The chapter shared travel expenses with the McConnell AFB Chapter and Division 89 for Special Guest Speaker CMSgt (Ret) James E. Lokovic, Past International Legislative Committee for October 12-13, 2011.

o A dinner was held in his honor the night of arrival on October 12, 2011 at the Sante Fe Steakhouse. Attending were Command CMSgts Kevin Vegas and Eddie Compton, plus Chapter 985 executive council members and spouses.

35 Tinker First Sergeants Council meetings were attended by AFSA members with 29 First Sergeants to raise awareness of AFSA programs that support the enlisted personnel currently assigned at Tinker.

2 SNCO Professional Education Seminars attended by AFSA members to gain support from 76 of newest senior non-commissioned officers

4 briefings held for 123 NCOs at the NCO Professional Education Seminar (NCOPES) about the importance of joining and remaining a member of AFSA

30 First Term Airmen Center briefings attended to provide 571 on the Air Force Sergeants Association and the importance of becoming a member

7 Airman Leadership School briefings attended to provide 257 of the Aiinformation on the Air Force Sergeants Association, the democratic process to include current legislative initiatives the impact enlisted member and their families and the importance of becoming a member of a professional organization

L egislative Issues

President Terry Turner contacted Representative Lankford (202)(225-2132) of Oklahoma's 5th District in regards to stance on Repealing the Affordable Care Act. He was redirected to his legislative aide. During discussion we talked about key points of the act that should remain, to include: Preexisting conditions coverage, reducing the deficit, providing coverage for children until age 26, dropping coverage due to illness, to name a few. In addition, we discussed job creation as a priority for the 112th Congress, taxes on business (Small/Large) and how to bring jobs back from overseas to reduce unemployment here at home. Legislative Chair Jim Peters contacted Congressman Steve Southerland of the 2nd Florida District and expressed concern over a double dip into the pockets of veterans in not giving cost of living adjustments and proposal by Sect Gates to increase TRICARE Premiums for working age veterans. Senators Rubio, Nelson of Florida / Coburn, InHofe of Oklahoma, Congressman Southerland of Florida and Cole of Oklahoma were contacted via email in reference to the 13% TRICARE increase proposed by Secretary Gates as well as the two year lack of COLA increase for veterans.

Legislative Trustee Jeffrey Anderson wrote letters concerning H.R.1092 Military Retirees Health Care Protection Act to California legislators Sen. Barbara Boxer, Sen. Diane Feinstein and Rep. Joe Baca and US President Barack Obama. He also emailed Mr. David Ligon (author of the Fiscal Analysis for Oklahoma

SB917) asking for a source of his data and a point of contact. President Terry Turner contacted Oklahoma Representative Lankford about co-sponsoring HR 179. This bill

eliminates the requirement that retirees of the reserve component be 60 years of age before eligible for health care benefits.

President Terry Turner contacted Oklahoma Representative Lankford about co-sponsoring HR 1092. This bill address not raising Tricare fees on working age retirees.

Past Trustee James Peters received an answer from US Representative (Dist. 4) Tom Cole reference concerns over increased TRICARE costs.

President Terry Turner contacted OK elected officials to support Senate Bill 815 to guarantee that military funerals are conducted with dignity and respect. Contact made with Senators Coburn and Inhofe.

President Terry Turner contacted OK elected officials to support H.R. 1092, the Military Retirees Health Care Protection Act.

President Terry Turner, past President Jon Bennett, past VP Michael Devenitch and Legislative Trustee Jeffrey Anderson met with US Representative James Lankford (R-OK-5 District) at his Oklahoma City office. President Turner emailed Congressman Lankford, a congratulatory/introduction letter, an advanced agenda facts sheets on AFSA and Chapter 985, and our Chapter 985 Monthly Legislative Report for June 2011. Various topics were discussed and ideas exchanged on quality of life legislation. President Terry Turner presented Congressman Lankford with a chapter coin and his chapter presidential coin of excellence. Rep. Lankford said he would display one at his Oklahoma office and one at his Washington office.

President Terry Turner received response from US Rep (OK-5) James Lankford on H.R. 333, the Disabled Veterans Tax Termination Act.

Legislative Trustee Jeffrey Anderson met with Mr. Ernest Branch, the manager of the South Oklahoma City Child Support Office and a USAF retiree concerning the background of a legal opinion submitted by DHS on OK SB917. This Oklahoma Bill dealt with how to calculate income for child support & alimony payments, including possibly VA disability pay. The opinion provided a potential fiscal impact on veterans and their children if passed. The bill passed one branch of the legislature, but died in committee in the other.

President Terry Turner received a Legislative Update from U.S. Rep James Lankford containing events

President Terry Turner received response from U.S. Rep. James Lankford (OK-5) on TRICARE Fees. Trustee Jeffrey Anderson received a response letter from President Obama stating that the 2010 Defense Budget

contains no cost increase for TRICARE, rather a more efficient way of doing business. President Terry Turner led legislative committee action team of 15 members; team researched and provided

information on Capwiz internet system which could be used to communicate with elected officials. Team spent 30 hours researching and participated in system demonstration by manufacture. Team created a Talking Paper to be presented to Division President Dale Lutzen to in turn present to HQ AFSA Executive Council in 2011. Executive council approved a budget line for system and approved use in Dec 2011.

2011 has come and gone but your achievements will live on. Chapter members I would like to take a moment to thank you for supporting this great chapter and AFSA! Chapter 985 is the Best of the Best! You donated over 2K hours of community service to the Tinker Community and local area. Because of your self-less contribution, you saved local non-profit agencies over $100K in operating fees and provided resources otherwise that could not be obtained. Membership is the backbone of AFSA and without it we would not exist. We had a very successful year in recruiting new members with over 564 new members and retained 117 members. We were ranked 8th out of 142 chapters for end strength. But I would like to challenge you. If you recruit just one new member, we will grow by 100 PERCENT.

Our successes can only be measured by the commitment of its members. Our chapter strongly believes

sponsored for the fourth year an education grant for further education through higher learning and along with Tinker Federal Credit Union contributions have been able to supply $9K in last four years to members perusing higher education.. Also, thank you for contacting your elected officials on issues that concerned you and our chapter. This has directly led to several accomplishments for us as Americans thru passages of legislation by the 112th Congress! The achievements of winning Division Airman of the Year, Community Service Award, Filed and individual Legislative Awards, are a direct reflection of all your hard work and support. Special thanks to
