Select image, click Color button on the Picture toolbar, and then click Washout.
Insert image in foreground layer—apply Washout and then click Arrange, Order, Send Backward.
May have to remove fill color in text frame to No Fill.

Certain Publisher features are not available in Web mode.
To convert a print publication to a Web publication:
1. Open the print publication.2. Click File and then Convert to Web
Publication.3. Follow the instructions in the Convert to Web
Publication Wizard.
