Superintendent’s Message by Paula Wright September is such an exciting time of year for a school district. The students are settling into the routine of being back in school and are learning by leaps and bounds, the weather is beautiful for outdoor activities such as recess, p.e., football, and cross country, and staff are excited to share experiences with the students. Parental involvement is an extremely important part of your child’s successful education. The Chariton Community School District has several opportunities for you to be involved. All school buildings and classrooms would welcome volunteers whether it is for one or one hundred hours. Please contact your child’s school or teacher to volunteer. The district also has committees that need parent and community membership. The School Improvement Advisory Committee focuses on the academic achievement of our students, the district goals, and works toward improvement for our school district. If you are inter- ested in volunteering, please contact my office at (641) 774-5967. Homecoming is scheduled for Friday, September 20, 2013 with a game against Oskaloosa. On September 10, 2013 the Chariton School District will be holding an election for two School Board seats and a PPEL renewal levy. The two seats available for election include Di-rector District 1 in which Dave Rich is running unopposed and 1 at-large seat in which we have three candidates; Dusty Cain, Gary Hoeger, and Todd Jensen.

PARENTS/GUARDIANS in the Chariton

Community School District have the right to

learn about the following qualifications of their

child's teacher: state licensure requirements for

the grade level and content areas taught, the cur-

rent licensing status of your child's teacher, and

baccalaureate/graduate certification/degree.

PARENTS/GUARDIANS may request this

information from the Office of the Superinten-

dent by calling (641)774-5967 or sending a letter

of request to the Office of the Superintendent,

P.O. Box 738, Chariton, IA. 50049.

ANNUAL NOTICES

Notice for Free & Reduced Lunch

A free or reduced lunch consists of bread, pro-

tein, vegetable, fruit, and one carton of milk.

The State of Iowa allows only one meal per day.

If a student wants two cartons of milk, they must

pay for the second carton. If the child brings

lunch from home, they must bring a drink, buy a

carton of milk for $.40, or get a drink from the

water cooler. If parents have a question, please

feel free to call the kitchen at Van Allen Elemen-

tary (641)774-5048.

If at any time during the school year there is a

change of income, you may fill out a free/

reduced application to help you and your chil-

dren with lunch and breakfast needs. Applica-

tions are available at each school. All infor-

mation is kept confidential.

Family Rights and Privacy Act

Directory Information: In compliance with the

“Family Rights and Privacy Act of 1974” parents

and students should be aware that the following

information may be released in regard to any in-

dividual student of the Chariton Community

School District as necessary or desirability arises:

Name, address, telephone listing, date and place

of birth, major field of study, participation in of-

ficially recognized activities and sports, weight

and height of members of athletic teams, date of

attendance, degrees and awards received, and the

most recent previous school or institution attend-

ed by the student.

Any student, parent, or guardian not wanting

this information released to the public, must

make objection in writing to the principal in

charge of the school which the student is attend-

ing at the time of registration.

Video Cameras

The Chariton Community School District Board

of Directors has authorized the use of video

cameras on school district buses. The video

cameras will be used to monitor student behav-

ior to maintain order on the school buses to pro-

mote and maintain a safe environment. Students

and parents are hereby notified that the content

of the videotapes may be used in a student disci-

plinary proceeding. The content of the vide-

otapes are confidential student records and will

be retained with other student records. Vide-

otapes will only be retained if necessary for use

in a student disciplinary proceeding or other

matter as determined necessary by the admin-

istration. Parents may request to view vide-

otapes of their child if the videotapes are used in

a disciplinary proceeding involving their child.

With regard to the requirement of the As-

bestos Hazard Emergency Response Act, a

copy of the Asbestos Management Plan for

each school building is available for review in

each school’s office of the principal of each

respective facility. A complete set of manage-

ment plans is available for review in the dis-

Homeless Notice

The Board of Education is responsible for

locating, identifying and educating homeless

children and youth found within the Chariton

Community School District. A homeless child

or youth of school age is defined as “one be-

tween the ages of 5 and 21 who lacks a fixed,

regular and adequate night-time residence.”

The Chariton Community School District will

make available to homeless children and

youth all services and assistance including,

but not limited to, compensatory education,

special education, ELL, vocational courses or

programs, programs for the gifted and talent-

ed, health services, transportation, and food

and nutrition programs on the same basis as

those services provided to resident students.

tions and/or issues.

Welcome back to an excit-

ing new year. The Chariton

district continues to hold true to its promise of

offering a robust and relevant curriculum while

allowing our kids an opportunity to choose from

a number of educational pathways. I am proud

to be part of a district that truly puts kids first.

At the high school we have taken the path less

traveled and have expanded our Fine Arts pro-

gram. New art classes this year at CHS are: Ce-

ramics, Digital Arts, Applied Arts (jewelry and

stained glass), and coming soon, sculpture. We

have added Principals of Engineering to our

Project Lead the Way (PLTW) line up and I am

extremely excited to announce we have added

Principals of Biomedical Sciences to our course

catalog. In addition to engineering courses Pro-

ject Lead the Way offers Biomedical Science

courses. The following excerpt from the PLTW

website gives a brief explanation of the pro-

gram:

“The PLTW Biomedical Sciences (BMS) Pro-

gram is a sequence of courses, all aligned with

appropriate national learning standards, which

follows a proven hands-on, real-world problem-

solving approach to learning. Students explore

the concepts of human medicine and are intro-

duced to topics such as physiology, genetics,

microbiology and public health. Through activi-

ties, like dissecting a heart, students examine the

processes, structures and interactions of the hu-

man body – often playing the role of biomedical

professionals. They also explore the prevention,

diagnosis and treatment of disease, working col-

laboratively to investigate and design innovative

solutions to the health challenges of the 21st

century such as fighting cancer with nanotech-

Curriculum & Instruction by Ken Harrison

I am proud to say that Chariton is one of the first

schools in the state to bring the Biomedical Sciences

Program to Iowa. To round out the new courses at

CHS we will be offering Environmental science as a

new science elective this year as well.

There are many new things at the middle school, but at

this time I would like to highlight the Project Lead the

Way courses, Design and Modeling and Automation

and Robotics. Over the summer several teachers, at

both the middle and high school were trained in the

new Project Lead the Way courses and Chariton is now

bringing this great curriculum to the middle school.

while I only mentioned a handful of the new programs

at CHS and CMS, there are numerous new learning

opportunities and programs at both elementary build-

ings as well. It is a great time to be getting educated in

Just the Facts

About the RENEWAL of the

PHYSICAL PLANT AND EQUIPMENT LEVY

The Date: School election on September 10, 2013

The Levy: The Physical Plant and Equipment (PPEL) Levy is used for basic repairs to school buildings; plumbing, heating, electrical systems; renovation; transpor-tation; and construction. With PPEL funds, the district pays for roof and window replacement, floor coverings, improvements for handicap accessibil-ity, upgrades to meet fire and safety codes, and much more. This fund pays for maintaining and upgrading our buildings and keeping them in working order.

The Resolution: Although the ballot resolution as published in the newspaper is worded in complex language, the tax is limited to a 5% surcharge on Iowa income tax paid and not on federal income tax, plus a small property tax portion. The Iowa code requires that the PPEL must be either on property tax or a combi-nation of income and property tax, therefore a small percentage will be on property tax. The board by this resolution is limited to a 5% Iowa income tax surcharge for a 5 year period. They cannot raise any additional funds without your approval. It is not the maximum 20% surcharge that can be taxed.

The History: Most people know the PPEL Levy as the old School House Fund Levy. Alt-hough the name has changed, the purpose is the same. This levy has been in place since 1992.

The Facilities: Our district operates and maintains six separate facilities. These include the High School which consists of facilities built in 1923, 1954, 1985, the Mid-dle School built in 1992, the Van Allen Elementary built in 1964, added to in 1992 and 2003, the Columbus Elementary built in 1964, added to in 1992 and 2003, the alternative program building and the Central Office which houses the pre-school, bus garage, and offices.

The Funding: All facility needs are funded by the PPEL & SILO fund (unless a bond is-sue is passed for a specific purpose). If the voters decide to approve the levy, the dollars would be allocated to all buildings by priority needs.

The Results: If approved, the PPEL Levy would generate about $400,000 per year. Alt-hough this amount is not nearly sufficient to meet all building needs, it will keep the district from falling further behind on repairs and maintenance.

The Costs: For a person with an income of $50,000 the cost would be 5% of an ap-proximate Iowa income tax of $3000 or $150 per year before deductions, which would decrease this cost. If that same person had a home assessed at $50,000, the property tax portion would be approximately $9. A person with no Iowa income tax required would NOT be effected or paying an ad-ditional tax. This is a vote to continue with the current levy that is in place, it is NOT a new levy.

Board of Education Meetings

Regular meetings of the Board of Education are held on the second Monday of every month except in

September if it is School Board Election Day. This month the Board of Education will meet on September

16 due to election on the second Monday. If the meeting day is a holiday, the meeting will be held on the

following business day. The meeting time is set for 6:30 pm. The meetings are held in the Board of Edu-

cation Meeting Room, 140 East Albia Road, Chariton, Iowa.
