SHRP 2 Naturalistic Driving Study Pooled Fund: Advancing Implementable Solutions

• STAC – support to State DOTs with SHRP2 NDS/RID

– These data are not only new to DOTs but to researchers as well

– Pooled fund – best overall ‘vehicle’ to support DOTs

• The pooled fund would allow a strategic-coordinated approach – $70M investment for Safety but value extends to Operations, Planning, Design, ….

– Want to extract as much value from these data as possible –

• Address high priority needs, leverage resources (incl. data and data access), support research that builds on itself, avoid duplication of effort, and accelerate ‘sound’- actionable results

– Cross-cutting in nature and focus on advancing development of implementable solutions to support you and your agency now and in the future


Objectives/goals:▪ To conduct groundbreaking research using the SHRP 2 NDS data and RID

that will result in a more efficient, reliable, and inherently safer experience for road users.

▪ To advance the development of implementable solutions that address issues of high-priority to State and Local transportation agencies with an emphasis on the broad areas of Safety, Operations, and Planning. ▫ This could include development and improvement of countermeasures,

development and improvement of predictive models and design guides, policy recommendations, etc …

▪ To create a venue for highway practitioners in the above broad areas to share information and collaborate on research that advances their individual disciplines and addresses cross-cutting areas, including but not limited to, the advancement of a connected-automated highway system.


▪ While this will be an FHWA led pooled fund – very active participation from member State and Local agencies to determine the research that is undertaken.

▪ A Technical Advisory Committee (TAC) with representation from participating members will direct the pooled fund activities.

▪ TAC will define the research needs, determine yearly funding allocations for research, select the projects to be conducted, approve research teams, and oversee the work to ensure the objectives are met.


▪ STAC would not only manage the fund and the finances, but also, with oversight and approval of the TAC, ‘serve the TAC’ (S-TAC) by developing work plans to address the TAC’s research needs, manage research contracting, and each individual project.

▪ When appropriate, other datasets that could supplement SHRP 2 data will be used to meet project objectives.

▪ The pooled fund will communicate and work with others in order to leverage research results and to work toward the common goal of a safer and more reliable experience for the road user.


▪ A minimum contribution of $50,000 per State per year for a 5-year period, or a total of $250,000 per State is suggested. Waiver approved to use 100% State Planning and Research (SP&R) Funds w/out non-Fed match.

▪ While we encourage the suggested minimum contribution based on the cross-cutting scope and potential high impact of this pooled fund, we understand that this may be an issue for some. For those unable to contribute the suggested minimum – please contact Charles Fay - we want to encourage as much participation as possible.

▪ In addition to the waiver, FHWA will contribute $1 Million over the 5 years of the project.


▪ Pooled fund study will not start until 2017

▪ Assume sometime within May – June 2017 timeframe will have first meeting of TAC at Turner Fairbank Highway Research Center in McLean, VA
