I. HISTORIC ENERGY CONSUMPTION/COST The energy usage for the facility has been tabulated and plotted in graph form as depicted within this section. Each energy source has been identified and monthly consumption and cost noted per the information provided by the Owner. Electric Utility Provider: Atlantic City Electric Electric Utility Rate Structure: Annual General Service Secondary,
Monthly General Service Third Party Supplier: Liberty Power Holding, LLC Power Purchase Provider: Marina Energy, LLC PPA Rate Structure: Annual Fixed Price per kWh PPA Energy Source: Onsite Solar Natural Gas Utility Provider: South Jersey Gas Company Utility Rate Structure: General Service FT Third Party Supplier: Sprague Energy The electric usage profile represents the actual electrical usage for the facility. The electric utility measures consumption in kilowatt-hours (KWH) and maximum demand in kilowatts (KW). One KWH usage is equivalent to 1000 watts running for one hour. One KW of electric demand is equivalent to 1000 watts running at any given time. The basic usage charges are shown as generation service and delivery charges along with several non-utility generation charges. Rates used in this report reflect the historical data received for the facility. Lower Township Schools entered into a Power Purchase Agreement to purchase electric supply generated by an onsite solar array. Lower Township Schools is responsible for purchasing all of the power generated by the system at a fixed price per kilowatt-hours (KWH). New Jersey’s net metering guidelines allow them to get an on bill credit for exported KWH, to be utilized in the months to follow, up until the annual balance date when any remaining credit of KWH is paid to the owner based on average electric market pricing for the year. The Electric Billing Data summarized reflects the net electric used by the facility based on utility purchased electric and onsite solar. The gas usage profile within each facility report shows the actual natural gas energy usage for the facility. The gas utility measures consumption in cubic feet x 100 (CCF), and converts the quantity into Therms of energy. One Therm is equivalent to 100,000 BTUs of energy.

II. FACILITY ENERGY USE INDEX (EUI) Energy Use Index (EUI) is a measure of a building’s annual energy utilization per square foot of building. This calculation is completed by converting all utility usage consumed by a building for one year, to British Thermal Units (BTU) and dividing this number by the building square footage. EUI is a good measure of a building’s energy use and is utilized regularly for comparison of energy performance for similar building types. Building Benchmarking data is collected and analyzed within the Commercial Building Energy Consumption Survey (CBECS), performed by the Energy and Information Administration (EIA). Building data is grouped by function types and tabulated, from which a median site and source energy intensity is determined. The national median or PEER Group Comparable in this instance is the middle value of the national population meaning half the buildings use more energy, and half use less. The PEER Group EUI allows us to compare the relative efficiency of the audited building to that of an average building with the same or similar primary function (i.e. group type). Source use differs from site usage when comparing a building’s energy consumption with the national average. Site energy use is the energy consumed by the building at the building site only. Source energy use includes the site energy use as well as all of the losses to create and distribute the energy to the building. Source energy represents the total amount of raw fuel that is required to operate the building. It incorporates all transmission, delivery, and production losses, which allows for a complete assessment of energy efficiency in a building. The type of utility purchased has a substantial impact on the source energy use of a building. The EPA has determined that source energy is the most comparable unit for evaluation purposes and overall global impact. Both the site and source EUI ratings for the building are provided to understand and compare the differences in energy use. The site and source EUI for this facility is calculated as follows:

The inclusion of Solar Energy at a Site Source Ratio of 1.0 affects the Source Energy PEER Comparison most favorably by eliminating Electric energy at a 3.14 ratio and replacing it with Solar Energy at a 1.0 ratio. Although the PEER Comparison is based on Source Energy, it would seem more appropriate to gauge the energy usage of this school using Site Energy. On this basis the Building Site EUI is 21% Less Efficient than PEER Comparison, except that is utilizes Solar Energy as a renewable fuel.

III. FACILITY DESCRIPTION
The Charles W. Sandman Consolidated Elementary School is located at 838 Seashore Road in Cape May, New Jersey. This 61,711 SF facility was originally built in 1933 and consists of the A, B, C, D and E Wings with the addition of the New B Wing in 1991, which extends outward from the original B Wing. The building is a one to two story structure and consists of classrooms, multi-purpose room, library, administrative and nurse’s offices, computer lab, kitchen, restrooms and equipment rooms.
Occupancy Profile
The school is dedicated to fifth and sixth grade students and holds classes from 8 a.m. until 2:00 p.m., 5 days a week, however teachers remain in the building considerably past this time. There are approximately 476 students and 50 faculty and administrative staff at the school.
Building Envelope
Exterior walls for the building are brick with a concrete stucco-like finish and interior concrete block construction. The windows throughout the facility are in average to good condition. Typical windows are double-pane clear glass with aluminum frames. The lower roof, except for the New B Wing, is an insulated continuous asphalt single roof. The New B Wing and the upper roofs are insulated and covered by a rubber membrane.
HVAC Systems
The Charles W. Sandman Consolidated Elementary School is mostly conditioned by a heating hot water, with ductless mini-split or standard split system cooling units. The New B Wing is heated and cooled by rooftop air source electric heat pump units. Heating hot water is provided by two (2) Crown Boiler Company, Model 24-09WG00R, cast iron sectional boilers, manufactured in 2011 rated at an input capacity of 1,641 MBH and an output capacity of 1,316 MBH. A third boiler is a Weil McLane, Model 1088 packaged, cast iron sectional boiler rated at an input capacity of 3,103 MBH and an output capacity of 2,452 MBH, and is used for back-up in case either of the first two boilers would fail. Each of the boilers has burner blower motor and burner controls.
The building has two (2) 3-hp base mounted pumps which distribute heating hot water to various hot water coils and fin-tube radiators throughout the facility. The hot water pumps sets are manufactured by Armstrong and the pump motors are 86.5% efficient. Additionally there are four (4) pipe mounted pumps which can be used for hot water circulation, two (2) pumps are Bell & Gossett and are 2 hp in size, one with a 72 percent efficient motor, and two (2) pumps with Baldor motors located at the ceiling level were 1 hp in size and 78.5 percent efficient.
Hot water heating is distributed to the building through twenty-nine (29) classroom fan powered unit ventilators, Nesbitt and AAF 2 and 4-fan units, and hallway wall mounted 3/4 inch fin tube radiators. All hot water distribution systems are old and are most likely performing at poor efficiencies.

The classrooms in the older sections of the building, excluding the New B Wing, are cooled primarily with ductless mini-split units, two per classroom alternating in use from year to year, with some standard split system cooling units and a few rooftop units. There is one (1) 3-ton air conditioner, thirty-two (32) 2-ton heat pumps, three (3) 2-ton air conditioners, and one (1) 1-1/2 ton air conditioners among the Fujitsu ductless mini-split units, Models AOU36X, AOU24R1A, AOU24C1 and AOU18C1, respectively. Additionally there are five (5) Bryant 4-ton standard split systems, Model 561CP048-F, manufactured in 2002, and one (1) Payne 4-ton, Model PA13PR048-C, manufactured in 2007. Finally the Server Room is cooled by a Nordyne 3-ton standard split system, Model FS3BA-036KA, manufactured in 2007. All units are located on the roof of the building, except that twelve (12) Fujitsu mini-split condensers are located on the ground or above doorways around the building. All ductless and standard split system units are R-22 refrigerant and typically SEER 10, except that the Payne unit is SEER 13 and the 1-1/2 ton Fujitsu is SEER 11.
There are seven (7) light commercial, packaged heat pump rooftop units that serve the New B Wing, all 4-ton in capacity. There are four (4) York units, Model B3CH048A25B, 3/4 hp supply air fan, 10.2 SEER and 3.0/2.0 COP and manufactured in 1995; two (2) Lennox units, Model THA048B2DN1Y, 1/2 hp supply air fan, 11.0 SEER and 7.2 HSPF and manufactured in 2008; and one York unit, Model, XP048C00N2AAA2A, 1-hp supply air fan, SEER 13 and 7.7 HSPF and is manufactured in 2003.
Three (3) commercial packaged air conditioner rooftop units serve the D Wing Multi-Purpose and Kitchen. The multi-purpose has two (2) Inter-City Products rooftops, Model RAS180H0AAAA, each 15 tons in cooling capacity, 3 hp supply air fan, 11 SEER, without heating capacity and manufactured in 2011. The single kitchen unit is a Bryant, Model 582APW060090AAG, 5 tons in cooling capacity, 1 hp supply air fan, 10 SEER and 90 MBH in gas heating capacity and is manufactured in 2001.
The A Wing roof has two (2) Bryant rooftop units, Model 580FPV048115AB, 4 tons in cooling capacity, 3/4 hp supply air fan, 10 SEER and 115 MBH in gas heating capacity and are manufactured in 2002.
Additionally the Multi-Purpose is equipped with a small commercial size Fantech energy recovery unit used to ventilate the space while saving exhaust fan energies. All rooftop units are set at 5 percent of supply air flow at the economizer to allow for outside air ventilation.
Most of the assorted mini-split ductless and standard split systems units are 12 to 20 years old and are reaching the end of their useful life. Maintenance personnel have indicated that it is impossible to get replacement parts for the ductless mini-split system units when they need repair. As or before these units begin to fail and require regular repair Concord Engineering recommends that the (mini) split system units be replaced with new, high-efficiency ductless heat pump mini-splits systems to be used for both heating and cooling. Alternatively a VRF system could be designed to heat, cool and ventilate these spaces, however at a less than favorable economic payback period.

Exhaust System
The school facility contains numerous small exhaust fans located on the roof which exhaust air from the classrooms, offices, multi-purpose room, hallways and restrooms. Timers turn the fans on at 7 a.m. in the morning and off at 8 p.m. in the evening.
HVAC System Controls
The building is primarily without an energy management system (EMS) and is controlled by individual space thermostats. The thermostats are programmed to maintain occupied and unoccupied space temperatures according to a temperature setting schedule used in all of the Township schools. Thermostat programming allows the teachers and custodians to reset the temperature settings by approximately 2 degrees upwards or downwards. Summer daytime temperatures were observed to be between 69 and 74 degrees in most classrooms, even when unoccupied.
The boiler room and rooftop equipment is however controlled by a remote CM3 energy management system which operates the equipment to maintain temperature settings. The boiler heating hot water is manually reset on the EMS throughout the heating season from 120 to 180 degrees F. Building control is powered by a pneumatic system with one Speedaire, dual compressor unit using two (2) 1.5 hp compressors. A Hankison refrigerated air dryer is in place to remove condensate from the compressed air supply
Domestic Cold Water
Lavatory aerators are at least 2.0 gpm in flow, urinals are approximately 0.5 gallons per flush and water closets are 1.6 gallons per flush. There were eight (8) water coolers or fountains located throughout the school. Domestic Hot Water
Domestic hot water for the facility is provided by three (3) storage tank water heaters and ten (10) point-of-use electric water heaters, which are located in each of the remaining restrooms. The building’s main water heater serving the kitchen and at least two restrooms is located in the boiler room. It is a Bradford White, model D100T-199-3N, 98 gallon, 199 MBH gas heater having a 181.8 gallon recovery and operating at 81 percent efficiency. The second tank heater is a Rudd, Model PE2-40-2, 40 gallons in size and 4.5 kW in heating capacity. The third tank heater is in the Nurse’s Office and is Bradford White, Model M120U6SS-1NAL, 19 gallons in size and 1.5 kW in heating capacity. Of the tankless point-of-use water heaters, seven (7) are Titan, two (2) are Eemax, and one (1) is A.O. Smith, all having heating capacities of 1.35 to 1.5 kW.
Kitchen Equipment
The kitchen equipment at the facility contains a walk-in refrigeration box and a walk-in freezer box. There are natural gas-fired convection ovens and a gas kettle, electric reach in refrigerators,

warming cabinets and tables, steamer, mixer and a dishwasher with 16.5 kW of internal electric heat.
Lighting
Refer to the Investment Grade Lighting Audit Appendix for a detailed list of the lighting throughout the facility and estimated operating hours per space. Solar Energy The school has a large solar array located on the grounds adjacent to the building which provides for approximately 98 percent of its annual electric usage. Reductions in the school’s electric use could result in the school district selling its solar energy generation back to the electric utility at a less than favorable discount rate unless the solar energy can be utilized at the nearby Maud Abrams Elementary School

The equipment list contains major energy consuming equipment that through implementation of energy conservation measures could yield substantial energy savings. The list shows the major equipment in the facility and all pertinent information utilized in energy savings calculations. An approximate age was assigned to the equipment in some cases if a manufactures date was not shown on the equipment’s nameplate. The ASHRAE service life for the equipment along with the remaining useful life is also shown in the Appendix.

ECM #1: Lighting Upgrade – Interior Description: The majority of the interior lighting throughout the Charles W. Sandman School are fluorescent fixtures, four foot long, two and four lamps, 32W T8 and electronic ballasts, a few U-tube 32 W T8 fixtures and some eight foot, high output 95 watt T12 lamps with magnetic ballasts. This ECM includes replacing and retrofitting the interior lighting with new LED type lamps and ballasts. It is recommended Lower Township Schools consult with a professional engineer prior to retrofitting or replacing fixtures to ensure code required minimum light levels will be met. Energy Savings Calculations: The Investment Grade Lighting Audit Appendix outlines the hours of operation, proposed retrofits, costs, savings, and payback periods for each set of fixtures in the each building.

ECM #2: Lighting Upgrade –LED Exterior Fixtures Description: Exterior lighting at Charles W. Sandman Elementary School are high intensity discharge surface and wall mount fixtures and a few surface mounted fluorescent.. This ECM includes re-lamping or replacement of existing fixtures with new higher efficiency LED lighting that requires a lower energy use for the same light output. If re-lamping is recommended, fixture lenses should be cleaned or replaced as some of the existing lenses are discolored and brittle after years of being exposed to the elements. Exterior lighting is controlled via time clock and typically operates from dusk to dawn or less. Energy Savings Calculations: The Investment Grade Lighting Audit Appendix outlines the hours of operation, proposed retrofits, costs, savings, and payback periods for each set of fixtures in the each building.

ECM #3: Lighting Controls Upgrade – Occupancy Sensors Description: The school does not utilize occupancy sensors to control the operation of lights. In many cases the lights are left on because of the inconvenience to manually switch lights off when a room is left or on when a room is first occupied. This is common in rooms that are occupied for only short periods and only a few times per day. In some instances lights are left on due to the misconception that it is better to keep the lights on rather than to continuously switch lights on and off. Although increased switching reduces lamp life, the energy savings outweigh the lamp replacement costs. The payback timeframe for when to turn the lights off is approximately two minutes. If the lights are expected to be off for at least a two minute interval, then it pays to shut them off.
Lighting controls come in many forms. Sometimes an additional switch is adequate to provide reduced lighting levels when full light output is not needed. Occupancy sensors detect motion and will switch the lights on when the room is occupied. Occupancy sensors can either be mounted in place of a current wall switch, or on the ceiling to cover large areas. The U.S. Department of Energy sponsored a study to analyze energy savings achieved through various types of building system controls. The referenced savings is based on the “Advanced Sensors and Controls for Building Applications: Market Assessment and Potential R&D Pathways,” document posted for public use April 2005. The study has found that commercial buildings have the potential to achieve significant energy savings through the use of building controls. The average energy savings are as follows based on the report:
Occupancy Sensors for Lighting Control 20% - 28% energy savings.
Savings resulting from the implementation of this ECM are primarily from restrooms, which are generally unoccupied, and are estimated to be 35% of the total light energy. (The majority of the savings is expected to be after school hours when rooms are left with lights on) This ECM includes installation of ceiling or switch mount sensors for bathrooms, teacher’s lounges and the multi-purpose room. Sensors shall be manufactured by Sensorswitch, Watt Stopper or equivalent. The Investment Grade Lighting Audit Appendix of this report includes the summary of lighting controls implemented in this ECM and outlines the proposed controls, costs, savings, and payback periods. In reality even during the school year the halls are more often vacant than not and the hallway lighting levels could safely be maintained at 50 percent until someone walks into the hallway.

ECM #5: Vending Miser Controls Description: The Charles W. Sandman Consolidated Elementary School currently utilizes two vending machines in the teacher’s lounge. Vending machines are common within faculty rooms which can be in use for a limited time during the day. The installation of the Vending Miser system will help reduce the operating hours of vending machines. Cold beverage machines regularly operate inefficiently trying to maintain a constant cool temperature within the machine with no cooling usually have lights that operate 24/7. The VendingMiser® system incorporates innovative energy-saving technology into a small plug-and-play device that in conjunction with a passive infrared sensor regulate the operation of the cold beverage machines based on occupancy and room temperature. This ECM approximates the energy savings from the installation of one (1) Vending Miser system for the cold beverage machine. ECM #6: Replace Rooftop Units with High Efficiency Units
Description:
Four (4) of the New B Wing rooftops are 4-ton electric heat pump units that are 20 years old and not high efficiency. The other units are typically 7 to 14 years old.
The four (4) older units can be replaced with new high efficiency units. New rooftop units provide higher full load and part load efficiencies due to advances in inverter motor technologies, heat exchangers and higher efficiency refrigerants such as R410A which would be used in place of R22 that is currently used in the unit. This ECM includes one-for-one replacement of four (4) 4-ton units with new higher efficiency models. It is recommended to fully evaluate the capacity needed for all new systems prior to moving forward with this ECM. Cost savings are based on the existing units to be replaced with high efficiency models. It could also be assumed that rooftop equipment will not be replaced until the time that equipment replacement becomes necessary owing to age, condition and increasing maintenance costs. Replacing the rooftop equipment with high efficiency models is a better option than standard efficiency units, yielding an incremental payback of approximately 4.6 years. A summary of the unit replacement for this ECM can be found in the table below:

ECM #7: High-Efficiency (Ductless) Split System Heat Pumps Description: General heating and cooling for Sandman Consolidated Elementary School is provided in large part by older Fujitsu ductless mini-split air conditioners and unit ventilator hot water heating. The mini-split units serving this space are beginning to fail and replacement parts are not available. It is estimated that the existing air-cooled condensing unit is operating at an efficiency of 9.4 to 10.5 EER (10.2 to 12.0 SEER) and a natural gas heating efficiency seventy percent (70%). Currently each classroom is equipped with two (2) 2-ton units, however only one unit is necessary to cool the space, the other unit being excess cooling capacity. Therefore the units are operated in alternate years to extend the life of the combined equipment. There are also five (5) older standard split system units that could be replaced with new high efficiency split system units.
New higher efficiency ductless mini-split heat pumps are available which will save cooling and even heating energy. The new units will provide heating and cooling capacities typical to that of the existing equipment. The recommended new ductless mini-split heat pumps shall be Mitsubishi MSZ-HE. The units are capable of operation down to 5 degrees F and below and the existing hot water unit ventilators can be used during times of low ambient temperature.
Note: Sizing indicated within the calculation of this ECM is based largely on a one-for-two replacement of the existing mini-split system units and one for one replacement of the standard split system units. Owner should retain a Professional Engineer verify heating and cooling loads prior to moving forward with this ECM.
The manufacturers used as the basis for the calculation are Mitsubishi for the ductless systems and Carrier for the ducted systems. The unit pricing and install cost were estimated based on installed costs for high efficiency units and current rates quotes and labor rates. ECM #8: Boiler Controls – Hot Water Reset Description: The space heating for the Sandman Consolidated Elementary School is provided from a central boiler plant. The boiler plant houses three (3) gas-fired boilers, one (1) of which is used strictly for emergency back-up. The boilers are controlled via a CM3 building management system. These boiler controls are capable of various energy saving features such as space temperature compensation, night set back and temperature reset based on outside air. Currently the boiler hot water temperature is set and reset manually between 120 and 180 degrees F by the building management based roughly on the outside air temperature. Heating energy consumption of the facility can be reduced up to 10 percent by resetting the heating hot water temperature, which is done more effectively when done automatically instead of manually. We are estimating that controlling the heating hot water temperature automatically instead of manually between a hot water supply set point of 160 degrees (manufacturer’s recommended minimum setting) and 180 degrees based on outside air temperature will save an additional 4 percent of heating hot water energy, which is currently lost and not being realized. This is because the hot water temperature is not being adjusted on a momentary basis at night or on weekends, or even during the day, to account for routine variations in the outdoor air temperature, i.e. the heating needs of the building. This energy conservation measure will require the installation of hot water reset controls on the boilers including an outdoor air sensor Energy Savings Calculations: The energy savings are being estimated to reduce hot water heating fuel consumption by 4%. Energy savings calculations are derived from the actual natural gas consumption of the building and the estimated saving factor switching from manual reset to automatic reset. ECM #9: Occupancy Controls for Bathroom Exhaust Fans Description: Bathroom exhaust fans are running constantly during scheduled hours in the winter and the summer months. The restrooms are essentially unoccupied in the summer. The exhaust fans are reported to be controlled by a time clock and turn off nights and weekends. As bathrooms are intermittently occupied for short periods of time it is recommended to further reduction operating hours by install ceiling mounted occupancy sensors in each of the restrooms to control the exhaust fans so that the fans do not run continuously while the spaces are unoccupied. This ECM includes approximately ten (10) ceiling mounted and four (4) wall mounted occupancy sensors for control of the bathroom exhaust fans located throughout the building. Energy Savings Calculations: The energy savings calculations are based reduction of the outside air heating during nights and weekends. First nominal heat load caused by the operation of this fan is calculated based on outside air, heating degree days and design day temperature difference.

ECM #10: Water Conservation Description: The facility utilizes standard plumbing fixtures. The typical water closet and urinal water consumption meet the minimum federally required standard for water efficiency. New fixtures are available that use less water than today’s requirements and can add up to significant water reduction over a long period. However new fixtures are relatively expensive compared to the amount of savings that will be realized at a school, except that lavatory low flow aerators and a kitchen low flow spray washer can be installed at minimal costs. This ECM includes the replacement of the existing sink faucet aerators within the bathrooms and a new kitchen spray washer in the kitchen of the facility. The estimated usage of the plumbing fixtures is based on the total population of the facility. The number of plumbing fixtures to be replaced is based on observation of the facility in combination with federal minimum standards per occupancy load. ECM #11: Energy Management System with DDC and Wireless Controls Description: The facility is controlled by programmable thermostats and unitary electronic controls for the rooftop units and by a CM3 Building Management System (BMS) for the heating plant operations. The programmable thermostats are set according to School District guidelines for occupied and unoccupied settings, however these settings were found to be revised or field adjusted in some instances. The BMS controls the primary functions of the heating plant but is not fully automated and is not used for energy efficiency savings. The thermostat night setback settings could be expanded for greater energy savings, especially in the winter, and even in the summer with the use of an outdoor humidity sensor. However expanding the night setback would require that the HVAC units be started earlier in the morning to guarantee occupied temperature settings when students and teachers arrive, which results in some reduction of those savings. An energy management system (EMS) could eliminate these problems, expanding the night setback range while employing Optimal Start/Stop to turn on every HVAC unit individually at the precise time necessary to achieve occupied temperature settings. The EMS looks at the outdoor the indoor temperatures for each HVAC zone and starts the units at the latest time possible to reach set point. This would maximize night setback savings without affecting occupant comfort. The EMS can also control exhaust fans and can be programmed for holiday schedules so that all equipment is either off or in setback during holiday periods. A central energy management system can utilize hard wired DDC or less expensive wireless thermostats and technology to tie all of the selected HVAC equipment into the central computer station where all buildings can be monitored and controlled at a single site. Building automation controls will not only save energy it will ensure that the building operates effectively, it will improve building comfort, it will reduce maintenance operating hours and costs and allow for centralized control of the school building(s). Without getting a detailed quote from a controls vendor it is difficult to estimate the overall project costs, but for a limited wireless and DDC system project costs will be evaluated at $3 per building square foot. Energy savings will be estimated at 5 percent of the HVAC energy costs. Conservatively HVAC energy costs will be evaluated at 90 percent of natural gas costs and 40 percent of building electrical use. Although the project cannot be justified on energy savings alone, a review of maintenance costs and the benefits of improved building comfort should be evaluated by the School District. VI. ADDITIONAL RECOMMENDATIONS The following recommendations include no cost/low cost measures, Operation & Maintenance (O&M) items, and water conservation measures with attractive paybacks. These measures are not eligible for the Smart Start Buildings incentives from the office of Clean Energy but save energy none the less.
A. Adjust the building occupied settings to 70 degrees heating and 75 cooling. Allow for a maximum 2 degree reset by the building occupants for individual comfort control.
B. It was noticed that thermostat scheduling was not consistent throughout the facilities.
Winter setbacks ranged from 65 to 69 degrees while summer setbacks ranged from 76 to 80 degrees. Change the night setback temperatures to 60 degrees in the winter and 78 to 80 degrees in the summer, depending on seasonal humidity conditions. Plan for an earlier Monday morning start-up to meet the occupied set points as teachers and students arrive.
C. Maximize summer savings by setting summer vacation daytime cooling set points at 76
to 78 degrees, depending on humidity conditions. The buildings do not have to be operated at 70 to 72 degrees during summer vacation. When classrooms or offices are occupied or need to be cleaned, return to the normal occupied cooling set points for that time period, If the building is positively pressurized (instead of negatively pressurized) there will be no infiltration and the building humidity levels will be kept much lower.
D. Test and air balance the building supply and exhaust air systems so as to always maintain
a positive pressure in the building, day and night. If the building is not positively pressurized infiltration into the building will occur. Infiltration is the source of cold drafts in the winter and high building humidity in the summer. Cold drafts and high humidity cause building occupants to feel uncomfortable and adjust the thermostats to compensate for the uncontrolled conditions. Infiltration wastes energy and may allow for the growth of mold in the building.
E. Chemically clean the condenser and evaporator coils periodically to optimize efficiency. Poorly maintained heat transfer surfaces can reduce efficiency 5-10%.
F. Maintain all weather stripping on windows and doors.
G. Clean all light fixtures to maximize light output.
H. Provide more frequent air filter changes to decrease overall system power usage and maintain better IAQ.
I. Turn off computers when not in use. Ensure computers are not running in screen saver mode. Unplug appliances no longer in use during summer vacation.
J. Ensure outside air dampers are functioning properly and only open during occupied mode.
