Descriptive Annex

1 INTRODUCTION

This pattern of an electrically driven flow meter comprises of a dispensing unit operating in

attended or unattended mode. It is manufactured by Larsen & Toubro and is designated as

SPRINT Pump. This pattern is suitable for liquids other than water of low viscosity

(<5mPa.s) including fuel blended with ethanol / biodiesel or biodiesel but excluding liquefied

gases. Each dispensing unit is available as a mono, dual or multi product pumps with two to

ten nozzles. They may have an oil mix facility with a fixed or variable percentage option.

Each pumping unit is independent and can dispense a different grade of fuel, it may have a

single or double sided display for displaying the price per litre, the volume dispensed and the

sale amount. The transaction data for each meter is shown on an electronic display. The

dispenser has indication of 7/6 digits for amount, 7/6 digits for volume and 6/4 digits for the

price per litre. The LCD display size can vary depending upon customer requirements. The

smallest division is 1 ml. The pumps are provided with Presetting or Non-Presetting facility.

2 CONSTRUCTION

2.1 Mechanical

The dispensing unit consists of a hydraulics enclosure with an electronic computing and

display module inside an Electronic Top Box. Structural assemblies and panel work are

constructed in mild steel / stainless steel (Figures 1, 2, 3, 4, 5 and 6).

The pump/dispenser family is broadly classified as given in the below tables.

2.2 Hydraulics (Figure 7)

The hydraulic unit is a suction system comprising of a motor driven pumping unit, with

integral air separator, feeding a four-chamber positive displacement meter, with associated

non-return and pressure relief valves. For a pressure system, the inlet pipe is directly

connected to the positive displacement meter therefore a motor driven pumping unit is not

required. The meter output pipes are routed to the hose supports. Depending upon the number

of fuels to be dispensed and the number of fuelling positions, there can be up to five such

independent hydraulic arrangements per dispenser.

2.2.1 Combined pump and air eliminator

The pumping unit is manufactured by Larsen & Toubro (Figure 8). It is belt driven from an

electric motor. The pumping unit is of rotary type with sliding carbon blades housed into the

rotor. The body is made of aluminium alloy. It has a filter/strainer assembly with a

unidirectional check valve at its inlet. The pressurised fuel is passed through an inbuilt air

separator zone. The fluid is then passed through another filter to the metering unit. It has an

inbuilt float chamber where collected fuel vapour is allowed to condense. It has a float

actuated needle valve to circulate the pure fuel back into the suction side. When the delivery

is stopped the unit is provided with an adjustable bypass valve which diverts the liquid flow

into the suction side of the pump. The liquid from the unit then passes into the metering unit

via a pressure regulating valve.

The pressure relief valve in the liquid line relieves any excess pressure generated on the

nozzle side to prevent the hose collapsing under pressure. It also prevents the hose from

bursting, for example, due to temperature increases of the liquid in the hose. The regulating

valve comes back to its original position when the delivery is stopped. This ensures presence

of fuel always from the point of measurement.

2.2.2 Positive displacement meter (Figure 9).

The meter is manufactured by the Larsen & Toubro L&T. The 4 Piston Metering Unit is

essentially a volumetric measuring device precision built for sustained accuracy.

The metering unit has a metal die cast body that houses 4-burnished liners in 4 cylinders

fitted with PTFE Piston Cups. The metering unit comprises of a single sealing face,

comprising of a valve seat and a kidney valve. The kidney valve has 2 ports positioned at

180° to each other, one for inlet and one for outlet of the fluid. The valve seat has 4 ports at

90° to one another. The ports are in turn connected to the above measuring chambers. The

positive drive is provided by the flow of the fluid, which generates the movement of the

connecting bars screwed to piston assemblies. The linear motion of the connecting bar is

transformed into rotary motion by a crank-rod assembly. The crank-rod assembly comprises a

crank-rod and rollers. A pin on the rod drives the valve on the valve seat. The rotary

movement of the crank-rod is transferred to an electronic register which is directly mounted

on the meter. The 90° disposition between measuring chambers and 180° between inlet and

outlet ports of valve prohibits static conditions within the meter.

Calibration of the meter is carried out mechanically by adjusting the calibration wheel on the

cover of the meter. In case of electronic calibration it is done via the calibration card. The

value of output in ml per pulse is adjusted to get the measured quantity within permissible

limits.

2.2.3 Pipe work

The pipe from each meter is routed to fixing points on the enclosure to which the flexible

hose is attached, with the hose terminating in a nozzle. Nozzles are stowed in holsters either

on the sides or on the front of the hydraulics enclosure. Solenoid valves are provided in the

line for preset pumps.

The hoses may be provided with 3/4” or 1” crimped/reusable end fittings. The hose size is

selected based on pump flow rate requirement.

2.2.6 Break-off coupling

A break-off coupling (single use / reusable) may optionally be fitted in the hose line.

2.3 Electrical

2.3.1 Motor

The motors that drive the pumps are single-phase, 1 / 3/4th HP continuously rated.

2.4 Electronics

2.4.1 Pulser (Pattern Designation for Pulser Card: 3E510466R0 or 4GDE Encoder)

The pulse transmitter is incorporated inside a Flameproof Enclosure called Sensor Box. The

Sensor Box is directly mounted on the meter. It is connected to the drive shaft on top of the

meter.

The drive cable may be taken from the sensor box to be connected to the mechanical totaliser.

Alternately, an Electro Mechanical Totaliser may be provided, the drive taken directly from

the Electronic Controlling Device. Additionally, the electronic system is provided with an

inbuilt Electronic Totaliser.

2.4.2 Indicating device and calculator

2.4.2.1 Computing and display module

The integrated computing and display module is mounted inside a console called “Top Box”,

mounted above the hydraulic zone. It contains the electronic display board, power supply and

motor switching circuits. A cut-out on the door allows the display to be viewed. The display

is illuminated by LEDs, either backlight or edge lit.

2.4.2.2 Integrated Computing and display board – Zline. (Figure 10) - Pattern

designation: Fuel _Pump Controller with LCD PCB-00510333)

The dispensing unit can contain up to four display boards, up to two (on opposite sides) for

each fuelling positions. The display board contains liquid crystal displays to display the

volume, amount of sale and rate of fuel (unit price). The display is retained if there is a power

failure by means of a battery back-up facility or a Super Capacitor. The computing and the

display board are integrated. On the Computing board, presetting circuitry is provided.

The software version number is XY-25-2-xx, where XY is for use for a specific customer

requirement, this is not present when not required. 25 is the hardware reference number, 2 is

the legally relevant part of the software, and xx is for minor changes which do not affect the

legally relevant parts of the software.

2.4.2.3 Separated Computing and display boards (Figures 11 and 12). Pattern

Designations: Computing Board: Eagle250, Display Board: 4GDE Display.

As described in 2.4.2.2. above, but all power, motor switching and electronic metering

circuitry is on the computing display board. It may have the extra facility to show additional

fuel parameters such as density.

The software version number version number is 02.xx.yy, where 02 is the legally relevant

part of the software, the xx is for major changes to the software, and yy is for minor changes,

both of which do not affect the legally relevant parts of the software.

2.5 Displays and legends

Depending upon regional / country specific standards, the decimal point can be programmed

and the display can be read as X.XXX instead of XX.XX etc.

The volume display XXXXX.XX or XXXX.XX is of the 7-segment liquid crystal type.

Providing mains power is present, lifting the nozzle will cause the display to show all “8”s,

all “blanks” then all “zeros”. To reset the display, the nozzle should be kept in the boot for

approximately one second, before lifting the nozzle.

2.5.3 Descriptive (plate) label (Figure 14)

The name plate shall be fixed in a permanent manner to the frame of the housing. Removal,

without destroying the name plate, shall not be possible, or the name plate shall be sealed to

the frame of the dispenser. It should bear the following inscriptions:

2.6 Sealing

2.6.1 Pulser (Figure 15)

Each pulse transmitter enclosed inside the sensor box is sealed to the meter body by passing a

sealing wire through hole in the sealing screw used for mounting the sensor box onto the

meter, and then into a seal.

2.6.2 Meter (Figure 16)

The meter is sealed by a sealing wire being passed through two screws on each cylinder head,

calibration wheel, calibration locking pin, and then into a seal. For meters with electronic

calibration facility, the sealing is done is a similar way minus calibration wheel and locking

pin.

2.6.3 Calibration

The calibration adjustment wheel is sealed by a sealing wire being passed through the

calibration locking pin, around the calibration wheel shaft and then into a seal (Figure 17).

For electronics with the electronic calibration facility on the pulse transmitter card, the cover

of the sensor box is also sealed, to prevent its removal, by passing sealing wire through hole

in sealing screw, placed diagonally opposite, and then into a seal (Figure 18).

3 OPERATION

3.1 Operating sequence

At the start of the transaction, the dispenser displays the previous sale. The operator removes

the nozzle corresponding to the grade required at the appropriate end of the dispenser. The

corresponding display(s) show all “8”s, all “blanks” then all “zeros”. Then the appropriate

motor is started permitting a delivery to commence. At the end of the delivery the nozzle is

replaced in the nozzle holster/boot and the pump motor stops.

4 AUTHORISED ALTERNATIVES

4.1 Having the dispensing unit described in the certificate as a single unit with one

pump/meter/hose or a multi product unit with a dedicated pump(s)/meter(s)/hose(s). These

individual units will act as a single dispensing unit in a common enclosure.

4.2 Having the dispenser connected to a Timeplan Fuel Management System

(Sigma) as described in GB Test Certificate GB-1322. The Timeplan Management System

(Sigma) may either be in a separate enclosure near the dispenser or may be included in the

same enclosure as the dispenser.

5 RECOMMENDED TESTS

The following tests may be performed in addition to those specified in the regulations in

order to determine conformity with the approved pattern.

5.1 Check that the sequence of all “8”s, “blanks” and all “zeros” appear on the

dispenser display prior to the start of a sale.

5.2 Check that the software version number is correct, depending on the type of

electronics installed, see sections 2.4.2.2 and 2.4.2.3. The software version can be displayed

on the keypad display as follows:

1) Ensure the nozzle is holstered.

2) Hold down F1 and F2 simultaneously – the display will show L1.

3) Press the sale key to scroll up.

4) The software version number will be displayed, UR “XXXXXX” where

XXXXXX is the software version number.
