It has been an extraordinary year in the City of Ontario and I am pleased to provide you with an overview of just a few of the successful events and projects as envisioned by your City Council.

On June 17, 2015, the Ontario Mayor and City Council unanimously approved a structurally bal-anced budget for Fiscal Year 2015-16. The total overall budget of $491,951,228 was balanced without the use of any reserves or one-time monies. Moreover, the budget provides funding to support high quality public safety and municipal services, maintenance and expansion needs of the City’s infrastruc-ture and facilities, and the investment and reinvestment of City resources into the community.

This past June, 38,280 attendees from all over the world enjoyed the region’s milestone Huck Finn Jubilee Bluegrass Music Festival, now known as the “Premier Bluegrass Festival on the West Coast.” The Greater Ontario Convention & Visitors Bureau, overseen by the City of Ontario, booked 23 bands for the three day event (June 12 - June 14) that featured world class acts including a performance by actor/comedian Steve Martin. The event infused $7.1 million into the local economy and helped secure 2,257 room nights at area hotels. Next year’s event will take place on June 10-12, 2016; and more information is available online at www.HuckFinn.com.

Additional world famous events are right around the corner. Downtown Ontario will host the third annual Route 66 Cruisin’ Reunion from September 18 – 20, and will feature thousands of classic cars and over 200,000 attendees. This event gives our community an opportunity to showcase Downtown Ontario’s new Town Square, showcase car enthusiast vendors, and welcome world-class musical enter-tainment suitable for the entire family. Finally, this Fall I invite all of you to explore Downtown’s newest feature, the Ontario Civic Center Community Conservation Park. This 1.3-acre site on the south side of Ontario City Hall has been designed to educate the community about the benefits of conservation through interactive features and sustainable park amenities. Interactive structures will include a sun clock, play garden, artistic wind-mill, rock climbing play equipment, fossil digs, garden playhouse, butterfly garden, Ontario water his-tory display and an outdoor education amphitheater. This three million dollar project has been entirely funded by a grant from the Statewide Park Development and Community Revitalization Program and advances our commitment to making the Civic Center a model for sustainability and ingenuity. This is the first such open space in the region, and I look forward to seeing you there.

Unlike many cities across the nation, Ontario, California’s economy not only weathered

the economic storm of recent years but also continued to grow. Ontario’s business and government leaders are confident that a con-tinued bright economic future lies ahead.

Ontario’s economy continues to thrive and economists project a future with steady growth. The City’s geographic location as a transportation and distribution hub for South-ern California offers access to four major in-terstates, two railways and the Ontario Inter-national Airport, as well as easy access to the ports of Los Angeles and Long Beach. The City is a natural hub for industry and commerce.

The City of Ontario, California also con-tinues to prosper because of its people. At 167,000 residents, up 3 percent since 2010, the U.S. Census Bureau predicts Ontario’s population will double by 2035. Ontario touts a ready labor pool of talented and trained work-ers that is primed to grow. Ontario’s unparal-leled workforce provides companies with a pool of employees able to do anything, wheth-er that’s operating a forklift or heading up an international corporation.

Ontario’s huge retail complex provides a steady tax base for the city. In 2012, taxable sales were $6.4 billion, making it not only the highest in the entire Inland Empire but also

third highest of all of Southern California. On-tario endured the recession because its lead-er’s continue searching for ways to improve the quality of life, invest in public infrastructure and increase economic opportunities, both for businesses and for the community.

Ontario’s business friendly environment boasts one of the largest inventories of ware-house/industrial space in southern California. In 2014, Ontario had over 110 million square feet of industrial space renting at an affordable average of .43¢ per square foot compared to rates 25% to 35% higher in nearby counties.

Dollar for dollar, Ontario offers compa-nies a lower cost of doing business – and their employees a lower cost of living. The cost per square foot of Ontario’s commercial, retail, of-fice and industrial space is much lower in com-parison their neighbors. The median sale price of industrial space in Los Angeles is $115 per square foot compared with $71 in Ontario. The median sales price of commercial office space in Los Angeles is $182 per square foot compared with $99 per square foot in Ontario.

In 2015, the median sales price of homes in Ontario was $339,300, compared to $492,5,000 in Long Beach, $546,600 in Los Angeles and $1,245,000 in Santa Monica.

Although the Ontario International Air-port (ONT) is already the fifteenth busiest airport in the nation, as measured by air cargo,

Ontario government and business leaders are working to make the best and fullest use of this invaluable asset to help ensure the continued and successful growth of Ontario’s econom-ic engine. United Parcel Service operates its Western Regional hub out of ONT offering firms an additional logistical advantage doing business in Ontario.

Ontario reaps the benefits of being at the intersections of three major arteries of South-ern California’s dynamic freeway system: In-terstates 10 and 15, and California Route 60. The efficiency of this freeway system has been dramatically enhanced with the recent comple-tion of the high-occupancy vehicle lane on In-terstate-10, augmenting its immediate truck-ing and air resources.

Ontario provides access to two major rail-ways including Burlington Northern-Santa Fe Railway and Union Pacific Railway. The city is also home to a number of “less than load” trucking firms; all adding to Ontario’s strategic access to the Ports of Los Angeles and Long Beach through its interconnected freeway and rail system.

History of Euclid Avenue

Euclid Avenue is one of the main streets in Ontario, and is also it’s most famous. Euclid Avenue was

designed and laid out in 1882 by George & William Chaffey to be the backbone and cen-terpiece for their “Model Irrigation Colony” which came to be known as Ontario. The brothers designed the avenue to be a thing of functionality and lasting beauty. Euclid Avenue had provisions for an electric railway, water rights for each landowner, electric lights, long distance telephone lines, and a local educational institution. All of these components were integral to the growth and development that occurred along the avenue.

The avenue was designed to run from San Antonio Heights at the base of the San Gabriel Mountains at the north end of the colony to the southern edge of the colony at the Southern Pacific Railroad tracks. Con-struction of the avenue began that same year under the Chaffey brother’s direct supervi-sion and by 1884, four miles of the avenue had been graded.

The median was landscaped with Palm trees and fast growing Pepper trees. The curbs and streets were made of granite cob-blestone. The cobblestone streets have been paved over with asphalt several times over the years and are no longer visible. In 1886, the Chaffey’s sold their interest in Ontario to Charles Frankish who then formed the Ontario Land and Improvement Company. Charles Frankish purchased the land south of the Southern Pacific Railroad tracks and continued construction of Euclid Avenue to

conform with the Chaffey’s plan. In 1887, Euclid Avenue’s unique

“gravity mule car” made its first run. Charles Frankish and Godfrey Stamm established the Ontario and San Antonio Heights R.R. Co. Engineer John Tays of Upland added the pull-out trailer that allowed the mules to coast downhill behind the rail car after each laborious pull from Holt St. to 24th Street. The mule car served until 1895, when it was replaced by an electric streetcar and returned temporarily when a flood damaged the electri-cal generator in the powerhouse.

By the 1930’s, Euclid Avenue had received widespread recognition as be-ing an outstanding example of landscape architecture and was known as “one of the most beautiful boulevards in the world”. In 2005, Euclid Avenue and the median, from Philadelphia Street in Ontario to 24th Street in Upland, were listed on the National Reg-ister of Historic Places as the Euclid Avenue Historic District.

The Euclid Avenue Historic District is defined by various periods of growth and de-velopment that occurred from 1888 through 1965. The first period of development was from 1888-1900 and is referred to as the Period of Settlement. Victorian architec-ture was popular during this era and there are grand and modest examples of the style along Euclid Avenue. The years 1901-1920 are considered the Period of Solidification. Ontario became established and Craftsman architecture became popularized during this period. The years 1920 through 1930 are

the Progressive Era. The Era was a boom time for Southern California as industries related to oil production, citrus, and tourism increased dramatically. Many middle class homes constructed during this period were designed to conjure romantic times and faraway places including French Eclectic and Spanish Revival architectural styles. From 1930 to 1936, Depression Era homes were constructed more modestly with smaller scale vernacular bungalows absent of any particular architectural style.

By the late 1930s, a building surge of new homes occurred, despite a supply shortage and restriction on materials during the war. Immediately following World War II, General Electric and Exchange Orange Products expanded, constructing new build-ings and adding new jobs. By 1946, 743 new homes were constructed in the Early Post War Tract, Minimal Traditional, and Ranch architectural styles.

By the 1950s, architectural styles typically used on residential buildings were beginning to be used on commercial build-ings in Ontario. Within a two-block segment of Euclid Avenue are two medical office build-ings that have elements of the architectural styles found in homes built during this time. These single story buildings, feature low pitch hipped roofs, large windows, and front yard setbacks, which are compatible with the residential styles of the area.

Euclid Avenue is a 200-foot wide right of way with a 60-foot wide landscape median and 15-foot wide parkways. From G Street to

I-10 Freeway, there are three lanes of travel in each direction.

The sixty-foot wide center landscape me-dian in Euclid Avenue is heavily landscaped with California Pepper, Deodar Cedar, var-ious Palm trees, turf and beds of Armstrong Roses. The median is edged with rock curb. There are periodic breaks in the median for cross traffic maneuvering. In the mid 2000’s, the vehicular break in the median at Princeton Street was eliminated in order to improve safety in front of Chaffey High School.

The most prominent street tree along this portion of Euclid Avenue is the Silk Oak. Mature Silk Oaks line both the east and west sides of Euclid Avenue. Coast Live Oak (on West Fifth Street) and Camphor Trees (on West Fourth Street) also have a significant presence within the district. In total, there are

more than three dozen tree varieties within the district. These public trees reinforce the importance and grandeur of Euclid Avenue and the district, as a whole. Special care is taken to ensure these trees are protected given their maturity and number.

Most of the sidewalks along Euclid Avenue within the Historic District are “scored”—with a square scoring pattern found in many of the older neighborhoods in Ontar-io. This sidewalk pattern is a unifying feature within the district. When sidewalks within the district need to be repaired or replaced, the scored sidewalk pattern should be replicated.

One way to appreciate and learn more about Euclid Avenue and the city is by visiting is the city’s own Ontario Museum of History & Art. Housed in Ontario’s second city hall built in the 1930s, the museum is open

Thursday through Sunday noon to 4:00 p.m. The purpose of the Ontario Museum of History & Art is to promote knowledge and understanding of the history, art, and cultural traditions of the greater Ontario area in a broad context. The Museum serves to enrich the community by collecting, preserving, and interpreting the history of Ontario and its region through exhibitions, educational programs, lectures, publications and other community events.

Given its size and grandeur, Euclid Ave-nue is the centerpiece of Ontario from when it was built to the present. The improvements within the right of way are part of what creates the character and framework for the Historic District.

Business isn’t the only big league that the city of Ontario plays in. Thanks in part to its central

are organized by the City of Ontario to bring a boost of excitement. Markets, musical performances, car shows and the summertime “Movies in the Park” events allow residents to get to know their neighbors better, helping Ontario, California become the city that it’s meant to be.

Ontario’s history as an aviation hub dates back to the 1923. A landing strip was first built next

to one of the huge orange growers on Central Avenue on land leased from the Union Pacific Railroad. An airport soon followed built by the Friends of Ontario Airport, one of the first flying clubs in southern California. See-ing the potential benefit for the city, Ontario purchased 30 acres in what is now in the southwest corner of the airport for $12,000 and established the Ontario Municipal Airport.

Seeing aviation explode in southern California, Ontario expanded its airport several times during the 1940s and ‘50s including construction of a 6200’ runway. The airport operated as an Army Air Corps training base during World War II. Transpa-cific cargo flights gave credence to the airport being renamed Ontario International Airport in 1946. In 1949, Western Airlines began scheduled air service and was followed in

1955 by Bonanza Airlines.In 1967, Ontario and Los Angeles

entered into a joint management agreement, which brought Ontario International Airport into something known as the Los Angeles regional airports system. Commercial airline traffic grew rapidly and soon included four additional carriers. In 1974, Ontario even hosted the supersonic Concorde airliner during a round the world promotional tour.

In 1985, the city of Los Angeles ac-quired Ontario International Airport outright from the city of Ontario. Runways were extended and strengthened and numerous improvements made. Aeromexico offered flights to Guadalajara and Mexico City and the future for the airport looked very bright with Los Angles planning for hundreds of millions of dollars planned for further expansion.

UPS opens its west coast hub at Ontario in 1992 and LA built two new passenger ter-minals in 1998. Passenger traffic continued

to grow and peaked at 7.2 million passengers in 2007.

In August of 2015, the City of Ontario took regional control of the airport from Los Angeles. “Ontario and the Ontario Interna-tional Airport Authority are confident that local control and the strategic business plan for Ontario International Airport (ONT) will lead to substantial reductions in operating costs, new marketing opportunities, and growth in air service at ONT over time,” said airport authority spokesperson Jacob Green.

The city of Ontario is proud of its efforts to bring local control of ONT back home. It’s also great news for not only Ontario, but for Riverside County, San Bernardino Coun-ty, all the Inland Empire and the San Gabriel Valley. These areas should benefit from over a billion dollars year according to economist John Husing. The bright economic future for Ontario has been made even brighter with the return of ONT to local control.

A family-friendly environment offers beds for overnight stays and wireless Internet access, amenities which enhance the overall care experience. Numer-ous skylights and large windows maximize natural light which eases stress, is good for the environment, and contributes to a better patient experience.

The Ontario Medical Center incorpo-rates advanced technology at every opportu-

nity. It is the first medical center in the Kaiser Permanente system to have a fully integrated Information Technology infrastructure across the entire campus. Kaiser Permanente’s electronic medical record system is accessi-ble by computer terminals next to each bed and at nursing stations, allowing providers to retrieve essential medical information at the touch of a finger. Sophisticated imaging systems improve diagnostic and treatment capabilities. A wall-to-wall wireless network provides wireless network coverage in all areas of the campus to support computing devices, wireless telephones and member access.

The new hospital is also a “green” facili-ty. Numerous environmentally friendly design and operational features ensure that this new hospital is a place of health for the planet, too.

The best education can be found in Ontario’s many communities. Ontario’s primary and secondary

schools place an emphasis on academic excel-lence including fundamental skills essential for continuing learning and provide students opportunities to prepare them for responsible citizenship and career options. There are four different school districts operating with-in the city; Ontario-Montclair School District, Mountain View Elementary District, Chino Valley Unified School District, Chaffey Joint Union High School District

The Ontario-Montclair School District (OMSD) was founded in 1884, serves a 26 square mile area, which covers most of the city of Ontario, Montclair, portions of Upland, and unincorporated areas of San Bernardino County. The District is the third largest elementary district in the State.

More than 22,700 PreK-8 students attend 26 elementary schools, 6 middle schools, and 2 alternative programs. OMSD boasts two California Distinguished Schools, International Baccalaureate Schools, a GATE Magnet, a Science Magnet, a Dual Language Academy, and Arts-integrated Magnet, and many AVID Schools.

The Mountain View Elementary District

consists of three elementary and one middle school. The district prides itself on its schools having received several California “Distinguished School Awards”. The dis-trict’s Parent-Teacher-Student Associations are very active keeping parents in-tune and involved in their children’s education.

Chino Valley Unified School District (CVUSD) offers premiere educational oppor-tunities for over 29,000 students, from tran-sitional Kindergarten through 12th grade. The district serves parts of south Ontario and the communities of Chino and Chino Hills.

There are 35 schools in CVUSD includ-ing 19 California Distinguished Schools. It is also home to a National Blue Ribbon school, Title 1 Achieving Schools and a California Department of Education Service-Learning Leaders School.

Chaffey Joint Union High School Dis-trict is a 9-12 school district that serves the communities of Ontario, Montclair, Ran-cho Cucamonga, and portions of Fontana, Upland, Chino, and Mount Baldy. With more than 25,000 students, it is one of the largest high school districts in California. The District operates eight comprehensive high schools, one online high school, one continu-ation high school, one community day school,

and one adult education school.The union high school district began

in 1882 when George and William Chaffey, the founders of Ontario, began the Chaffey College of Agriculture and an on-campus sec-ondary school with assistance from the Uni-versity of Southern California. The university abandoned the agricultural school while Chaffey was away in Australia, so he pursued litigation and eventually won. In 1901 control of the secondary school was given to the local community and it was named Ontario High School, only to be renamed Chaffey High School in 1911

A variety of technical and vocational institutes, as well as colleges and universities in the Ontario region provide a broad scope of Certificate and Degree programs in a wide range of fields. Focusing on a particular discipline, these educational programs are often very specific in particular course study. Among the programs are courses ranging from accounting and animation technology to computer technical support and culinary/restaurant operations, and from financial occupations and manufacturing technology to sports medicine and systems engineering.
