about the foundationEstablished by the Board of United Way Ballarat in 2001 and other like minded citizens, The Ballarat Foundation is an Honorary Trust and a Company limited by Guarantee. It is incorporated as a Deductible Gift Recipient and is income tax exempt.

As such, The Ballarat Foundation makes it possible for individuals, families and businesses to easily make a donation or form their own Charitable Fund during their lifetime or through a bequest.

United Way Ballarat and The Ballarat Foundation retain their separate identities and legal status whilst sharing a common set of resources “behind the scenes” leading to both organisations being better able to best meet the needs of Ballarat.

chair’s ceo’sreport reportIn 1983, the concept of the Ballarat Community Fund was originally conceived and it is remarkable how far we have come in dollars, organisations we have supported and exposure and influence in our community.

Whilst we have not witnessed a huge increase in income this year, reflecting the current economic climate and diminished investment returns, we are pleased to continue to support many organisations in the community. The Ballarat Foundation must remain fixed on the long term and we know that economic conditions go up and down but the need in our community is always present.

The Board recognises that our strategic direction must allow us to adopt a more ‘helicopter view’ of the sector, to recognise and address the major issues, challenges, needs and opportunities facing fundraising and the sectors we support in our community.

We owe a huge thank you to our supporters and donors. Your ongoing support is critical to the success and the future of this organisation and we are deeply grateful for your generosity to the Ballarat community.

As Chair, I would like to extend my thanks and congratulations to Geoff Sharp and the staff on their extraordinary efforts this year.

During the year the Board said farewell to Susana Yung, Bill Mundy and Joe Fleming. On behalf of the Board, we thank them – their wisdom and contribution will be greatly missed.

To all of our current Board Members, I am very grateful for their ongoing support and dedication. It is an honour and privilege to have such a high calibre of individuals involved in the future of this organisation.

I have been a Board Member for United Way Ballarat for seven years, and for the Ballarat Foundation for three years, and this year will be my last. I step down from the Board with mixed feelings of sadness and pride.

I have complete faith and great expectations for the future of the Ballarat Foundation and I look forward to watching it grow and benefit our community.

Not-for-profits operate in a challenging and difficult regulatory and funding environment. Current budget pressures, declines in corporate giving, increasing costs and centralised funding arrangements present a significant challenge to not-for-profit organisations in our region. Over the last few months, an increasing number of organisations are approaching us to see how we can assist them given current funding restrictions and/or cuts.

The reality is that even with the best will in the world the Ballarat Foundation is only ever going to be a drop in the ocean of funding when what is needed is in the millions every single year. However (and it is a substantial however), what the Ballarat Foundation can be is smart and ask the questions that need to be asked. Questions like:

• What can we do to build projects that last longer than an election cycle?• What projects can be funded which are not “popular,” high profile or tug at the heartstrings,

but which change outcomes in the future?• What will really build a better community for all of us to live, work and play in?• Where can philanthropy pioneer projects which demonstrate new ways of working?

This is the opportunity that is presented by a community foundation like the Ballarat Foundation. For all of us to work together to identify opportunities in our community, opportunities which will have a lasting impact, opportunities which build the social, cultural and environmental aspects of our community.

The Ballarat Foundation exists to think long term because by its very design it is here to stay, here as long as there is a community in Ballarat, and whether it is in 10, 50 or even 100 years we will continue to ask these questions.

in The Ballarat Foundation has helped several families set up funds in memory of their loved ones that will leave a legacy into the future in their honour.

Janine Owen Fund

Janine completed a Commerce degree at The University of Ballarat, and it was here that she met her husband Tim. Following university, Janine had a successful finance career in Ballarat with Ballarat Regional Industries (BRI), Goodman Fielder (Sunicrust Bakeries) and the Department of Sustainability and Environment (DSE).

After Janine’s accidental death in 2012, The Ballarat Foundation assisted Tim to create a sub-fund as a lasting legacy in her honour. As part of the fund, an education support fund was created for students from Ballarat secondary schools wishing to study Commerce at Federation University Australia. See page 17 for recipents.

The sub-fund also provides general support to local families in need and programs with a focus on youth.

Matthew George Young Stockman Award

Matthew George lived in the Lake Goldsmith Stockyard Hill area in Victoria all his life. He attended primary and secondary schools in Beaufort before transferring to Ballarat College in year 11. At age 19 he purchased a property about seven kilometres from his parents’ farm. Matthew died in November 2007 aged 21 as a result of a motor vehicle crash close to home.

Matthew’s dream was to travel to Canada on a working holiday. He wanted to stay at some of the stud ranches where they welcomed the help and in exchange gave you a first-hand experience of how their operation worked. Following Matthew’s death, the Angus cattle family of

The Angus Cattle family rallied together, along with local businesses from Beaufort and Ballarat area in Victoria, to form The Matthew George Young Stockman Award in his memory.

This annual award is offered nationally in July with the winner being announced at the Royal Melbourne Show. The award provides an opportunity for young breeders, aged 18 to 25 years, to undertake an overseas study tour of beef cattle breeding programs, developments and practices. As well, they act as young ambassadors for the beef cattle industry in Australia.

sub-funds ofthe foundationDonors can request to establish sub-funds which can be named for a cause, a specific charity, in memoriam or named after a donor or corporate entity.

The sub-funds operate as management accounts for the purpose of tracking donations and grants attributed to a donor and/or a cause. Sub-funds are not separate to other money in the trust fund and all funds are pooled for investment purposes.

Donors can request to establish a sub-fund by completing an establishment form and making an initial donation.

Once approved by the Board the donor receives a confirmation letter that the sub-fund has been established including a receipt and signed copy of the establishment form.

Here we recognise just a few of our many sub-funds and thank each of our donors for their trust and for the privilege of sharing their philanthropic journey.

Courier Charity FundThe Courier Charity Fund was established in July 2002 as a long-term community commitment, operating as a sub-fund of The Ballarat Foundation.

It has benefited and will continue to benefit regional-based charity organisations for specific, tangible projects.

The Courier Charity Fund plays a vital role supporting, contributing to and utilising The Ballarat Foundation’s community strengths. The Fund has the independence to create its own outcomes, whilst achieving efficiencies through the statutory and administrative requirements undertaken by The Foundation.

A major fundraising event for The Courier Charity Fund and The Ballarat Foundation in 2014 was a Twilight Cinema showing of the movie Grease, held in conjunction with The Begonia Festival.

Telstra Country Wide Ballarat Community FundThe Telstra Country Wide Ballarat Community Fund is a very positive and tangible way that Telstra Country Wide invests in the Ballarat community.

Through its grants program, Telstra is able to support organisations with specific projects that have a technology component, in the areas of:• Health & Community Wellbeing• Education • Arts & Humanities• Sport & Recreation• Conservation & Environment• Community Development • Community Disaster Relief

Women making a differenceLeading women of Ballarat are becoming more and more proactive about philanthropy, wanting to make a difference in our community. The Ballarat Foundation is dedicated to providing local women with the opportunity to learn about and discuss thoughtful and purposeful philanthropy at regular luncheons where quality speakers are invited to provide resources and information.

In August the guest speaker was author Hazel Edwards who spoke on ‘Quiet Heroes; extraordinary women behind the scenes.’ Hazel is not only the author of many children’s books, most famously the ‘Hippopotamus on Our Roof Eating Cake’ series, but has also authored many biographies of influential people in Australian history. Hazel spoke passionately about the incredible influence that Edith Cohen had on the voice of women in Australia. “A politician and social worker, Edith believed a group could achieve more than a single voice. And she was persistent. She knew when to talk and when to act.”

2015 will see several luncheons held with guest speakers invited for their experience in women’s philanthropy.

Creswick Men’s Friendship Shed - Hepburn Health Service The Shed acts as a beacon, providing an inclusive, friendly, non-threatening environment where men can interact with a small group of people and participate in a number of community projects.

Family camp for marginalised residents – Wendouree West Exodus Community Provides a community camp for families from the Wendouree West area who would otherwise never have that opportunity.

Autism Expo – Ballarat Autism Network The expo aimed to increase community-wide understanding and awareness of the impact of autism and the services available to parents, family members, professionals and community members.

Clemente – Centacare Ballarat Clemente is an unique program aiming to integrate the most disadvantaged members of our community into mainstream tertiary education.

Accommodation and support for homeless youth - Lighthouse FoundationLighthouse supports homeless young people by providing not just a home, but also a family environment, coupled with therapeutic approaches.

Socialisation groups for adults dealing with mental illness - Centacare BallaratThis program aims to reduce the social isolation of people with a psychiatric illness through specifically tailored social and recreational activities, and also allows for some respite for their carer.

Day program for visually impaired older people – Vision Australia Vision Australia’s Ballarat Day Program provides regular, structured, recreational activities four days a week, to Ballarat LGA residents who are blind or have low vision and are aged over 60 years.

Engaging Indigenous Boys - Aboriginal Literacy Foundation Providing the opportunity for indigenous boys from Ballarat to be tutored and mentored over twelve months to specifically lift their academic results and inspire them to think of the possibilities that life can offer them.

Provision of improved drinking water facilities – Ballarat East Community Men’s Shed The BECS program has been providing a vital service for both retired and at risk men in the Ballarat East community for seven years.

In 2014 the distribution of support to a total of 22 programs was made through The Ballarat Foundation and United Way Ballarat. Recipients of the grants were announced at the Ballarat Foundation Christmas party.

Programs for vulnerable kids - Aquinas Young Vincentians Students volunteer to provide weekend camps and Kids Days Out to make a difference in the lives of disadvantaged Ballarat and regional children. The programs provide a respectful and positive group environment that builds confidence and better school behaviours for the children who attend.

Mentoring of students who have a refugee background (Mercy Connect) – Mercy Works Mercy Connect volunteers assist newly arrived children on refugee or humanitarian visas with their educational transition. The trained volunteers all have an educational background.

Therapy groups for children dealing with the effects of domestic violence - WRISC Family Violence SupportTargeting school aged children who have experienced family violence, trauma, homelessness or high conflict separation, this program utilises art therapy to increase self-awareness and supports children to emerge better equipped to deal with relationships and adverse life issues.

Emergency grant and financial advocacy for people at risk of homelessness - Child and Family ServicesPACT advocates on behalf of tenants experiencing financial hardship to assist them establish or maintain tenancies that are at risk, as well as enhancing the skills of those same people in the budgeting and management of their finances.

Keeping in Touch Program - Meniere’s Australia Reconnecting sufferers with each other and their community, encouraging them to explore available options and improve their emotional wellbeing, as well as providing role models who successfully manage their condition.

Phoenix College Breakfast Club - Ballarat Christian Fellowship This program provides a nourishing meal in a safe environment for approximately 250 secondary students per week who do not receive breakfast at home

Kitchen Garden Community – Golden Point Learning And Cultural Environment (G Place) G Place are enhancing the procedures and resources for their kitchen and garden facilities to allow provision of an excellent standard of community kitchen access for events, cooking lessons and other kitchen training.

Breezeway - UnitingCare Ballarat People who are homeless, those with mental health issues and people in crisis can access a substantial and nutritional midday meal every day of the year in a warm and safe environment. Whilst they are there, people have access to referral to other support services such as Centrelink, health and financial professionals.

Community breakfast program for homeless and isolated people - Anglicare BallaratVolunteers share a free nutritious breakfast with people who may suffer homelessness, financial disadvantage and social isolation in a warm, safe and friendly environment. Guests can also access other basic material needs and find referral to other support services when they visit.

LARF - (Life skills, Activities, Recreation, Friendship & Fun ) - The Salvation Army Karinya LARF participants are partnered with mentors who contribute wisdom, a different life experience, guidance, support and positive role modelling to ease them into life in the mainstream.

Safety Assist - WRISC Family Violence Support Assisting women and their accompanying children to live a life free from family violence by providing material resources to enhance their safety.

A youth group for teenagers with Aspergers - Pinarc Disability Support Providing supported social activities aimed at reintegrating teenagers with Aspergers Syndrome into mainstream youth activities or groups as their social skills develop over time.

The recipient of the very first Janine Owen Education Fund Grant was Jasmine Bishop from Ballarat Secondary College

Matthew George Young Stockman Award

Jackie Elliott from Byaduk near Hamilton in Victoria is the recipient of the Matthew George Young Stockman Award for 2014.

During her study tour with the Award, Jackie plans to visit Texas where they are running several programs aimed at educating youth in beef practices.

She is planning to attend the highly respected Texas A&M Beef Cattle Short Course as well as the Texas 4-H Livestock Ambassador Program, gaining valuable knowledge about beef cattle production and learning to become an advocate for the industry.

Whilst in Texas, Jackie also plans to take the opportunity to visit other Brangus and Beef ranches. Jackie is also planning to visit companies in Russia or China to understand the development of their cattle industries utilising Australian breeding stock.

Peter Doherty Science AwardProfessor Peter Doherty, a Nobel Prize Winner in Physiology / Medicine in 1996 and Australian of the Year 1997, created this prize to encourage excellence in scientific thought and activity in Ballarat State Schools.

This Award is presented annually to the student /group judged to have produced the best science project study during years 9 or 10.

In 2014 the award was won by Ballarat Secondary College East Campus students, Jasmine Gauci and Mia Delmage, for their investigation into the results of adding salt to boiling water.

This year saw 1000 vouchers distributed to school children and their families from 44 different schools and agencies throughout our region, with the area stretching as far as Ararat in the west, Darley in the east, Clunes in the north and Lal Lal to the south.

The principals of all government primary schools and most secondary schools in the region were offered the Back to School Voucher program. Various care agencies were also included and some of these agencies approached the Foundation directly.

The principals in collaboration with their staff / teachers considered which of their school families needed a helping hand. With the agencies, it was usually some of the families newly arrived in the region who were assisted, or carers of foster children.

We received many notes of thanks and stories of the benefit of the vouchers. Here are a selection of those:

“Just this week a family contacted us to indicate they were moving school as they could not afford the fuel to drive their daughter to school. This year-2 Koori student receives substantial additional support at our school – speech therapy, Multilit (reading support), QuickSmart (maths support) and an education support person in her classroom. We met with the family and waived all outstanding monies, offered a voucher for clothing/shoes and ensured direct contact on a regular

basis to monitor. The family feels much more connected and we are much more aware of our need to support. The vouchers were a part of our strategy. Thank you!”

“Thank you for the gift card! It helps me with buying socks and things for school, as we have a huge family. Thanks”

“We were able to assist a family with six primary-aged students who had to move schools suddenly at the start of term 1 and were not in a position to purchase all uniform pieces.”

“I have had many families in tears ring me and say what a difference the voucher has made. I don’t think people realise how difficult it is for some families.”

“One of our students began the school year in last year’s school shoes and complained that they were a little too tight. The voucher was presented to the parent with the tactful suggestion of buying new shoes for her daughter. It was gratefully received. Our other voucher was given to a single parent who had informed us weeks earlier that the child’s father had refused to contribute any funds towards back-to-school expenses for his daughter. Once again the voucher was received with extreme gratitude.”

The Ballarat Foundation’s consolidated investment portfolio generated a return of 6.56% or $107,880 (including dividends & DRP’s) for the 2014 calendar year. The benchmark index (the All Ordinaries Accumulation Index) returned 5.02% which resulted in the portfolio outperforming the index by 1.54% for the period.

A major advantage of being a “not-for-profit entity”, is that the Foundation can claim all franking credits in relation to dividends. We estimate that the Foundation received approximately $23,000 in franking credits for CY14. This is included in the above performance figures.

The portfolio’s strong performers included Westfield (28%), Telstra (22%), APN Property Fund (21%), Commonwealth Bank (13%) and Vanguard US Fund (13%). Significant increases in the share prices of these companies resulted from the market’s appetite for higher yielding investments in the face of a continuing deflationary interest rate environment.

The portfolio benefited from holding property funds which contributed positively to the portfolio, due to investors chasing reliable rental income in the face of declining fixed interest yields.

In addition, diversification into international equities (e.g. US & Europe) assisted portfolio performance as the US market significantly outperformed the Australian share market.

The major detractor from portfolio performance was BHP (-18%) which resulted from plunging commodity prices. We remain confident that BHP will continue to provide strong returns over the long term due to their low-cost mines and diversified operating structure. The portfolio is currently significantly underweight commodities which enabled the portfolio to outperform the index.

The Ballarat Foundation’s investment portfolio currently holds an asset allocation of 59% in shares (Australian, International and property funds), and 41% invested in government guaranteed term deposits held with Australian major banks and credit unions.
