What is Metroplex?

Design efforts include: o 39 procedural designs

16 RNAV STARs, 15 RNAV SIDs 5 Conventional STARs, 3 Conventional SIDs

o 67 airspace changes including ZTL, ZJX, ZDC, CLT, AVL, GSP, GSO o 13 ATS routes including 5 Q-routes, 5 T-routes, 3 Atlantic Routes

HITL and Flight Simulator Tested o Many of these procedures have been examined collaboratively through Human

in the Loop (HITL) testing to verify ATC capabilities o The procedures were flown in industry flight simulators to determine speeds,

descent profiles, and altitude restrictions o Simulations included the most challenging headwind and tailwind data and

temperatures to imitate the majority of flight conditions in this region To date, 9 airspace changes and all 13 ATS routes have been

implemented

Flight Planning Considerations

Descend Via RNAV STARs o ZTL Controller will issue descent to FL240 o Next ZTL controller will issue the descend via clearance

“Descend via the FILPZ ONE Arrival, landing south/north” » Landing south select Runway 18R » Landing north select Runway 36L

o CLT Approach will assign the landing runway » “Expect Runway XX”

Flight planners should not file to other arrivals to circumvent flying the descend via STARs

For Flight Crews

ATC needs to hear the readback of the “Descend Via” clearance Compliance with the published speeds on a STAR is mandatory and

cancels previously assigned speeds ATC can assign speeds other than what is in the published procedure If ATC cancels the OPD or vectors off the STAR, ATC must issue a hard

altitude When checking in with a new controller while on a descend via clearance,

the altitude leaving and “descending via” must be included in the initial transmission

Flight Planning Considerations

New CLT RNAV SIDs are designed as RNAV vector SIDs o Departing 18L and 18C expect:

“Runway XX, Cleared for takeoff” (initial leg is runway heading) Approximately 2 NM from the runway end a heading will be issued

(tower/departure) o Departing 36R and 36C expect:

“Runway XX, Cleared for takeoff” Runway 36R initial leg is 025, Runway 36C initial leg is 330

MERIL, LILLS, ANDYS, and BUCKL SIDs will continue to be RNAV off the ground

Turbojets Only Replaces the DEBIE SID Single transition over IPTAY CHOPZ and BGRED are charted as stand-alone waypoints. Initial pref

route will be IPTAY..BGRED. This will change to IPTAY..CHOPZ after the ATL SIDs are implemented in April, 2016.

October 15, 2015 TMIs

First Two Weeks CLT reduce AAR from 92 to 80 for VFR ZTL increase stream class to 10 on northwest corner. All other

corners will remain at 7. ZDC – if CLT is at 80 AAR, passback 15nm to ZNY ZME – Begin using TBFM on10/15/15 ZID – no significant passback, possibly 10 to 15 MIT No anticipated changes to IFR AAR

o Critical in managing the dual streams for CLT traffic o Experts at ZTL, ZME, ZID & CLT

Pilot Emphasis Items

Descend Via o If ATC previously assigned a speed to maintain, then later issues a descend

via clearance, the previous speed restriction is cancelled and all published speeds are mandatory

Bottom Altitude

o A descend via clearance is to the last “published” altitude on the “STAR” and is not a clearance to fly any altitudes on an instrument approach procedure until cleared for the approach, or visual approach

Initial Climb Via SID clearance

o Do not climb above the published Top Altitude, even if there are higher altitude constraints, until receiving an ATC clearance to do so

Correct Phraseology o Correct phraseology is imperative o Read back a descend via clearance verbatim o Abbreviated or clipped phraseology is not acceptable

On initial contact with ATC on a descend via clearance, state

o Aircraft/flight Identification o Current altitude o Descending Via o Name and number of STAR o Runway transition, if issued (Landing North/South, Runway 01/19) o ATIS

Contingency Plans

Contingency plans are in place for aircraft that are unable to accept the new procedures

STARs o FILPZ and PARQR

Unable vertical component, revert to the STAR without vertical guidance Unable RNAV, reroute via conventional LIINN and BTSEY STARs

SIDs o CLT - JOJJO, WEAZL, KRITR, ESTRR, BOBZY

Unable RNAV - Aircraft filing the correct equipment (non-RNAV) will be routed by ADR via the appropriate conventional SID

o GSP - BIMMR

Unable RNAV - SPA.V605.GENOD..BKW/PSK/LYH/GSO/LIB (followed by remainder of route to destination)

Implementation Day Details

Go Teams will be established at ZTL, CLT, ZID & GSP to address any implementation issues

Implementation telcons will be scheduled daily at 0900L and 1400L, with exception of the first day. The first day we will also hold a telcon at 0600L.

An open conference bridge will be available for time-sensitive communications

Go Teams will remain staffed as needed Final Go Team members briefing will be held on October 13. Teams will

consist of Metroplex team members, subject matter experts, and industry o Industry reps – must coordinate with Wes Googe (wes.googe@aa.com) and

Bruno Schnedl (rschnedl@cssiinc.com) for inclusion on the Go Team
