    Changebook and changebook North are the results of hundreds of ideas and thousands of conversationsthat have taken place across our province since 2008. Thats when our Party and caucus began the

    largest grassroots policy and idea exchange we have ever undertaken. The Ontario PC Partyconducted over three dozen policy town halls and policy roundtables across the province. A

    robust series of consultations led to our Regional Policy Forums, which connected over 500PC members across Ontario via real-time webcast, who debated and voted on over 200

    policy options.

    Our Have Your Say Ontario survey broadened the discussionseven further. We received advice from thousands of families

    from every corner of Ontario. We heard excellent ideas on howto give families the relief they need, and how to get governmentfocused on the basics that matter most. The survey wastranslated into 15 languages and hit mailboxes and inboxesacross the province.

    Changebook and changebook North were informed by thousands of families from across the province.

    Ongoing policy research and consultation wasconducted by over 350 volunteers on the

    Ontario PC Partys 12 Policy Advisory Coun-cils. Dozens of policy proposals were alsocollected from our PC Riding Associations,

    PC Youth Associations and PC Campus Clubs.

    Ontario families want change. Weve heard it everywhere weve been. The people callingfor change the loudest are from the North, and with good reason. If Ontario is the engine

    of Confederation, then Northern Ontario is the fuel the lumber, the minerals and theminds that power us forward. But for too long, the needs of the North have been ignored.

    Dalton McGuintys Liberals have in fact done worse than nothing to help Northernfamilies they have actively passed laws that prevent the North from growing

    and jobs from being created. The Southern Ontario special interests, withtheir fantasy view of what Northern living really is, have far too much say over

    decisions that affect actual Northern families. The North needs change.

    Dalton McGuinty just doesnt understand that the Norths success cant be driven fromthe special interests offices in Toronto. He hasnt listened to thousands of families overthe last two years, the way we have, and the way our partys Northern candidates have.

    We have listened in conversations on the phone, emails, in meetings, andat community events. We have listened in the exchanges resulting from our

    discussion paper, Rebuilding Our North. We have listened to the thousands ofNortherners who took part in our unprecedented Have Your Say Ontario survey.

    Changebook North shows what we learned by listening. We learned that thereis one challenge facing Northern families that requires an unrelenting focus: jobs. Most of all, we learned that to be successful, any policy to create jobs

    and ensure a strong future for the North has three questions at its core:

    Does it originate in the North? Does it protect the Northernway of life? Does it keep wealth in the North?

    Only if the answer was yes to all three would we include any pol icy inchangebook North. Changebook North is divided into three sections:

    Change: To Build Stronger Communities

    Change: To Create More Jobs In The North

    Change: To Make The Most Of The Norths Natural Advantages

    With these three core priorities, a Tim Hudak government will bring changeto ensure a future of jobs and opportunity for every Northern family.

    I was born and raised in Fort Erie, a small town in Niagara. My younger sister, Tricia, and I were lucky to have the love, support, and guidanceo our parents, Pat and Anne Marie, both o whom were teachers. My introduction to the political process came rom my mother, who waselected to town council.

    A ter graduating rom university, I was a Customs O fcer at the Peace Bridge.Then I traveled across Canada as part o a management team helping a majorinternational retailer grow its operations throughout Canada.

    The motivation or my entry into politics came in the early 1990s. Like mosto Ontario, my town was having a tough time. My riends were leavingFort Erie, heading to other places to fnd the opportunities they were beingdenied at home. I wanted to stand up or amilies like mine, and restore the

    jobs and the sense o community that were under such serious pressure, not just where I lived, but all over Ontario.

    I was frst elected as the MPP or Niagara South in 1995. I served asa Cabinet Minister or ive years including the Ministry o NorthernDevelopment and Mines. I was elected the 23rd Leader o the Ontario PCParty in June 2009. But the most important dates in my li e are October 5,2002, when I married my wi e Debbie, and October 3, 2007, when the light omy li e my daughter Miller was born.

    I want to be Premier to stand up or amilies ... to restore Ontario as theeconomic engine that drives this great country ... to ensure that Miller hasevery opportunity to succeed like Ive had and more ... and to deliver thechange Ontario needs.

    We will unplug the mandatory smart meters.

    We will be the best partner smallbusiness ever had.

    This includes removing the HST rom hydro bills.We will also remove the HST rom the cost o homeheating. Another immediate step will be the removalo the Debt Retirement Charge rom hydro bills.

    We will end mandatory time o use pricing. The smart metersorced on our homes at a cost o more than $1 billion have

    become nothing but government-sponsored tax machines.

    Business especially small business needs to ocus ongrowing, not on endless paperwork. We will appoint a Ministerresponsible or reducing the regulatory burden by a minimumo 30%. And we will introduce a Small Business Bill o Rightsto recognize that they are the engines o job creation.

    We will introduce immediate relieffor families energy bills.

    and NorthChangebook is our plan to provide respect, relie , and change or amilies across Ontario. It was created in the same way aschangebook North, through thousands o hours o listening. There are many policies in changebook that will be o particularinterest to Northern amilies, to go along with the policies in changebook North:

    We will support our seniors and their amilies by creating 5,000new long term care beds. This is on top o the 35,000 renovatedbeds that will be coming on stream over the next ten years.

    We will fix the apprenticeship system.

    We will grow our investments in health.

    We will toughen our treatment of criminals.

    A Tim Hudak government will create more than 200,000 new apprenticeship spaces over our years. An important parto our plan is reducing the ratio o journeymen to apprentices, making it 1 to 1 to put more skilled workers on the job. Wewill bring a system designed or the needs o the 1970s into the 21st century to create li elong, in-demand careers.

    A Tim Hudak government will require provincial prisoners to work up to 40 hours per week o manual labour. And we will use GPS technology to monitor registered sex o enders and other high risk o enders.

    Some o our other key commitments in changebook that beneft the North are outlined below. This includesgiving all municipalities a share in the provincial gas tax revenue and supporting Ontarios mining sector.

    We will give gas tax money toevery Northern community.

    The Dalton McGuinty Liberals approach to sharinggas tax revenue robs the North o money that shouldstay there. Why? Because communities without asubway or bus system dont get a share, even thoughevery amily in those communities pays the gas tax.

    In act, only one out o six Northern municipalities receiveany gas tax revenue at all under Dalton McGuinty.

    Under a Tim Hudak government, every Northerncommunity will get a air share o gas tax revenueto meet their local transportation needs.

    It means that more money and more local decision-making power will stay in the North. It means that local

    transportation priorities roads, bridges and buses willbe addressed based on each communitys needs.

    We will let Northern cities and towns decide forthemselves how to develop and grow.

    We will protect the Northern Ontario Heritage Fund.

    We will give Northerners more control over how their land is used and developed.

    The Dalton McGuinty Liberals listened to the special interests and created blanketlaws or the entire province based on their experiences in Southern Ontario.

    Clearly, the situation in the vast, open North is di erent than that o the GreaterToronto Area. We will not require Northern Ontario to be under the thumb oplanning rules so clearly designed or the Greater Toronto Areas urban sprawl.

    We will allow local governments to develop Crown Land to create jobsand beneft Northerners. Parceling Crown Land or cottage lots is justone simple example o how the process can be kick-started. We willdo this while ully respecting the interests o hunters and anglers.

    The Northern Ontario Heritage Fund Corporation helps to stimulatedevelopment and create jobs in the North. We will protect it. We will

    ocus the Funds investments on projects to help create jobs.

    We will hold Cabinet meetings in the North at least once a year.

    We will ensure First Nations are full partners in building and benefitting froma strong Northern economy.

    Changebook North is the result o listening. To continue and ormalize that process, a Tim Hudak government will hold at leastone Cabinet meeting per year in Northern Ontario.

    We know that the vast economic potential o Northern Ontario demands real, honest and constructive two-way partnerships withOntarios First Nations.

    Part o our commitment will be twice-yearly meetings between the Premier and senior Cabinet Ministers and First Nations leadersto ensure both parties are doing their part to welcome investments and jobs.

    We will help Ontario become #1 in mining in Canada again. As Minister o Northern Development and Mines, Tim Hudak helped to take Ontario to the very top o the rankings o the worldsbest mining jurisdictions. In 2001, we were ranked 1st overall. Today we have plunged to 19th, and we are just 7th in Canada.

    This is unacceptable. We need change. For over a century, mines have created billions o dollars or our economyand created tens o thousands o well-paying, long-term jobs. The industry also has a huge role in our provincial andnational economies, having helped the Toronto Stock Exchange become the leading global mining exchange.

    In short, Ontario needs a robust mining industry and the good, reliable,high-paying jobs it brings. A Tim Hudak government will be its strongestsupporter.

    We will end the uncertainty and indecision that has been a hallmark oDalton McGuintys Liberal government, chasing away potential mininginvestments and jobs rom the North. For example, we will work with the

    ederal government to harmonize the environmental assessment processesthat bog down important projects.

    We will remove barriers by cutting red tape, getting energy costs undercontrol, ensuring air and strong land tenure, and developing partnerships tobring the investments in in rastructure that a strong mining industry requires.

    We will repeal the Liberal law that effectively bansnew development in Northern Ontario.

    We will turn the promise of the Ring of Fire into a job-creating reality.

    Time and time again, Southern Ontario special interests make decisions on behal o theNorth, usually with no consultation and little concern or the outcome.

    One example is Bill 191, the Far North Act, which turns much o the North into a virtual museumby banning development and killing potential jobs. How did this happen? Dalton McGuintylistened to Southern Ontario special interests and ignored Northern Ontario amilies.

    We will change the way the government views the North. A Tim Hudak governmentwill repeal the Far North Act. We wont cave in to the demands o Southern Ontarioenvironmental groups. Instead, our priority will be creating jobs or every Northern amily andcreating wealth that stays in the North.

    Ontario is sitting on a gigantic opportunity tens o billions o dollars worth o jobs and prosperity. Thats biggerthan the Sudbury Basin. It is a once-in-a-century opportunity or the North, or Ontario, and or Canada.

    Yet Dalton McGuintys Liberals have dragged their eet, re using to jump on the high-value jobs and investments thatare waiting. We will not let this historic opportunity pass us by. We will champion the Ring o Fire, representing the voice

    o Northern Ontario throughout the entire province. We will convince people in Southern Ontario that the Ring o Firematters to them. And wherever government policy is a barrier, we will be open to all options to remove those barriers.

    We will make the Minister o Northern Development and Mines the government point person or moving the Ring o Fireorward. It is ar too important to leave to a single middle manager in the bureaucracy as Dalton McGuinty has done.

    We will allow all Mining Tax revenue from new mines to stay inlocal communities and First Nations.

    We will help our forestry industry become #1 in Canada again.

    This is a long overdue change. The communities that build and support the mineswill beneft even more rom the new development.

    Ontarios orestry industry is in trouble. Once, it led the nation; today, it ranks near thebottom. Jobs have been lost, mills have closed and Dalton McGuinty has createdchaos with a number o con using policies that have a negative impact on orestry.

    We will work to bring the jobs and leadership that once defned our orestry industry.These are some o the specifc steps we will take:

    A Tim Hudak government will create a orest tenure system that is transparent,air, and provides the certainty necessary or job creation. Forest tenure is

    the cornerstone to the certainty the industry needs to invest in Ontario.

    We will work with the industry to remove any barriers to job creation related to wood supply. The orestry sector needs toknow that there is a stable wood supply. We believe that the Ontario orests will support 26 million cubic meters per year or

    existing and new mills.When the industry is proftable again, we will direct a portion o stumpage ees to local communities and FirstNations so they can share in the success. There will be no increases to ees to allow or this sharing o revenue.

    We will create the conditions for new high-value, knowledge-based jobs.The ability to attract and keep the brightest minds in the North depends on a diverse economy. It is particularly important to keepour young people in Northern Ontario. We will encourage partnerships between government, the private sector, and post-secondary institutions to allow knowledge-based sectors to ourish.

    We understand that post-secondary education is one o the keys to training and keeping our brightest young minds in NorthernOntario. Changebook commits to creating up to 60,000 new spaces or Ontario students. Every Northern post-secondaryinstitution will be given an opportunity to compete or these new spaces and fnd new ways to ensure access, a ordability andexcellence in our post-secondary institutions.

    We will turn the Ontario Northland Transportation Commission(ONTC) into a foundation of Northern job creation.The ONTC is more than everyday in rastructure. Its a critical economic tool. But the ONTC needs change. For the North to reachits ull potential, the ONTC must be modernized, and the quality o its services enhanced.

    We will appoint a Board where transportation expertise not patronage will provide the oversight and leadership that is requiredin leading private sector companies.

    We will move responsibility or the ONTC rom the Ministry o Northern Development and Mines to the Ministry o TransportationThis will give the North much better integration with the entire provincial transportation network, policies, and uture plans.

    We will help the ONTC meet its in rastructure challenges by giving it greater access to our $35 billion in in rastructure unding,

    much o it in transportation, that is outlined in changebook.This July, a McGuinty government agency Metrolinx selected a Qubec-based company to re urbish GO Transit rail cars eventhough the ONTC has been doing high quality work or years. Yet Dalton McGuinty allowed this decision to stand, potentiallycosting over 100 good jobs. We believe this decision needs to be reviewed be ore the election.

    We will focus the Ministry of Natural Resources on supporting not interfering with Northern Ontarios traditional way of life.

    We will support conservation of wildlife and fish populationsin Ontario.

    The Ministry o Natural Resources (MNR) has lost touch with its core mandate.

    It has become another example o Queens Park creating red tape andbureaucracy that only irritates and inter eres with the people its supposedto serve. This sort o meddlesome bureaucracy costs jobs. The MNR needschange.

    Hunting, fshing, and trapping have been at the heart o our lives in this provincesince be ore Canada was ounded. A Tim Hudak government will work to returnthe MNR to its core mandate o management, protection, and promotion o ournatural heritage.

    We will ensure 100% o hunting and fshing licence revenue is dedicated toconservation. Those on the rontline o conservation like hunters and anglers

    We will follow our great Ontario trailsto more jobs and investment.

    Many o the people who hunt and fsh spend their evenings and weekendsproviding important services such as volunteering at fsh hatcheries and helpingto restore wetlands. Under Dalton McGuinty, just being allowed to operaterequires volunteer-run hatcheries to pay the same ees as an industrial polluter!We will eliminate these unnecessary ees to help support a world-class fshery inOntario.

    Over two million people use Ontario trails each year. Motorized and non-motorized trails contribute over $2.5 billion annually to our economy, supportinghealthy living, tourism, and creating tens o thousands o jobs throughout theprovince.

    Dalton McGuintys Liberals have made it harder and harder or people to enjoyOntarios trails. They seem to want to stop anyone rom enjoying NorthernOntarios beauty or example, by making Crown Land and orestry access roadsless accessible or recreational purposes.

    We will open our trails or public use. A Tim Hudak government will introduce tOntario: Yours To Discover Act. This law will ree up Ontarios public trails anaccess roads or outdoor activities. Crown Land is held in stewardship or all ous; we should all have access to those trails.

    The last eight years have been tough on families across Ontario, especially in theNorth. Communities have struggled. Jobs havent been created fast enough. Yet
