’g. Checklist, NSCP Bridge-LRFD, and NSCP, Vol. I. Review. Engr. Adam C. Abinales ended his term as President of the Association of Structural Engineers of the Philippines (ASEP) from July 2009 to June 2010 and received his leadership award conferred by the new officers and directors of ASEP led by Engr. Anthony Vladimir C. Pimentel (Principal, Pimentel & Associates, Engineers and Consultants) during the 49th Anniversary Celebration last August 18, 2010 at The Legends Hotel in Mandaluyong City. His term as ASEP president culminated with the release and publication of the new National Structural Code of the Philippines (NSCP) 2010 Sixth Edition which was officially endorsed and approved by then honourable Secretary Victor A. Domingo of the Department of Public Works and Highways (DPWH) as the referral code of the National Building Code (President Decree No. 1096) in June 21, 2010 upon the endorsement of the DPWH Technical Review Committee led by USec. Raul C. Asis. The The update of the NSCP 2010 Sixth Edition began in July 2007 during the incumbency of Engr. Christopher P. T. Tamayo (TandeM Engineering) from 2007-2008 and the ASEP Committee of Code and Standards continually worked through the term of Engr. Wilfredo S. Lopez (Bureau of Design (BOD), DPWH) from 2008-2009 until 2009-2010.

The book launching was finally held last June 30, 2010 at the Manila Pavilion Hotel in United Nations Ave. in Manila in which USec. Raul C. Asis was the guest of honour and keynote speaker of the night.

• 13th ASEP Bowling Tournament in Megamall Bowling Center, Mandaluyong City in November 10, 17, 24, and December 01, 2009 which was participated by VB Columna Construction, AdamAbinales Engineering & Consultancy, Sy^2 and Associates, TandeM Engineering, EH Sison Engineers, PICE Manila Chapter, DCCD Engineering, Pimentel Associates Engineers and Consultants, and BBR Engineering.

• Collaboration efforts of ASEP have made realized this year’s theme “A Stronger Structural Engineering Profession - Towards Global Recognition.” Three-year Memorandums of Understanding (MoU) were signed with Asian Center for Engineering Computations and Software (ACECOMS) in AIT, Bangkok, Thailand in October 2009 and with Indian Association of Structural Engineers (IAStructE) in January 2010.

• Some ASEP Board members (Adam Abinales, Tony Pimentel, Vir Columna with Maricon Pineda, Eric Sison) and past presidents (Toby Tamayo and Cesar Pabalan) participated in the workshop on Performance-based Design in October 28 to 31, 2009 in Asian Institute of Technology (AIT), Bangkok, Thailand, facilitated by Dr. Naveed Anwar of ACECOMS.

• ASEP facilitated Technical Lecture on NSCP Seismic Provisions for Steel and Concrete Building and Non-building Structures in December 4, 2009 at the Japan Gas Corporation Philippine office in Madrigal Business Center, Alabang, Muntinlupa City. The lecture was facilitated by Engr. Carlos Villaraza with Engr. Adam Abinales and Engr. Tony Pimentel as guest presentors.

• ASEP conferred the first Honorary Membership to Dr. Naveed Anwar in profound recognition of his invaluable contribution to the Association of Structural Engineers of the Philippines, Inc. for more than ten years as a resource speaker or member of the international advisory committees of various International Conferences and Seminars organized by ASEP geared towards the professional development of structural engineers in the Philippines specifically in the field of advanced computing technology, and in grateful appreciation of his efforts of making relevant trainings and quality software more accessible and affordable to ASEP members, making Filipino structural engineers more globally competitive. This conferment was passed and approved in a board resolution by the ASEP Board in November 12, 2009.

• The Regional Coordinating Committee (RCC) for most of the regions nationwide have been re-activated and organized with RCC Guidelines fully disseminated to all designated regional coordinators nationwide. ASEP-Qatar RCC was likewise officially accredited as a group of structural engineering community in Qatar led by Engr. Roque Dignos by the Philippine Consulate Doha, Qatar in April 23, 2010.

• 2nd ASEP Golf Tournament in April 10, 2010 was successfully held at the Veterans Golf Course in Quezon City and this was spearheaded by Dir. Antonio Avila of the City Engineers Office of the Quezon City Building Official.

• Collaborations with Government Agencies were strengthened such as Department of Health in which ASEP joined in DOH national campaign for Safe Hospital Buildings Program involving interested ASEP members to be engaged to perform structural engineering consultancy services like structural investigation and evaluation of existing buildings. ASEP continues to be partner with the National Disaster Coordinating Council – Office of Civil Defense (NDCC-OCD) and supported Nationwide Earthquake Drill in June 18, 2010 in four areas in Metro Manila, i.e. Ortigas Center in

Pasig City, Benigno Aquino High School in Makati City, East Avenue medical Center in Quezon City and Camp Aguinaldo Headquarters in Quezon City. In addition, ASEP resource speakers deliver talk on Understanding Building Structures: Indicators of Vulnerable Structures and Hazards Mitigation.

• ASEP participated in PHIVOLCS Workshop on Earthquake Exposure and Vulnerability in November 13-14, 2009 in Montevista Resort, Clarkfield, Pampanga and Workshop on Earthquake and Wind Exposure and Vulnerability in March 12-13, 2010 in Tagaytay City.

• Towards Global Recognition, ASEP is one of the organizers of the 3rd Asia Conference on Earthquake Engineering (ACEE) in December 1-3, 2010. Tony Pimentel is designated as the keynote speaker representing ASEP to talk about the National Structural Code of the Philippines – Updates for the Changing Times. Adam Abinales is designated as the chairman of the organizing committee.

• ASEP successfully held the 4th Struct Whiz Challenge at the NIA Auditorium, NIA Bldg. in EDSA, Quezon City in February 19, 2010 which was participated and attended by more than 100 students from different colleges and universities nationwide. Winners of this event were Zaldy Gabiran (Isabela State University) as the Struct Whiz Champion, Marlon Dumalis (University of Baguio) as 1st runner-up and Crys Welton Escudero (University of Batangas) as 2nd runner-up. The 4th Struct Whiz Challenge was sponsored by Engr. Ariel Santos of Review Innovations.

• In coordination with De La Salle University through Dr. Andy Oreta and Prof. Ronnie Gallardo (Chair, DLSU CE Department), ASEP and Japan Concrete Institute (JCI) jointly facilitated a Seminar on Practical Guide for Investigation, Repair & Strengthening of Cracked Concrete Structures held at the NIA Audiorium, NIA Bldg. in EDSA, Quezon City in March 15, 2010. JCI resource speakers were Prof. Dr. Nobuaki Otsuki (Tokyo Institute of Technology), Prof. Dr. Tatsuhiko Saeki (Niigata University) and Dr. Hiroshi Kasai (Kajima Corporation).

• ASEP conducted and facilitated the first Hands-on Training on Computer Aided Structural Design of Building Structures using ETABS at the Central Colleges of the Philippines (CCP), Sta. Mesa, Manila in April 29, 2010. The training was limited only to about 25 participants as this aimed to help the structural engineers who are not well-conversant with the structural engineering software. The demo version of the ETABS v9.5 program was provided by ACECOMS and used in the hands-on training.

• The 2nd a.Concept 2010 highlighted this term’s major accomplishments with about nearly 300 participants attended the two-day convention at the Manila Pavilion Hotel, United Nation Ave., Manila in May 21-23, 2010. The convention was graced with the inspirational message from USec. Jaime C. Pacanan, PhD. (PICE National President) and the keynote speech of Engr. Romeo S. Caparros (RS Caparros and Associates). Convention chair was Engr. Tony Pimentel.
