So Where Does CERT members rank?
CERT Members are needed in major emergency to
assist the First Responders with duties that training
was given on.
• Medical Triage
• Traffic Control
• Light Search and Rescue
• Basic First Aid
• Scribe/Documentation
CERT MEMBERS ARE IMPORTANT
TO FIRST RESPONDERS DURING
MAJOR EMERGENCIES
CERT members do not respond unless requested.
This means they do not self dispatch.
Most times CERT would deploy to large incidents
such as mass casualty event in a support role.
Then why have a CERT program?
CERT Members can assist emergency responders with
various incidents, such as mass casualty events,
search for missing person(s), and severe weather
outbreaks.
Although CERT members may not perform the same
functions as first responders, they can assist with non-
critical duties (e.g. first aid, triage, light search and
rescue, documentation, etc.), leaving first responders
to focus on the more critical duties.
PLANNED EVENTS
CERT members are great for planned events.
They can be used for information, handing out
hydration items, communications, minor first
aid, traffic control, documentation, etc.
FIRST RESPONDER
TRAINING AND EXERCISES
CERT members can assist during first responder
training in various ways.
CERT members can assist as victims and/or actors.
They can assist with hydration and documentation.
CERT members will gain knowledge of actions/duties
performed during an event by first responders

• Personnel with training prior to a
major event.
• Personnel with a prior working
relationship with the first responders.
HOW TO START A CERT PROGRAM
• Discuss with your first responders what a CERT Program is and come to an
agreement on when and what they would learn to be able assist in time of
need.
• Discuss with law enforcement and County Judge/Mayor who will be allowed
to be a member.
• Discuss and invite First Responders to assist with the teaching of each
section related to their job.
• Choose a date for training. Most times Weekends and Evenings work best.
• Find a location to hold the training. You need a classroom type but also
ground space and outdoors for the fire suppression portion.
• Order books from FEMA or print them.
TRAINING AND WHO CAN DO THE TRAINING
• Find a trainer from Preparing Texas to do your first class.
• Training is a 24 hour basic class.
• Choose strong leaders that take the class and get them to
take the train-the-trainer class and coordinate with
Preparing Texas to be listed as a trainer.
• Continue to offer classes quarterly or annually.
• Offer advanced training and refresher/hands-on to keep
team.
