Dear Mr. Chairman,

My name is Chris Pigott. I am a resident of Jackson, Mississippi, and a Senior atMurrah High School.

Launching a community effort to bridge the digital divide in the Capital City ofthe ation's poorest state wa one of the most important issues that I wanted to tacklewhen I became Pre ident of the Mayor's Youth Council in my hometown of Jackson,Mississippi. I wanted to give every person of every age, race, and financial situation inJackson the opportunity to have acce to the Internet. In order to do this, I researchedthe practicality of citywide free-wifi Internet access. City Hall representatives lookedinto my idea, but determined that the assumed cost of the proposal was not within theirbudget.

Eighteen months later, an innovative company based in Silicon Valley, calledM2Z etworks, learned of the City's intere t and offered to bring wireless Internet accessto the entire population of Jackson. M2Z offered to do this free of charge to the people ofJackson. In fact, Jackson would gain financially, because M2Z would have to pay theCity in order to use its 28 towers to broadcast the signal.

This opportunity for the city of Jackson was one that I could not watch pass by.So, in order to fight for approval and to show that free-wifi was in the interest of thepeople of Jackson, I created a non-profit corporation and website, called"freewifijackson.com." Through this, I have communicated with Senators andCongressmen in order to encourage them to support this wonderful opportunity.

To date, my organization has gathered the support of over a thousand Jacksoncitizen and has spread awareness of this wonderful opportunity throughout mycommunity.

When I look at this proposal, 1don't see it as giving a free ervice that wouldotherwi e cost individuals a certain amount of money. Instead, I see thi as offering aservice to many individuals, in a community like ours, who would otherwi e not have themeans of affording these services, at all.

I attend an inner-city public school in which many students do not have access tothe Internet. Because of this, there are certain educational limitations that they cannotovercome because of their family's financial situation. Teachers have to modify theirlesson plans to accommodate the resources that are available to their students. Forinstance, when a teacher gives a research assignment, he or she has to make sure that thatassignment can be completed without using the Internet. This is not acceptable.

The Internet is becoming more and more of a necessity; both an educationalnecessity and a communicational necessity. As I fill out college applications this year, [can't imagine this process without the availability of the Internet. I receive infonnationregarding deadlines, SAT/ACT testing, admission requirements, student services, etc.using the Internet on a daily basis. Students without access to the Internet are at anenonnous disadvantage when it comes to college admissions. This also is not acceptable.

These are just a few situations that I had encountered recently. Thankfully, myown family can aITord these services. But not all are as fortunate as I am. There are stillmillions of individuals who are without the Internet. This is not the only disadvantagethese people suITer from. But a free broadband service will help to catalyze an eITorttobridge the gap between the privileged and the less fortunate.
