Plan of Enumeration - Methods
There are a number of approach to this phase of a census:• Traditional – each house contacted and enumerated
face to face – (most developing countries and for part of the population of some developed countries).
• In circumstances where up-to-date and comprehensive address or population registers exist - the enumeration process involves mailing out the census forms, or having the public mail back the completed forms.

Stages of Enumeration Plan
This includes:• Determine the enumeration method which will be used
and the basic procedures to be followed in the collection of the data and the control of the enumeration,
• Outline the procedures for controlling the data quality • Estimate the number of living quarters and the
probable size of the population to be enumerated so that the number of questionnaires and other materials required so that the number of enumerators and supervisors needed, can be properly ascertained.

Challenges
Each method of enumeration has challenges:• Enumeration
– Costly (comparatively)– Time consuming– Delay as a result of unforeseen circumstances or acts of
nature– Enumerator error possible depending upon the
approach (PAPI or CAPI)• Mail out/back
– Developed postal addressing required– Respondent error (inability to follow instructions)– Low response rate

Best Practices - Method of Enumeration
Deciding early on the method of enumeration this is done by Testing the various alternatives:
– Cost– Quality of data– Operational feasibility

Best Practices Timing of the Enumeration
Great importance and consideration must be given to the timing of the census.
This depends on a number of factors– Avoid seasons when there is a lot of rain, flooding or
high temperatures– Times when most persons are staying at their usual place
of residence – Avoid seasons of peak agricultural activities– Avoid periods of tradition festivals, pilgrimages and
fasting periods– Times when labour force is available

Best Practices - Enumeration
Great importance and consideration must be given to the timing of the census.
Review of the process after the 1st week of enumeration– Checking that all field staff are doing their tasks as
required.– Making adjustments to the process
Constant supervision and monitoring of field workers– Enumerators– Supervisors– Area Managers
