Vietnam ICT Summit 2019 took place in Hanoi at Melia Hotel on August 22 with the theme “ Digital Transformation for Prosperous Vietnam”. The event
was co-organized by Vietnam Software and IT Services Association (VINASA) and Research Board for Private Economic Development.
There were more than 650 senior delegates from the government, research
institutes and universities, heads of 27 provinces, departments and cities
across the country; ambassadors and commercial counselors of 12 countries

8th event.
At the exhibition area, Vice Prime Minister Mr. Vu Duc Dam attended the

Trong năm 2016, các nhà sản xuất thẻ đã sản xuất 6,43 tỷ thẻ thanh toán trên toàn cầu, tăng
3,6% so với năm 2015. Thẻ thanh toán được thống kê bao gồm thẻ trả trước, thẻ tín dụng và
thẻ ghi nợ của MasterCard, Visa, UnionPay và thẻ ATM nội địa; thẻ American Express, Diners
Club, Discover, JCB, RuPay, Maestro; thẻ thanh toán bán lẻ, xăng dầu, y tế, hàng không, đỗ
xe và các loại thẻ thanh toán khác. Sự tăng lên trong sản lượng thẻ EMV đã dẫn đến việc
giảm số lượng thẻ từ được phát hành thời gian.
Trong lĩnh vực Thẻ thanh toán, 8 vị trí dẫn đầu danh sách vẫn không thay đổi so với năm
2015. Tổng số lượng thẻ của 8 “đại gia” này đạt 3,7 tỷ thẻ thanh toán, giảm 9,1% so với năm
2015.

Vietnamese prefer cash to credit cards when travelling
abroad
Up to 60.1 percent of Vietnamese used foreign cash, while 50.3 percent went for credit cards when travelling
abroad, a report says. The report, titled “Vietnam Outbound Travel Trends 2019,” released Monday by tourism
development consulting firm Outbox Consulting, also found that only 0.5 percent of respondents last year used
traveler’s checks for overseas travel.
The reports said younger travellers prefer to make cash payments, while older ones go for cashless transactions.
Almost half (49.9 percent) of respondents born between 1980 and 1999 said they typically use cash for payments
while travelling abroad. Meanwhile, 58.8 percent of respondents born in 1970 and earlier said card payment was
their preferred option.
The survey polled around 1,053 Vietnamese citizens aged 20-50 who traveled abroad over the past 12 months.
Thailand, South Korea, Japan, Singapore and China are the five most visited outbound destinations by
Vietnamese travellers. 52 percent of Vietnamese tourists made solo travels abroad while 38 percent choose tour
packages.
According to the report, free, independent Vietnamese travellers were likely to spend VND5-10 million ($215-
430) on each overseas trip, while those buying tour packages were willing to spend VND10-20 million on a trip.
The report said that leading factors in choosing a travel destination was expenditure (60.1 percent), good scenery
(53.1 percent), safety (47.9 percent), visa procedures (43.5 percent), and the average time spent overseas (40.7
percent).
Increasing numbers of Vietnamese people have been going abroad in recent years. Last year, 8.6 million
Vietnamese people traveled abroad, up 15 percent from a year ago.
According to Mastercard, Vietnam has the second fastest growing outbound market in the Asia Pacific region,
after Myanmar, with projected annual growth of 9.5 percent between 2016 and 2021. Industry insiders said that
as more Vietnamese join the middle class, they are increasingly looking outward for travel destinations. A World
Bank report in 2017 said the country is seeing an increasing number of people, estimated at 1.5 million each
year, join the ranks of the middle and upper classes.
A report by global market research firm Euromonitor in 2017 said outbound trips from Vietnam grew at an annual
rate of 10-15 percent a year in the 2012-2017 period.

Consumers are using debit payments more often to make e-commerce purchases, for online bill payments and for P2P transfers, according to a new study commissioned by Discover Financial Services' Pulse Network. The report shows that e-commerce and other digital transactions rose 24% during 2018, about five times faster than debit transactions with a physical card. Average spend per active card rose 8% to $11,684 during 2018, from the previous year. "People are increasingly turning to debit whether they're inserting a card at the point of sale, using an app or shopping online," Steve Siebert, executive vice president of marketing and brand communications at Pulse, said in a press release about the study. Also 70% of debit issuers said they plan to issue contactless cards in 2020, which is double the rate from a year ago. The study was conducted by the management consulting firm Oliver Wyman.

Singapore-based OCBC Bank announced the rollout of ATM technology that allows customers to withdraw funds
using the OCBC Pay Anyone app that works by scanning QR codes without the need for a debit card or PIN code.
The Pay Anyone app slashes the transaction time from about 80 seconds to about 45 seconds and authenticates
identity using a fingerprint, facial recognition or mobile banking credentials, according to a company release.
"As we accelerate our drive to go cashless, we also recognize that ATMs are still an essential and frequently used
touchpoint for our customers,” Aditya Gupta, head of digital business, Singapore and Malaysia at OCBC Bank,
said in the release. "Increasingly, more of these customers are getting familiar with and scanning QR codes to
pay, and we wanted to bring them the same ease, speed and security when they get cash at our ATMs.”
The app also allows customers to make payments to merchants and send P2P payments to friends and family.

Ủy ban Quốc phòng và Nội vụ (PDIAC) thuộc Nghị viện Uganda đã yêu cầu Chính phù nước này đầu tư lớn để triển khai
chương trình phát hành hộ chiếu điện tử (ePassport). Theo PDIAC, Uganda sẽ cần phải đầu tư ít nhất 28 tỷ Shilling (khoảng
7,8 triệu USD) để thiết lập cơ sở hạ tầng ban đầu phục vụ hoạt động sản xuất hộ chiếu điện tử. Kinh phí cho toàn bộ dự án
sẽ vào khoảng 100 triệu USD. Dự án phát hành hộ chiếu điện tử, do Cơ quan Quản lý Công dân và Nhập cư Quốc gia của
nước này phụ trách, theo kế hoạch đã phải được triển khai từ tháng 1/2017, tuy nhiên dự án đã không thể thực hiện được
vì lý do thiếu vốn./.

Singapore thử nghiệm đăng ký cử tri điện tử bằng thẻ căn cước điện tử Singapore sẽ thử nghiệm hệ thống đăng ký bỏ phiếu mới được liên kết với thẻ căn cước thông minh. Cơ quan Bầu cử
Singapore (ELD) cho biết để đáp ứng yêu cầu của các phương tiện truyền thông, ELD sẽ thử nghiệm hệ thống quét mã vạch
ngay trên thẻ nhận dạng đăng ký quốc gia (NRIC) của các cử tri. ELD khẳng định hệ thống mới sẽ rút ngắn thời gian chờ
đợi cho các cử tri và giảm số lượng nhân viên phục vụ hoạt động đăng ký tại các điểm bầu cử. Theo ELD, cơ quan này dự
định thí điểm công nghệ đăng ký điện tử tại một cuộc bầu cử trong tương lai nhằm kiểm tra thủ tục và thu thập thông tin phản
hồi. ELD hiện vẫn chưa gọi thầu cho dự án thí điểm./.

Đại hội Thể thao Khối Thịnh vượng chung Công nghệ nhận dạng khuôn mặt sẽ được sử dụng trong mạng lưới giao thông công cộng trong thời gian tổ chức Đại hội
Thể thao Khối Thịnh vượng chung 2018 (2018 Commonwealth Games) tại thành phố Gold Coast, bang Queensland, Australia
nhằm ngăn chặn nguy cơ khủng bố tại những khu vực công cộng và địa điểm thi đấu. Hệ thống nhận dạng tinh vi sẽ xác
định khuôn mặt của những kẻ tình nghi trong đám đông trên tàu, xe điện và xe buýt trong suốt 11 ngày diễn ra sự kiện. Hệ
thống này sẽ được kết nối với lực lượng phản ứng nhanh gồm cảnh sát và quân đội nhằm bảo vệ an toàn cho 1,5 triệu khán

Mỹ: CBP kiểm soát xuất cảnh bằng công nghệ sinh trắc tại các sân bay Phó Cục trưởng Cục Hải quan và Biên phòng Mỹ (CBP), John Wagner cho biết cơ quan này sẽ triển khai chương trình kiểm
soát xuất cảnh sinh trắc bắt buộc, giúp xác định danh tính du khách nước ngoài khởi hành tại các sân bay trên lãnh thổ của
nước này. Thông báo trên được đưa ra vài tuần sau khi Bộ An ninh Nội địa Mỹ đưa ra báo cáo ước tính khoảng 629.000 du
khách tới nước này đã lưu lại quá hạn trong năm 2016 do thiếu một hệ thống kiểm soát xuất cảnh sinh trắc đồng bộ tại các
sân bay. CBP sẽ kết hợp hệ thốngnay vớiạng để hoàn thành các mục tiêu đề ra. Tuy nhiên, Phó Cục trưởng CBP thừa nhận

Mobile fraud: More than 50% of high risk
transactions originating from mobile
Mobile fraud from mobile devices has rapidly evolved over the past several years. From this small, handheld
device, your customers can request a ride, book a babysitter, conduct a video conference, apply for a loan
or transfer money. In fact, over half (61%) of our protected transactions come from mobile devices so far
this year, up from 56% in 2018 and 51% in 2017.
As consumers shift to conduct more
business on their mobile devices,
fraudsters have taken notice. Ever

are mimicking the growth of mobile
transactions by using either mobile
devices or emulators on their desktops so
transactions appear to be coming from

In the first half of 2019, iovation saw 49%
of risky transactions coming from mobile
devices, up from 30% in 2018, 33% in
2017 and 25% in 2016. Throughout the
globe and in every industry sector,
iovation analysts are seeing an increase in
mobile traffic correlated with an increase
of risky transactions.

UK police to trial facial recognition apps on phones
Police in South Wales are to pilot a facial recognition app that will they can use to identify suspects without
having to take them to a police station.
The force will test the app over the next three months, running a snapshot of a person through a database
of suspects called a watchlist, reported The Guardian.
Some 50 officers will use the the technology to confirm the names of people of interest who are stopped
on routine patrols.
However, Liberty, the campaign group, called the announcement “chilling”, noted the newspaper, adding
that it was “shameful” that South Wales police had chosen to press ahead with handheld facial recognition
systems even as it faced a court challenge over the technology.
Deputy Chief Constable Richard Lewis said to the BBC: "This new app means that, with a single photo,
officers can easily and quickly answer the question of 'are you really the person we are looking for?'.
"Officers will be able to access instant, actionable data, allowing to them to identify whether the person
stopped is, or is not, the person they need to speak to, without having to return to a police station."

The Future of Payments is found in Scandinavia

As the world continues to move away from cash, the behavior of the
Scandinavian consumer provides cues to the future of payments.
Scandinavia, comprised of Denmark, Norway and Sweden, is seeing
an explosion in mobile payments, continued dominance of card
payments, and the rapid decline of cash usage.
Market Leader in Eliminating Cash: Sweden
In 1661, Sweden became the first country in Europe to introduce bank notes,
and is also likely to be the first country in Europe to stop accepting cash.
Sweden is the epicenter for the death of cash, with only 1% of the total value
of payments in Sweden made in cash in 2016. Businesses and banks are
reacting to the preferences of consumers and merchants, and it is now
common for businesses in Sweden to not accept cash.
There are multiple benefits of going cashless, including:
▪ Saving Time: Employees at the IKEA store in Gavle, Sweden
reported spending 15% of their time handling, counting and storing
money, even though shoppers used cash in less than 1% of
transactions.
▪ Saving Revenue: Businesses incur high risk and cost when handling
cash. According to the Visa Cashless Cities report, “Businesses lose
an equivalent of 4% of their revenues per month due to theft,
counterfeit money, and cash register”
▪ Safety: Worker and business safety is higher when companies go
cashless. Additionally, going cashless is also safer for banks.
Swedish banks have seen a drop in robberies by 99% between 2008
– 2017.
Strength of Card Payments
The dramatic growth of mobile payments has not dampened Scandinavia’s
appetite for card payments. Per capita, Scandinavians have the highest
usage of card payments globally with Norway leading the pack at 475 card

payments per average consumer each year. The card schemes have built an incredible
infrastructure of acceptance and trust, which enables Scandinavians to use their cards
within the region and abroad. Moreover, the card schemes are moving beyond swiping
and dipping cards to contactless pay.

Contactless Pay
Contactless pay enables a consumer to make a payment by
waving a card or device in front of a card reader. Contactless pay
is secure, convenient and enables the consumer to quickly
complete the transaction. Contactless pay is in its infancy, but as
more merchants enable this payment method and consumers
learn about it, usage of contactless pay will exponentially grow.
Contactless pay will fare the best in quick-low dollar transactions,
including transit. Merchants will embrace it on a wider scale
considering its acceptance rate is 10% higher than the traditional
magnetic swipe.7 Contactless pay is not unique to Scandinavia,
yet Scandinavians will likely be quick to embrace this payment
method. In 2018, Norwegians utilised Contactless pay for 4.5% of
transactions at physical terminals; however, this will likely scale to
over 50% with three years.
Mobile Payments Explosion
Across Scandinavia, three popular domestic schemes are leading mobile growth: Vipps in
Norway, Swish in Sweden, and Mobile Pay in Denmark. In 2018 alone, Norway’s Vipps users
conducted 141 million mobile payments totaling 67 billion Norwegian Kroner which represented
a 55% annual growth.9 Scandinavia’s mobile payment schemes are experiencing a network
effect where the increased number of scheme users, increases the value of the scheme. Vipps’
market penetration is at 75% 10, Mobile Pay is at 90% 11 and Swish is at 69%.12
Governmental Policy
Scandinavians have naturally embraced electronic payments, but for many jurisdictions the
biggest driving force towards a cashless society is governmental policy. Cash intensive
businesses pose a higher risk for tax evasion and risk of money laundering. Many governments
have enacted cash restrictions to reduce the likelihood of illicit activity. This has pushed more
consumers to embrace electronic payment methods.
The payment trends in Scandinavia will not be carbon copied across the world. There will be
nuances including some jurisdictions drive towards embracing alternative payment methods.
However, the general rule is that we are moving towards a cashless society.

lời kêu gọi khắc phục 5 trường hợp bảo mật yếu kém điển hình lại Hội nghị Tội phạm mạng. Cụ thể là:
Mật khẩu yếu
Thiếu bản vá lỗ hổng
Phần mềm diệt virus lỗi thời
Thiếu sự giám sát
Sử dụng những hệ thống dễ bị tổn thương, chẳng hạn như ColdFusion, Windows XP, WordPress lạc hậu và những hệ
thống tương tự khác. Brian Honan dự báo 5 “căn bệnh mãn tính” nói trên sẽ vẫn tiếp tục hành hạ thế giới bởi vẫn còn
rất nhiều tổ chức tiếp tục sử dụng công nghệ lạc hậu.
3. Thêm nhiều nỗi lo về bảo mật điểm cuối
Một trong vụ việc nghiêm trọng nhất trong năm 2017 là sự bùng phát dữ dội của mã độc tống tiền WannaCry. Theo
Avivah Litan - Phó Chủ tịch và là nhà phân tích cấp cao của Gartner, WannaCry có thể đã bị chặn đứng nếu mọi người
được cung cấp bản vá lỗi. Tuy vậy các tổ chức vẫn phải đối mặt với thách thức từ công tác quản lý bản vá.
“An ninh điểm cuối khác với quản lý công nghệ thông tin. Điều đó có nghĩa là chúng ta luôn dễ dàng triển khai các hệ
thống nhưng sẽ gặp rất nhiều khó khăn khi chuyển đổi hệ thống sang trạng thái ngoại tuyến để tiến hành hoạt động
bảo trì hoặc dành ưu tiên cho những lỗ hổng cần phải vá lại. Và kết quả là có hàng loạt hệ thống tồn tại những điểm
yếu điển hình. Không bất ngờ khi 80% đến 90% mã độc tống tiền đã lợi dụng những lỗi chung này”, Avivah Litan cho
biết.
Để khắc phục tình trạng nói trên, theo Avivah Litan, tất cả các tổ chức cần phải sử dụng phần mềm diệt virus “mới nhất
và tốt nhất” bởi vì các thế hệ mới sẽ có khả năng phát hiện và phản ứng tốt hơn, đặt biệt là những sản phẩm dựa trên
công nghệ điện toán đám mây.
