EMPANGENI DEPOTThis is an existing operating facility. It was purchased from Chevron in 18/08/2010 and taken over by KZN Oils as a going concern. Hence in terms of providing the commencement date, it is already in operation.

NEWCASTLE DEPOTThis is a facility which Chevron closed down as part of their infrastructure restructuring. KZN Oils purchased the facility from Chevron in 15/09/2010 but is not operational. It is KZN Oils intention to commission this facility by 01 July 2014.

SECTION C: ADDITIONAL INFORMATION

EMPANGENI DEPOTKZN Oils utilizes this Depot to supply approximately 15 Retail Service Stations in Northern KZN as well as Commercial Customers in the area. Lubricants are also available at the Depot for calling Customers.

KZN Oils employs a Staff of 15 people from the local area at this Depot.

NEWCASTLE DEPOTKZN Oils intends to utilize this Depot to supply Service Stations in the immediate area. Plans are also afoot to locate a Commercial Distributorship at this Depot who will service local Customers.

KZN Oils will employ Staff from the local area once the Depot is commissioned.

The main loading gantry is under cover (canopy) and contains two operating lanes. The west facing lane is capable of loading ULP and LRP into one vehicle only. The east facing lane is capable of loading Diesel and Illuminating Kerosene into one vehicle at a time.

system and the systems to prevent overflow or leakageThe storage tanks are contained within a concrete bunded area. There are two bunded areas, the horizontal tank farm and the vertical tank farm, share a common wall. The area flooring is concreted and designed to allow liquid flow into a catchment manhole and then piped to the oily water separator pit. The walls are sealed to prevent any leakage should a spill occur within the bunded area. The floor area is so designed to hold the entire capacity of the largest tank. Each bunded area drainage is controlled by a gate valve which remains in the closed position.

l.iv. A description of the regular inspection and maintenance procedures.The facility requires that there be a daily inspection before operations begin. This inspection is performed by the Depot Manager or his designated person. This is merely a visual inspection to ensure all appears to be in order prior to commencing daily operation.

Monthly inspections are performed and recorded as per the “Monthly Checklist for Depots” list as per indicated attachment.

l.v. Where applicable, a description for handling contaminated water run-off

The facility has been designed to contain and divert liquids, in particular rain water, from the vehicle operational areas to the oily separator pit.

This separator is so designed to allow for the oily water to separate within the concrete chamber. Clear water is allowed to discharge into the storm water canal

system. The oily substances remain on the surface to be removed into portable containers for disposal per legal requirements.

The vehicle operational areas have been cemented and sealed to ensure that any vehicle wash does not pollute ground soil. This wash is captured in manholes and diverted per an underground pipe network to the oily water separator.

2. Election of access arrangements as contemplated in Section 20(1)(n) of the Act

• KZN Oils shall comply with section 20(1)(n) of the Act• KZN Oils shall not discriminate between Customers as contemplated in section 21 of the

Act• KZN Oils NERSA shall comply with the NERSA approved methodology for determining

uncommitted capacity for the purpose of third party access

3. Provision for metering, including type of meters, accuracy, calibration arrangements

Company policy requires that all metering equipment is inspected daily and calibrated bi-annually by a licensed assizer.All loading and unloading piping are controlled by meters these being LC meters Model M-25-1

4. Provide the proposed tariffs for this facility and details regarding methodology used to determine such tariffs

This is not a joint depot facility and therefore not applicable. KZN Oils shall always be on the lookout for such opportunities in the future.

Two vehicles through a road transport gantry

The facility has been adapted to deal with both incoming and outgoing vehicles. The loading gantry is surrounded by mentis grating channels, designed to capture any product that might escape during the loading/discharge procedures. These channels are linked to a large separator pit.

The main loading gantry is under cover (canopy) and contains two operating lanes. The west facing lane is capable of loading ULP and LRP into one vehicle only. The east facing lane is capable of loading Diesel and Illuminating Kerosene into one vehicle at a time.

The discharge gantry occupies one of the main gantry lanes and decants through a separate system.

The storage tanks are contained within a clay-bottomed bunded area. There are two bunded areas, the horizontal tank farm and the vertical tank farm, share a common wall. The area flooring is designed to allow liquid flow into a catchment manhole and then piped to the oily water separator pit. The walls are sealed to prevent any leakage should a spill occur within the bunded area. The floor area is so designed to hold the entire capacity of the largest tank. Each bunded area drainage is controlled by a gate valve which remains in the closed position.

The facility requires that there be a daily inspection before operations begin. This inspection is performed by the Depot Manager or his designated person. This is merely a visual inspection to ensure all appears to be in order prior to commencing daily operation.

Monthly inspections are performed and recorded as per the “Monthly Checklist for Depots” list as per indicated attachment.

l.v. Where applicable, a description for handling contaminated water run-off

The facility has been designed to contain and divert liquids, in particular rain water, from the vehicle operational areas to the oily separator pit.

This separator is so designed to allow for the oily water to separate within the concrete chamber. Clear water is allowed to discharge into the storm water canal system. The oily substances remain on the surface to be removed into portable containers for disposal per legal requirements.

The vehicle operational areas have been cemented and sealed to ensure that any vehicle wash does not pollute ground soil. This wash is captured in manholes and diverted per an underground pipe network to the oily water separator.

11. Election of access arrangements as contemplated in Section 20(1)(n) of the Act

• KZN Oils shall comply with section 20(1)(n) of the Act• KZN Oils shall not discriminate between Customers as contemplated in section 21 of the

Act• KZN Oils NERSA shall comply with the NERSA approved methodology for determining

uncommitted capacity for the purpose of third party access

Company policy requires that all metering equipment is inspected daily and calibrated bi-annually by a licensed assizer.All loading and unloading piping are controlled by meters these being LC meters Model M-25-1

This is not a joint depot facility and therefore not applicable. KZN Oils shall always be on the lookout for such opportunities in the future.
