Honoring Our Heritage: August V. Graf Award

Few individuals have done more to raise the standards of treatment and practice of the water works art. Born in St. Louis in 1882, Mr. Graf attended the public and high schools of that city. St. Louis was growing rapidly at that time and he was ten years old when the new Chain of Rocks Plant supplanted the old works at Bissell Point. Plain sedimentation was the only treatment applied to water in those days. Home water works consisting of barrels of water treated with a handful of alum, a part of the daily life of many citizens in St. Louis. During his college career at Washington University much progress was being made in chemical coagulation using iron sulfate and lime. This was a modification of the American Steel and Wire Company's Quincy process and was admirably suited for the highly turbid surface waters of the Midwest.

Graduating from Washington University in 1905, Mr. Graf was a member of one of the first classes to graduate from the new campus.

He remained at the University as instructor in chemistry until 1907 when he resigned his position to become chemist and night

superintendent of the St. Joseph Lead Company at Herculaneum, Missouri. From 1909 to 1911 he was associated with the Robert W.

Testing Laboratory as a chemist.

In 1911 he joined the St. Louis Water Department and served in the Testing Laboratory of the distribution section. The coagulant

house at the Chain of Rocks plant and chemical precipitation had been established. In 1913 Mr. Graf was transferred to the Chain of Rocks

Plant as chemist and took charge of purification for the St. Louis Water Division in 1914. This was the year in which St. Louis made

another long step forward in water purification by the opening of what was then the largest mechanical filter plant in the world. This plant

pioneered many innovations that became standard practice throughout the country. Some of the early "Goldberg" devices for feeding

chlorine were designed and built under his direction. These machines worked very satisfactorily for the light chlorine dosages of that time

and it was only when chlorine machines went into commercial production that they were discarded in favor of more modern equipment.

Secondary coagulation became necessary for effective operation of the Chain of Rock Filter Plant. Because of the prime importance of a

well-prepared influent water to the filters, a vast program of coagulation studies involving all known coagulants was instituted and carried

out under his direction.

As far back as 1915 the city of St. Louis was considering plans either for expanding the Chain of Rocks Plant or for building a separate

new plant. As a result of this planning the new Howard Bend Plant on the Missouri River went into service in 1929. Mr. Graf assumed

charge as Chief Chemical Engineer for both plants in 1930.

Mr. Graf was the first to write specifications for a five-molecule ferrous sulfate. He cooperated with the manufacturers in making and

testing the product. This eliminated the troublesome problem of caking in storage. He conceived and developed the so-called St. Louis

Turbidimeter, the St. Louis bacterial Counter, and numerous other aids to more efficient operation. He is the author of many papers

dealing with the technical side of purification and is a member of a number of professional societies and fraternities.

He was invariably helpful, kind, and generous in aiding the younger men in the water works field. He gave without stint or

compensation of his time toward improving the technical side of water works practice. He was the recipient of the George W. Fuller

memorial award for 1940 by the American Water Works Association, of which he was a member since 1914.In his long public service he

developed a rare judgment of evaluating the merits or demerits of processes and procedures in the field of water treatment.

Honoring Our Heritage: Missouri Water & Wastewater Conference 1925-1999, Robert S. Miller p. 53 A memorial award bearing Mr. Graf’s name was established in 2001.

Nominees for the W. Victor Weir award and MWWC’s other state awards are taken throughout the year. For more information go to MWWC’s website www.mwwc.net or contact Sandi Miller at 573.761.0376 x300
