Area Assessment

The subject area (about 0.2 ha) involves a 26-storey industrial building of 33 years old under multiple ownership and in good condition. It is mainly surrounded by residential development and government, institution and community facilities, and 60 private industrial buildings in the nearby Chai Wan Kok “I” and “OU(B)” areas are to the south, southeast and southwest (Plan C8). The overall vacancy of the area is about 6.0%, which is lower than the territorial figure of 10.2% for all “R(A)” areas. No subdivided unit was found in the concerned industrial building. About 37.1% of the GFA is for Warehouse/Storage use, to be followed by Office use (about 28.5%). Manufacturing/Workshop use occupies about 3.6% of the GFA. “Other Uses” take up about 2.4% of the GFA, including training centre or educational institutions (about 1.9%) and showroom (about 0.5%). If taking into account the only industrial building in the subject “R(A)” area and all the 60 industrial buildings in the nearby Chai Wan Kok “I” and “OU(B)” areas together, the overall vacancy is about 10.0%. About 39.3% of the GFA is for Warehouse/Storage use, to be followed by Office use (about 20.7%). Manufacturing/Workshop use and “Other Uses” take up about 7.9% and 4.4% of the GFA respectively. In terms of employment, about 408 workers are estimated to be engaged in the occupied

units of the subject industrial building, including about 137 workers (33.6%) in the manufacturing business and about 271 workers (66.4%) in the non-manufacturing business. The overall figure only accounts for about 0.4% of the total of 114,790 persons engaged (other than those in the civil service) in various business/industries in the Tsuen Wan District identified by C&SD in June 2014. So far, the area has no planning permission or building plan approval for redevelopment/wholesale conversion of the existing building. Noting that the area is the only industrial site in the concerned residential community, it could be retained as “R(A)” to encourage redevelopment for residential use which will help reduce I/R interface problems.

Recommendation

To retain the area as “R(A)”.
