    THE ANALYSISAFFORDABILITY

    Te NDP have promisedto implement a province-

    wide freeze on tuition feesfor college, undergraduate

    and graduate students and toeliminate interest on the provincialportion of student loans. Tesemeasures would cost $110 millionin the rst year. Students have longcalled for parties to freeze tuitionfees in Ontario, which are the highestin the country and have risen at 370

    per cent when compared to the rateof ination. argeting tuition feesis the most eective way to addressnancial barriers since it reduces thehigh up-front cost that prevents manypeople from attending or nishing apost-secondary education. High feesalso force students to assume highlevels of debt. However, this policydoes not roll back the fee hikes thatstudents have faced over the pastsix years, and students need a feereduction to substantially increase

    accessibility.

    Te NDP post-secondary educationplatform also commits to eliminatinginterest on the provincial portion ofstudent loans through the OntarioStudent Assistance Program

    (OSAP). Tis measure will save

    students a substantial amount ofmoney that would reduce howmuch they owe on student loans.For example, if a student graduated

    with the average $22,000 in debt,they would save about $1,345.

    Tis measure will increase theaccessibility of post-secondaryeducation especially for low andmiddle-income families. It wouldstop students from paying more fortheir education simply because oftheir socio-economic background.

    Te NDP have also committed toexpanding OSAP eligibility to part-time students on the basis of need,and to prohibiting institutions fromcharging late fees or interest onpayments for students who receiveOSAP loans to pay their tuitionfees. Tey have also committedto stopping the Liberal policy ofcharging students dierent feesbased on program and year of study.

    Because the NDP have committed tofreezing tuition fees and eliminatinginterest on student loans, they havereceived a B+. If they commit toimplementing a tuition fee reduction,they will receive an A+.

    FUNDING & QUALITY

    Te NDP has promised to investin the post-secondary educationsector, if elected, and raiseOntarios per-student funding

    to above the national average. Teyalso commit to creating a multi-yearframework that ensures that moneyis available to hire more tenure-trackfaculty members to improve quality.

Because of these commitments,students are giving the NDP an A fortheir promises to fund quality at collegeand university campuses.

    RESEARCH

    Te NDP has promised to investin the early researcher awards andto create whistleblower protection

    legislation to protect researchersat post-secondary education

    institutions. Tey did not, however,commit to instituting continuing feesfor graduate students.

    Students are calling on the NDP tocommit to introducing reduced tuitionfees for students who have nished theircourse work and oer more researchgrants. Because the NDP did notcommit to re-introducing continuingfees, students give their commitments tofunding research a C.

    STUDENT RIGHTS & PROTECTION

    Te NDP have made substantial commitments to protectingstudents and their rights. Tey have committed to creatinglegislation to support students union rights on campuses,supporting the creation of a Bill of Rights for students livingin on-campus housing, and extending the purview of the Ontario

    Ombudsman to the university sector.In addition, the NDP supports the development of a funding strategythat makes public transit more accessible for post-secondary students,investing in aordable and accessible childcare services on college anduniversity campuses, and reforming the electoral system to better reectthe actual views of voters. Te NDP has also expressed support forstopping the sale of bottled water at Government of Ontario facilities.

    Due to these commitments, the NDP receives an A-.
